The Chief Minister had announced the free travel scheme in the Vidhan Sabha on March 5, as part of his government’s efforts to empower women and girls in the state. The scheme will benefit over 1.31 crore women/girls across the state. As per Census 2011, Punjab has a population of 2.77 crores (males 1,46,39,465 and female 1,31,03,873). Under the scheme, women residents of Punjab can avail free bus travel in Government-owned buses, including PEPSU Road Transport Corporation (PRTC), Punjab Roadways Buses (PUNBUS) and City Bus Services operated by Local Bodies. However, the scheme is not applicable to Government-owned AC Buses, Volvo Buses and HVAC Buses. Documents like Aadhaar Card, Voter Card or any other proof of residence in Punjab would be required to avail the facility. Further, all women who are family members of Punjab Government employees and residing in Chandigarh, or are themselves employees of Punjab Government but live in Chandigarh, can avail the benefit, irrespective of age and income criteria, of free travel in the said government buses. This scheme is expected to not only reduce female drop-out in schools because of high cost of daily transport but also facilitate working women, who have to travel considerable distances to their workplace. The facility will thus ensure access to safe, cheap and reliable travel for women to engage in any economic activity. Since the scheme is expected to encourage women and their companions to utilize public transport, it would naturally bring down the number of personal vehicles plying on the roads leading to consequent reduction in pollution, accidents and vehicular congestion, the Cabinet felt. Enforcement directorate setup to check illegal mining CHANDIGARH: Decks have been cleared for the establishment of the Enforcement Directorate, announced by Chief Minister Captain Amarinder Singh earlier this month, to check illegal mining in Punjab. The ED, to be headed by a senior police officer not below the rank of a Deputy Inspector General of Police (DIG), will be set up in the Mining & Geology Wing of Water Resources department. It will also help in ramping up the state’s revenues by curbing the menace of illegal mining. A spokesperson of the Chief Minister’s Office said the ED would help in checking and stopping unauthorised movement of minor minerals within the state and at the interstate borders of Punjab. , in conjunction with the officials of the Mining department. It will also facilitate prosecution of those indulging in illegal mining under Mines and Minerals (Development and Regulation) Act, 1957. Working closely with the Mining Wing of Water Resources department, the ED will also check that those involved in sand and gravel business do not overcharge on the sale price ceiling prescribed in the Mining Policy. Voting for phase 2 in Bengal, Assam today AGENCY KOLKATA, MAR 31 West Bengal and Assam is gearing up for phase two polling on April 2. In the phase two, 30 assembly seats are up for grab. On March 27, the same number of seats had gone to polls in first phase. These 30 seats are spread in three districts, Bankura, South 24 Parganas, and Medinipur. Polling in West Bengal was scheduled in eight phases. With first phase over and second phase tomorrow, third phase will take place on April 6, phase-IV on April 10, phase-V on April 17, phase-VI on April 22, phase-VII on April 26 and phase-VIII on April 29. The counting of votes will take place on May 2. For 30 seats in phase two, 171 candidates are in fray with 152 men and 19 women. Of all the constituencies, Nandigram is set to witness a high-profile contest between sitting Chief Minister Mamata Banerjee and her former party colleague and now BJP leader Suvendu Adhikari. Besides Adhikari and Banerjee, Left front candidate Minakshi Mukherjee will also be contesting from Nandigram. As many as 310 Central Armed Police Forces (CAPF) coys and 90 companies of Assam state police have been deployed for the second phase of the Assam Assembly polls on April 1, Assam Chief Electoral Officer (CEO) Nitin Khade informed. One constable and one home guard will also be deployed at each polling station. Besides this, sector and zonal police officers are continually monitoring the security situation. In view of the worsening COVID-19 situation, the Election Commission (EC) had issued guidelines lowering the maximum number of voters per polling booth from 1,600 to 1,000. All transactions will be done online at Panchayat level: Haryana CM BUREAU CHANDIGARH, MAR 31 Haryana Chief Minister, Manohar Lal has said that all monetary transactions will be done through online mode at the Panchayat level. Besides this, he said that an Audit Report should be prepared for every district and detailed discussions should also be held, he added. This information came to light during a meeting being presided over by the Chief Minister with regard to planning of Budget and Financial Management of the Panchayati Raj Institutions and Local Bodies held today. Chairman of the Sixth State Finance Commission, Sh. P Raghavendra Rao, was present in the meeting through video conferencing. The Chief Minister said that we have to move towards building a new Haryana. He also directed to formulate the Budget of each level on a prescribed form and send it before April 30 so that the Budget can be released on time. The Chief Minister said that more Budget should be released in the first two quarters in order to expedite the works in the first two quarters. He further said that minimum Budget should be released in the last quarter so that emphasis can be laid to complete the developmental works started in the first three quarters by the last quarter. Farmers to march to Parliament on foot in May: SKM AGENCY NEW DELHI, MAR 31 Announcing their plans for the upcoming two months, farmers, who have been protesting against the new farm laws at the Delhi borders, said they will march to the Parliament on foot in May, the Samyukt Kisan Morcha said on Wednesday. "The Sanyukt Kisan Morcha met yesterday, and decided that the farmers will be undertaking a march to the Parliament. The date for the march is yet to be decided. "It will be joined not just by farmers, but also by women, and unemployed individuals, and labourers who have been supporting the movement," farmer leader Gurnaam Singh Chaduni said. Addressing a press conference, he said that the march would be carried out in a "peaceful" manner, and special care would be taken that "what happened on January 26 is not repeated". Special CBI court acquits 3 cops accused in Ishrat Jahan case AGENCY NEW DELHI, MAR 31 A special Central Bureau of Investigation (CBI) court on Wednesday acquitted three cops accused in the Ishrat Jahan encounter case. The three police officials - IPS officer GL Singhal, retired police officer Tarun Barot, and Anaju Chaudhari - filed discharge applications on March 20. With the proceedings against the three officers dropped, the trial has practically come to an end unless the CBI appeals against the same. The CBI court said the officers acted within the law and limits. According to intelligence input, the officers joined in to arrest Jahan and it cannot be accepted that Jahan was not a terrorist. Women in Punjab get to travel free ofcost in all Government-run buseswithin the state from Thursday, withthe cabinet today stamping its formalapproval on the scheme, announcedby Chief Minister Captain AmarinderSingh earlier this month.

The Chief Minister hadannounced the free travel scheme inthe Vidhan Sabha on March 5, as partof his government’s efforts toempower women and girls in thestate.

The scheme will benefit over1.31 crore women/girls across thestate. As per Census 2011, Punjabhas a population of 2.77 crores(males 1,46,39,465 and female1,31,03,873).

Under the scheme, womenresidents of Punjab can avail free bustravel in Government-owned buses,including PEPSU Road TransportCorporation (PRTC), PunjabRoadways Buses (PUNBUS) andCity Bus Services operated by LocalBodies. However, the scheme is notapplicable to Government-owned

While giving major relief to Arhtiyasjust a day ahead of Rabi Procurementseason, Haryana Chief Minister, Sh.Manohar Lal has announced majorrelief in outstanding payment of in-terest and penalties for Arhtiyas. TheProcurement season of Rabi crops iscommencing from April 1, 2021.

As part of State Government'sunique initiative 'Vivaadon KaSamadhan’, Chief Minister, Sh.Manohar Lal, while addressing apress conference here today, an-nounced 40 percent interest waiveron default amount and 100 percentwaiver of penal interest for theArhtiyas. Haryana Agriculture andFarmers’ Welfare Minister, Sh. J.P.Dalal was also present on this occa-sion. “For those plot holders owningplots in Grain Markets and VegetableMandis of Haryana State AgriculturalMarketing Board (HSAMB), who areunable to pay their installments ontime due to any reasons, now the StateGovernment has decided to give 40percent interest waiver on the defaultamount and 100 percent waiver on ofpenal interest, provided that the plotholder clears the entire balanceamount by June 15, 2021,” shared theChief Minister. The Chief Ministerinformed that at present there are

2421 allottees are in the defaulter listof HSAMB and an amount of aboutRs 1131 crore is outstanding on their

part. After today's announcement,these plot holders will get a benefit ofRs 370 crore, he said.

Rationalization ofExtension fee structureThe Chief Minister shared thatrationalization of Extension feestructure will be implemented witheffect from April, 1, 2021. For Acategory Estates, the 4th and 5th yearextension fee would be Rs.50 per sq.meter, for B category Estates it will beRs. 25 per sq. meter and for categoryC, it will be Rs.10 per sq. meter.

No extensionbeyond 6 years

The Chief Minister informed thatwhile giving major relief to the in-dustrialists in outstanding extensionfee, it has been decided that no ex-tension beyond six years shall bepermissible and plot shall be manda-torily put to auction through HSI-IDC. Divulging more details in thisregard, Chief Minister, said that ifthe allottees intend to surrender theplot, then HSIIDC will amend its re-fund rules upon surrender/resump-tion of plots/sites, to provide for adeduction of 10 percent of plot price(earnest money). With this 50 per-cent or 10 percent of the 90 percentbalance amount paid by the allotteewhichever is less would be chargedfrom the allottee. Overall, a maxi-mum of 20 percent amount will betaken from the allottee and rest ofthe amount will be refunded. If a al-lottee chooses the auction optionalong with surrendering the plot,then HSIIDC will auction the plotand after deducting its fee, the prof-it on the sale will be split equally,said the Chief Minister.

In a bid to streamline the function-ing of cattle pounds run by the gov-ernment in the districts, and to ef-fectively redress of the menace ofstray animals, the Punjab Cabineton Wednesday gave approval forrunning these cattle pounds in Pub-lic Private Partnership (PPP) mode.

The Cabinet has authorisedChief Minister Captain AmarinderSingh to carry out any changes in

the new poli-cy, as needed.According to aspokespersonof the ChiefMinister’s of-fice, therewould be nofinancial bur-

den on the state to run these cattlepounds (except Amritsar and Fer-ozepur) in PPP mode as these willbecome self-sustainable by gener-ating the required revenue throughvarious approvedactivities.

In line withthis decision, theCabinet has also approved an Ex-pression of Interest (EOI) to betaken from the interestedNGOs/Societies/Organizations/In-dividuals/Service Providers/Com-

panies / Trusts, along withterms and conditions. Thedecision to go for PPP

mode and accordingly invite EOIwas taken in July 2020 by the Cab-inet Sub-Committee constituted inSeptember 2019 to address theproblem of stray animals. Perti-

nently, 20 cattle pounds are estab-lished in Punjab (except Amritsarand Ferozepur due to court casesby villagers), in which as many as10,024 stray cattle are managed,with the Government releasing Rs.4385.35 lakh in a staggered man-

ner for construction of the cattlepounds and proper upkeep of strayanimals.

In accordance with the originalplan, six cattle sheds were to beconstructed, thus making it a totalof 132 (22x6).

CHANDIGARH: Convictedprisoners in Punjab will now beeligible for remission from timeto time, instead of just once, un-der the amendment to the Remis-sion Policy 2010, approved onWednesday by the state cabinet.

The cabinet, at a virtual meet-ing under Chief Minister CaptainAmarinder Singh, gave the go-ahead to the amended RemissionPolicy 2021, which makes remis-sion applicable for prisoners sen-tenced to imprisonment for morethan 10 years, including prisonerssentenced for life, instead of pris-oners convicted for 10 to 20 yearsunder the earlier policy.

Further, the convicts wouldnow be eligible for time to timeremission also in cases of of-fences committed under Section

302 or 304 of the Indian PenalCode, 1860, read with Sections376, 376-A, 376-AB, 376-B, 376-C, 376-D, 376-DA, 376-DB, 376-E or 377 of the Indian PenalCode, instead of an offence com-mitted under Section 302 or 304of the Indian Penal Code, 1860read with only Sections 376 to376-D or 377 of the Indian PenalCode. The Chief Minister hasbeen authorised to make any fur-ther changes as may be suggestedby the Jails department in this re-gard. It may be recalled that onMarch 16, 2020, while consider-ing premature release cases of lifeconvicts, it came to the notice ofthe Committee constituted at thelevel of government for the pur-pose, that the Remission Policy-2010 had some ambiguities.

Amid rising coronavirus cases, a negative RT-PCR test certificate will bemandatory for those travelling to Uttrakhand from other states, the TirathSingh Rawat-led state government said on Tuesday. Notably, Covid-19cases continued to rise again in Uttarakhand with 366 infections reportedon Sunday, the highest number of daily cases this year so far. The state haddetected the highest number of single-day cases on January 1. Issuing theadvisory, Chief Secretary Om Prakash said the restriction would apply tothose coming from Maharashtra, Kerala, Punjab, Karnataka,Chhattisgarh, Madhya Pradesh, Tamil Nadu, Gujarat, Haryana, UttarPradesh, Delhi and Rajasthan by road, air and trains from April 1.

But this is thehighest rate since the mid-1990s (ever since officialfigures of quarters are beingrecorded). Dogra said the

economy is projected to shrinkby 8.1 percent in the currentquarter and 1.0 percent in thenext quarter. This situation isalso different from theprevious poll conducted on 29July. He said that theGovernment of India needs toconstantly monitor the pace ofdevelopment. At the sametime, Indian industriesdependent on China shouldprovide necessary support.Identification, effects, spreadand prevention of diseases likecorona virus should bediscussed by internationalinstitutions, so that the diseasecan be controlled. Punjab Chief Minister CaptainAmarinder Singh on Wednesdaywarned of stricter restrictions if theCovid situation in the state, whichis reeling under a massive surge ofcases and deaths, does not improveover the next one week.

The situation will be reviewedagain on April 8, and decision onfurther curbs may be taken if theCovid spread continues unchecked,the Chief Minister said, at a virtualreview meeting with top health, ad-ministrative and police officials. “Iwill watch things for a week, andthen if there is no improvement, wemay have to go for stricter curbs,”he said.

Underlining the need for ag-gressive vaccination, particularly inareas with high case and cities withmore than 300 cases, CaptainAmarinder directed officials toreach out to eligible people at theMohalla level in the worst affecteddistricts to motivate people to getvaccinated. He also directed stricter

enforcement of Covid restrictionsand protocols in the worst affectedcities of Ludhiana, Jalandhar, Mo-hali and Amritsar.

Dr KK Talwar, head of thestate’s Covid expert committee,said more enforcement of restric-tions was needed in the urban areas,which were reporting higher cases.

DGP Dinkar Gupta said sinceMarch 19, a total of 1.30 lakh peo-ple had been taken for RTPCR test-ing on being found moving aroundwithout masks. Of these, 391 werefound positive, he disclosed.

Prohibitory orders imposed inNandigram ahead of polling

The Election Commission (EC)on Wednesday imposedprohibitory orders under Section144 of the CrPC in Nandigramassembly constituency in WestBengal's Purba Medinipurdistrict, a day ahead of the high-stakes elections here, a seniorofficial said. Besides, the EC hasalso started air surveillance in thearea with the help of a helicopter,he said. People who are not votersof Nandigram are not beingallowed to enter the constituencyin view of the sensitivity, headded. "Nandigram is a sensitiveconstituency with high- profilecandidates like Mamata Banerjeeand Suvendu Adhikary. We want

to ensure that the law and ordersituation is not compromised andpeople can vote freely withoutfear," the official told PTI. "Thatis the reason for imposing theprohibitory orders, which will bein place till Friday midnight. Aperson who is not a voter ofNandigram will not be allowed toenter the area till the polling isover," he said. The order prohibitsthe assembly of five or morepersons, besides imposing otherrestrictions, he said. Twenty-twocompanies of central forces arebeing deployed in theconstituency, which has a total of355 polling booths and 75 percent of them will have awebcasting facility, the officialsaid. Central forces along with thestate police have already started

Cyberbullying linked to social media addictionThe findings of a re-

cent study suggeststhat adolescents are

spending more of theirtime online navigating acomplex virtual world, associal media platformslike Instagram, Snapchat,TikTok, and others contin-ue to grow in popularity.

New research suggeststhat these increased hoursspent online may be asso-ciated with cyberbullyingbehaviors. According to astudy by the University ofGeorgia, higher social me-dia addiction scores, morehours spent online andidentifying as male signif-icantly predicted cyberbul-lying perpetration in ado-lescents.

"There are some peo-ple who engage in cyber-bullying online because ofthe anonymity and the factthat there's no retaliation,"said Amanda Giordano,principal investigator ofthe study and associateprofessor in the UGAMary Frances Early Col-lege of Education. "Youhave these adolescentswho are still in the midstof cognitive development,but we're giving themtechnology that has aworldwide audience andthen expecting them tomake good choices."

Cyberbullying cantake on many forms, in-cluding personal attacks,harassment or discrimina-tory behavior, spreadingdefamatory information,misrepresenting oneselfonline, spreading privateinformation, social exclu-sion, and cyberstalking.The study surveyed ado-

lescents ranging in agefrom 13-19 years old. Ofthe 428 people surveyed,214 (50 per cent) identi-fied as female, 210 (49.1per cent) as male, and four(0.9 per cent) as other.

When adolescents areonline, they adapt to a dif-ferent set of social normsthan when they're interact-ing with their peers in per-son. Oftentimes, they aremore aggressive or criticalon social media because ofthe anonymity they haveonline and their ability toavoid retaliation. Addi-tionally, cyberbullies mayfeel less remorse or empa-thy when engaging inthese behaviours becausethey can't see the directimpact of their actions.

"The perpetrator does-n't get a chance to see howdamaging their bullying is

and to learn from theirmistakes and do some-thing different," said Gior-dano. "It's a scary situationbecause they don't havethe natural consequencesthey do with offline bully-ing."

Teenagers who are ad-dicted to social media aremore likely to engage incyberbullying, as well asthose who spend moretime online. Participants inthe study reported spend-ing on average over sevenhours online per day, andthe reported average maxi-mum hours spent online inone day was over 12hours.

"Social media addic-tion is when people craveit when they're not on it,and continue their socialmedia use despite negativeconsequences," said Gior-

Social networkingsites are designed to givepeople a dopamine hit, sheadded, and some peoplecompulsively look for thathit. "It's feeding into thataddictive behaviour, andthey may be using cyber-bullying as a way to getlikes, shares, commentsand retweets," she said."That's the common threadyou see in behavioural ad-dictions--people start rely-ing on a rewarding behav-

iour as a way to makethem feel better whenthey're experiencing nega-tive emotions. And so, Ithink the social media ad-diction piece is really in-teresting to show thatthere's another factor atplay here in addition to thenumber of hours spent on-line."

The study also foundthat adolescent males aremore likely to engage incyberbullying than fe-males, aligning with paststudies that show aggres-sive behaviors tend to bemore male-driven. Moreresearch on the socializa-tion process of men canhelp determine what'sleading them to engage inmore cyberbullying be-haviors. Giordano believesthat counselors need tostart assessing adolescents

for social media addictionif they are engaging in cy-berbullying and to providetreatment plans to help re-define their relationshipwith technology. These in-terventions may includehelping adolescents exam-ine how they define theirself-worth and restrictingthe amount of time theyspend on social mediaplatforms.

"There's quite a fewstrong and reliable assess-ments for social media ad-diction for adolescentsthat have good psychomet-ric properties," said Gior-dano. "I think when clini-cians see cyberbullyinghappen, they really need toexplore the individual's re-lationship with social me-dia and to address socialmedia addiction, not justthe cyberbullying."

With shark bites increasing incountries like Australia - sci-entists say the use of personal

electronic deterrents is an effectiveway to prevent future deaths and in-juries which could save the lives of upto 1063 Australians along the coastlineover the next 50 years.

The research, published in the sci-entific journal Royal Society OpenScience, shows that while shark bitesare rare events, strategies to reduceshark-bite risk are also valuable be-cause they can severely affect victimsand their support groups - with one-third of victims experiencing post-traumatic stress disorder.

The researchers analysed per-capi-ta shark bites around Australia from1900 to 2020 and developed models toestimate the preventative impact of

electronic deterrents if they were wornby water users, to predict how many

shark bites could be avoided. With theincidence of bites increasing world-

wide, researchers used the AustralianShark Attack File curated by TarongaConservation Society Australia to de-velop the models of incidents and thenprojected these shark bites to 2066when the population is expected torise to 49 million.

There were 985 incidents reportedin the Australian Shark Attack Filefrom 1900 to 2020 from 20 differentspecies. Lead author Professor CoreyBradshaw of Flinders University saysefforts to reduce the risk of sharkbites, even if they are extremely rare,are valuable with electronic deterrentscapable of reducing the likelihood of abite by about 60 per cent, potentiallysaving hundreds of lives over the next50 years. "Avoiding death, injury, andtrauma from shark bites over the nexthalf-century would be a realistic out-

come if people use these personalelectronic deterrents whenever they'rein the water, and as long as the tech-nology is operating at capacity."

The appearance of equality is not enough. TheSupreme Court reportedly expressed its dis-pleasure at the defence ministry’s apparent

evasion of the 2010 Delhi High Court directive and2020 Supreme Court order that women in the armedforces should be given permanent service commis-sions at par with men if they met the required crite-ria. Eighty-six short service commission women of-ficers had petitioned for equality in standards ofevaluation for the granting of permanent commis-sions. The present practice of separate standards andselection boards violate gender parity. The govern-ment’s claim that women are allowed to serve thenation by joining the armed forces is, therefore, hol-low; symbolic equality fails to meet the Constitu-tional requirement. This Supreme Court judgmentsaw this as a reflection of the patriarchal system.The three-judge bench went further and, for the firsttime, introduced the principle of ‘indirect discrimi-nation’ to support the concepts of equality and dis-crimination. Although present in the jurisprudenceof countries such as the United States of America,the United Kingdom and others, the criterion of indi-rect discrimination has seldom been applied in India.The judges expatiated on the concept in detail, pre-sumably in order to ensure that the indirect discrimi-nation test would be applied to relevant cases here aswell. While direct discrimination can be perceivedas a matter of intent irrespective of the circum-stances, indirect discrimination is not so easily dis-cernible. Several types of diet have beenshown to increase healthspan --that is, the period of healthy lifes-pan. One of the proven methods ofincreasing healthspan in many or-ganisms, including non-humanmammals, is to restrict dietary in-take of an amino acid called me-thionine.

Recent studies have suggestedthat the effects of methionine re-striction on healthspan are likely tobe conserved in humans.

Although it might be feasiblefor some people to practice methio-nine restriction, for example, byadhering to a vegan diet, such adiet might not be practical or desir-able for everyone. In the currentstudy, a research team from theOrentreich Foundation for the Ad-vancement of Science (OFAS),Cold Spring, New York, US, aimedto develop an intervention that pro-duces the same effects as methion-ine restriction, while also allowingan individual to eat a normal, unre-stricted diet.

A strong rebound in privateconsumption and investmentgrowth is likely to push India'sFY22 growth to 10.1 per cent,according to the World Bank,much higher than the 5.4 percent it had projected in January.

economic growth for India --7.5 to 12.5 per cent, accordingto its South Asia EconomicFocus Spring update report.

The governmentconsumption is expected to riseby 16.7 per cent 2021, largelyreflecting strong fiscal stimulusin India. Other demandcategories are also revised up,said the World Bank, as thevaccination drive is expected toimprove business activity and

spur incomes in contact-intensive sectors.

As the largest country in theregion, India's increase was

enough to make South Asia theonly major region in thedeveloping world to see anupturn in foreign directinvestment (FDI) in 2020.

The World Bank said Indiawas the only country in theregion to see an increase in FDIduring 2020, though from a lowbase. FDI was equivalent to 1.5per cent of GDP.

India is attracting recordnumbers of deals in IT

NEW DELHI: Gold prices declined by Rs 49 to Rs 43,925 per10 gram in the national capital on Wednesday reflectingovernight selling in global precious metal prices, according toHDFC Securities. The precious metal had closed at Rs 43,974per 10 gram in the previous trade. Silver also registered a fall ofRs 331 to Rs 62,441 per kg from Rs 62,772 per kg in theprevious trade. "Spot gold prices for 24 carat in Delhi were downby Rs 49 reflecting overnight selling in COMEX (New York-based commodities exchange) prices while weaker rupee cappedthe downside," according to HDFC Securities, Senior Analyst(Commodities), Tapan Patel. The Indian rupee slumped 20 paiseto 73.58 against the US dollar in opening trade on Wednesday. Inthe international market, gold was trading lower at USD 1,684per ounce and silver was flat at USD 24.09 per ounce.
