The four elements of the FREILOT service will be used in the following innovative, integrated, incentive based, win-win scheme:
• City or road authorities responsible for traffic in a pilot location will
implement a traffic management scheme giving priority to goods vehicles on certain roads and/or during certain times of the day;
• Only goods vehicles equipped with acceleration/adaptive speed limiters and eco-driving support function will be eligible for priority on these roads;
• In addition, the pilot cities will offer a service to these delivery vehicles
for dynamically scheduling of loading/unloading spaces.

Cities would need to update their traffic management system to support selective priority for eligible goods vehicles. Many cities already have bus priority scheme, which could for very low cost be adapted for this;
Cities benefit from the possibility to “steer” goods traffic towards preferred roads or preferred times of the day (e.g. 5-7 in the morning), through an incentive-scheme. As a result, these cities benefit from lower overall fuel consumption (considering all traffic participants), leading to lower CO2 emissions.
