In this context, Freight4ALL capitalizes on the e-logistics applications

implemented in MED areas by isolated initiatives, however introducing a

distributed ICT platform that allows the integration of existing systems and break

the barriers for all actors involved in transnational freight transport chains.

The MED area transport cohesion can be achieved by introducing smart ICT networking solutions allowing accessibility for all.

Resolution on transport policy of the RS (Intermodality: time for sinergy) / year 2006:

Transport as basis for economic development of a country

- weaknesses in Slovenia: no cooperation among transport service operators and no links between different types of transport infrastructure (intermodality, multimodality), lack of logistics centres

Experience of cooperation between logistics providers in Slovenia:

- Transport Logistics Cluster – approx. duration 2002 – 2005- Slovenian technological platform – approx. duration 2008- Chamber of commerce of the RS/ transport section - well established

section, in particular representing interests of truck drivers- Association of shipping agents – historic association of some of the

shipping agents present in the Port of Koper- Propeller club of the Port of Koper – association that promotes

maritime transport and unites actors of maritime field (pilotes, tug services, moorers ecc)

• The PACA-Corsica Chamber of commerce and Industry (CCI), which is the cornerstone of the region’s development policy as regards its transport and Logistics system, manages 11 maritime and inland waterways ports as well as 5 marinas, employing 307 personnel in ports, covering 50 000 square meters and 9200 meters of quay availability. This generates a turnover of approximately € 60 million yearly.

• The PACA regional development policy benefits from a broad legal framework involving laws and regulations of various natures.

• Consistent with the Regional Economic Development Plan (SRDE) drawn up by the PACA regional authority and the Corsica Sustainable Development and Land Use plan (PADDUC), the plan presents the current situation concerning seaports, inland waterway ports and airports, with details of the main features of such facilities.

• The plan is based on an assessment of the port and airport infrastructures. In light of the number of facilities managed in PACA-Corsica, the plan will include not only a file on problems common to both regions, but also two reports on the specific features of each tool.

Provides global security, via web technologies, allowing authorized access and interactions of both human and machine based on predetermined credentials and rights

Includes administrative mechanisms and supportive services for dividing users/systems into autonomous, independent, self-administered groups, allowing increased confidentiality for sensitive data and remote administration of selected suites of applications for virtual management of entire transport chains.

The Generic Harmonisation Framework (GHF) lays the foundation for the development of the System Architecture.

When defining the GHF, three distinctive layers have been considered:

• Analysis of the backend systems consolidating the information of the backend and other relevant systems related to transport in terms of services, commonalities, differences and interrelations.

• Defining the agreement to be settled to achieve an effective interoperability between the backend and other systems

• Analysis of the current existing policies compared to the policies required for the development, facilitation, improvement of the business cases operation, providing at the end the generic policy dimension on the MED area

A generic platform to link backend systems for the benefit of all involved within the transport chain is not only structurally viable as has been proved with the development of concept but also functionally viable as we have analysed the business cases to pinpoint the need that clearly exists in the market.

Back end … from the manual… which could be very useful

The Gateway component is responsible for access to the platform regardless of the component the user wishes to access the user must enter through the Gateway.The gateway is the only entrance and exit point for the platform it is an ideal component to record the traffic in and out of the system. This information can then be provided via the UI to the user that it would benefit or concern, tying it with the autonomous administration functionality, allowing administrators to monitor the frequency of use of the system.

The primary goal of the Single Sign On (SSO) is to allow for the user of the platform to enter the system at a single point and, without requiring the user to reenter their credentials, to move seamlessly through the many system components and to exploit the services of backend systems.

Publication is performed by F4All global administrators using the graphical user interface (GUI) provided by the Freight4all workflow administration.

Web services used in Freight4all are published in UDDI which allows the search and discovery of web service details either from within the F4ALL front end or from other IT systems that can be interfaced with the UDDI repository. 2. c / System architectureOrchestration supports two types of operations:

1. The creation/ update of workflows during the design operation of the system

2. Control and execution of workflows during runtime operation of the system

 Workflow design is supported through the use of front ends that are accessible only to administrators.

Orchestration involves the design and the runtime operation of the workflow by the global administrator. In addition a user can monitor the execution of his own workflows.

First he/she has to select the option Workflow design from the workflow GUI options. Then, he/she is able to view the running status of active workflow instances or past (history) workflows. The system shows the execution status of the workflow and the steps that have been executed. For each step of the workflow a Trigger is sent to Interoperability / Interconnectivity and a response is expected (i.e. notification) to signal that the specific web service has been executed.

Data collection

Input

The data to be collected from Workflow and Interoperability/ interconnectivity can be grouped into different categories. For example Data collection may receive:

Transport planning information including: Requests and quotations for transport services, Bookings of transport services, transport chain definitions, etc

Transport Execution information such as: Instructions and consignment information, status reports from different services providers, etc

Transport completion information: triggers that signal the delivery of shipments to end destination, delivery reports, invoicing information

Data collection

Based on the type of data submitted, Data Collection Services will collect information and store them in various operational repositories.

The main source of data is the backend systems which, through their services, provide transport related information.

The system is expected to provide data collection mechanisms: push (web services) that is used by components of the platform (e.g. back end systems) to provide the required information

Data collection

The data collected from external sources will be stored in repositories. Repositories will be categorized either per backends (i.e. IPBO, Valencia, etc) or per operation (i.e. Transport planning, execution, completion, etc).

All data collected should have a common reference ID (i.e. a consignment ID) to group relative data during the analysis.

Data extraction &

transformation

Data extraction and transformation is an activity that is executed periodically and automatically by the system (e.g. every 10 minutes).

It collects all information from the historical/ operational repositories and performs a set of operations that check, clean, map – if necessary – to common set of data and transforms data to an optimized structure for statistical analysis.

All data are stored in the analysis repository.

The main characteristics of this functionality are:

Staging area: Separate area where a series of checks is performed before data are finally stored. This intermediate area is used to a) facilitate the process of problem identification in case of validation failures and b) ensure that no invalid information will be stored into the Analysis repository

Data validation checks: A set of checks are performed before the data stored into the Analysis DB, including mainly logical validation of the data in order to ensure that the information stored does not contain invalid values for the analysis and the calculation of the indicators. The above checks are specific and will be defined per indicator during the indicators specifications.

Transformation: If data are not in accordance with common information model specifications then a set of transformation mechanisms will be involved

All activities from all stages from data collection to reports are logged through the monitoring functionality.

The most important activities are transmitted through auditing to the Gateway whereas the component keeps a complete detailed analysis internally.

The latter is accessible through a set of front ends to FREIGHT4ALL global administrators who have a complete overview of the system’s operation and performance.

In addition the system provides the possibility of notifying the FREIGHT4ALL Global administrators via email of serious events. This is done through a notification mechanism using interfaces with the Gateway.

Analysis

This section performs statistical analysis based on indicators that measure transport service quality and service benchmarking along transport corridors/chains during Transport planning, Transport Execution, Transport Monitoring, Transport Completion.

The indicators to be calculated by the Assessment & Benchmarking fall into two categories:

Generic indicators that will be related to the services provided by FREIGHT4ALL and will be accessible to actor roles

Specific indicators for each demonstrator case and actor role
