Using 3D software, Hunt & Caraway created the output file for the 3D model. The firm used the model in its marketing with Sequoia, spending $500 to have the building printed overnight at 11 by 17 inches.

John Schmid, architect with Hunt & Caraway, says that the firm is using 3D printing more often with the projects. “If you take off the roof, the interior of the 3D print includes all casework, walls and interior features.”

While the Pathfinder Eastmark 3D print job was created in white “ink,” the firm has also printed out models in color that include wall covering colors and clear ink for glass. Hunt & Caraway outsources the 3D printing, but has looked into buying its own 3D printer when the volume warrants the purchase.

A standard 3D printer costs around $3,000. In the interim, JWP Design, Phoenix, is printing the models.

Two New Mesa Schools

Pathfinder Academy will relocate to a larger facility in northwest Mesa near Loop 202 and McKellips Road. The school is currently at capacity in its current location on 76th Place in Mesa. The new school, designed by EMC2 Group, will increase capacity to accommodate a total of 250 to 300 students.

The second Mesa campus, Pathfinder Eastmark, is in the Eastmark community in southeast Mesa. The 450-student campus was designed by Hunt & Caraway Architects. Pike expects the campus to open at capacity.

10KSF Expansion in Camp Verde

In Camp Verde, Edkey acquired American Heritage Academy, 132 W. General Crook Tr., two years ago when the owners retired. The school is nearing capacity and lacks some amenities. Edkey is expanding the campus on to an adjoining parcel. The 10KSF addition includes a multipurpose room. Hunt & Caraway is designing the expansion.

“We don’t expect to spend the full $35M,” Pike says, “but this gives us the flexibility to accomplish objectives for the three schools, and ultimately one in Glendale.”

But the city must choose which roads to repair carefully: The city spends an average of $6.5K/lane mile on major street repairs.

The city uses the van — ARAN, or automatic road analyzer — to photograph cracks in the streets.

Phoenix bought ARAN in 2009. It cost about $600K.

The van cruises on city streets every weekday. In addition, if a resident calls and complains about a street, ARAN responds and sizes up the condition of the road.

Street transportation spokesman Matthew Heil said officials will size

up the information with other roads. The van helps find what roads need repair, determine the level of care the road needs and how much it would cost to fix the road, he said.

But just because ARAN can help identify a needed repair, the city may not make the fix immediately because the city’s budget already

has identified projects for the year, Anderson said. New projects are added to a waiting list.

Tucson business and political leaders have endorsed the notion of having a new interstate run through the Tucson region, saying they fear the area will become economically irrelevant without it.

During an August 29 meeting of the Transportation and Trade Corridor Alliance, state officials were urged to incorporate Tucson into a future proposal for Interstate 11, a trade corridor connecting Las Vegas to Phoenix and running south to Mexico.

North of the border in Las Vegas, an opinion in the Sun newspaper points out that Phoenix and Las Vegas are the two largest metros in the U.S. not connected by an interstate highway. The paper says that the I-11 concept has bipartisan, business and union support. No route through Vegas was cited, but the U.S. 93 corridor is often pointed-to as the logical route between the two metropolitan areas.

While the entire freeway will take decades to complete, the Nevada Department of Transportation starts construction on the Boulder Bypass in 2014, which is a major segment needed to develop I-11.

While not endorsing a particular route, Mayor Jonathan Rothschild and Tucson Regional Economic Opportunities Inc. say an interstate link from Phoenix that does not run through the Tucson region would be a crippling setback.

“If we get bypassed, all the companies that consider regional relocation will not consider us,” CEO Joe Snell said of TREO’s decision to endorse an I-11 route. “If we’re not part of the I-11, we’ll be irrelevant economically.”

The recovering economy in Mexico has prompted more trade activity through Arizona, and leaders are looking to

capitalize on that growth by luring the distribution and logistics industry to the state.

Rothschild said people are starting to understand the potential benefits of a large distribution industry.

“Tucson is excited about and engaged in developing the Tucson region as a logistics hub,” Rothschild said. “There is fierce competition from nearby states. As such we need all hands on deck.”

Established last year, the Transportation and Trade Corridor Alliance is a combined effort among the Arizona Department of Transportation, Arizona-Mexico Commission and the Arizona Commerce Authority under the direction of the governor.

In 2006, at the peak of the housing boom, a new phrase was coined to represent the area stretching from Prescott to Sierra Vista: the Arizona Sun Corridor.

Experts predicted that by 2040, the megapolitan region would have a population of between 10M and 15M people.

Then the housing bubble burst and those figures were scaled back. The counties of Maricopa, Pinal and Pima combined are now projected to have 8.5M residents by 2040.

The strategic location for Pinal County

being smack dab in the middle of the two cities provides the region with great potential for growth and to become an economic powerhouse.

“Everybody talks about Southern California being one of the world’s largest economies, and I really do believe in my heart of hearts that this corridor in Arizona will be one of the world’s largest economies,” says Jim Dinkle, executive director of the Central Arizona Regional Economic Development Foundation.

“It presents a lot of opportunities,” said John Ellinwood, chief deputy with the Pinal County Assessor’s Office. “There’s talk in the future of putting in that Interstate 11, that Las Vegas interstate would come

into Casa Grande and that would be a wonderful development for the county.”

During the peak of the housing boom people were buying homes in Pinal County and commuting to their jobs in either Phoenix or Tucson. It’s a trend that continues today and it’s something that Mike Orr, of Arizona State University’s W.P. Carey School of Business, thinks will continue.

“Pinal County is kind of a dormitory county at the moment, but I think the number of housing units will grow over the next 20 years,” Orr said.

Tusayan is the heavily-traveled south entrance to Grand Canyon National Park. The town of 600 was incorporated in 2010 following special legislation to allow a few property owners to incorporate. The driving force for the effort to create a town was to get out from under the land development scrutiny of Coconino County.

Developers have sought for decades to seize on the heavy traffic generated by 2.5M national park visitors. Stilo Development Group, an Italian company, appeared poised to make that happen with plans that were themselves grand: a dude ranch, high-end boutiques, five-star hotels, a cultural center, hundreds of homes and a high-density shopping area just off the highway.

Now Stilo Development Group USA has defaulted on an agreement with town officials, and its application to access land it owns has hit a snag with the U.S. Forest Service. The town is threatening to revert the very zoning that led to its formation.

Developer Missed April Deed DeadlineTusayan’s mayor has made clear he wants to see some progress soon and a promise to turn over 40 acres for affordable housing fulfilled. Aside from fewer than 10 private parcels, the companies that run the hotels and feed the tourists own the homes in Tusayan.

Stilo was supposed to deed the 40 acres to the town no later than April 22 — 14 days after the Town Council approved annexation and rezoning petitions related to three properties that the company owns in Tusayan.

In addition, the U.S. Forest Service says it cannot grant an easement to the private developer. It’s requiring

the city to apply for the access key to the entire development.

Without the Forest Service’s approvals, the rest of the development that would transform Tusayan is on hold, Stilo spokesman Andy Jacobs said.

The easement is not the only obstacle. Stilo must secure a water source, a process environmentalists and Grand Canyon officials are watching closely (AZBEX, Nov. 13, 2012). Jacobs said Stilo pulled back an application to the Arizona Corporation Commission to form a water company because it needed approval for the easements first.

Zoning Reversion Threatened for Massive Tusayan Mixed-Use Project

After a month-long delay, a plan seeking a Casa Grande planning and zoning commission approval may be too “urban-up” for the Pinal County community. Planning staff is recommending denial of Station II, a mixed-use project on 34 acres near Jimmie Kerr Boulevard behind the Home Center Factory Direct outlet center. The commission heard the project last night after press time.

In a city of mostly one- and two story buildings, with conventional suburban power centers, AZ Outlet Investment, is proposing a 110-foot hotel building, a 165-foot apartment building, four-story anchor store, assorted retail and office structures up to 75 feet tall and a six-level parking garage. The applicant—which has not submitted any elevations—is affiliated with the entitled Phoenix Mart project on the other side of Florence Hwy, S.R. 247.

Although PhoenixMart is a massive project developing around a 1.7MSF expo center, its height is more in

keeping with the expectations of a rural community undergoing suburbanization pressures. PhoenixMart is reviewing proposals from builders and is expected to announce its GC selection in the near future (AZBEX, August 16).

“It’s a project that’s out-of-scale to Casa Grande,” a spokesperson for Casa Grande explained. “We’re still recommending denial.” The development was originally proposed for hearing on last month’s commission agenda, but was pulled after the staff report came out recommending denial. The updated September report includes several view simulations depicting its scale and bulk.

Staff is not opposing intensive commercial development on the site, but believes the Casa Grande general plan policies call for building heights at this level to be in the community center, not outlying commercial areas.

Ritoch-Powell and Associates has been given the green light to design the $1.9M Arizona City flood control project in Pinal County. The solicitation for a general contractor will be advertised in October, with construction slated to start in February. The county estimates the job will be completed by July.

The county’s flood hazard mitigation project is located along Battaglia Drive in the western portion of Arizona City and includes channels, culverts and a retention basin. The channels are located along Battaglia Drive from Santa Rosa Road to Peart Road and along Henness Road from Battaglia Drive south to Loma Vista Drive. The retention basin site is located at the southwest corner of Battaglia Drive and Henness Road. $460K of the budget is allocated for right-of-way acquisition.

The selected alternative included a large box culvert under Henness Road just south of Battaglia Drive; improvements to the existing earthen channel from Santa Rosa Road west to Peart Road; improvements to the existing earthen channel from Battaglia Drive to Loma Vista Drive; a new low water crossing south of Battaglia Drive along Henness Road; and a retention

basin at the southwest corner of Battaglia Drive and Henness Road.

The construction project in Arizona City outlined by the Pinal County Board of Supervisors in the county’s five-year Transportation Improvement and Maintenance Program is moving forward following the recent purchase of 40 acres of land critical for constructing the flood retention project along Battaglia Drive near Henness Road.

The Bell Road-Grand Avenue intersection in Surprise is a busier parking lot than University of Phoenix stadium during the Super Bowl; except, the intersection is not supposed to be a parking lot at any time. More than 80K vehicles sit interminably at the stoplight where U.S. 60 slashes northwest across Maricopa County’s busiest road.

That 80K average daily traffic (ADT) was last year’s data. This year, with an improving economy and new homes going up west of the intersection, the ADT is higher and the delays are worse. Without improvements, congestion will approach—in fact it already seems to have hit—gridlock during peak ADT hours.

Surprise’s council was told that ADOT will select the concept to be constructed later this month with AECOM’s final design concept report and environmental assessments set for December completion. ADOT will likely get the project under way in 2014 with an 18 month construction timeline.

Tuesday, the Surprise city council took a look at the two alternatives for rebuilding the interchange. There is a third alternative—do nothing and live with the status quo—but that option has few backers. The two plans left on the table are the Median Urban Design (MUD)—the Surprise preferred option—even with its $66.2M price tag, and the economy model at $48.4M, a Grade Separation Only concept.

Both price tags are significantly higher than the $36M ADOT thought it would be budgeting when it started examining options to clear up traffic, avoid train crossings and return the intersection to its purpose – moving traffic (AZBEX, May 3).

Options Raise Bell Road Over Grand Avenue

In both proposed alternatives, Bell Avenue is going to be lifted over Grand Avenue and the Burlington Northern-Santa Fe Railway tracks. With the MUD option, the intersection will also be hiked up so that Grand Avenue traffic does not stop. The intersection will be accessed from the left lanes on U.S. 60 and be located over Grand’s median. A number of retail driveways will be closed off by this design and shoppers will be refocused to a signalized intersection west of Grand Avenue and to 134th Drive and Avenue east of the highway. Some access points on Grand Avenue will remain.

Alternative B, Grade Separation Only, was previously displayed as Concept 5 in early discussions of the intersection improvements. With this option, Bell Road is hiked over Grand Avenue and the BNSF tracks. No turns are permitted. To access Bell Road or Grand Avenue, traffic will shift to an improved Litchfield Road on the west and Dysart Road on the East. Intersections at Grand Avenue and Bell Road on both the north-south streets will be widened or reconfigured.

Original headline: Construction Spending Rises 0.6 Percent in July

The private nonresidential construction market is carrying the sector’s load this summer. Spending is up 1.3 percent in July over June, but those gains were offset by a 0.2 percent drop in public nonresidential construction spending. When compared to 2012, public construction spending slumped 3.7 percent, wiping out a 2 percent year-over-year gain in private spending.

Overall, the nation’s builders were busy in July as total construction spending increased 0.6 percent to $900.8B—the largest upswing in four years—according to the Sept. 3 report by the U.S. Commerce Department. For 2013, nonresidential construction spending, while also rising 0.6 percent in July over June, ends up trending down 0.8 percent compared to one year ago.

Eleven of 16 construction sectors posted monthly gains in

spending. The largest gains were in lodging, up 5.8 percent; conservation and development, up 3.6 percent; manufacturing, up 3.3 percent; and transportation, up 2.4 percent.

In contrast, spending in five nonresidential construction sectors declined in July, including educational, down 0.7 percent; religious, down 3.1 percent; public safety, down 8.1 percent; and highway and street, down 1.1 percent.

On a year-over-year basis, construction spending has softened in 10 subsectors. The largest losses occurred in religious, down 18.1 percent; and public safety, down 14.1 percent.

Residential construction spending increased 0.5 percent for the month and is 16.8 percent higher than the same time last year.

Public Cuts Drop Nonresidential Construction Spending from 2012

Overtime, job delays, quality control - three construction challenges that seem to be partially driven by a lack of qualified craft workers for key spots. The Associated General Contractors report that three of four GCs report labor shortages across the country, with concerns the shortages are going to get worse.

“In Arizona, we saw a lot of former construction workers reinvent themselves, retire or leave the market,” says

Mark Minter, executive officer of the Arizona Builders’ Alliance. “We’re not getting young workers into the market like we used to.”

“Many construction firms are already having a hard time finding qualified workers and expect construction labor shortages will only get worse,” said Stephen E. Sandherr, CEO of the Associated General Contractors of America. “We need to take short- and long-term steps to make sure there are enough workers to meet future demand and avoid the costly construction delays that would come with labor shortages.”

The biggest challenges are finding carpenters, equipment operators and general laborers, according to AGC’s survey. Respondents also said that there are not enough qualified workers to meet future demand as construction jobs increase.

AGC called on Congress to jettison the caps on construction worker immigration numbers to offset the shortage.

The inaugural VerdeXchange Arizona conference in October will bring together business leaders and politicians who are helping to build Arizona and the west through sustainability, infrastructure and international business projects.

The day-long event October 8 at Arizona State University’s SkySong development in Scottsdale will give leaders a chance to discuss regional projects and business opportunities in everything from clean-tech and transportation to energy and investments. Leaders from the state, as well as those from Canada, Mexico and overseas will be attending.

The Arizona conference is modeled after the VerdeXchange Los Angeles and Canada conferences, founded to provide

a forum to directly address challenges and opportunities through building of an international community of like-minded people shaping the green economy.

Doug Bruhnke, CEO of Growth Nation, My Global Chamber and Arizona International Growth Group, was blown away by the LA show and how business-oriented it was. He worked with Maryanne Weiss, president of Gustare Ltd., to bring the conference to the state. Gustare is a growth management company.

William Trefethen, a long-time opportunistic player who in 2008 started investing in CMBS and distressed mortgages, has turned his sights to the mezzanine-lending business.

He has formed Parse Capital LLC, Scottsdale and Laguna Beach, Calif., and partnered with a real estate investment manager that has expertise in writing loans against multifamily properties that are in development, a niche that is still under-served by lenders.

Parse Capital is looking to write loans of $5M to $20M against properties that are being developed in markets with improving fundamentals. It will also fund junior loan participations, make preferred equity investments and provide bridge loans.

The mezzanine loans that Parse Capital writes will typically mature at the same time that the construction loans that are senior to them do and they would be structured as payment-in-kind notes. Parse Capital would write a $10M loan and expect to be repaid say $15M at maturity, when the property is completed and qualifies for either bridge or permanent financing.

Progress Report

Openings & Completions

1. Scottsdale Community College has gutted a half-century of shelving, stacks and facilities to renovate its 48KSF library building into a modern media center. The focus of the DLR Group redesign is upgrading technology and the power necessary to drive it. When the library was built, the impact of computers, smart phones and portable computers were never envisioned. The building lacked the power necessary for the technology. The new design opens the facility and establishes better space for collaboration. The finished library will also have a “wow” factor for students and faculty.

2. The first modern streetcar has arrived in Tucson fresh from the shop floor at United Streetcar, Portland, Ore. The car arrived on a semi-tractor in pieces. Technicians will spend about a month in the warehouse while crews reassemble the trolley for testing. The car will be unveiled in October for about four to six weeks of tests on the track.

3. Saturation divers – one diver at a time – are completing work on a hydro-generation repair at Horse Mesa Dam on the Salt River. The repair will put 97 megawatts of power back on line. The

system was damaged when a guide vane failure caused 50 tons of concrete to get sucked into the generator. The work had to be completed by hand because it was not feasible to drain Apache Lake.

4. The final girders have topped off the 260-foot long Vistancia Boulevard bridge over the CAP canal in Peoria. The route links the final 3,450 undeveloped acres with the south portion of the community. It’s also access to 900 acres of open space Vistancia is dedicating to the city. Construction will be completed in November.

5. Adapting the old Beefeaters restaurant into The Newton, a new Changing Hands Bookstore, coffee shop, and Becketts Table restaurant, has run into some surprises as demolition progressed. The building and basement are larger than expected and the ceiling height is taller. In addition, there was hidden roof damage revealed as construction on the project proceeds. Venue Projects has had to go back to the drawing board to resolve some of the issues—as a result, portions of the project are being demolished that were originally planned for retention.

6. Arizona State University has unveiled its new fitness complex next to the YMCA in downtown Phoenix. The $25M building was a venture with the college and Lincoln Family Downtown YMCA. The Sun Devil Fitness Center is open to Y members and ASU students. Phoenix Business Journal features a slide tour of the facility. Though a separate building, the center and original Y are interconnected on the first floor.

7. RED Development, the new owner of Town & Country, has finished the first phase of the revitalization program. Its 20KSF expansion is wrapped up with space for new stores and a 35KSF Nordstrom’s Rack has opened. With Whole Foods just about to open, RED is ready to move on to the second phase.

8. One phase is completed in the $225M rebuilding of the Mariposa Border Crossing in Nogales. The massive Port of Entry is a multi-agency project. ADOT finished its portion in 2012 and walked away with an award for its efforts. Work by the General Services Agency continues on the 12-lane inspection center and related border control facilities.

9. Shade and solar power are over the shuffle board courts and parking areas at Far Horizons East, a 44-year-old mobile home park in Tucson. The community, 7570 E. Speedway Blvd., installed 14 solar carport and shade facilities to become one of southern Arizona’s largest solar generating facilities. The system covers a total of

10. MorningStar assisted living, 32nd St. at Glenrosa Ave., is scheduled for an October opening. This is the development that was scarred with the skeleton of an abandoned

condo complex. The new project was developed by RED Development in a joint venture with MorningStar, Denver, Colo., and ArciTerra, Phoenix. The $25M, 80-unit, four-story complex includes wellness facilities and activity amenities.

Original headline: Forest Service predicts some impacts to springs, riparian areas from Rosemont Mine

The U.S. Forest Service predicts -- and the EPA disagrees -- that streamflow in Davidson Canyon and Cienega Creek will not be seriously reduced by the Rosemont Mine.

But in its latest environmental review of the $1.2B open pit copper mine, the service does conclude that it will have some negative impacts on downstream springs and riparian areas.

Here are some predictions from the preliminary draft of the Forest Service’s final Rosemont environmental impact statement:

▶Mine construction would lead to direct disturbance of 588 acres of riparian areas.

▶ Indirect impacts on 162 acres of Barrel Canyon riparian areas are expected with “high certainty.”

▶ Indirect impacts on 407 acres of Empire Gulch riparian areas are possible, but “highly uncertain.”

▶ Indirect impacts on 502 acres of Davidson Canyon riparian areas are expected “with moderate certainty.”

▶ No indirect impacts on riparian areas are expected in Cienega Creek, Gardner Canyon or Lower Davidson Canyon.

▶ Another 13 riparian areas associated with springs are fairly certain to be directly or indirectly impacted.

▶ Another 36 riparian areas associated with springs could be indirectly disturbed, “but with lower certainty.”

▶ Five springs are likely to be lost to surface disturbance.

▶ Eleven springs are likely to be indirectly impacted due to groundwater level declines.

▶ Sixty springs may be indirectly impacted due to groundwater level declines.

▶ Nineteen springs are unlikely to be damaged.
