※JIG represents “The Joint Industry Guide for Material Composition Declaration for Electronic Products (Joint

Industry Guide for JIG)”, hereinafter referred to as “JIG”.

JIG defines a standard for identifying chemical substances to be surveyed and for reporting surveyed results in order

to effectively survey chemical substances contained in the products and parts in electric and electronic industries

companies. JIG was formally issued in April 2005.

Foreword

In the 21st century, it is difficult to maintain such an economic system as we have in the past, mass production, mass

consumption and mass waste production, and our society is strongly required to transform itself to a sustainable,

recycle-oriented society utilizing resources. As a move toward a recycle-oriented society, in Household Appliance

Recycling Law, Law for Promotion of Effective Utilization of Resources and other laws were prepared. In the

European Union (EU), Directive for Waste Electric and Electronic Equipment (WEEE), Directive for Prohibition of

Specified Hazardous Substances (RoHS) and other regulations have been prepared.

Under these circumstances Fuji Electric Group determined to exert its further efforts to provide products and

technologies contributing to global environment protection and to reduce environmental impact throughout product

life cycles and business activities, in order to contribute to the construction of a sustainable, recycle-oriented society, in

line with its “Basic policy for global environment protection”. For that purpose, since it is essential to procure

materials friendly to the earth and with small environmental impact, the Fuji Electric Group is aggressively promoting

green procurement.

It is very important for the enterprise compliance to control chemical substances contained in its products. It becomes

indispensable for responding a request of this period that each company within a supply chain constructs and operates

a proper and effective system for controlling chemical substances contained in products. Considering such back

ground, Fuji Electric Group revised the guideline as the 3rd edition incorporating the control system in accordance with

the “Guideline for controlling chemical substances contained in products” prepared by Japan Green Procurement

Survey Standardization Initiative (JGPSSI).

Fuji Electric Group’s materials departments promote green procurement based on this guideline. Our suppliers’

understanding and cooperation are earnestly requested.

I. Fuji Electric Group's environmental preservation activities

The Fuji Electric Group established its corporate mission in 1991 and the Basic Policies on Environmental Protection in

1992 (revised in 2003) based on the corporate mission. In line with the policies, the Fuji Electric Group is promoting

environmental preservation activities in all factories of the Group.

II. Green Procurement Guideline

1. Object

The object of the Green Procurement Guideline is to contribute to the preservation of global environment and to the

construction of a recycle-oriented society through procuring materials with small environmental impact from our suppliers

acting positively to conserve the global environment.

2. Scope of application

(1) The Guideline shall apply to materials supplied to the Fuji Electric Group through our suppliers.

(2) Materials are purchases which directly constitute Fuji Electric Group's products, such as raw materials, parts, completed

goods and equipment, subcontracted goods such as through commissioning production, processing and repairing to

outside contractors including attachments, packages and other items shipped together with products, and substances

suspected to remain in raw materials and parts used in manufacturing processes.

(3) The Guideline shall also apply to products of which design and production were commissioned to third parties by the

Fuji Electric Group and which are on sale or distributed with the Group's trade mark attached.

(4) The Guideline shall not apply to materials and goods used for research.

When green procurement is performed in a different way from the Guideline and a particular standard is applied depending

on group business activities, for details and confirmation contact staff in charge of each of the Fuji Electric Group companies

to which surveillance is commissioned.

3. Evaluation items

Besides quality, price and delivery date, the guideline evaluates the following 3 items for the overall decision of

selection of suppliers. If the evaluated points do not satisfy our standard, the contract may be reviewed:

(1) Measures for environmental preservation

(2) Construction of control system for chemical substances contained in products

(3) Use of chemical substances in supplied materials

(1) Measures for environmental preservation

In selecting suppliers, those suppliers actively engaging in environmental preservation activities will be given

priority. Namely, the base is that every supplier has constructed an environment management system

certified by such a 3rd party organization as ISO14001. If any supplier has no certification, it shall be

evaluated based on our company standard. If necessary, verification including audit may be applied.

(2) Construction of control system for chemical substances contained in products

Suppliers are requested to construct a control system based on the “control guideline for chemical substances

contained in products (hereinafter referred to as JGPSSI guideline)” drawn up by Japan Green Procurement

Survey Standardization Institute (hereinafter referred to as JGPSSI). The state of its construction shall be

evaluated based on the “Separated table 1 for JGPSSI guideline: Execution item table and check list” or

“Our company standard” Verification including audits may be applied, if necessary.

(3) Use of chemical substances in supplied materials

Supplied materials shall be evaluated based on the “Certificate showing that prohibited substances are not

contained” or “Content data”.

Ⅲ. Details of survey for suppliers

The Fuji Electric Group supplies customers with environmentally conscious products aiming at constructing a

recycle-oriented society. For this purpose we use the environmental data submitted by suppliers related to measures for

environmental preservation, construction of control system for chemical substances contained in products and materials

supplied.

Suppliers are kindly requested to understand the intent of the survey, to cooperate in the following survey and to

continuously conduct environmental preservation activities. For suppliers, that do not submit the requested data, the business

contract may be reviewed.

1. Documents for submission

(1) Supplier's measures for environmental preservation activities

(3) Use of chemical substances in supplied materials

2. Survey and report

(1) Each company of Fuji Electric Group sends report forms as necessary. Answer them within the requested deadline.

(2) Each company, which requested the survey, instructs and audits as necessary based on the evaluation results by.

(3) For construction of control system for chemical substances contained in products, report the change in answered items,

if any, of system and method as soon as possible.

(4) Report the change, if any, in use of chemical substances in supplied materials.

IV. Chemical substances and control groups 1. Chemical substances surveyed In principle, chemical substances to be surveyed are those selected by JIG (refer to Appendix-1), but for “banned substances” in control groups they include 36 material groups by adding 24 material groups defined by the Fuji Electric Group. 2. Control groups (1) Banned substances (36 material groups): Their use and production are prohibited by domestic and overseas laws and regulations and their use is prohibited by Fuji Electric Group.
