Modifications to SASE came into effect on 21 September 2018. Accordingly, SASE publication DFE-00236-2018 applies both to new Apprenticeship starts from 21 September 2018 and all Apprenticeships commenced before this date and not completed by 21 September 2018.

The SASE modifications have further extended the list of qualifications that meet the minimum English and Maths requirements. This now allows for the acceptance of a wider range of UK-wide qualifications and also certaininternational qualifications, where these are supported by a suitable NARIC Statement of Comparability. Full details relating to the exceptions eligibility criteria are contained in: Section 5 of SASE for Intermediate Level ApprenticeshipsSection 31 of SASE for Advanced Level Apprenticeships

Please note that some frameworks may have English and Maths grade/level requirements that are above the SASE regular minimum requirements. The exceptions relating to the use of British Sign Language or Entry Level 3qualifications, detailed above, do not apply to industry-specific minimum entry requirements.

Please check specific framework documents to ascertain where this is the case and/or check directly with the Issuing Authority responsible for the framework.

Please note that the Transferable Skills tables within this document have not been updated to reflect the recent SASE changes and do not include the expanded range of acceptable qualifications. Refer to SASE for a full list of acceptable qualifications.

The proposers for the pathways within the Construction Civil Engineering ApprenticeshipFramework are the following Awarding Organisations (AO): Cskills Awards, GQA, SQAAwarding Body, Pearson Education Ltd, Lantra Awards, EDI, NOCN, IMIAL, GQA, City & Guildsand ProQual. ConstructionSkills’ policy is to work with all proposers of the apprenticeshipframework to ensure that the qualifications included in the frameworks meet both employerand SASE requirements.

The guidelines produced by ConstructionSkills have identified that to gain support for theirApprenticeship Frameworks proposers must provide the following information: rationale,support from the sector employers, take-up figures and operational dates.

All of the proposers of the framework have completed the mandatory AO Qualification SupportApplication Section 3 (supplied by ConstructionSkills) which requires the proposer to provide asummary of their overall approach to employer engagement, names of employers, industryrepresentatives or Associations/Federations that have been consulted in the development ofthe current framework. It also requires that the Personal Learning and Thinking Skills (PLTS)within the knowledge qualifications to be identified by unit, and that the qualifications havebeen registered on Learning Aims Reference Application (LARA) or LARS which is in theprocess of being introduced.

All of this information is then considered by ConstructionSkills Apprenticeship Group toascertain whether the qualifications are suitable for inclusion/revision before entry onto theAFO. The proposer will then be informed of the outcome and whether further information isrequired; if compliant the details will be included into the draft framework prior to uploading tothe AFO

ConstructionSkills’ Standards and Qualifications Validation Group, which consists of employers,union representatives, education representatives, industry councils andassociations/federations, also review any new Apprenticeship pathways, at all levels whenrequired, to ensure that the proposal is beneficial to the construction industry and itsemployees.

National Apprenticeship Service (NAS) – Statement on Apprenticeship Quality Definition

1. An Apprenticeship is a job with an accompanying skills development programme designed byemployers in the sector. It allows the apprentice to gain technical knowledge and real practicalexperience, along with functional and personal skills, required for their immediate job andfuture career. These are acquired through a mix of learning in the workplace, formal off the jobtraining and the opportunity to practice and embed new skills in a real work context. Thisbroader mix differentiates the Apprenticeship experience from training delivered to meetnarrowly focused job needs.

2. On completion of the Apprenticeship the apprentice must be able to undertake the full rangeof duties, in the range of circumstances appropriate to the job, confidently and competently tothe standard set by the industry.

CITB-ConstructionSkills Apprenticeship Definition as defined by the Construction Industry

DefinitionAn apprenticeship in construction is a form of vocational training whereby the apprenticefollows a ConstructionSkills' approved framework to develop skills and knowledge and whowould then demonstrate and evidence their application in a construction environment. In orderto complete a Construction Apprenticeship the apprentice must have been employed duringthe apprenticeship, have evidenced competence in the specified range of vocational skills andhave an employed status at the time of completion.

StakeholdersThe core participants involved in a Construction Apprenticeship are:

• Employer – the primary provider of learning in the workplace, and supports the apprenticethrough mentoring, learning and payment of wages• Apprentice – contributes to the productivity of the employer and undertakes the requisitelearning• Training provider – provides off-site tuition and administrative support to both the employerand apprentice. (Training providers can include colleges, training centres, manufacturers,suppliers and some employers.)• Government – provides a financial contribution to the training costs of the apprenticeship• Managing agent – sets up and monitors the apprenticeship and obtains and distributes the

government funding. The managing agent can also be the training provider or the employer.(Apprentices can choose not to have a managing agent.)

The Construction Civil Engineering framework has a role in supplying a qualified workforce tosmall and medium enterprises (SMEs). The vast majority of companies in the sector are small,with over 97% employing fewer than 25 people. Only 1% of sector businesses employ morethan 60 people, although these firms carry out a disproportionate share of the work by value.

Over one-third (38%) of the construction workforce in England is self-employed.Self-employment is particularly high in the main craft trades where it averages around 60% ofthe workforce, and is also highly concentrated in some regions. Regional analysis showsproportions of self-employment above 40% in London, the East and South East, as well as theWest Midlands.

There are 1,817,049 employees in construction in England, and by the year 2015, a further38,630 new recruits will be needed to fill the posts of those that retire or leave the industry.The following is the annual recruitment for construction civil engineering for the period 2011 to2015.

The priorities for the sector for 2010 to 2014 are to:

• improve productivity• attract, retain and develop talent• increase diversity• improve supervisory, management and leadership skills• collaborate with employers and stakeholders.

An apprenticeship in construction follows a pattern of vocational training to meet therequirements of a ConstructionSkills' approved framework. This enables apprentices to developskills and knowledge which they can then demonstrate and evidence in a real constructionenvironment.

The Intermediate (Level 2) and Advanced (Level 3) apprenticeships in civil engineeringoccupations have been meeting the needs of employers since the mid 1990’s.

This apprenticeship has been developed to help meet the skills priorities of the industry and for

RULES TO AVOID REPEATING QUALIFICATIONS

Processes exist to make sure that applicants with prior knowledge, qualifications andexperience are not disadvantaged by having to repeat learning. Training providers andawarding organisations will be able to advise on the current rules for accrediting prior learningand recognising prior experience.

An Intermediate (Level 2) and Advanced (Level 3) Apprenticeship framework specifies that anapprentice must achieve Functional Skills/GCSE (with enhanced functional content) and KeySkills. See the list of Transferable Skills in this framework document.

Knowledge qualifications: If applicants already have one of the knowledge qualifications fromthe Intermediate (Level 2) or Advanced (Level 3) before starting their Apprenticeship (see the‘Qualifications’ page for each pathway), they do not have to redo the qualification providingthat they achieved the qualification within five years of starting the apprenticeship. The hoursthey spent gaining the qualification will also count towards the minimum hours required forthis framework.

Competence qualifications: If applicants already have the competence qualification from theIntermediate (Level 2) or Advanced (Level 3) for this apprenticeship framework (see the‘Qualifications’ page for each pathway) they cannot use the competence qualification as acomponent part of this apprenticeship; competence qualifications must be achieved as part ofthe apprenticeship.

Prior experience: Applicants already working in the sector may be able to have their priorexperience recognised by the Awarding Organisation, and this will count towards thecompetence and knowledge qualifications within this framework.

Initial Assessment

Training providers and employers will use initial assessment to ensure that applicants have afair opportunity to demonstrate their ability, and to tailor programmes to meet individualneeds whilst recognising prior qualifications and experience. Training providers will be able touse Access to Work funding to support apprentices, for example, with additional coaching andmentoring.

Entry to an apprenticeship scheme will usually involve a skills learning exercise. This exerciseis not a barrier to entry to the apprenticeship, but has been put in place to gauge thecandidate’s ability for the apprenticeship, and enable extra support and guidance to be given tothe candidate if required.

Apprentices in the framework can expect to be continually assessed to gauge their suitabilityfor progression to an Advanced (Level 3) Apprenticeship. In some occupational areasapprentices would be expected to work at height and outside in all seasonal weatherconditions. They could also be expected to travel to sites or in some cases, stay in lodgingswhilst working away from home.

Evidence of ERR

CITB will accept the following methods of recording ERR. This must be in the format of acertificate issued by an Awarding Body or if provided by training providers/colleges thecertificate must be showing their logo, and with each of the nine items listed above signed offby the tutor. The certificate or copy must be held by the provider for audit after ticking theERR box on the Apprenticeship Certification England (ACE) system when claiming theframework completion certificate from the Certificating Body (Sector Skills Council). Evidence of ERR

CITB will accept the following methods of recording ERR. This must be in the format of acertificate issued by an Awarding Body or if provided by training providers/colleges thecertificate must be showing their logo, and with each of the nine items listed above signed offby the tutor. The certificate or copy must be held by the provider for audit after ticking theERR box on the Apprenticeship Certification England (ACE) system when claiming theframework completion certificate from the Certificating Body (Sector Skills Council). Anexample of a typical ERR sign off certificate is athttp://www.citb.co.uk/qualifications-standards/apprentice-frameworks/apprenticeship-frameworks-england/ . Apprentices who have achieved the ERR programme at Intermediate(Level 2) do not have to repeat it for the Advanced (Level 3).

Evidence of ERR

CITB will accept the following methods of recording ERR. This must be in the format of acertificate issued by an Awarding Body or if provided by training providers/colleges thecertificate must be showing their logo, and with each of the nine items listed above signed offby the tutor. The certificate or copy must be held by the provider for audit after ticking theERR box on the Apprenticeship Certification England (ACE) system when claiming theframework completion certificate from the Certificating Body (Sector Skills Council). Evidence of ERR

CITB will accept the following methods of recording ERR. This must be in the format of acertificate issued by an Awarding Body or if provided by training providers/colleges thecertificate must be showing their logo, and with each of the nine items listed above signed offby the tutor. The certificate or copy must be held by the provider for audit after ticking theERR box on the Apprenticeship Certification England (ACE) system when claiming theframework completion certificate from the Certificating Body (Sector Skills Council). Anexample of a typical ERR sign off certificate is athttp://www.citb.co.uk/qualifications-standards/apprentice-frameworks/apprenticeship-frameworks-england/ . Apprentices who have achieved the ERR programme at Intermediate(Level 2) do not have to repeat it for the Advanced (Level 3).

Labour force statistics show that when compared with the workforce as a whole, thesector remains amongst the most gender imbalanced in the economy. Whilst, the proportion of Black and Minority Ethic (BME) workers in construction employmenthas gradually risen over the past decade to represent 5% of the construction workforce inEngland, this compares poorly with the wider working population.

How this requirement will be met

All apprentices are required to generate evidence in the workplace to complete thecompetence qualification over the period of the apprenticeship; this is achieved by thefollowing.

• In the workplace, candidates bring evidence of completed tasks which are supported by awork based recorder; this evidence is discussed and agreed by the assessor and contributes todemonstrating competence in the workplace.

• The generation of a work-based portfolio, either paper-based or electronic, can be acceptedby the Awarding Organisations. When the apprentice has gathered all of the work-basedevidence that meets the requirements, the assessor will sign off the competence qualification.

• Evidence is generated throughout the apprenticeship period, allowing the candidate to havementoring and assessment when tasks have been completed. Only a variety of work willgenerate enough evidence to support the qualification.

Summary of Personal Learning and Thinking Skills

Summary of Personal Learning and Thinking SkillsApprentices must be introduced to Personal Learning and Thinking Skills (PLTS) duringinduction so that they learn to recognise for themselves when and where they are practicingthese skills.

Each of the PLTS has been signposted to the knowledge qualifications within each pathway inthe framework. Whilst completing the knowledge qualifications, candidates will be mentoredand assessed on the PLTS by the training provider (lecturer/tutor) and quality assured by theAwarding Organisation (AO). Evidence of PLTS achievement is generated from the issue ofcertificates for knowledge qualifications by the AO.
