• Industrial Leadership pillar:

• The integration of LEIT programme parts within the Global Challenges and

Industrial Competitiveness pillar will make industry a core enabler in solving

these challenges.

• Key Enabling Technologies (KETs) will continue to be supported, in particular

through the Digital and Industry cluster.

• SME instrument, FET, FTI:

• The proposal streamlines these different innovation support instruments through

two EIC instruments (Pathfinder, Accelerator).

• FET flagships will be integrated within the concept of missions.

• Access to risk finance:

• It will continue as activities financed by the R&I window of the InvestEU

programme.

• Social Sciences and Humanities:

• Future missions will fully integrate SSH in response to Global Challenges.

• The design of the three pillars and respective instruments ensures

interconnections leading to mutual reinforcement of activities.

• The role of industry in tackling global challenges will become

more visible in Horizon Europe.

• The overarching mission-oriented approach will provide a sense

of direction to all activities supported by the Programme.

• More flexible and interdisciplinary five clusters cut across

classical boundaries between disciplines (including SSH) and

address different types of challenge.

R&I Missions

R&I MissionsConnecting to citizens: Missions will relate EU's

research and innovation to society and citizens'

needs, with strong visibility and impact

Horizon Europe proposal defines mission characteristics and criteria

Specific missions will be co-designed with Member States, stakeholders and

citizens and programmed within the Global Challenges and Industrial

Competitiveness pillar (drawing on inputs from other pillars)

A mission will consist of a portfolio of actions intended to achieve

a bold and inspirational as well as measurable goal within a set

timeframe, with impact for science and technology, society and citizens

that goes beyond individual actions.

European Partnerships and strategic planning

Candidates for European Partnerships have been identified as part of the strategic planning;

Areas for possible institutionalised Partnerships based on Article 185/7 have been identified in the Annex Va of the Regulation;

The Project Team of Commissioners for Innovation and Competitiveness endorsed in March 2019 the next steps of preparation (start of IA work, engagement with stakeholders, based on the criteria of Horizon Europe);

Work within and across clusters has resulted in a consolidated portfolio of 44 candidates for European partnerships;

For each partnership candidate services have prepared a fiche that builds the basis for the next steps of preparation, and the structured consultation of member States;

List of 44 partnership candidates is part of the Orientation towards the Strategic R&I plan (Annex 7).

Structured Consultation of MS on European Partnerships

Aim: To gather early input of Member States on the portfolio and all individual partnership candidates, ensuring transparent and evidence-based selection of partnerships, rationalising and reforming the landscape and maximising their impacts.

It complements the strategic planning of Horizon Europe, ensuring a coherent overall approach.

6 June: Input from all Member States (+ NO and IS) on the 44 fiches for partnerships candidates received;

Feedback was analysed, report drafted, validated by services;

Structure: Key issues for further discussion, overall analysis, analysis per partnership;

20 June: submission of the draft report to the Shadow Strategic Configuration of the Programme Committee (shadow SPC);

27 June: discussion on the 44 candidates and additional priorities proposed

12 September: additional candidates proposed by MS during consultation and the way forward

24 October: MS added 2 new PPPs (Geological Survey, Brain Health) and 1 new co-programmed PPP (Waterborne) and a EIT-KIC (Cultural Heritage)

Information will feed into the Impact Assessment for partnership candidates based on Article 185 or 187 TFEU, and the preparation of all partnerships.

Critical issues in general raised during MS consultation

Strong criticism on the absence of partnerships in the clusters "Culture, creativity and inclusive society“ and "Civil Security for Society“;

Critical view on the high number and openness of Joint Undertakings;

Many countries miss a systemic approach to developing mobility and addressing related challenges, due to mode specific approach;

Some proposals are more mature than others

Societal dimension needs to be better articulated in many partnerships;

Large number of additional priorities (25) proposed by delegations;

Need to clarify the role of Member States in industry partnerships:

strong interest to join as partners in industry-led initiatives;

How to ensure involvement of Member States (notably in terms of contributions, in the governance, programming)?

special interest in testing and deployment activities, in synergy with Cohesion Funds and CEF priorities and investments.

For next steps: detailed comments on each candidate need to be analysed and reflected in the further preparation, in particular on objectives, scope and implementation modes;

Develop scenarios for role of MS in industry driven partnerships.

June: Launch of the Interservice Steering Group for European Partnerships, Start Impact Assessment work (coordinated study)

Early September: Launch Open Public Consultation on potentialfuture European Partnerships based on A185/187

24-26 September: European R&I Days (policy discussion and validation with stakeholders, covers all Partnerships)

End of 2019: Submission of Impact Assessment drafts to Regulatory Scrutiny Board
