Introduction- Purpose and Scope

This Technical Memorandum is presented to meet a condition in Item 3.4 of the Statement ofWork (SOW). Item 3.4 in part requires that a Preliminary Site Characterization Summary(PSCS) be submitted prior to submitting the Remedial Investigation Report (RI). One purpose ofthis PCSC is in part to assist the EPA and the WDNR in evaluating the need for a baseline riskassessment at the Amcast Site. PCSC also provides a summary of the laboratory test results andthe location of the samples in the respective Areas of Investigation (AOIs)

The PSCS includes a summary of the pertinent laboratory data collected from the four AOIs onthe Amcast and adjacent properties. Included are tables that summarize the results of thelaboratory analyses completed on the soils, ground-water, storm sewer sediments and storm waterand Quarry Pond surface water and sediments. The data in the tables are organized by parameterand by matrix for all of the AOI's as follows:

The PSCS also includes a summary of the data validation work completed along with adetermination on the suitability of the data for the Baseline Risk Analysis.

AOI-1 Soil, Groundwater and Storm Sewer Investigation and Laboratory Analysis

Shallow soil borings and borings for the groundwater monitoring wells were completed inaccordance with Section 3.1 of the Field Sampling Plan (FSP), (Foth and Van Dyke,September 4, 2003). The shallow soil boring and groundwater monitoring wells wereconstructed with hollow stem augers and sampled continuously with a three-inch diameter splitspoon sampler. The exception is shallow soil borings FVSS-22 through FVSS-25 that werecompleted with a three-inch bucket type hand auger. An Encore ™ sampler was used to collectsamples for VOC analysis at selected locations. Figure 2 shows the surveyed location of all thesoil borings and groundwater monitoring wells and the PCB data for both soils and groundwater.Sample locations were adjusted as necessary to compensate for site conditions. The samplelocations for previous investigations are screened on Figure 2. Note that the data from theselocations were identified in the Remedial Investigation Work Plan (Foth & Van Dyke, June 30,2003) as suitable for use in the baseline risk assessment. Figure 4 shows the location of stormsewers sampled in AOI-1 and down stream of AOI-1.

Tables 1, 4, 5, 7, 9 through 17 contain a summary of the detected PCBs, VOCs, SVOCs, RCRAmetals and TOC (soils) in soil and groundwater, in and around AOI-1.

AOI-2 and AOI-3 Soil, Groundwater and Laboratory Analysis

Soil borings and borings for the groundwater monitoring wells were completed in accordancewith Section 3.2 and 3.3 of the FSP, (Foth & Van Dyke, September 4, 2003). The soil borings

and monitoring well borings were constructed with hollow stem augers and sampledcontinuously with a three-inch diameter split spoon sampler. The adjustments made to the fieldinvestigation include the following:

» A shallow soil boring (FVSS-5A) was completed in a storm sewer catch basin that wasfilled with sediments. FVSS-5A was drilled at the location of storm sewer sampleFVSTM-11.

Figure 3 A and 3B shows the surveyed location of the soil borings and groundwater monitoringwells. Locations were adjusted as necessary to compensate for site conditions. The samplelocations from previous investigations are screened on Figure 3A and 3B. Note the data fromthese locations were identified in the Remedial Investigation Work Plan (Foth & Van Dyke, June30, 2003) as suitable for use in the baseline risk assessment. Tables 1, 3, 4,5,7,9 through 17contain a summary of the detected PCBs, VOCs, SVOCs, RCRA Metals and TOC in soil andgroundwater from AOI-2 and AOI-3.

AOI-1, AOI-2, AOI-3 and AOI-4 Storm Sewer Investigation and Laboratory Analysis

The storm sewer investigation and sampling were completed in accordance with FSP (Foth &Van Dyke, September 4, 2003). The location of the storm sewer sediment and water samplesobtained from AOI-1, AOI-2, AOI-3 and AOI-4 are shown on Figure 4. As noted on Figure 4, atsome locations sediments and/or storm water could not be collected as either one or both wereabsent.

The adjustments made to the field investigation include the following:

AOI-1

» An additional sediment sample was collected labeled FVSTM-40S at a catch basin on thenorthern edge of the Amcast plant lot as shown on Figure 4. This catch basin receivesstorm water from the Amcast plant paved area.

» FVSTM-4 was relocated to a storm sewer manhole to the southeast since the location inthe FSP (Foth & Van Dyke, September 4, 2003) was a sanitary manhole. The City ofCedarburg Storm Sewer Map (Cedarburg, 2001) is in error.

» An additional sediment and storm water sample (FVSTM-31S and FVSTM-31W) wasobtained from the catch basin on Burr Lane. Refer to Figure 4 for the location.

AOI-2 and AOI-3

» The catch basin at FVSTM-10 was full of soil and leaves and was not sampled.

» FVSTM-8 was renumbered FVSTM-29

» FVSTM-7 was not sampled since it lacked sediment deposits and storm water flow.

» FVSTM-13 was renumbered FVSTM-30

» FVSTM-1 1 was not taken but instead shallow soil boring FVSS-5A was completed inthis soil filled catch basin.

Figure 4 shows the location of storm sewer dye testing and storm sewer lamping completed.Also shown is the likely location of storm sewer lines identified during the storm sewerinvestigation.

Tables 2 and 3 are a summary of the detected PCB's in the storm sewer sediments samples andstorm water samples from the AOI-1, AOI- 2, AOI-3 and AOI-4 investigations.

AOI-4 Surface Water, Groundwater and Sediment Investigation and Laboratory Analysis

Sediment thickness probes (Figure 5) and sediment sampling (Figure 8) was completed inaccordance with FSP, (Foth & Van Dyke, September 4, 2003). A bathymetric survey wascompleted prior to the initiation of sediments sampling. The survey recorded water depth(Figure 7) and sediment thickness (Figure 6). Each probing location was surveyed and markedwith a buoy upon completion. Upon completion of the sediment probing the EPA and theWDNR were provided with a field map which showed the water depth and sediment thickness atthe probing locations. This field map included locations selected for sediment core sampling.EPA and WDNR provided input on the sediment sampling locations that resulted in adding fouradditional sediment cores. Figure 8 shows the sediment core locations and the results of the PCBanalyses completed. ASCI Corporation collected sediment cores from a barge usingVibrocoring™ techniques. The collected sediment cores were iced, handled under chain-of-custody procedures and shipped daily to the Foth & Van Dyke laboratory in Green Bay,Wisconsin where they were refigerated until processed. Processing was initiated after themajority of the cores were collected in compliance with the FSP (Foth & Van Dyke, September4, 2003). Table 6 and 8 are a summary of the laboratory analysis for PCB's and TOC completedon the selected sediment samples.

Surface water samples from the Quarry Pond and adjacent storm sewers were obtained inaccordance with Section 3.4.4 of the FSP. The location and depth (if applicable) of the waterquality samples obtained are shown on Figure 4. Table 2 summarizes the results of the PCBanalysis completed on these samples. Soil and groundwater PCB detects around the QuarryPond are summarized on Figure 8 and presented in Tables 1, 4 and 5.

Data Validation

MA Kuehl Company conducted third party data validation of all laboratory results. Ms. Kuehlevaluated the data using the EPA guidance documents "National Functional Guidelines (NFG)for Organic Data Review", dated October 1999, EPA-540/R-99/008 and U.S. EPA Region V"Standard Operating Procedure for Validation of CLP Organic Data", dated April 1991, revisedFebruary 1997, last revised November, 2002. Metals data were evaluated using "NationalFunctional Guidelines (NFG) for Inorganic Data Review", dated February, 1994, EPA-540/R-94-013 and the EPA Region V "Standard Operating Procedure (SOP) for Validation of CLPOrganic Data, April 1991, Revised August 25, 1993, February, 1997 and November, 2002" andStandard Operating Procedure (SOP) for Validation of CLP Inorganic Data, September 1993".

The specific calibration and laboratory QC check requirements contained in the QualityAssurance Project Plan (QAPP) (Foth & Van Dyke, September 26, 2003) were used as theprimary criteria in the assessment of the data for compliance with the project data qualityobjectives. The review was based on the data packages supplied by the analytical laboratory,EnChem, Inc.

Ms. Kuehl provided her data validation results in technical memoranda. These memoranda aredated

A copy of the data validation memoranda and associated laboratory reports will be provided inthe forthcoming Remedial Investigation Report. The data provided in the attached tablesrepresent the pertinent data from the validated laboratory reports.

Proposed Baseline Risk Assessment Methodology

A Human Health Risk Assessment will be conducted at the site to evaluate whether sitecontaminants pose a current or future potential risk to human health in the absence of anyremedial action. The risk assessment will be conducted in accordance with the SOW and currentU.S. EPA and state procedures. As such, guidance documents which will be used in theassessment, will include, but not be limited to:

The Risk Assessment will be used to assess remediation needs (if any) at the site and whichenvironmental media need to be addressed by the remedial action. If necessary an ecologicalrisk assessment will be conducted at the site. The ecological assessment, if conducted, will alsobe in accordance with the SOW and current U.S. EPA and state procedures.

Summary and Concluding Statements

The data summary presented in this memorandum has been collected and prepared in accordancewith the project plans prepared for the Amcast Cedarburg site and approved by the U.S. EPA.The data indicate the presence of PCBs in environmental media at and around the Amcast site.
