Helen Modly, CFP®, CPWA® President’s Message
If you have not yet had the chance to explore our new website (www.fpanca.org) please log-on and browse
around for a few minutes. Peggy had done an outstanding job of working with our contractors to give us a bright, clean, easy to
use site.
September 11th has become a national day of service for many individuals and organizations. Our NexGen chapter has a day of
community service planned for NexGen members. See the website if you are interested.
We will have our Ethics CE presentation by Dan Candura on Thursday, September 18, at Maggiano’s in Tysons Galleria mall.
Following ethics, our lunch presentation by Scott West from INVESCO promises to be interesting and valuable. Who couldn’t
use a few tips in appealing to our client’s emotional side of the brain once in a while? We have all seen how strongly client
emotions can sway their judgment on financial issues.
We will have a member breakfast on Friday, September 19th at Armstrong, Fleming and Moore’s offices in Washington, DC
starting at 8:00 am. Our chairman, Ryan Fleming will be the host, and many of our board members will be there, as well.
We have many great programs on the schedule for the fall and I hope to see you at one or more of them. As always, please feel
free to email me with any comments or suggestions.
Warmest regards,
Helen Modly

FPA NCA Communities of Learning
FPA Connect, FPA’s new social platform allows members to share best practices and expertise. FPA NCA
recognizes that some members may be interested in study groups or “communities of learning” to further
develop their financial planning expertise in different topic areas. FPA NCA would like to encourage anyone
who is interested in either facilitating or joining a community of learning to email Rita Cheng at
[email protected]. Some suggested communities of learning are divorce planning, special
needs planning, planning for same sex couples, just to name a few. We are certainly open to additional

Message from Rita Cheng, CFP®
Member of FPA National Board of Directors
I hope you are having an enjoyable summer. I have some exciting news to share with you.
• As you all know, FPA is a terrific resource for members looking to tap into the knowledge and experience of their
financial planning peers. To help members tap into specific subject matter in a more in-depth, meaningful way FPA is
rolling out “Knowledge Circles.”
• Over the next 12-months this exciting new program will involve the rollout of eight Knowledge Circles, each with a
specific focus area. The circles will be spearheaded by volunteers who will act as hosts of content, facilitators of
discussion, and “engagers” of circle participants.
• The first three Knowledge Circles will be rolled out at FPA BE in Seattle this September. Those circles are Business
Success, International, and Retirement/Social Security Optimization. Over the following months, we will introduce circles
for Estate Planning, Investment Planning, Risk Planning, and Tax Planning.
• The Knowledge Circle program will not only allow participants to delve deeper into these core subject areas, but will be
central to future FPA programming. By using these circles as proving grounds, FPA will be better positioned to create
content of importance and interest to the members.
• I will share more information with you about the wonderful new program in the weeks and months ahead. I hope each of
you will consider participating or hosting for one of the circles.
• To learn more about Knowledge Circles, please visit www.OneFPA.org and then “Community.”

FPA Advocacy Day June 24, 2014 - Bryan Beatty, CFP®, AIF®
Not everything that happens in DC is all bad these days. And not a bad turnout for our inaugural event. We had about 12
members from our chapter out of the approximately 70 that participated in 2014.
The FPA in recent years has recognized that we have not been active with our lawmakers in our state capitals or on the hill in
DC. One of the first high profile activities was probably the formation of the Financial Planning Coalition followed next by
the suit brought against the “Broker/Dealer Exemption” filed and won by the coalition. This led them to an understanding
that we must be front and center with policy makes to have a voice. This in part led to the first annual FPA Advocacy Day.
The event began the day before, Monday evening with a PAC reception. Thanking and recognizing donors to the PAC is
important, but more important is telling them what their money is going towards as an effort. We heard from Karen
Nystrom, FPA’s advocacy director about our efforts that she is spear heading with the help of the Raban Group who provide
us with our access to lawmakers and their staff.. FPA National Chair Janet Stanzak shared some of the successes and work
that is being done in gathering feedback in regard to the value of the FPA to the members and briefly touched on some of the
local state capital visits in states like Florida and Ohio to name a few.
We were introduced to 2 members of the financial services committee and congressmen who had joined us to say hello and
thank us our efforts to help them better understand the issues we face in dealing with the public in our practice.
We then had dinner around the corner at Jimmy’s on The Half Shell were we received our packets and some instructions on
what would transpire the next morning. In our packets were the teams for each state and with whom and where they would
visit on the 24th.
Tuesday bright and early we headed to the Rayburn Building after making a brief stop for a photo on the Capitol steps. In the
meeting prep room we were briefed on the key points to be discussed and where the FPA and The Coalition stood on pieces
of legislation working their way through the committee process. We were given a set of expectations about what we might
face. For example many of us would not meet the Senator or Congressman but would in all likelihood meet with a legislative
aide, (LA) whose job it is to know the subject and that this is the person we need to get to know and be familiar with us.
This is where it gets a little interesting because for me personally this is where I learned a lot about why it is important that
we be there talking to them. One LA in particular said to us in the Northern Virginia group, “ The FPA, so are you all a new
organization?” There you have it. We are invisible in the process. Like it or not that is the process.
All in all I found it to be an illuminating day into how things happen and maybe why things don’t happen. Though
momentum has stalled on the Fiduciary Standard of Care in congress it isn’t completely dead. It is up to us to make our
voices heard if we feel that it is the right thing for us to do. My suggestion is to get to know the issues, how they affect your
practice, and your clients. If you have an opinion and I suspect many of you do, GET INVOLVED!
The idea is to take this back to your local chapter and your home state and do this in your capitol. Grassroots from the local
to the state and then out to Washington DC is how we must get our message out to improve not only our practices, and to
help protect the general population, but to lift the standards in our profession to the ranks the likes of Doctors, Lawyers,
Architects, etc.
I hope to see twice as many participate next year!

On June 11, 2014 the CFP Board informed Peter Munger, the Program Director of the University of Maryland, that the
UMUC School of Undergraduate Studies has been approved to offer a CFP educational program that will help qualify students
to sit for the CFP exam. CFP Board-Registered Programs are financial planning education programs at the college or

Board. Registration is granted on a biennial basis and must be renewed every other year.
Kathleen Sindell, Co-Chairperson of the FPA NCA Pro Bono Committee has been invited by UMUC to accompany the CFP
Program Director, Peter Munger, to attend the CFP Board's annual Registered Program Conference that brings together faculty

NEW PRO BONO OPPORTUNITY
WASHINGTON CANCER INSTITUTE
Our FPA NCA Chapter is beginning a new Pro Bono relationship with the Washington Cancer Institute, and
possibly other Cancer Hospitals in the region. We anticipate that our opening presentations to patients and their
families will be later in 2014. Our Committee Chairs, Frank Boucher and Robert Sharer will be gathering more
information and developing the program and working relationship with this organization over the next few months.
However, we do anticipate the need for additional pro bono volunteers for this on-going project. If you would like
to volunteer to help with pro bono work at the Washington Cancer Institute or other Cancer Hospitals, please send
an email to Peggy at [email protected]. We will put you on our list and update you as the program takes
shape and begins. Thank you for your help on this very important pro bono project!
