12:00pm ‘TEDD 100 – shaping workforce performance’. The Employment Deal Diagnostic-Martin will highlight a special offer for Authorities in the West Midlands on the new TEDD offer. A regional initiative engaging above 10 councils and the LGA will be producing a regional benchmarking report.

About MartinFormerly Global Programme Director, HR Transformation, at Cable & Wireless, Martin now blends academic research with consultancy. His doctoral thesis examined the perceptions of managers towards technology-mediated HR, which has informed his more recent work on new approaches to facilitating dynamic conversations that support organisational change.

Martin is an Academic Fellow, CIPD and a member of the Guru Group supporting the Engage for Success Movement. He is also a part time lecturer in management at the University of Dundee.

Over the past 5 years Martin has published several books and academic articles.

He is currently working with the Local Government Association on the evaluation and re-architecting of the employment deal for the public sector.

Kessar Kalim, HR Business Partner, London School of Hygiene & Tropical Medicine

About KessarKessar Kalim was the winner of both the ‘HR Business Partner of the Year’ Award and ‘Overall Winner’ Award at the Personnel Today Awards 2015, and recipient of the ‘Highly Commended’ Award in the ‘HR Practitioner of the Year’ category at the HR Excellence Awards 2015. He is currently a HR Partner at the London School of Hygiene

& Tropical Medicine, a post he has held since February 2016. Prior to this, he was a HR Business Partner at Cafcass, the largest employer of social workers in England. Having acquired a BA in Economics before entering HR in 2009, Kessar has significant experience of change management, workforce planning, employee relations, recruitment and selection, talent management and job and service design.

Our panel of experts Throughout the day, our panel will be asking questions and providing feedback on aspire delegates’ presentations.

Equally the audience will have time to question our panel on the themes, to ensure a robust debate on the 4 themes of the day.

As well as Angela and Martin on our panel we will be joined by Liz McQue, Chief Executive of North West Employers (NWE) and Nigel Carruthers, Senior Advisor, Workforce Strategy & Policy from Local Government Association.

Liz McQueThe main focus of Liz’s work is representing the interests of the local authorities in the region as employers and working with partners to improve outcomes for the people of the North West. NWE helps organisations deliver better outcomes with and for local people and to make connections across the public sector to enhance collaboration. Liz works with groups facilitating large events involving different partners and smaller team events for senior managers and elected members. She has worked on European projects with senior leaders and politicians from different countries. Her key interest is in organisational change and the role of leaders in shaping cultures where people thrive and focus on improving performance at a personal, systems and organisational level.

Nigel CarruthersNigel has worked for and in local government for over 20 years. He is the Senior Advisor for Workforce Strategy leading on engagement, performance management, resourcing and talent management for local government nationally. The role provides advice, guidance and practice support to councils in England and Wales.

Current activities focus on improving manager and employee performance, organisational re-design and improving workforce efficiency and productivity. Nigel is the LGA’s workforce lead for the North East and Yorkshire & the Humber regions. Previously, Nigel was a National Programme Manager at the Improvement and Development Agency for Local Government, managing diverse national programmes of work such as Local Government Careers, National Recruitment Campaigns, Smoking Cessation Initiative, Healthy communities project, National Competency Framework Initiative, Get On Campaign and Strategic Workforce Planning Network.
