Foreword
FRMB is pleased to launch its first special Newsletter dedicated to active co-financing agreements and
trust fund resources available within the Bank.
This Newsletter complements the brown bag sessions held in 2015. The objective of this publication is to
strengthen communication with our clients; to improve User Units’ access to information on co-financing
agreements, bilateral and multi donor thematic resources; to allow User units to better identify the relevant
funds and people among FRMB staff to support them in their daily work.
The department also strives to ensure the coordination of resource mobilization by forging close links with
departments to determine their needs in order to serve them better.
This special Newsletter is divided into two (2) parts. The first part provides essential information on 3 active
co-financing agreements with Japan, China and France. This includes eligible sectors, activities, countries,
terms and conditions as well as resources under each agreement. The second part is an overview on 21
active Trust Funds managed by the Bank. The document also provides with the contacts of the trust funds
managers as well FRMB Team, who is ready to give you more information on specific concerns. It also
presents graphics on resources available for the agreements selected.

Projects approved under Agreement: 17 projects for 795 million UA since 2007, including 6 projects for456 million UA during 2012 – 2016.

Resource available: : There is no specific limit to the available resources for co-financing but the commit-ment target is US$ 1 billion during 2012-2016, which is likely to be renewed and possibly increased at end-2016.
Next step
ADB and JICA have periodic consultations to exchange information on existing and new potential co-financingprojects. There is a robust pipeline and achievement of the US$1 billion JICA commitment target by end of 2016is likely. The projects are mainly in the Transport and Energy Sectors, but JICA is open to proposals in other sec-tors as well.

The term of each AGTF Loan willnot exceed twenty (20) years forSG Loans, and fifteen (15) yearsfor NSG Loans, and, AGTF loansare made under the same termsand conditions set out for ADBloans. These typically includeloans for national and regionalprojects, sector investments, in-frastructure and private sectoroperations.

Projects approved under Agreement: A total of 6 projects have been approved by the AGTF for a totalamount of UA 187.37 million in AGTF financing.

While the GTF’s original mandate was only for three years, the donors granted a no-cost extension of the GTF to No-vember 2016 to ensure that committed resources would be fully used to support the Bank’s governance operations.During this time, OSGE will continue to monitor project progress and report on results. An independent evaluation ofthe GTF, conducted in 2014, found that the GTF has supported demand-driven, innovative projects that have led tosome substantial achievements.
