CALL FAMPO MEETING TO ORDER
Chairman Matt Kelly called the meeting to order at 7:12 p.m.
DETERMINATION OF QUORUM
A quorum was present.
APPROVAL OF FAMPO AGENDA
Upon motion by Mr. Snellings and seconded by Mr. Milde, with all concurring, the agenda was approved as
submitted.
PUBLIC INVOLVEMENT
Ms. Fran Larkins, resident of Stafford County, asked that the Policy Committee consider support for an
eastern Outer Connector by-pass project for relief of traffic congestion and tractor trailer traffic from the
Route 17 corridor in Stafford County.
Ms. Lynne Chernin, resident of Stafford County, advised that she has recently re-located to Stafford County.
Ms. Chernin stated that it is extremely difficult to get from Route 17 in Stafford County to Route 3 in
Spotsylvania County. Ms. Chernin stated that the traffic congestion is an on-going issue and not an isolated
occurrence. Ms. Chernin asked that the Policy Committee begin now to find an appropriate alternative. Ms.
Chernin stated that if an appropriate solution was voted on that possibly the region would start to experience
some relief within six years. Ms. Chernin stated that the traffic congestion issues do not just affect the City of
Fredericksburg or the FAMPO region but instead affect the entire state and nation.
Mr. Bob Taubert, resident of Spotsylvania County, stated that he wanted to respectfully remind the Policy
Committee that the supervisors in Spotsylvania County have been taking a lot of flack in regard to issues they
are supporting. Mr. Taubert stated that the supervisors are in fact representing their citizens and are not ruling
the citizens. Mr. Taubert stated that the toll road project in Spotsylvania County is not wanted by the
residents and will not solve the current traffic congestion on that corridor. Mr. Taubert stated that he wanted
to know if the chairman of FAMPO, Mr. Matt Kelly, was going to publically apologize to the Spotsylvania
Board of Supervisors for the letter that he sent to both the Culpeper and Orange County Board of Supervisors.
Mr. Kelly advised that he has not and will not be apologizing for the letter that was sent out.
Ms. Nancy Cole, resident of Spotsylvania County, stated that she was reiterating that the proposed Toll Road
project on Route 3 would be of no benefit. Ms. Cole stated that this is a costly project that will not provide
relief for the traffic congestion. Ms. Cole stated that the purpose of this project is only included in the
transportation plan to alleviate traffic congestion for the Silver Company’s project in Central Park and it

should be up to them to fix their problems and not have Spotsylvania County fix their mistakes. Ms. Cole
stated that Spotsylvania County has petitions with 400 hundred signatures from residents who have stated that
they do not want the Toll Road project built nor to have any transportation money expended towards it.
Mr. Rupert Farley, resident of Spotsylvania County, stated that he was speaking tonight in regard to Action
Item 18B. Mr. Farley stated that he has spoken frequently at past meetings with his request that Action Item
18B not be approved. Mr. Farley stated that tonight he is asking that the Policy Committee pursue extensive
lobbying efforts with the General Assembly in Richmond on obtaining impact fees for the region. Mr. Farley
also stated that he is requesting that the Policy Committee pursue extensive lobbying efforts for congestion
pricing fees from the Washington, DC government officials.
Ms. Alane Callander, resident of Stafford County, stated that she has reviewed the 2040 Long Range
Transportation Plan and she noticed that there is no expansion for FRED bus services in Stafford County.
Ms. Callander stated that the Plan indicates that due to financial constraints, FRED services will remain
constant. Ms. Callander stated that she realizes that FRED is a small town bus service; however, she recently
moved to Stafford from Illinois and they too have a small town bus service. Ms. Callander stated that small
town bus services can still be large scale operations. Ms. Callander stated that if the bus services
accommodate the needs of the region then more citizens will be able to utilize this service. When this
happens, you reduce the number of cars on the roads; you help to relief traffic congestion; you encourage
more tourism; etc. Ms. Callander stated that the region needs to invest in an expanded bus transportation
system. Ms. Callander stated that the buses need to provide service to those who are disabled, those with low-
income status, those without driver’s licenses, etc. Ms. Callander stated that by having an enhanced and
expanded bus system that you allow for everyone to become a productive citizen. Ms. Callender stated that
more bus routes need to become a reality; longer or 24-hour service times need to be incorporated; extensive
weekend service needs to be implemented, etc. Ms. Callender stated that she is asking the Policy Committee
to consider discontinuing financial support for the VRE and Park & Ride commuter lots. Ms. Callender
stated that money is being invested to pay for parking of vehicles that come to the commuter lots and stay
there all day. Ms. Callender stated that FRED needs to offer full services and needs to become a total transit
bus system.
PUBLIC HEARING – Amendment to the Fiscal Year 2014 Unified Planning Work Program (UPWP)
No one spoke during the Public Hearing in regard to the 2014 Unified Planning Work Program.
ACTION ITEMS
a.) Approval of Minutes of the FAMPO Meeting of September 16, 2013 – Mr. Lloyd Robinson
Upon motion by Mr. Harf and seconded by Mr. Paul Milde, the minutes from the FAMPO meeting of
September 16th were approved as submitted. Other than abstentions from Mr. Howe, there was concurrence
for acceptance from the committee to approve the minutes as they were submitted.
b.) Approval of FAMPO Resolution No. 13-29, Recommending Endorsement to the Commonwealth
Transportation Board (CTB) that the Improvements to I-95 and Adjacent Arterials Shown in Maps 1-3
be Funded in the VDOT Six Year Improvement Program – Mr. Lloyd Robinson
Mr. Robinson advised that Resolution No. 13-29 is included in tonight’s packet as a result of recommendation
from the CTB at its meeting held in Fredericksburg in September. Mr. Robinson stated that Secretary
Connaughton noted at the September CTB meeting that traffic on I-95 at the Rappahannock River has become
a critical issue and the region needed to resolve this issue.

Mr. Robinson advised that per direction from the CTB, that FAMPO has been asked to adopt a Resolution
that identifies and provides supporting documentation for highway improvements to alleviate congestion on I-
95.
Mr. Robinson stated that Resolution No. 13-29 cites the following projects for consideration to I-95 and
adjacent arterials which include: construction of the Stafford (Berea) Parkway project; construction of the
Outer Connector Option 1 scenario; construction of the Rappahannock River Crossing project; and
construction of the Rappahannock Parkway project. Mr. Robinson advised that it is recommended in
Resolution No. 13-29 that the projects mentioned above be funded within VDOT’s Six-Year Improvement
Program.
Mr. Barnes advised that the modeling that has been done by FAMPO needs to show the actual impacts to
homeowners, etc. Mr. Barnes stated that Spotsylvania County has done some additional modeling that
provides higher detail to specifics within Spotsylvania County.
Mr. Cole stated that the modeling that was done in Spotsylvania County is based on a focus model which does
provide more specifics and more detail. Mr. Cole stated that the focus modeling was based on the 2030
CLRTP and the data showed that the level of service on Route 3 did improve. Mr. Cole stated that
congestion still occurred east of Salem Church Road and level of services at some intersections still remained
at a service level of F.
Mr. Barnes stated that Spotsylvania County is trying to point out that the detailed information they have
recently received indicates that the level of service on Route 3 would actually increase to a service level of C
if some other project alternatives were actually implemented.
Mr. Ross stated that Spotsylvania County will provide their data to VDOT but does not feel that the Policy
Committee has all of the details in order to vote on Resolution No. 13-29 at tonight’s meeting.
Mr. McLaughlin stated that this Board has received information regarding a lot of different proposals. Mr.
McLaughlin stated that clearly there are discrepancies between the models being utilized by FAMPO and the
models run independently by Spotsylvania County. Mr. McLaughlin stated that before the Policy Committee
could vote on Resolution No. 13-29 that both models need to be consistent.
Mr. Milde stated that Stafford County looked at all options and their Board only eliminated two from the
project list. Stafford County asked that all remaining options be considered by VDOT. Mr. Milde stated that
he thinks it is important that both the City of Fredericksburg and Spotsylvania County do the same process as
Stafford County did. Mr. Milde stated that the localities need to study all options; eliminate any accordingly;
and then provide a Resolution to VDOT that they consider all remaining options.
Mr. Ross asked if the modeling data VDOT will be using is current data or is it data that is still based on the
2010 modeling data. Mr. Elliott stated that VDOT uses several different studies to include the IJR, IMR, etc.
which is new data as well as data from the 2010 data collection.
Mr. Ross asked if it really matters if a locality makes a specific recommendation if VDOT is going to make
its own recommendations anyway. Mr. Robinson stated that in regard to the alternative by-pass project that
Spotsylvania County is supporting that there is no traffic data west of Spotsylvania that is available for
review.
Mr. Barnes stated that as Spotsylvania County recently did some additional modeling and the numbers
reflected vary from the models reflected within the FAMPO model that he thinks it is premature for this
Board to vote on approving the Resolution tonight.

Mr. Robinson stated that Resolution No. 13-29 has been reviewed by both the Technical Committee and by
TAG. The Technical Committee recommended approval with a vote count of 7 yes and 1 abstain. TAG
voted unanimously to explore all options that are available before supporting the Resolution to move forward.
Mr. Elliott stated that VDOT has a team of employees which includes staff, a consultant, and Central Office
personnel and they are trying to move forward. Mr. Elliot stated that all models will be studied and reviewed
and the best feasible options will move forward. Mr. Elliott stated that the deadline for the final review by
VDOT is November 1st.
Mr. Elliott stated that VDOT’s desire to make a final review by November 1st is that the Draft Resolution will
be included on the CTB agenda at their December 4th meeting. Mr. Elliott stated that once this process is
completed, the report will then be made public.
Mr. Barnes stated that as all localities have submitted projects previously then how much clout does this
Resolution for tonight actually have. Mr. Elliott stated that once a recommendation goes forward, it then
must be endorsed by the Policy Committee. Mr. Sterling stated that the CTB will not ultimately approve an
“All or Nothing” scenario.
Mr. Snellings stated that he agreed with Mr. Barnes and if the MPO is not under the gun to make an
immediate decision he did not see why other alternatives are reviewed with a request to approve the
Resolution in January.
Mr. Sterling stated that the action taken by the Stafford Board of Supervisors is a partial step in the process.
Mr. Sterling stated that the second step in the process is that the MPO needs to endorse a Resolution. After
this endorsement has been obtained, the MPO will forward its recommendation to VDOT.
Mr. Barnes stated that basically all project options have been presented to FAMPO and that all pieces of the
process need to be included within the 6-Year Plan; however, since there are modeling concerns that reflect
different data that he cannot support the Resolution that is presented tonight.
Mr. McLaughlin stated that there are still a lot of variables outstanding and a lot of modeling data that still
should be completed. Mr. McLaughlin stated that he needs all of the facts with the corresponding details
including costs, project break-downs, etc. before he can support tonight’s Resolution.
Mr. Kelly stated that the studies that have been completed have to recommend prioritized projects on a
regional basis. Mr. Kelly stated that the Board needed to understand that money is always a factor and that
the Resolution tonight is looking to accelerate the process with VDOT. Mr. Kelly stated that regardless of
what projects are endorsed by the MPO that VDOT will have the final say and will be running the project.
Mr. Kelly stated that for these reasons he does not feel a delay on approving Resolution No. 13-29 is
warranted.
Mr. Milde concurred and stated that he was in favor of making a substitute motion tonight that the wording on
the Resolution states that the Policy Committee endorses “some or all” of the projects included within the
Resolution and that it be voted on tonight with those revisions made.
Mr. Ross asked if in VDOT’s eyes, does it really matter if a vote is taken tonight. Mr. Ross stated that he felt
he was asking a fair question and he did not understand why VDOT would not answer the question. Mr. Ross
asked if VDOT already has a pre-determined alternative and recommendation made. Mr. Elliott stated that
VDOT staff has been reviewing the alternatives but no pre-determined decisions have been made.

The substitute motion made by Mr. Milde was seconded by Mr. Howe. The vote count for approving
Resolution No. 13-29 was approved with a 5-4-2 vote count. The counts are as follows

c.) Approval of FAMPO Resolution No. 13-30, Amending the Fiscal Year 2014 Unified Planning Work
Program (UPWP) – Mr. Lloyd Robinson
Mr. Robinson advised that Resolution No. 13-30 is requesting approval for amending the FY2014 Unified
Planning Work Program (UPWP). Mr. Robinson stated that the region received an additional $20,099 in PL
funds and in order to be able to utilize this increase, the UPWP has to be amended accordingly.
Upon motion by Mr. Milde and seconded by Mr. Howe, with all concurring, Resolution No. 13-30 was
approved as submitted.
d.) Approval of FAMPO Resolution No. 13-31, Amending the Congestion Mitigation and Air Quality
Improvement Program (CMAQ)/Regional Surface Transportation Program (RSTP) Funding Project
Application, Selection and Prioritization Process – Mr. Lloyd Robinson & Mr. Andy Waple
Mr. Waple advised that Resolution No. 13-31 has been reviewed by the Policy Committee at previous
meetings and is being presented tonight for approval by the MPO. Mr. Waple stated that all revisions and
edits that have been made are procedural amendments
Mr. Waple relayed that the new format this year for both the CMAQ and RSTP projects will be utilizing this
same process. Mr. Waple stated that the sooner VDOT receives the projects the sooner funding could be
expended.
Mr. Waple advised that Resolution No. 13-31 has been reviewed by staff, the Technical Committee, and TAG
and all recommended approval. Upon motion by Mr. Milde and seconded by Mr. Howe, with all concurring,
Resolution No. 13-31 was approved by the Policy Committee.
e.) Approval of Resolution No. 13-32, Endorsing Stafford County’s Grant Application to the Virginia
Department of Transportation for Fiscal Year 2015 Transportation Alternatives Funding – Mr. Lloyd
Robinson and Mr. Andy Waple
Mr. Waple advised that Resolution No. 13-32 is a procedural resolution that is requesting approval endorsing
Stafford County’s Grant for FY2015 Transportation Alternative project. Mr. Waple stated that FAMPO staff
does not rank or prioritize these projects and that all that are submitted are forwarded to VDOT for their
approval. Mr. Waple relayed that this year there was only one project submitted from the region.

Mr. Cameron stated that the City of Fredericksburg also has a trail project that should be included within the
Resolution. Mr. Waple advised that the FAMPO staff has not received a request from the Fredericksburg
representatives. Mr. Waple relayed that the deadline for submitting applications is November 1st. Mr. Elliott
asked for clarification from VDOT staff if in fact a project for the City has been submitted. It was noted that
discussion has occurred in regard to a project but as of this time no further information has been received.
As the Policy Committee will not meet again prior to the November 1st deadline, Mr. Cameron requested that
Resolution No. 13-32 be approved and amended to include the project from the City of Fredericksburg as well
as the one for Stafford County. Mr. Cameron advised that city staff would submit the paperwork accordingly.
Upon motion by Mr. Cameron and seconded by Mr. Romanello, with all concurring, Resolution No. 13-32
was approved to include the application request from Stafford County and the City of Fredericksburg.
DISCUSSION ITEMS
a.) Spotsylvania By-Pass Proposal, Letters of Inquiry – Mr. Lloyd Robinson
Mr. Kelly stated that in regard to the Letters of Inquiry regarding financial support from both the Culpeper
and Orange County Board of Supervisors on the proposed by-pass alternative being submitted by
Spotsylvania County has been an on-going discussion item at past meetings.
Mr. Kelly stated that at the last FAMPO meeting there was discussion on what funding would be
materializing from the regions involved. Mr. Kelly stated that as both the Culpeper and Orange County
Board of Supervisors had previously endorsed further study and informational data only, FAMPO needed to
know what their intent would be as funding issues could begin to materialize.
Mr. Kelly stated that Orange County had already reversed their previous voice of support for study only of the
project the day before they were even in receipt of the letter mailed by him so the letter therefore had no
negative impact on the decision they made.
Mr. Kelly stated that the specific question that was asked to the two Boards was in regard to whether they
would ultimately be financially supportive of the project moving forward. Mr. Kelly stated that he did not
feel these were inappropriate questions to ask for from another locality outside of the FAMPO region.
Mr. Ross stated that several times at tonight’s meeting that Mr. Kelly has referred to the Spotsylvania By-Pass
proposal as the Spotsylvania Greenway project. Mr. Ross stated that he has expressed his displeasure at
previous meetings whenever a project is discussed and then the original name of the project gets changed
along the way. Mr. Ross stated that he feels this is very confusing information to not only to this Board but
also to the citizens.
Mr. Ross stated that he felt the letters that were sent by Mr. Kelly were inappropriate and premature. Mr.
Ross relayed that the study would cost approximately $500,000; with 50% of this funding coming from the
State. Mr. Ross stated that he had received acknowledgement from a local state delegate who was willing to
front $100,000 of the study expenses which would have left a remaining balance of $150,000 needed to
complete the study.
Mr. McLaughlin stated that sending these letters out without the approval from the FAMPO Board was
another situation identical to the presentation to the CTB Board that was not reviewed by this committee prior
to it being presented.

Mr. Kelly stated that the presentation made to the CTB Board was directly from FAMPO’s adopted 2040
Constrained Long Range Transportation Plan which has been endorsed by a majority of this Board.
Mr. Sterling stated that everyone needed to put these issues behind them as continuing and on-going
discussions will not encourage members to get to a regional perspective to find solutions.
b.) I-95 Collector-Distributor (CD) Lanes - Mr. Lloyd Robinson
Mr. Robinson stated that at the July MPO meeting, FAMPO was asked to provide data and information in
regard to previous studies for Collector Distributor lanes between the 126 and 130 exits in Spotsylvania
County. Mr. Robinson stated this information was provided; however, Mr. McLaughlin had asked that staff
provide more detailed information. Mr. Robinson relayed that the additional narrative is included in tonight’s
agenda packet.
Mr. McLaughlin stated that the information provided tonight still does not give him the detail and specifics
that he was requesting. Mr. McLaughlin stated that he was looking for data that gives specifics traffic counts;
specific time frames of when traffic counts were taken; cost; pricing; etc.
Mr. Robinson stated that the information available reveals that having CD lanes between Exits 126 and 130
did little to relieve the traffic congestion being experienced on Route 3. Mr. Robinson stated that some relief
would occur on Route 1; however, environmental impacts would be rather extensive and expensive.
Mr. McLaughlin stated that the Route 1 corridor is where the future growth is expected to occur. Mr.
McLaughlin relayed that the growth on the Route 3 corridor will begin to subside. Mr. McLaughlin stated
that having CD lanes going just west and not going east and west could be a feasible alternative.
c.) Amendments to the FAMPO Bylaws - Mr. Matt Kelly
Mr. Robinson advised that this item was added to the agenda per request from Mr. Kelly from an email that
he forwarded on October 14th. Mr. Ross stated that he had made comments to this email however did not see
them included in the agenda packet. Mr. Robinson stated that he was not in receipt of any feedback from any
member and confirmed with staff that everything that we received was in fact included.
Mr. Kelly stated that in order to keep the regional perspective and to bring FAMPO into a consensus
organization that he would like to bring up the following By-Law amendments for review by the committee.
Mr. Kelly stated that he has three basic proposals and they are as follows:
1. If a member from a respective locality brings up a motion; the second on the Motion needs to
come from another locality
2. Any correspondence to the MPO members is to be reviewed by the members before any
action is to be taken by them with a request that any comments be submitted within 48 hours
3. Any new agenda items need to be submitted to FAMPO staff at least one week before the
scheduled meeting
Mr. Ross stated that he is in agreement with some of the points made by Mr. Kelly. However, in regard to
motions having a second, he said that the Spotsylvania Board of Supervisors does not require a second on
motions so he does not feel that the MPO should be required to have one.
Regarding the second proposal, Mr. Ross stated that this item does in fact have merit; however, 48 hours for
review is insufficient. Mr. Ross cited an example that just happened last week – in that the Spotsylvania

Board of Supervisors had no computer/internet access from Friday to Monday so if something had been
forwarded during this time period that none of them would have received it and/or would have had ample
time to review and respond back prior to the 48 hour time frame expiring.
Considering the lateness of tonight’s meeting, the above-mentioned items were not of critical importance that
required action tonight. The recommendation was made that the MPO review the proposed amendments and
this would be brought up again for action at the January, 2014 meeting.

In addition to producing an updated FAMPO CMP document conforming to Federal requirements, this effort will result in development and application of a state-of-the-art web-based system that will allow FAMPO staff to continuously monitor and update congestion levels on an ongoing basis. A customized CMP website, linked via the FAMPO website, will be developed that will include the following features:
Automatic uploading of INRIX vehicle probe congestion-related data; Easily understandable user-interface design; Interactive mapping of the critical corridors in the FAMPO region; Links to congestion-related documents and data; and Short and long term congestion mitigation strategies at the sub-corridor level.
This effort will consist of the following tasks: Task 1 – Existing Conditions Assessment Task 1 will identify corridor deficiencies, bottlenecks, and safety hot spots through analysis of INRIX data. This assessment will use the same performance metrics used for the 2010 CMP: average speed, travel time, volume to capacity (V/C) ratio, and crash rate. Current vanpool, park-and-ride lot, and transit usage (e.g., FRED, VRE and commuter bus) and travel times will also be compiled for each corridor. The following subtasks will be performed:
A. Corridor Definition – This CMP update will include seven corridors: a. I-95 b. US Route 1 c. US Route 17 d. VA Route 3 e. VA Route 2 (City of Fredericksburg to Bowling Green) f. VA Route 610 g. US 301 (Route 3 to Potomac River)
Sub-corridors for each of these seven corridors will be reviewed and/or defined as appropriate.

B. Compile and Analyze Travel Time and Speed Data – INRIX Vehicle Probe Project (VPP) data will be
used to summarize and quantify vehicle travel times and speeds along each of the CMP corridors and sub-corridors, with the exception of Route 610, for which INRIX data is not available. Travel time and speed runs will be made in the field for the Route 610 corridor on one typical weekday. This data will be used to identify congestion bottlenecks during weekday AM and PM peak periods.
C. Compile V/C Ratios – V/C ratios for each corridor and sub-corridor will be compiled from VDOT SPS data
to be supplied by FAMPO.
D. Compile Crash Rates – VDOT crash rate data will be compiled and compared to statewide average crash rates by roadway type to identify high crash rate locations within each corridor and sub-corridor.
E. Compile Transit and Rideshare Data - Current vanpool, park-and-ride lot, and transit usage data and travel times will be obtained and summarized for each corridor and sub-corridor.
F. Compare Updated Corridor Deficiencies with 2010 CMP Deficiencies – A comparison of the updated existing conditions assessment results will be made with the 2010 CMP. The objectives of this subtask will be to identify new deficient locations and previously-identified deficient locations that have been mitigated since the 2010 CMP. As part of this effort, the effects of traffic flow/safety improvement projects that have occurred since the 2010 CMP will be subjected to before and after analysis using historical and current INRIX data.
Task 1 Deliverables:
Interim technical report documenting the existing conditions assessment. PowerPoint presentation to be presented at two meetings to be determined by FAMPO (e.g., FAMPO
Technical Committee, FAMPO Policy Committee). Presentation will include a preview of CMP website user interface design (look and feel, and proposed functions) to be developed under Task 2.
Task 2 – Website Design/Development Website design and development is comprised of multiple subtasks:
A. Requirements Gathering/Needs Analysis - subtask entails defining the information architecture and functional specifications of the CMP website. The primary website focus will be an interactive map that visually-displays current CMP data. The website will also include supplemental resource content. This subtask will define the following website elements:
User-interface design requirements Information architecture/navigation menu Base map limits and data layers Supplementary resources/documents and content pages Administration/maintenance requirements Hosting requirements
B. Review INRIX Data – subtask includes a review of current INRIX data and data format, and in
collaboration with FAMPO, determine algorithms (metrics) for parsing the data to identify/display traffic bottlenecks using four key criteria: average speed, travel time, volume to capacity (V/C) ratio, and crash rate.

C. Interface Design – subtask includes development of user-interface design mockups, using design direction from FAMPO. Mockups will be provided for the website landing page, interior page template, and map. The map may optionally be provided as the website landing page.
D. Review Web Conference – subtask includes a web conference with FAMPO staff to review/approve
recommended website elements, functionality, and user interface design, and to discuss proposed analytical algorithms for data display. This task will serve to create a blueprint for development.
E. Development/Production – subtask includes the development of the website system architecture and
navigation, HTML-formatted pages, interactive map, and administrative tool for map updates. Task 2 Assumptions:
A single user-interface design will be provided based on FAMPO direction. Supplemental content pages will be limited to a maximum of five, static, HTML-formatted pages (e.g.,
Understanding CMP, Glossary, FAQs, Resources) A third-party base map (Google/Bing/OpenStreetMap) will serve as the basis of the online interactive map
display tool. CartoDB will be used for styling corridor colors and data layers. Starting map display will include the full length of all corridors; pan/zoom tools will provided.
A maximum of seven corridors will be supported under this task order. A maximum of five data layers will be displayed. It is envisioned these will include:
o Average speed o Crash rate o Volume to capacity (V/C) ratio o Travel time o Programmed and planned improvement projects
A maximum of three sub-ranges per data layer will be individually identified (e.g., color-coded); the min/max limits of each item to be provided by FAMPO.
INRIX data will be provided by FAMPO; a single data upload is included in this task order. FAMPO will be able to input future updates using the tools to be developed by PB under this task.
A secure administrative tool will allow INRIX data updates to the map by authorized FAMPO staff. The INRIX Readings CSV file will be formatted the same for each monthly upload (e.g., tmc_code,
measurement_tstamp, speed, average_speed, reference_speed, travel_time_minutes, confidence_score, cvalue).
Changes to approved deliverables (i.e., user interface design, mapping critieria, database architecture) constitute out-of-scope work and may incur additional costs, which will be estimated as necessary.
Changes made to website pages, applications, and/or other coding by anyone other than a Parsons Brinckerhoff employee immediately ends Parsons Brinckerhoff’s liability for said website. Required troubleshooting could be provided by Parsons Brinckerhoff at additional cost, which will be estimated and negotiated as necessary.
The administrative tool to be developed by Parsons Brinckerhoff will allow updates to interactive map only. Updates to the HTML-formatted pages are not included in this scope of work.
Parsons Brinckerhoff will retain all intellectual property rights for technology/products/services used in the production of client deliverables.
Hosting of online tool assumes a Microsoft IIS ASP.net environment. If hosting is by FAMPO, upon approval of website, Parsons Brinckerhoff will prepare a complete set of packaged website files with setup instructions.

Task 2 Deliverables:

Task 3 – Corridor Strategy Development Task 3 will identify and recommend specific CMP strategies to mitigate the problem areas identified in Task 1. It is assumed that a compilation of improvement projects recommended in other studies and planned or programmed improvement projects will be completed by FAMPO staff. Strategies will be recommended at the corridor and sub-corridor levels.
Task 3 Deliverable:
Congestion mitigation strategies with appropriate text and graphics to communicate descriptions of the strategies, similar to those provided in the 2010 CMP.
Task 4 – Monitoring Program Development The objective of this task will be to provide recommendations for an ongoing monitoring program that will track congestion and the effects of CMP strategies going forward. This program will rely heavily on continued use of INRIX data using the interactive map and administrative tools developed under Task 2, in which Parsons Brinckerhoff will deliver a program and user-friendly online tool that FAMPO can use with raw INRIX data as an input, to update/analyze congestion data at regular intervals. For the Route 610 corridor, Parsons Brinckerhoff will research and evaluate alternative methodologies to gather update travel time and speed data for future monitoring. Task 4 Deliverable:
Draft CMP monitoring program including corridors for which INRIX data is not available. Task 5 – Project Documentation/Meetings Parsons Brinckerhoff will prepare a report documenting the data compilation and analysis, and recommendations from this CMP update effort. This report will also include documentation for updating the CMP website. The report will be delivered in digital format (e.g., PDF) and up to five (5) hard copies. All technical and graphic support files will also be delivered to FAMPO. In addition, a PowerPoint presentation of the recommended CMP strategies will be prepared and presented at up to two meetings to be determined by FAMPO, such as FAMPO Technical Committee and FAMPO Policy Committee meetings. This presentation will also include a demonstration of the final version of the CMP website. Apart from the four meeting presentations called for under Task 1 and this task, our scope of work and budget assume up to two (2) additional meetings with FAMPO staff by local Parsons Brinckerhoff staff.

This task order will be managed by Chris Gay with technical support from Brian Laverty and Parsons Brinckerhoff’s Web Services group. Our task order cost budget proposal is detailed in Table 1. The total estimated cost for this task order is $61,791. Parsons Brinckerhoff is prepared to initiate work on this task order immediately upon receipt of a notice to proceed. A copy of the STIP amendment request from the Secretary along with documentation of MPO coordination was received the same day. The requested amendment involves 10 projects, and the adjustment involves 7 projects. Two of the projects involved in the amendment (UPC 100624 and 100625) are for requests from the Hampton Roads TPO to ungroup projects that had been previously grouped. The amendment also includes a transit‐related project (UPC 93066) that was approved on October 29, 2013. The adjustment includes 6 highway projects and one transit project (UPC 84474); it appears that the transit project is being submitted to FTA for their concurrence. None of the projects will be jointly administered by FHWA and FTA requiring joint approval of the amendment request. None of the projects are located in an area currently designated nonattainment or maintenance for air quality. Accordingly, the amendment does not trigger any considerations under the transportation air quality conformity requirements. The documentation provided by the Secretary demonstrates that the affected MPOs, where applicable, have taken appropriate action to address the projects in their TIP where required. Finally, the STIP amendment (along with Table C and the spreadsheet) demonstrates fiscal constraint and will not affect the FHWA/FTA Planning Finding dated September 30, 2011; accordingly, the planning finding remains valid. Based on the foregoing, STIP amendment FFY14‐1 for the remaining 9 FHWA‐administered projects is approved today, October 30, 2013, and adjustment #1 for the 6 FHWA‐administered projects is noted. Based on the availability of 5303 funds, and using the DRPT allocation formula, the breakdown of FY 2014 5303 funds available for the Fredericksburg Area Metropolitan Planning Organization (FAMPO) is as follows: Federal Share (80%): $128,321 State Share (10%): $ 16,029 Local Share (10%): $ 16,029 TOTAL: $160,289 In addition to the FY 2014 Section 5303 funding allocation noted above, an additional amount of unallocated Section FY 2014 5303 funding is available to the FAMPO that may be programmed in the FY 2014 UPWP. These additional unallocated funds will be available to the FAMPO in FY 2015 if the MPO prefers to program the unallocated 5303 funding in the FY2015 Unified Planning Work Program (UPWP). RE: URGENT - 1-95 Rappahannock Parkway Bypass/Connector, etc.
Dear Mr. Whirley:
I normally don't send letters or comment about things of this nature as a busy mom and active-duty military spouse, but I could not just sit back and watch a potential tragic mistake happen to the Route 3 and Gordon Road area that officials are sure to ask years from now; "why did we do that and who is responsible for approving it?". I am totally AGAINST the Rappahannock Parkway Bypass/Connector project tying back into Route 3 at Gordon Road and think it would prove tragic for that area already bustling with school buses, student drivers, thousand of area residents and soccer moms/dads, etc. Diverting the 1-95, Exit 130 traffic just 2.5 miles West down the road to a very residential area is crazy and will prove dangerous!
I highlv support the Spotsylvania Alternative Bypass Proposal proposed by Spotsylvania County Supervisors whereas the Bypass would tie into Route 3 in Orange County near the Route 20 Lake Wilderness area. This is 10-13 miles down Route 3 from 1-95 Exit 130. This option would divert the vehicle/truck traffic completely AWAY from Exit 130 and the already highly congested Gordon Road area. Have you been down Route 3 heading toward Orange County recently? I live in the Rt. 3 area and can tell you that forty-fifty (40% -50%) percent of the traffic is heading West on Gordon Road toward the Orange, Culpeper, Locust Grove, Route 29. There is Lake of the Woods, Fawn Lake, etc. the new Orange County Walmart with the caravans of Walmart tractor trailers coming down Route 3 from 1-95, Exit 130, etc. Not to mention all the housing developments West of Gordon Rd. currently being planned and developed. Al l vehicles traveling 13 miles down Route 3 to get to/from 1-95, Exit 130. It is crazy to not build an access for them in or around the Orange/Locust Grove area!
I understand Mr. Charlie Kilpatrick has been appointed to oversee this project, (Rappahannock Parkway/Connector) or whatever the current name is now, and I am SHOCKED that he has NOT recused himself. I highly think the project should be handled by someone else at VDOT or another agency that has NOT worked for Silver Companies. There is a definite conflict of interest with Mr. Kilpatrick who was employed by Silver Companies as Vice President of Construction for several years (2004 to 2010). Also, it is well known that Silver Companies is financially needing and pushing for this Rappahannock Parkway Exit off 1-95 to run through their undeveloped land in Celebrate Virginia for their potential Baseball Stadium Complex and then tie into Route 3 at Gordon Road, which is a residential area. I implore you to please look into this as we NEED someone who can make an impartial and protiessional decision for the people; not Silver. See attached Letter from the Mayor of Fredericksburg and Dr. Ronald Utt. stating disapproval of the project running to Gordon Road and how it would only benefit Silver Companies.

As a guest speaker at a recent business forum hosted by Hirschler Fleischer, the law firm for Silver Companies, Mr. Kilpatrick stated that, "it's time to get something done" and "we don't want to just go and do more studies, we did enough of that back in the 90s". Really?! How can you study the best plan options and make recommendations to FAMPO from old and outdated studies not completed within the last year especially with the constant growth happening? That does not seem logical or responsible.
Before making any recommendations to FAMPO, I implore VDOT to get recent updated models/studies, maps and recent traffic counts in areas heading west along Route 3 into Orange/Locust Grove; perhaps at Salem Church Road, Andora Drive, Brock Road, etc. The models/studies need to also include the new updated traffic numbers of the thousands of area residents within a two-mile radius of Gordon Route and Route 3 that will be drastically affected by the Parkway/Bypass dumping out onto Route 3 at Gordon Road, which is already highly congested with school buses from the three schools buih near Gordon Road since the 1990s, student drivers, commuters, soccer moms/dads, etc. 1 think you will be amazed! Also, Gordon Road turns into a one-lane road two blocks from Route 3 and cannot support the extra traffic the Parkway/Bypass would entice.
I hope someone is willing to take a step back, do current traffic studies and look at the BIG picture with facts along with common sense in order to prevent potential future tragedies, regrets and wasteful spending. I believe our children and the taxpaying residents of Spotsylvania County are owed at least that. Rushing to pick a project option simply because there MAY be funds available to construct it, based on political pressure, outdated facts from models/studies/traffic counts, etc., not done within the last year, is just simply irresponsible.
