1 INTRODUCTION
On November 29, 2018, Peel region hosted the third Public Information Centre (PIC #3) for the Front Street Station
Wastewater Diversion Project. This summary provides an overview of the approach and content prepared for PIC
#3, as well as a summary of attendance and comments received.
2 PURPOSE
During the Front Street Municipal Class EA, it was determined that the proposed capital works (including a new
sewage pumping station at Richards Memorial Park) would render the existing Ben Machree sewage pumping
station redundant. It was therefore determined that the Ben Machree sewage pumping station would be
decommissioned as part of the Front Street Municipal Class EA.
The purpose of PIC #3 was to reintroduce the study background and objectives, identify the preferred alternative,
and present the planned decommissioning of the Ben Machree sewage pumping station, including the preferred
diversion (gravity sewer) route. Members of the public participated by asking questions at the event and providing
comments on the comment sheets provided.
3 NOTIFICATION
Notification letters were distributed by direct mail or e-mailed to contacts on the study mailing list in early
November, including government agencies, Indigenous communities, local municipalities, utility service providers
and interested stakeholder groups. Members of the public that asked to be added to the project mailing list also
received a notice. Residents directly impacted by the work along Pine Avenue South were hand delivered notices
by the Region.
The Notice of PIC #3 was issued on November 15th and November 22nd, 2018.
A copy of the Notice of PIC #3 is included in Appendix A.
4 ATTENDANCE
The following Region of Peel and WSP staff from the Project Team attended the PIC:

A total of twenty-six (26) members of the public attended PIC #3. The City Councillor for Mississauga Ward 1 also
attended, as well as staff from the City of Mississauga.
5 FORMAT
The PIC was held at the Port Credit Arena, 40 Stavebank Rd., Mississauga from 5:30pm to 8:00pm. Directional
arrows were placed on the first and second floors of the arena to guide members of the public to the Port Credit
Room on the 2nd floor, where the PIC was held.
When attendees arrived, they were asked to sign in at the welcome desk.
The PIC was held as a drop-in style, open house format. Members of the public were encouraged to review the
panels and engage members of the Project Team. Project Team members were available to explain the Project
Background, the Class EA process and display panels, and to answer any questions from the public. Display panels

Notice of Public Information Centre (PIC#3)
Front Street Station Wastewater Diversion Project Study Background
The Region of Peel has identified the need to address the existing Front Street Station catchment area wastewater flows to align with
the Region’s long-term, wastewater services sustainable plan. As a result, a Schedule ‘B’ Class Environmental Assessment (EA) was
initiated to identify a solution for this infrastructure need. The technical analysis has led the Region to determine that the Ben Machree
Sewage Pumping Station will no longer be needed to accommodate the long-term wastewater servicing needs of the area. The
decommissioning of the Ben Machree Sewage Pumping Station is part of the preferred solution for this Class EA study.
The Study Process
The study has investigated alternative strategies, routes
and design concepts. The preferred solution involves the
decommissioning of the Front Street Sewage Pumping
Station, a sewer alignment along Lakeshore Road, a new
pumping station in Richard’s Memorial Park, the
decommissioning of the Ben Machree Sewage Pumping
Station and the preferred diversion route.
At the end of the study, and prior to implementation, a
Project File documenting the entire study process will be
available for public review for a 30-day period.
Public Information Centres (PICs)
As a part of this study, a (PIC) is being held to present
study findings and to provide an opportunity for
comments and feedback to the project team.
PIC No. 3
Date and Time: Nov. 29, 2018, 5:30 to 8 p.m.
Location: Port Credit Arena, Credit Room, 40 Stavebank Rd, Mississauga
PIC No. 3 will reintroduce the background and objectives of the study, identify the preferred alternative, and present the planned
decommissioning of the Ben Machree Station including the preferred diversion route. Information will be presented on display
boards and staff will be available to respond to questions.
PIC No. 1 was held on March 28, 2017, and PIC No. 2 was held on March 1, 2018.

Hi Gary, The site is 142 Sq-m, the building uses about half the lot. We will be surplusing the land, our first thought was to ask the
City of Mississauga if they wanted it, they have a park next door. But if you are interested, then we could discuss with
real estate, I’m not sure how to go about it. It’s located at the end of Ben Machree drive, see map below:

The Ben Machree pumping station receives sewage from the neighbourhood by gravity feed. The sewage is then
pumped uphill back to the Lakeshore Road main sewer line.
How will the system work without the Ben Machree pumping station?

Sewage Pumping Station will no longer be needed to accommodate the long-term wastewater servicing needs of the
area. The decommissioning of the Ben Machree Sewage Pumping Station and flow diversion is part of the preferred
solution for this Class EA study.

present study findings and to provide an opportunity for comments and feedback to the project team.

As I explained by phone, the Region of Peel has identified the need of installation two new deep trunk sewers as follow;
1- A new deep trunk sewer along Lakeshore Road West from Front Street to Jack Darling Memorial Park
2- A new deep sewer along Pine Ave. S From an existing BenMarchree sewage pumping station to Lakeshore Road
west.
Three Public Information Center were held. The third and final Public Information Centre was held on Nov. 29, 2018 (see
notice attached).

Thank you for your interest in this project and your inquiry. I am sorry for the delayed response.
The decommissioning of the Ben Machree pumping station is connected to the proposed Lakeshore Rd Trunk sewer
installation, which has been established as the preferred approach in redirecting sanitary flows from the Front St Station
to Richard’s Memorial sewage pumping station to accommodate future growth (see below sketch). The sewer will be
completed using microtunneling construction methodology. The microtunneling equipment requires an entrance and
exit shaft, and there are limitations to the permitted distance between these. Pine Avenue is a preferred route option, in
part because the shaft location at Lakeshore and Pine Ave can be used as an entrance shaft for the Ben Machree sewer,
as well as an exit shaft for the Front St trunk sewer.
As such, the proposed shaft at Lakeshore Rd and Pine Ave will need to remain open for the duration of the first
microtunnel launch from Front St Pumping Station to Pine Avenue, as well as from Lakeshore Rd to Ben Machree
Pumping Station. For this reason, the access closure is dependent on the duration of both of these works. The benefit of
this approach is that it eliminates the need for a secondary shaft which would be installed in close proximity to Pine Ave
and Lakeshore Rd regardless.
The size of a shaft is determined by the pipe installation size and needs to include sufficient laydown space for the
microtunneling equipment and workers. Location within the public right-of-way is preferred. The exact laydown area
requirements, layout and construction staging will be determined during the design phase with consideration for partial
closure if feasible and a detailed review of alternate route options.

Hello Kolsoom,
I'm writing regarding the elimination of the pumping station at Ben Machree Park. I live at 41 Pine Avenue South, and so
am interested in the proposed route of the new pipe underground along Pine.
At the meeting I was informed that the Pine Ave route was the most cost-effective, but that it would involve closing the
intersection of Pine and Lakeshore for up to a year. I'm wondering why it takes a year to dig a hole! I realize, of course,

that more is involved than just digging a hole, but it still seems like a long time. Can the hole not go off to the side of the
road and onto the sidewalk (by the Peel Chrysler) lot, and therefore allow some passageway onto Pine from Lakeshore?
If the intersection must be closed, will the stoplight be adjusted at Maple and Lakeshore to have an advanced green to
turn from Lakeshore west onto Maple South, as there will be more cars turning there to access Pine as well as Shoppers?
