Bond Sales: In June, 2020, voters in the Francis Howell School District approved Proposition S, authorizing issuance of $244 million in general obligation bonds to fund necessary capital improvements in the District. The bonds will be issued in various series over the next several years. This will allow the District to service its general obligation debt with the existing debt service tax levy as well as provide staggered funding to match the projected construction schedules for the numerous Proposition S projects. Work is underway to issue the first series of bonds authorized under Proposition S. The Series 2020 bonds will provide $100 million of funding to begin to address projects identified in the Comprehensive Facilities Master Plan and determined to be Phase I projects by the District’s Facilities Committee. Indications are that the bond market remains favorable for issuers in terms of low interest rates. A Bond Purchase Agreement authorizing the sale of the Series 2020 bonds will be brought to the Board for approval at its August 20, 2020 meeting. Bonds will be sold following Board approval. Closing date for the bond sale is set for September 3, 2020. Architectural Services: The Administration is seeking direction from the Board regarding architectural services. Since passage of Proposition S, numerous architectural firms have contacted the District and expressed interest in providing architectural services for the Proposition S projects. The Francis Howell School District used Hoener Associates for its architectural services related to the 2008 bond issue projects. The firm sent a letter expressing its interest in continuing its relationship with the District by serving as the principal architect for the Proposition S projects. Hoener provided high quality work and an exceptional level of service throughout the 2008 bond issue projects. There were relatively few change orders, particularly given the scope and complexity of the 2008 bond issue projects. This is a testament to the excellent drawings produced by Hoener. The Proposition S projects vary significantly in terms of size and scope. It may be advantageous for the District, in addition to its principal architectural firm, to look to secure additional architectural services on an as needed basis. For example, the District may choose to work directly with a civil engineering firm for some of the infrastructure projects.

of work completed from the 2008 Bond Issue Initiative, the largest project being the new Francis

Reimbursable Expenses; at cost postage, courier, UPS, printing bid documents, travel mileage & meals, permit fees and other applicable out of pocket direct project expenses.

2020 PROFESSIONAL BILLING RATES
MARK A. REUTHER
Principals' Time at the rate of $149.00 per hour.
Technical Level I at the rate of $131.00 per hour. For the purpose of this Agreement, Technical Level I personnel are those who serve as Project Architect and Project Manager.
Technical Level II at the rate of $114.00 per hour. For the purpose of this Agreement, Technical Level II personnel are those who serve as Staff Architect and Senior Architectural GADD/Designer.
Technical Level Ill at the rate of $104.00 per hour. For the purpose of this Agreement, Technical Level Il l are those who serve as GADD/Draftsmen and Administrative Assistant.
Technical Level IV at the rate of $88.00 per hour. For the purpose of this Agreement, Technical Level VI are those who serve as Junior GADD/Draftsmen.
Technical Level V at the rate of $55.00 per hour. For the purpose of this Agreement, Technical Level VI are those who serve as Word Processing Operator/Secretary.
Services of Professional Consultants, including structural, mechanical and electrical engineering services, a multiple of one (1) times the amount billed the Architect.
Reimbursable Expenses shall be billed at a multiple of one (1) times the amount billed to the Architect for such expenses.
Invoicing shall be monthly, and due within thirty days.
