Frequently Asked Questions & AnswersThe following questions and answers are offered to help you understand the upcoming changes to the University of Houston TSA 403(b)

and ORP retirement plans.

Why has the decision been made to add the new mutual-fund-based program?

The decision to provide this enhancement was determined after an extensive review of our current annuity platform and investment

options by the University of Houston Retirement Committee and its consultant, The Multnomah Group. The new mutual fund platform

offers you potentially lower fees, an enhanced lineup of investments and additional asset categories, including target date funds.

Do I need to do anything with my existing TSA 403(b) or ORP account?

No action is required of you. Your new account(s) will be set up on the new mutual fund platform automatically based on the

Mapping Schedule provided, unless you change your current contribution allocation flowing to the annuity platform. Your account

balances will remain unchanged, but you can transfer your accumulations to the new investment menu at any time should you wish

to do so.

How will my contributions be invested?

Contributions will be “mapped” from the investment elections in your annuity investment program to investments with “like” objectives

in the mutual-fund-based program, unless you make a new election before the quiet period. The amount and percent you are currently

contributing to the annuity investment program will be deposited to the mutual-fund-based program starting with the first payroll

following the “go-live” date of April 25, 2017. Contributions will no longer flow to the annuity investment program after that time.

What is investment “mapping”?

Your account will be transitioned to the new investment options through a process called “mapping.” Fund mapping is the transfer

of your contributions from the existing investment options to similar options available in the new mutual fund lineup. This transition

should be complete by the “go-live” date of April 25, 2017. Accumulation in your annuity-based program will not be transitioned unless

you request it and complete the necessary form.

The objective of the mapping process is to identify investment options under the new mutual fund platform that have similar risk and

potential reward characteristics as the current annuity options. Funds for the new mutual fund lineup were selected with the following

in mind: investment style, risk profile, sector holdings, asset class and long-term performance potential. The enclosed Mapping Schedule

illustrates how each investment option within the current annuity platform will be mapped to the new mutual fund platform.

What enhancements does the new mutual fund platform offer?

with your needs. Some benefits of the mutual-fund-based program include the following:

What is the “quiet period” and what effect does it have on my account?

During the transition process, your account information will automatically transfer from the annuity platform to the new mutual

fund platform. This time frame is commonly referred to as a quiet period, as you will be unable to access your account(s) to make

transactions, including the ability to direct or diversify your investments, obtain a loan and/or distribution from the retirement plan(s).

• The quiet period begins at 3:00 p.m. on Wednesday, April 19, 2017. Transactions will be accepted and processed until this time

• The quiet period ends at midnight (12:00 a.m.) on Tuesday, April 25, 2017

Once your account is converted to the new mutual fund platform, you can access your account information or request a change

to your investment election at VALIC.com/UHS or by calling 1-800-448-2542. This toll-free number can also connect you with a

Customer Service Representative available Monday through Friday from 7 a.m. to 8 p.m. (CT).

Today may be a good time to consider the appropriateness of your current investments. You can change your account and contribution

allocations before the quiet period begins or after the transition with VALIC is complete.

When and how can I transfer my existing VALIC annuity account assets to my new mutual fund account?

You may elect to convert (transfer) your existing annuity account assets to your new mutual fund account at any time on a quarterly

basis after Tuesday, April 25, 2017 by completing a VALIC Asset Conversion Form. Please contact your local financial advisor with any

questions or for help completing the form.

Must I move my existing VALIC annuity account assets to the new mutual-fund-based program?

No, you can elect to leave your existing assets in the current annuity program or convert your account to the new mutual-

fund-based program. However, if you choose to convert your existing annuity assets to the mutual-fund-based program, you

must move the entire account value; partial transfers are not allowed.

What will happen to my existing annuity assets?

Existing assets in your annuity account cannot be moved unless you make that decision. Annuity account assets will remain unaffected

unless or until you make the election to transfer to the new mutual-fund-based program by completing the Asset Conversion Form.

Are loans available under the mutual fund platform?

Yes. Loans are currently allowed by the plan. A one-time fee of $50 will be charged as an initial setup cost with a $50 annual fee

assessed for administration of each loan. Repayments are made by Automated Clearing House (ACH) debit agreement from your

personal checking or savings account. At the time you request a loan, you will also be asked to complete an ACH debit agreement.

All loan interest repaid will be credited to your account.

Can I transfer to the mutual-fund-based program if I currently have an annuity loan?

Yes, all available annuity account balances, except outstanding loan balances, will be available to transfer to the new mutual-fund-

based program by completing the Asset Conversion Form. Outstanding annuity loans will not be transferred to the mutual-fund-based

program. Your loan repayments will continue to be paid via ACH under the annuity program. Once annuity loans are paid in full, you

may submit an Asset Conversion Form if you choose to transfer the remaining loan payments received by the annuity account to the

mutual-fund-based program.

• Generally, higher potential returns involve greater risk and short-term volatility. For example, small-cap, mid-cap, sector and emerging funds can experience significant price fluctuation due to business risks and adverse political developments.

• International and global funds can experience price fluctuation due to changing market conditions, currency values, and economic and political climates.

• High-yield bond funds, which invest in bonds that have lower ratings, typically experience price fluctuation and a greater risk of loss of principal and income than when investing directly in U.S. government securities such as U.S. Treasury bonds and bills, which are guaranteed by the government for repayment of principal and interest if held to maturity. Fund shares are not insured and are not backed by the U.S. government, and their value and yield will vary with market conditions.

• Interest rates and bond prices typically move inversely to each other; therefore, as with any bond fund, the value of an investment in this fund may go up if interest rates fall, and vice versa.

• Mortgage-related funds’ underlying mortgages are more likely to be prepaid during periods of declining interest rates, which could hurt the fund’s share price or yield and may be prepaid more slowly during periods of rapidly rising interest rates, which might lengthen the fund’s expected maturity.

• Investors should carefully assess the risks associated with an investment in the fund.

The Fixed-Interesest Option from VALIC features interest rate guarantees that include: (i) a lifetime minimum interest rate of 1.00% set at the time the contract is issued; (ii) an annual crediting rate of 1.00% for calendar year 2017; and (iii) in the company’s discretion, a current crediting rate, declared no more frequently than every 90 days, and equal to or greater than the annual crediting rate. Each rate is credited on a daily basis at an annual effective rate and uses a portfolio interest crediting method in which all deposits, as well as credited interest, receive the same crediting rate regardless of date of deposit. The VALIC interest-crediting policy is subject to change, but any changes will not reduce the current rate below the contractually guaranteed minimum or money already credited to the account.

All guarantees are backed by the claims-paying ability of The Variable Annuity Life Insurance Company.

You could lose money by investing in the Fund. Although the Fund seeks to preserve the value of your investment at $1.00 per share, it cannot guarantee it will do so. An investment in the Fund is not insured or guaranteed by the Federal Deposit Insurance Corporation or any other government agency. The Fund’s sponsor has no legal obligation to provide financial support to the Fund, and you should not expect that the sponsor will provide financial support to the Fund at any time.

Investors should carefully consider the investment objectives, risks, fees, charges and expenses before investing. Investing involves risk, including the possible loss of principal. Investment values will fluctuate and there is no assurance that the objective of any fund will be achieved. Mutual fund shares are redeemable at the then-current net asset value, which may be more or less than their original cost.
