Formation of National Youth Council is Giant Step of PBSA to Empower Youth in Decision

Making Process

National Youth Council is a Giant Leap by Pakistan Boy Scouts Association to empower youth in decision making process. First gathering of National Youth Council was held at National Headquarters, Pakistan Boy Scouts Association on 20th February 2018. 29 Representatives from all Provincial Scout Associations except Islamabad BSA attended the gathering. Mr. Zahid Mahboob from NHQ, PBSA apprised the gathering the background and chronological development of the National Youth Council. All the participants were divided into three sub-committees and an ad-hoc committee was formed to run the business of the gathering. Farhan Shahid (PIA BSA ) was elected as

Chairman, Aqeel Bacha (KP BSA) as Vice Chairman and Ghazanfar Majeed (PR BSA) as Secretary of the ad-hoc committee.

On the start of the next day, members of NYC visited National Assembly. Protocol officer welcomed the scout delegation and briefed the process of legislation. NYC members also visited the National Assembly Hall, Library and offices of ministers.

During the rest of the day, all sub-committees discussed the draft of the Rules of the National Youth Counci l and suggested several amendments. New draft for approval was formed in the light of suggestions of the sub-committees.

On 22nd February, first formal meeting of the National Youth Council was held in the

chairmanship of the Chairman ad-hoc committee.

The house unanimously approved the draft of Rules of National Youth Council and adopted the same. After the adoption of Rules, all the members took oath as member National Youth Council, Pakistan Boy Scouts Association under these Rules. Mr. Rizwan Jaffar, Vice Chairman, APR Youth Programme Sub-Committee administered the oath.

Afterward, the National Youth Board (NYB) comprising of one representative from each Provincial Association was elected. Members of the NYB took oath, Chairman ad-hoc committee Mr. Farhan Shahid administered the oath. Ad-hoc committee also held the election of the office bearers. Following were elected as the office

bearers of the National Youth Council.· Shakir Ullah -KP-BSA Chairman· Noman Raja -AJK- BSA Vice Chairman· M. Shiraz Ahmad Punjab BSA Secretary

Later, newly elected office bearers took the oath of their office in a prestigious gathering of Founder's Day Celebrations. The oath of the Chairman and Vice Chairman was administered by Mr. Abdul Qahar Wadan, Chairman Standing Committee of National Assembly on IPC and oath of the Secretary was administered by Ms Rahila Hameed Khan Durrani, Speaker Provincial Assembly Balochistan and Patron member PBSA.

The first meeting of the National Youth Council was

ended with a vote of thanks to all those contributed in formulation the Rules of the NYC and provided support in any form for establishing the NYC.

Second Gathering of President's Gold Medalists' of Pakistan Boy Scouts Association was held at Islamabad. 60 Gold Medalists of all the three sections of scouting (1982 to 2017) attended the Gathering, namely “Golden Circle”.

The first Gold Medalists of PBSA, Mr. Javed Ahmed Mian and the Gold Medalists of 2017 also participated in the Gathering. The event was witnessed by the former International Commissioner PBSA, Mr. Abdul Mannan and other senior scout officials.

The participants introduced themselves in detail and expressed their gratitude for scouting which helped them to become a successful person in the life. They said that scouting has build confidence among them and has enabled them to meet all the challenges which they faced in their practical life.

A Golden Circle Committee was formed to run the affairs of Golden Circle Conference. The Committee consisted of 2 members from each Provincial Scout Association having age18+ plus and one non-voting member from the NHQ as a Counselor. The functions of Golden Circle Committee shall be to implement the decisions of the Golden Circle Conference and to elect its

office bearers.

The Golden Circle Committee unanimously selected from amongst its members the following as official bearers of Golden Circle for a period of two years:1. President: M. Ali Khan, KP-BSA2. Vice President: Syed Kamal Abid, Punjab-BSA3. Secretary: Dr. Adeel, Balochistan-BSA4. Media Coordinator: Musarat Ali, Sindh-BSA

The Golden Circle officials and participants in consultation with each other approved the TORs / Rules of the Golden Circle. The main purpose of the Golden Circle is to create healthy environment in scouting to inspire and motivate the youth to join scouting activities, help the youth in their decision making process and career planning.

At the end Mr. Zahid Mahboob Secretary PBSA thanked all the participants of the Gathering for sparing their time and showing their concern for the betterment of scouting. On this occasion each participant was presented a beautiful shield and cloth badge of Gold Medal of respective Section.

Our Founder's birthday is an occasion for Scouts everywhere to celebrate.

Today, 22 February, we recall our Scouting adventures, meet our Scouting friends, proudly wear our scarves and celebrate the great diversity of our worldwide Movement. Today is also a time for us to renew our Scout Promise and our commitment to creating a better world.

We should be in no doubt that Baden-Powell w o u l d b e v e r y p r o u d o f u s .We have been Growing Together for more than 111 years and, today, reach more than 50 million young people worldwide with an ambition to double that number by 2023. We certainly have plenty of reasons to celebrate.

This year, we mark Founder's Day during another exciting occasion for Scouting: The Rover Centenary. Rovers worldwide are taking part in events such as International Rover Week, Rover way, the Inter america and Arab Scout Moots, and many more national ones. These gatherings provide opportunities for this generation of leaders to learn from each other, broaden their perspectives and hold out their hands in friendship. If you are looking for inspiration for m a r k i n g t h e o c c a s i o n , c h e c k o u t scout.org/rovers100 - and share your ideas with us too.

However, Rovering, and Scouting in general, have a greater purpose than just providing a fun experience for youth. Baden-Powell once said,

"Look above the level of things around you and see a higher aim and possibility to your work." Today, let us take inspiration from his words, look beyond our limits, and act to create a better world.

You are invited to make this Founder's Day extraordinary. Through our unique educational programme, think about how you can make a positive difference - for the environment, for your family and friends, for your community - and if you need inspiration or support for your ideas, check out the Scout Donation Platform. It has been running for six months and has helped Scouts complete fascinating projects from providing much-needed assistance to earthquake survivors in Mexico to preventing teenage pregnancy in Rwanda.

The Founder believed Scouting helps young people by providing opportunities for them to look wide, beyond their own needs, to the wider needs of humanity itself. His thoughts are still relevant today. In a world facing burning challenges such as armed conflict, poverty, hunger, climate change and gender inequality, Scouting continues to provide a constructive response by empowering young people to actively contribute in finding solutions to these global challenges by taking action locally.

Scouts worldwide contribute to achieving the Sustainable Development Goals through the simplest of actions: from preventing hunger through growing vegetable gardens, to alleviating street children from poverty through providing vocational training, to promoting gender equality and pledging support to the UN Women He For She campaign.

As we share this special day with our friends in Girl Guiding and Girl Scouting who are marking World Thinking Day, let us recommit to working together because by doing so, we can be a stronger force for young women and men everywhere.

Remember, you don't have to do something big. Great things can start from the humblest of beginnings - just like our remarkable worldwide Movement.

Mr. Ikram-ud-Din (FATA BSA) was the hike leader. Hikers reached Mushkpori Top thorough Nathia Gali and Khanaspur pipeline track. The closing ceremony of the 17 National th Snow Hike was held on Founder's Day on 22nd February 2018 at NHQ, PBSA. Mr. Abdul Qahar Wadan, Chairman National Assembly Standing Committee on IPC and Ms Rahila Hameed Khan Durrani Speaker Provincial Assembly Balochistan were the distinguished guests. Views of the hikers were shared during the ceremony. The Chief Guest appreciated the hikers on the completion of this adventurous activity. At the end of the ceremony, souvenirs were presented and the certificates of participation were distributed among the hikers.

On the invitation of Embassy of US, Islamabad, Secretary, PBSA attended the President & National Day of US on 22nd Feb, 2018.

The 70th Anniversary of US-Pakistan Friendship was celebrated at this occasion. Federal Interior Minister Mr. Ahsan Iqbal was the Chief Guest of this Special Day.

Embassador US welcomed all the guests US Marine performed during the event.

Mr. Tariq Fazal Chaudhary, State Minister for Capital Administration and Development Division (CADD), diplomats, Ambassadors, MNA, and dignitaries also attended this Special Gathering.

Mr. Syd Castillo, Director Youth Program APR / World Scout Bureau alongwith Ms. R.J. (Ticket to Life Project Management Team) visited Pakistan from 07-09 February, 2018.

TTL Project Management Team met with the National Coordinator TTL Pakistan Mr. Amir Naushad and his team and appreciated their dedication as volunteers working for the street children.

In the presentation Mr. Naushad discussed the project and the ways for further improvement and involvement of the community.

It was realized Support Centre has already invested time and valuable resources in coaching Mr. Naushad. The respect, Mr. Naushad received in his community and very good leadership skills was also appreciated by the TTL Project Team.

Earth Hour will be observed all over the World in collaboration with WWF and WOSM on Saturday 24 March 2018. The purpose of this event is to th

show commitment to our common and collective home the planet “Earth” in context with the environment and climate change. This event is held to encourage individuals and communities to turn the non-essential lights off at least one hour (8:30 to 9:30 pm local time) for showing their connection with the Earth. Earth Hour provides the opportunity to talk on the topic and motivates them to take action.

Pakistan Boy Scouts Association has adopted the

World Scout Environment Program of the WOSM

and has already initiated environmental

practices at National Headquarters converting

the source of electricity on Solar.

Scouts and Scout Leaders all over Pakistan are

expected to spread the word and participate in

this noble cause and to turn the lights off from at

least 8:30 to 9:30 pm on 24 March 2018th .

Tree Plantation Campaign was initiated all over Pakistan. Official launch was held at National Headquarters, Pakistan Boy Scouts Association on Founder's Day celebrations. Guests Scout Leaders and scouts planted the tree / samplings.

Reports from other areas are awaiting . However, Tree Plantation was also held at Provincial Headquarters, Pak. Railways , Gilgit - Baltistan, Khyber Pakhtunkhwa (Swat), Balochistan and other areas.

WOOD BADGE TRAINING COURSE AT PAK. RAILWAYS BSA

Wood Badge Training Course was held at Provincial Headquarters, Pakistan Railways Boy Scouts Association Lahore from 18-25 February, 2018. Mr. Imtiaz Khan, Provincial Secretary, Khyber Pakhtunkhwa Boy Scouts Association and Mr. Adil Farooq, Circuit Organizer from Punjab Boy Scouts Association specially participated in the Ceremony.

5th All Punjab Snow Hike for Rovers at Provincial level was organized by Punjab Boy Scouts Association in which Rovers from different areas of Punjab participated. The Hike was started from Summer Camp Ghora Gali Murree Hils. Mr. Muhammad Tariq Qureshi, Provincial Secretary, Punjab Boy Scouts Association was the Chief Guest. The Hikers reached at Mushk Puri Top and enjoyed the winter survival activities.

Gilgit Baltistan Boy Scouts Association celebrated Founder’s Day at all level.Ismaili District Boy Scout Association (IDBA) organized different activities for the celebration of world scout day in Gilgit. Theme of the day was “helping People, Changing Lives”1.Traffic awareness and traffic control in Gilgit city in collaboration with GB traffic police;2.Plantation;3.Hospital service.Objectives1-Impart awareness about traffic rules and regulation;2-Impart awareness regarding importance of plantation;3-Raise civics sense in public regarding human values.TRAFFIC AWARENESS AND TRAFFIC CONTROLIsmaili District Boy Scout Association distributed pamphlets among public and rendered their services to manage the traffic in Gilgit city. This activity was very appreciated by Inspector General of Police (IGP), Gilgit Baltistan and Public.HOSPITAL SERVICESixty Boy Scouts rendered their services in four different hospitals namely District Head Quarter hospital, City Hospital Kashrot, Aga Khan Medical Center Gilgit (AKGMC) and Shaheed Saif-ur-Rehman Hospital Gilgit. In the meanwhile, scouts performed their services in different fields such as carrying patients, guiding patients for their checkup and interviewed visiting patients by filling forms as well as helped hospital administration in data collecting. Finally, Honor Shields distributed to Medical Superintendents (MS) of the relevant hospitals. PLANTATIONIsmaili District Boy Scout Association planted three thousand plants in Gilgit, in collaboration with district administration Gilgit.

While Addressing to the campaign Assistant Commissioner Gilgit said that the main objective of this campaign is to implant more and more plants and raise awareness about the importance of plantation. He further appreciated the performance of scouts in region. He added that to enhance civic sense in a society scouts play a prominent role.Chairman Adil Karim While addressing the campaign said that it is their foremost responsibilities to protect plants in the surrounding.Imran Hussain Mir DSC wore Scarf to the guest. Chairman AKYSB presented souvenir to Assistant Commissioner and other guest on behalf of IDBSA Gilgit.Scouts were highly appreciated by the social circle for their tremendous performance in society.CAKE CUTTING CEREMONYIDBSA organized cake cutting ceremony on the occasion of World Scout Day, Commissioner Gilgit Division; Mr. Usman Ahmad was the Chief Guest of the ceremony.Following guest were graced the program by their presence:1. On the eve of 100 years celebrations of Rovering, a special camps are being organized in different areas to introduced Solar, Messengers of Peace and Environment relevant activities to the youth at maximum level. A Special Ceremony Provincial Open Group Rover Moot was organized at Khair Pur Mirs, in which

senior Scout Leaders also participated. Mr. Abdul Karim Baloch, Former Chief Commissioner, PBSA, Mr. Sabir Hussain Niazi, Provincial Secretary, Balochistan Boy Scouts Association, Mr. Moin Azhar, Senior Scout Leader, Sindh BSA also attended the programme and encourage the Scouts to make this world better place.

Islamabad Boy Scouts Association celebrated Founder ’s Day. Youth from Is lamabad participated in the Hike from Islamabad to Damn-e-Koh, Margallah Hills. Director General of Federal Directorate of Education, Mr. Hasnat Qureshi, Dr. Tariq

Masood, Provincial Commissioner, IBSA and Ms. Aaliya Durrani, Principal, IMCG, F-6/2, Islamabad were welcomed by Provincial Secretary, IBSA, Prof. Abdul Hayee Sheikh. Scout activities were offered to youth.

SCOUTS LEADER SEMINAR 23RD TO 25TH FEBRUARY, 2018

To strengthen training section in PIABSA, Scout leader seminar was conducted under Training & Program Plan 2018 from 23rd to 25th February, 2018 at Provincial Headquarters Karachi.

Mr. Khalid Mahmood (LT) was the Seminar Director whereas Mr. Shamas Khan, Provincial Secretary was the seminar advisor. Mr. Muhammad Usman Seminar Secretary and Mr. Muhammad Tariq as Seminar Coordinator.

Mr. Muhammad Aslam Tariq, Provincia l Commissioner was the Chief Guest of the opening ceremony. He emphasized all participants should cash this opportunity of learning in model scouting being planned through this seminar. Closing Ceremony was held on 25th February, 2018. Mr. Qamar Shamim, APC (T&P) was the Chief Guest of the closing ceremony. He hoped that all participants would have learnt basic skills of unit meeting and other relevant skills. He congratulated all the team on conducting the seminar.

30TH TRAINING & PROGRAM SUB-COMMITTEE MEETING, 25TH FEBRUARY, 201830th Training & Program sub-Committee meeting of PIA BSA was held on 25th February, 2018 at Provincial Headquarters Karachi. Mr. Qamar Shamim-APC (T&P) chaired the meeting.Training plan of first quarter was approved in the meeting. Committee appreciated the experience

of Scout leader seminar. Chairman further advised to have Shaheen & Rover leader's seminar in upcoming quarters.

Mr. SHAMAS Khan is the n e w l y a p p o i n t e d Provincial Secretary of P I A B o y S c o u t s Association. He is law Graduate and an airline Professional. He is currently worked as In-C h a r g e o f f i c e r , Industrial Relations in

Pakistan International Airlines (PIA). He is a well known personality in national as well

i n t e r n a t i o n a l s c o u t i n g . B e f o r e h i s election/appointment as Provincial Secretary of PIA BSA in December, 2017, he was Assistant Provincial Secretary of PIA BSA and advisor to Provincial Commissioner. Earlier, he served as Secretary International Affairs PIA BSA and Special Assistant to International Commissioner Pakistan Boy Scouts Association. Mr. Shams Khan has assumed the charge of the Provincial Secretary, PIA BSA. He is a law graduate and an airline professional. Earlier, he was served on different positions in PIA Boy Scouts Association.

Ministry of Human Rights, Pakistan held 1st

International Conference on Human Rights from

19th to 21st February at Hotel Serena,

Islamabad. The theme of the conference was

“Owning Human Rights for a Better World”.

Pakistan Boy Scouts Association was invited to

set a stall at the venue to show its activities and

contribution to the development of children in

connection with UN Convention on Child Rights

(CRC).PBSA presented its publications, badges

and other articles to show its involvement in

organizing youth activities.

Pakistan Day Parade is a National event which is held on 23rd March every year. Pakistan Boy

Scouts have honor to be part of this Parade with the Armed Forces of Pakistan. Scout Cadets of Pakistan Scout Cadet College Batrasi, representing Pakistan Boy Scouts Association take part in this parade. More than 130 Scout Cadets along with their faculty members and College Staff have arrived at National Headquarters, PBSA. They will stay here for almost one month and make rehearsals at Parade Avenue.

U-Report: PakAvaz is a mega project of UNICEF in Pakistan, it is a free SMS tool to engage children and young people in community development and social monitoring for positive change in Pakistan. The project was assigned to Pakistan Boy Scouts Association (PBSA) to involve scouting youth in the project. For this purpose, trainings of U-Report and DRR were given to U-Report coordinators of all provincial associations. In Balochistan U-report coordinators created position of U-Ambassador for rover Scouts, who would further register 25 to 30 Scouts to U-report on their behalf, Organizers assembled various gatherings in Quetta, Jaffarabad, Naseerabad, Sibi and District Pishin. Moreover, gatherings of U-Ambassadors were organized with the leaders of Scout open groups to further conduct registration in their respective groups and area, U-report and DRR trainings camps were not formally conducted in schools owing to winter vacations in schools of Quetta and Pishin districts. However, Balochistan Boy Scouts Association, will organize massive Youth camps in schools in the month of March, when schools are resumed. Initial activity of Quetta and Pishin:formation of U-Ambassadors was conducted in provincial HQ Quetta, where 30 youth participated and registered as U-Reporter, they were further assigned the duty to organize youth camp in their area as U-Ambassador. Jaffarabad A youth camp was organized in district Jaffarabad

comprising of Boy Scouts participating from different schools, in this camp Scouts were involved in basics of DRR and Scout ER badge and sessions about advantages and importance of U-report were given to Scouts and they were also registered as u-reporter. : In district NaseerabadNaseerabad Scouts camp was organized the camps was also graced by District Education Officer. During the camp, DRR and ER session were conducted by trainers and Scouts were instructed on how to become a member of U-report. : A youth camp of district Sibi District Sibiand Sohbatpur was organized, the camp was graced by FC personnel and other dignitaries. During this camp Scouts were given basic training of Scout badges, MoP program, DRR and they were also registered as U- Reporter Pictorial Highlights Conclusion A new program for Scouts, this project gave scouts the opportunity to have their voices heard in the pool of U-report. Scouts expressed great interest in the program and registered promptly. Scouts assumed the role of leaders by registering 10 other Scouts on their behalf, there had a problem of connectivity where Scouts were not receiving responses of their registration, upon several tries they were able to register. This is a new activity for Scouts with the interesting inclusion of Peace-man which made this activity even more exciting.

Kashmir Day is a public holiday which is celebrated all over Pakistan on February 5 each year. It focuses on showing Pakistan's support and unity with the people of Kashmir and to pay homage to Kashmiri martyrs who lost their lives fighting for Kashmir's freedom.Scouts from AJK also organized activities on this special Day. They also participated in the Walks and Public Camps organized on 5th February, 2018.

Pakistan Scout Cadet College Batrasi has

educational l inkages with educational

institutions of Birmingham, UK. To strengthen

their linkages, a two members / teachers

delegation from Tile Cross Academy Birmingham,

UK visited Pakistan Scouts Cadet College Batrasi

(PSCCB) from 11 to 16 February, 2018. During

their visit and stay at Pakistan Scouts Cadet

College Batrasi, they keenly observed the

educational system, teaching methodology, co-

curicular activities and general administration of

the college. They had several meetings with the

Principal, Head of Departments and college

faculty.

At the end of their visit, the delegates arrived at

National Headquarters, PBSA the parent body of

the PSCCB. Mr. Zahid Mahboob briefed them the

organizational structure, Youth Program, Better

World Framework and the achievements of the

PBSA.

Scouts representatives of Pakistan Boy Scouts Association, Nasir Khan (Best Rover of the Year 2016) and Mashhood Urfi (Best Scout of the Year 2016) attended World Youth Camp at Gangwon Province, South Korea held from 22nd February to 27th February by Korea Scout Association. Representatives of 74 countries attended the camp. The scouts of PBSA actively participated in all the activities. At the Incheon Airport Pakistani delegate was warmly welcomed by the International Secretary KSA, Richard Dohyun Kim. At the first day they got a very rare opportunity to visit the Free style Skiing Competition of Pyeong Chang Winter Olympics, Pheonix Snow Park. At night, they were invited at the Welcome Dinner by Governor of Gangwon Province. Next day, they got a novel experience of canoeing in bone chilling water of Chuncheon River. Following that, they were taken to enjoy the Rail Park where they peddled the finest Rail Cars. At the same night, Mashhood Urfi and Nasir Khan represented their country at World Peace Forum and received a Hamper Prize for presenting their country in such an exquisite way. In the next morning, ski teachers of South Korea taught them how to ski and the scouts learnt it well. The same night was final event, The Closing

Ceremony and International Culture Night. Here, Nasir Khan and Mashhood Urfi presented the Cultural Song and received applause from the

cheered up audience. Pakistani delegate set up their Exhibition stall where they showed traditional caps, shawls, snacks and Scout pins and badges.

Next day, Korean Scout Association dropped them to Incheon Airport with best wishes to both our scouts.

The 8th Sharjah International Scout Gathering, under the patronage and sponsorship of His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member of UAE and Governor of Sharjah was held from February 1 - 10, 2018, in close cooperation with the United Arab Emirates (UAE) Scout Association, Sharjah Scout Mission and the Arab Scout Regional Office. This gathering was held in connection with the choosing the Sharjah as the “World Capital of Book”. Scouts and leaders from more than 100 NSOs participated in this gathering.

Abdullah Razzaq from Punjab Boy Scouts Association represented Pakistan in this gathering. All the participants provided the opportunity to share their experience and history of book reading in their respective countries. They were also provided First Aid training. A cultural exhibition was also arranged during the gathering. The most memorable part of the gathering was the visit of landmarks of UAE and recreational aquatic activities. Flag hoisting ceremony, introductory session and cultural evening were the other activities of the gathering.
