Regularity in Delivering Food Grains

All schools in Amreli district and most of the schools (38 schools) in Jamnagar district are getting regular food grain supply without any delay.

Food grain is delivered at grocery shop and collected by MDM staff in all visited schools.

Regularity in Delivering Cooking CostAmreli : All visited schools were getting the

cooking cost regularly and 3 schools (Antaliya Primary School, Jatroda Primary School and Shri Baharpura Girls’ School) have experienced delay in receiving the cooking cost.

Jamnagar :Delay of 2-5 months in receiving advance cooking cost is found in 12 of the visited schools. The reason was due to delay from Mamlatdar Office, and transfer of Officer etc.

Cooking cost is paid through Banking channel in all visited schools. 7

SOCIAL EQUITYIn all visited schools no

gender/caste/community discrimination was observed in cooking/serving/sitting arrangement for MDM.

Boys and girls used to sit in separate rows while MDM is served & it is followed in majority of visited schools.

Some senior class students used to serve the MDM with the MDM Staff.

Variety of Menu : Both Districts

In all the schools variety of food is served. The weekly menu is followed uniformly by

most of the schools except few schools due to students’ preference, local need or non-availability of required grain.

Rice /wheat are given to children daily in all the visited schools.

Vegetable and Dal is not served to children on daily basis. Reason reported by the MDM organizer is irregular supply of Dal.

Quality & Quantity of Meal: Both Districts

The quantity and quality of food served under MDM is found to be satisfactory as conveyed by both i.e. children and teachers in all the visited schools in all 2 districts except Mafatlal Primary school of Jamnagar district.

SUPPLEMENTARY: Both districts 35 visited schools from Amreli district and 36

visited schools from Jamnagar district organized health camps for the children through PHC once in a year. However many visited schools in both the districts do not maintain health record for the children.

Asha workers are providing supplementary nutrition & other medicines in some schools, but not on regular basis.

In most of visited schools, ‘Bal Bhog’ in form of a toffee(chocolate) is given to children at regular interval by Govt. of Gujarat.

Status of Cooks/Helper: Both Districts Cooks & helpers cook together. However, in

most of schools the children used to help them in serving meal.

Majority of cooks/helpers belongs to the OBC followed by SC and Minority Community.

All the MDM staff in the schools are paid remuneration of Rs.1000 each i.e with few exceptions.

Amreli : INFRASTRUCTURE29 schools have pucca kitchen-cum-store

constructed and in use . Karankanch Kumar Shala have pucca kitchen-cum-

store constructed but it is not used and food is cooked at organizers home, while in Krishnagadh Primary school due to damaged condition of the kitchen shed the food is cooked at organizers’ home.

Four schools(Nagar Palika Primary Kanya Shala, Jaysingpara Primary School, Vitthalpar Primary School and Pujapadar Primary School)do not have constructed kitchen and food is cooked in class room. 13

Jamnagar : INFRASTRUCTURE19 schools have pucca kitchen-cum-store

constructed and in use while, 11 schools do not have store room facility with the kitchen.

In 9 schools pucca kitchen- cum-store constructed but it is not used for either cooking or storing the food grains.

In 4 schools, (Nagar Primary School.No.51, Navapura Primary School, Mafatlal Primary School, Junagagara Primary School) construction of pucca kitchen cum store is not sanctioned.

Potable Water & Cooking Utensils Amreli: The MI found that all the schools

have the potable water facility for cooking and drinking except Karankach Kumar Shala.

Jamnagar: The MI found in 8 schools the potable water facility is not available. Six schools did not have adequate utensils for cooking.

Kind of Fuel Used Amreli : Twenty one schools are using gas as fuel for preparing MDM. Rest of the schools are using firewood as cooking fuel.

Jamnagar : The MI has found that in 14 visited schools gas is used as fuel for cooking purpose and in rest of the schools, fire wood is used for cooking.

SAFETY & HYGIENE: Both Districts Majority of the visited schools in both the

districts used to maintain safety and hygiene in MDM preparation.

In all schools children are encouraged to wash hands before and after eating.

In majority of schools, the children used to take food in an orderly manner.

Cooking process & storage of fuel is found to be safe from fire hazard in most of the visited schools.

COMMUNITY PARTICIPATION: Both Districts

In majority of the schools parents or SMC members supervise & participate in MDM activities once in a while but not on daily basis.

INSPECTION & SUPERVISION: Both Districts

Inspection of MDM by any state/district/block level officials is not carried out on regular basis.

In 11 schools no inspection has been done so far in Amreli district.

In 22 schools the inspection is done by Mamlatdar/Deputy Collector/or MDM inspector on irregular basis in Jamnagar district.

Impact of MDMIn all the visited schools the parents, teachers and students opined that the MDM has improved the general well-being, enrollment as well as attendance of children.

Problems identifiedIn few schools noticeable difference was found

in number of children actually taking the MDM and number recorded in the MDM registers in Amreli district.

Differences in salary of MDM staff in 10 schools in Amreli district is found. It is noticed by the MI that the helpers are getting less remuneration in 7 schools in Jamnagar district.

The MI could find out that MDM staff had not received their remuneration since last three to four months in 7 schools in Jamnagar district.

Problems identified cont…In 4 schools (Taluka Kumar Shala, Haripar

Primary School, Shree Vedatra Vadi Shala No.5 and Junagapara Primary School.) of Jamnagar district the MDM is found to be cooked at organizer’s home and then supplied to the school.

In many schools the gas connection is found to be available. However, due to delayed supply of gas cylinder the food is cooked using firewood in such schools. Some of the MDM staffs have reported that there is shortage & irregularity of gas supply in the schools.

Suggestions  

No provision for weighing the food grain therefore the quantity of food served to the children can be questioned.

Very few schools are providing vegetables and Dal on regular basis. Vegetables being an important source of vitamins and minerals and Dal being good source of protein required for growth and development of children should be provided regularly to them as part of MDM.

Strict monitoring of MDM stocks at both block and district level is suggested. Updating of MDM register with reference to the utilization of stocks was not found in most of the visited schools.

Cont……..Majority of the teachers and principals are not aware of

the details like how much quantity is used, stock verification etc. Topics related to MDM can be included as a part of the training curriculum for the teachers.

The salary of all MDM Staff is deposited in the Bank account of MDM organizer. In few instances the helpers & cooks are paid quite late by the organizer.

In addition in some schools of both the districts, the cook/helper is found to receive less salary. There should be some system of transparency regarding this financial matter. Other alternative could be to open separate bank account for each MDM staff including helper & cook. It is suggested by the MI that the helper & cook should have minimum level of education as that can help in maintaining the transparency.
