Regions of Knowledge (ROK) 126 M€

Research Potential 340 M€

Increased research capacity of European Regions

Aim: • to intensify role of RTD in economic development• to invest in research

Actions:• to improve links between stakeholders• to foster transnational cooperation• to enhance mutual learning of regional actors• to exchange experience and best practice• to develop joint action plans

Page 17: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

Two lines of action… but NO funding of (« hands on ») research

« Regions of Knowledge »• for ALL European Regions• to encourage and support the development of « regional

research driven clusters »

« Research Potential »• for Convergence & Outermost regions• to unlock and develop their research potential• to help researchers to successfully participate in research

activities at EU level

Page 18: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

Regions of Knowledge

Two objectives for all European regions:

Strengthen their capacity for investing in RTD and carrying

out research activities

Produce research strategies that contribute

to regional economic development

Through the development of regional ‘research-driven clusters’

Associated and candidate countries are also eligible

Page 19: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

Regions of knowledge - Call 2008 – Dead TIME 14. III. 2008

• FP7-2008-Regions-1 : Analysis, mentoring, integration of research agenda's and definition of Joint Action Plans ( 9.3 M €)

Participants :Consortia of at least two regional research-driven cluster / potential cluster – e.g. counting at

least 6 partners from 2 countries

• FP7-2008-Regions-2: Facilitating the emergence of new clusters and mutual exchange of information (0.8 €)

Participants:• at least 3 participants (one research entity, one regional authority, one business entity) -

from the same region• or one research driven / potential cluster (for mutual information activities)

Thematic Priorities :

• Maximising the benefits of research infrastructures […as a catalyst] for regional economic development

• Regional contributions to the reduction of CO2 emissions [enhancing the use of energy efficient technologies, meet increasing energy requirements of regional actors, system approach]

INDICATIVE PRIORITIES FOR FUTURE CALLS – 2009

In 2009 the projects are expected to address one or both of the following areas:

• Role of knowledge producers (e.g. universities, research centers, technological institutes) for the economic development of the regions

• Integrated water management

Page 22: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

RESEARCH POTENTIALTwo objectives for CONVERGENCE & OUTERMOST

regions only:

• to stimulate the realisation of the full research potential of the enlarged Union by unlocking and developing the research potential in the EU’s convergence regions and outermost regions

• to strengthen the capacities of their researchers to successfully

participate in research activities at EU level

Call 2008 / Dead TIME : 14. III. 2008!!

REGPOT-2008-1: Unlocking and developing the Research Potential of research entities established in the EU´s convergence regions and outermost regions (29 M€)

REGPOT-2008-2: Providing evaluation facilities for research entities established in the EU´s convergence regions and outermost regions (1 M€)

Page 23: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

REGPOT-2008-1The activity will support an Action Plan defined by the highest quality and/or promising research centres in the thematic priorities’ domains of the FP7, based on a set of coherent measures for: Exchange of know-how and experience.Recruitment by the selected research entities of incoming experienced researchersAcquisition, development or upgrading of research equipment;Organisation of workshops and conferences to facilitate. knowledge transfer at national and international level; Dissemination and promotional activities to increase visibility.Participants :Any existing and autonomous public or private research entity in the eligible regionsImpact:- Upgrading the RTD capacity (human potential: number of new researchers and training of all research staff, improvement of research management, scientific equipment) and the quality of research carried out by the selected research entity

- Better integration of the selected research entities in the ERA as a whole (partnership with research groups elsewhere in Europe)- Contribution to regional capacity building- Improvement of the capacity of participation in FP7

Page 24: FP7 – Capacities - 2008. Research Infrastructures and Research for the Benefit of SMEs

REGPOT-2008-2

Activities: evaluation of research quality and capability of the selected research entities by

high level independent experts (SWOT analysis) Preparation, by the selected research entity, of an Action Plan to upgrade and

reinforce its RTD potential

Participants: public or private research entity (as a single proposer) established as a legal entity

in the EU's convergence regions and outermost regions

Impact: • SWOT analysis and conclusions• An Action Plan to improve the research entities’ RTD capacity• Improved research capacity for increased contribution to regional economic and

social development and for better participation in FP7 projects
