VEDOR, specializing in projects of Architecture, Physical Planning, Supervision of Construction and Consulting, has been developing partnerships with various public and private institutions in order to develop synergies to improve the quality of services provided. The motto of the VEDOR is: Working through the Community for the Community with the Community. This achievement is expressed through their involvement and commitment in the work with several municipalities throughout the country, under the Physical Planning, Institutional Evaluation and Participatory Budgeting Process.Due to their local experience and innovative approaches, VEDOR has collaborated with National Institutions, Local Governments, National Association of Municipalities of Mozambique (ANAMM) and cooperating partners in the development of an array of documents and on-the-job material to support municipalities on this challenge. Examples of VEDOR’s contribution in this regard ranges from ‘The Guide of Municipal Participatory Budgeting in Mozambique’; the ‘Case Study on Planning and Participatory Budgeting Process of Dondo Municipality’; the ‘Manual for Executive Projects in Participatory Budgeting’; the ‘Needs Assessment of Pemba and Quelimane Municipalities, including PPP’s and Community structures, in the framework of the Adaptation to Climate Change’.

Located far in Southeast Africa, Mozambique is among the fastest-developing countries in the world. In 1998 Mozambique adopted the process of decentralization and created the first 33 Municipalities. Currently Mozambique counts with 53 Municipalities at different levels (cities, district e villages) and is gradually growing up to 128 in the coming years. Those municipalities with low financial and human resources had to involve citizens in the participatory process for decision-making. VEDOR come as an emerging company, pioneer with first initiatives on the community participatory process of decision. Its contribution and vision on Participatory Budgeting at a National level, expressed through training and capacity building of local municipal staff, the draft and publication of Manuals with a focus on innovative working procedures aim to reach a continuous changing on the achievement of total quality.
