Frankfurt, Germany VEDOR, specializing in projects of Architecture, Physical Planning, Supervision of Construction and Consulting, has been developing partnerships with various public and private institutions in order to develop synergies to improve the quality of services provided. The motto of the VEDOR is: Working through the Community for the Community with the Community. This achievement is expressed through their involvement and commitment in the work with several municipalities throughout the country, under the Physical Planning, Institutional Evaluation and Participatory Budgeting Process. Due to their local experience and innovative approaches, VEDOR has collaborated with National Institutions, Local Governments, National Association of Municipalities of Mozambique (ANAMM) and cooperating partners in the development of an array of documents and on-the- job material to support municipalities on this challenge. Examples of VEDOR’s contribution in this regard ranges from ‘The Guide of Municipal Participatory Budgeting in Mozambique’; the ‘Case Study on Planning and Participatory Budgeting Process of Dondo Municipality’; the ‘Manual for Executive Projects in Participatory Budgeting’; the ‘Needs Assessment of Pemba and Quelimane Municipalities, including PPP’s and Community structures, in the framework of the Adaptation to Climate Change’. Among the companies working in this mode of innovative, progressive and participatory physical planning and architectural design in Mozambique in present times VEDOR is a leader. VEDOR was founded in 2008 to combine the talents, skills, and specializations of engineers, project managers, designers, urban planners, and architects under one roof. This diversified service firm is able to take on a substantial variety of projects while still focusing on quality, improvement, and innovation in each of its specialities. Its sensibilities and values shaped by the traditions of Mozambican cities, VEDOR is forward thinking, creative, and dynamic. Located far in Southeast Africa, Mozambique is among the fastest-developing countries in the world. Once a Portuguese colony, Mozambique continues to maintain Portuguese as its only official language, though it is used primarily in business and trade and is spoken as a second-language by only about half of the population. With vast deposits of natural resources, and a quickly growing industrial sector working in food and beverage processing, chemicals, aluminum, and petroleum, Mozambique is poised to continue its transformation into an economically vital and developed nation. With a fast growth with the migration to the big cities, those cities had to face a huge challenge with his communities. This required a Planning, Urban requalification skills with participatory engagement of everyone to face this challenges and to design and plan cities that would be sustainable and manageable. In 1998 Mozambique adopted the process of decentralization and created the first 33 Municipalities. Currently Mozambique counts with 53 Municipalities at different levels (cities, district e villages) and is gradually growing up to 128 in the coming years. Those municipalities with low financial and human resources had to involve citizens in the participatory process for decision-making. VEDOR come as an emerging company, pioneer with first initiatives on the community participatory process of decision. Its contribution and vision on Participatory Budgeting at a National level, expressed through training and capacity building of local municipal staff, the draft and publication of Manuals with a focus on innovative working procedures aim to reach a continuous changing on the achievement of total quality.
