• 24 sessions ending July 30, 2015 • Literally hundreds of proposals exchanged • All employer proposals and all agreements required

• Employer required to comply with provincial government bargaining mandate

• Both BCGEU locals concluded bargaining this summer
• 65% of FPSE Locals have concluded bargaining, after a three month head start
• FPSE and BCGEU concluded template agreements in the spring
• 75% of public service has settled • All agreed to the same wage package

• FSA-BCIT settlement one of the most extensive in the public sector
• Thin settlements reflect limited mandate set by provincial government
• Public sector unions have not found leverage to open up mandate

• FSA strategy previously was to make no concessions in bargaining and to be flexible outside of bargaining
• Provincial government has tightened mandates: no concessions, no gains
• FSA adopted that position outside of bargaining: no concessions without corresponding gains
• Result has been improvements that apply to more members and are written in the contract

Bottom Line: • Increases totaling 5.5% to all wages and rates over 5 year

Benefits: January 1, 2016 • EHB deductible increases from $25 to $50 p.a. • Professional services reimbursement changes from
$10 each for first 12 visits to $10 each for first five visits
• Lifetime maximum changed from $250,000 to unlimited

Benefits: January 1, 2017 • Vision care increases from $400 to $500 every two
years • Hearing aid coverage increases from $400 every five
years to $1000 every three years January 1, 2018 • Supplemental Employment Benefit for
maternity/parental leave begins (75% of salary for 17 weeks)

Other Improvements: • Academic Freedom made consistent with other
college and university agreements • Faculty formerly known as non-teaching are now
recognized as ‘Specialized Faculty’ • Application of the BC Human Rights Code recognized

Concessions: • Release time for bargaining limited to four members
and release time officers • Grievance response time limit increases from five to
ten days • Seniority will not accrue while on general purpose
leave without pay

Compromises: Hours of Work • Normally assigned hours of work remain 0830-1730,
Monday-Friday • No regular or temporary member, except Librarians,
can be required to work outside those hours • Departments can schedule longer days, within limits,
without needing FSA approval • FSA has to be informed in advance of longer days • Special agreements for Nursing and Library

Compromises: Hours of Work • Longer hours must be approved by the Department,
the Manager, and the Employee assigned those hours
• FSA agreement required for: – Work on Saturdays, Sundays, or Statutory holidays – When more than half the shift is before 0800 or after 1600 – When more than nine hours elapses from beginning to end
of day

Compromises: Leave without pay (LWOP) limits • Applies to both General Purpose LWOP (Article 9.7)
and PD LWOP (Article 10.7) • Three year career maximum for each kind of leave
remains in place (six years in total) • A single absence cannot exceed three years • Must return to work for a period equal to the period
of LWOP before beginning a new LWOP • Pro-rated LWOP accepted by employer

Compromises: Short-term Development Leave • Article 10.6, applies to AIs and Tech Staff including
ITS and Research • Now can only be taken if ‘the Department is able to
meet its operational objectives’ • Disputes process incorporated, including review by a
labour-management committee from outside the department

Other Stuff: • Comprehensive housekeeping changes • Medical examinations can no longer be required • Partial months of pre-retirement leave will be paid
out, avoiding loss of income before pension begins • Acting and promotion rights made general • Economic Stability Dividend

Part-Time Studies • Minimal language changes • Employer provided no substantial responses on PTS
issues, except to cite cost implications
Research • Many hours spent discussing research classifications • Substantial agreement on changes were nixed by MAVED • BCIT told it could not negotiate more research positions
into our agreement

Specialized Faculty • No short-term development leave or other changes

If Ratified: • Will go to BCIT Board of Governors for a vote • PSEA will have to formally approve • Rights implemented at date of ratification unless
otherwise agreed (pay increases, implementation of benefit improvements)
• Retroactivity on 1% increase to July 1, 2015 • Publication of revised agreement
