The arrival of the ro-con+ vessel Bahri Jeddah at the Port
of Tilbury has marked the start of a new, highly flexible
shipping link between the UK and the Middle East region.
The service, operated by the National Shipping Company of Saudi Arabia
(Bahri), offers shippers a completely new option for shipping heavy roll-
on/roll-off, project and containerised cargoes between the UK, Northern
Europe and the Gulf region. It began in November with calls including
Bremerhaven, Antwerp and Bilbao and now, with UK-based cargo
building strongly, Tilbury is confirmed as part of the monthly schedule.
The 25,957 dwt multipurpose Bahri Jeddah and sister ship Bahri
Abha, built in 2013, are flexible, self-geared ro-con+ vessels offering
6.8 metre height clearance, 250-tonne ramp capacity and two
120-tonne deck cranes with tandem lift capacity of 240 tonnes.
They have seven decks, including two hoistable decks, the ability
to carry up to 700 cars, and a combined deck capacity of 25,000
square metres, plus container capacity for 300 TEU. The ships are
fully equipped to carry standard containers, rolling vehicles, tracked
vehicles, static cargo, project cargo and high & heavy cargo.
DKT Allseas Shipping, a 50/50 joint venture between Allseas Global
Logistics and De Keyser Thornton, is the liner agent for the service.
Thanks to the extreme flexibility of these vessels and the service,
we have the benefit of not being limited to any single target sector
of the market. However, a major focus is big project cargoes, which
can be handled by the onboard cranes and via ro-ro. The unique
factor is that shippers now have the benefit of a direct call into the
UK, instead of having to tranship to Antwerp.

After the Northern Europe calls, the service passes through the
Suez Canal to call at Jeddah, Jebel Ali and Dammam. A wide range
of other ports in the region will be served by inducement or by
transhipment via own tonnage and approved partner carriers.

The Freight Transport Association (FTA) is backing the
launch of Scotland’s rail freight strategy stating that it will
be good for the freight and logistics industry.
Transport Minister, Derek Mackay, launched the Scottish
Government document ‘Delivering the Goods’, described as a
new vision for Scotland’s rail freight sector which will tap into
new and growing markets. The Minister called upon industry and
business to unite behind the delivery of the strategy and support
the rail freight sector.
FTA was consulted by the Government and contributed to the
strategy when it introduced its own document ‘Agenda for More
Freight by Rail’.
It is vital that the challenges to rail freight in Scotland are
recognised. Volumes have fallen with the demise of coal traffic and
loss of steel. The biggest opportunity is intermodal traffic – both
deep sea container export goods and domestic Anglo-Scottish
traffic, including retailer.

Whilst the Chancellor’s announcement to freeze fuel
in today’s Budget has been welcomed by the FTA it
has also expressed disappointment that he did not
take the opportunity to reduce fuel duty – stating that he could
have done better.
The Freight Transport Association has said that George Osborne has
missed the opportunity to boost economy by introducing a reduction
in fuel duty by 3 pence per litre. In its pre-Budget submission FTA
told the Chancellor that a reduction would make an important
contribution towards protecting the UK economy.
A further freeze of duties is welcome but the Chancellor missed
a chance to give a boost to the stuttering economy by reducing the
tax on an essential business input

As part of its pre-Budget submission, FTA asked the Chancellor
to consider the economic benefi ts that could be delivered by
further development of the government’s approach to fuel duty.
The Association said that reducing road fuel duty would ease cost
pressure on businesses operating commercial vehicles and stimulate
economic growth.
FTA fi gures estimate that every penny of fuel duty costs commercial
vehicle operators £120 million a year, and a 3ppl cut would have
saved around £350 million a year for an industry that all British
businesses rely upon.
As a founder member of FairFuelUK FTA has been campaigning for a
3p per litre cut in fuel duty. Industry currently pays around £7 billion
annually in duty and an increase of just one penny would add £470
a year to the cost of running a 44-tonne truck, which would have a
huge impact on transport operators.
Also included in the FTA pre-Budget submission was the need to
address a continued skills shortage in the freight and logistics industry,
the importance of investing in infrastructure, and highlights measures
that it believes are necessary to ensure that the industry can continue
to play its role in supporting the economy as it grows.

Heathrow’s pledge to become the most sustainable
airport hub in the world has been bolstered by
a new emissions reduction blueprint that puts an
emphasis on tackling freight emissions through an online data
portal. Operators can use the portal to exchange information
about spare vehicle capacity and to negotiate a price for the
use of cargo space on viable vehicles such as cargo plans and
delivery trucks.
Heathrow’s head of cargo Nick Platts said: Operating
a cleaner, leaner and more efficient freight operation is
an essential part of delivering on our ambition to be the
best airport in Europe for cargo gateway in the world.
This WebPortal can deliver for all. Our cargo partners can
reduce their costs, our local communities will experience less
congestion and improved air quality, and Heathrow will build
on its strength as an airport of choice for cargo.
The Airport—which handles over 1.5m tonnes of cargo each
year—will use the portal in an attempt to reduce the amount of
cargo planes and trucks operating around the airport. Currently
the fleet accounts for servicing, deliveries and cargo operations.
Operators can use the portal to negotiate a price for the use of
cargo space on viable vehicles.
Along with the portal – the UK’s first geographically specified system
of its kind – Heathrow will introduce an off-airport distribution
centre, increased road monitoring and tighter licensing regulations
as part of plans to future-proof its freight fleet. The airport is also
looking into low-emission vehicles for the future and has already
experimented zero-emission, driverless pods for transport.

LEO Global Logistics—Thailand’s leading independent
logistics company, and the Thai member of the FPS Group
independent forwarding and NVOCC network—has
undertaken its ‘My School’ Project for the second time.
The My School Project supports rural schools in remote areas of
Thailand – renovating and improving buildings, adding amenities
such as improved toilet facilities, and providing books and other
teaching equipment.
The project started in 2013 at Baan Huay Pla Gong School in Mae
Ra Maad district, Tak province, on the Thailand-Myanmar border. In
2016 My School returned to Tak Province, this time choosing Baan
Thong Chai School, in the Mae Sod district, to receive its support.

Sittisoontornwong was amongst over 100 volunteers that
included group management, clients and employees. As the school
is located high in the mountains, the challenging journey took six
hours to complete.
Amongst this year’s activities were the re-cladding of the school roofs
to reduce heat, building new walls and painting them, decorating
three further school buildings, and installing three more toilets, as
well as donating more books for the school library.
Says Khun Kettivit Sittisoontornwong: The My School Project is
part of our company’s Corporate Social Responsibilty programme,
which has run for 13 consecutive years. LEO Global Logistics
has long been aware of the importance of improving quality of
education, which we believe is essential to the future of the nation.
We need to develop and support children, so enabling them to
have a better quality of life. The My School Project raises funds
and enlists volunteers to help and support disadvantaged children,
and provide teachers with good quality new books, equipment and
materials. We particularly recognize the importance of education for
children living in remote areas, who do not receive enough learning
opportunities. Unlike schools in the city, often there are no books,
education materials or even chairs.

Seago, the intra-European shipping line which is part
of Maresk Group, is to launch a new cargo route
between Algeciras-Liverpool-Dublin.
The news is positive for Peel Ports, the owner and developer
of the new container terminal at the Port of Liverpool.
The two services that have already been announced,
combined with these additional new services, are a strong
signal of the intent from lines in the run up to the opening
of Liverpool2.

He added: Carriers are being increasingly convinced of the
arguments around the strength of shipping closer to market
via the North-west; partly due to the excellent support we
have received from cargo owners who are looking for ways
to reduce costs, carbon emissions and congestion in their
supply chain.
The service will aim to strengthen Liverpool2’s Irish Sea hub
offering an established direct cargo connection to and from
the North West of England to Ireland and onwards to the
Mediterranean.
It will offer six days transit time between Algeciras and
Liverpool, with vessels arriving and departing on Wednesdays.
This is the first time that the Maersk Group Company has used
Liverpool for UK cargoes in over 10 years and will be Maersk
Group’s first direct connection to the Irish capital.
Furthermore, our customers located in the Liverpool hinterland
can now access South European and North African markets with
Seago Line as a complementary addition to our existing offer.

He concluded: The service is a positive addition to our current
portfolio. The Irish Sea feeder offers flexibility to customers in the
Liverpool area and the wider North-west region.
This announcement followed the news that WEC Lines has also
introduced a number of new services to the Port of Liverpool.
The first call to the Port of Liverpool by Seago Line is scheduled for
April 13, 2016.

A 16-year-old boy with dreams of running his own
transport company was amongst delegates at the Freight
Transport Association’s Skills Summit—Attract, Recruit
& Retain—yesterday, which explored how to solve the skills gap
in the logistics industry.
The FTA event, sponsored by DAF Trucks, was held at the Ricoh
Arena, Coventry, and attracted over 400 attendees, including
Bradley Hunt – who last week became the youngest ever candidate
to sit an FTA Operator Licence Awareness Training exam.
Bradley from Tamworth is currently juggling GCSE studies with
weekends learning the trade at a transport company, and he already
recognises the challenges of working in the transport sector.
I think it’s hard for people because it’s expensive, especially with
the cost of getting a licence these days, and the CPC isn’t cheap
either. But it’s an industry that’s not going to disappear any time
soon. Even in a recession you can’t manage without transport: there
would be no food on the table, no bricks to build houses, he said.
Bradley met FTA’s Head of Automotive, Technician & Workshop
Development Lawrie Alford at the Skills Show in Birmingham last
year and impressed Lawrie with his industry knowledge.
He knew the fundamentals of operator licensing and
showed a passion for commercial vehicles that I have rarely
seen in nearly 40 years. He seemed to eat and breathe
transport and logistics, he said.
FTA’s General Manager of Training Keith Gray has now
offered for the Association to sponsor Brad through his
Transport Manager CPC course later this year.
Keith said: I think Brad demonstrates there is a bright
future for our industry. We need to engage with young people
and focus on the positives. For too long, logistics has been an
industry that people fell into. We need to be an industry that
attracts individuals by design rather than luck.
Bradley’s dad, uncle and aunt work in the transport industry
and he’s determined to start an apprenticeship as soon as
he finishes school. The image of the industry is one of the
issues on the agenda at today’s event – and Bradley agrees
it’s a problem that needs tackling if more young people are
to be attracted.
There’s a stereotypical image of truckers eating burgers,
sitting behind a wheel. People are surprised a 16 year old
would be interested, he said.
FTA’s Skills Summit at the Ricoh Arena, which was
sponsored by DAF Trucks and supported by Goodyear
and Microlise, followed the success of last year’s Solving
the Driver Crisis Summit. The free event featured a filmed
keynote speech by entrepreneur and Skills Show patron
Theo Paphitis and an afternoon of masterclasses hosted
by a variety of industry experts.

AT LAST! An accessible and affordable update seminar
for anyone concerned with the packing and shipping
of dangerous goods by any mode of transport.
Delegates will benefit from hearing experts
provide details of the changes to Dangerous Goods
Regulations in 2017 and how they will affect their
business. They will also come away with a greater
understanding of the regulations as the speakers can
explain the thinking and decisions behind them and
will be open to questions from the floor.
Every two years the Dangerous Goods Regulations
are updated and this series of events will coincide
with the new publications of the ADR, IATA, ICAO
and IMDG manuals. These can be pre-ordered from

LITHIUM BATTERIESThe requirements relating to the transport of lithium
batteries have changed extensively over the last few
years and they continue to evolve. Significant changes
will be implemented next year and delegates will be
given an overview of the impact of these new restrictions.

For those of us involved in the shipping of dangerous
goods, we are obliged to follow the rules that pertain
to each of the modes of transport. These regulations
are published biennially and they are there to help prevent
injury to persons or damage to property or the environment.
Every two years the UN publishes the Model Regulations for the
Transport of Dangerous Goods, known as the 'Orange Book'.
The 19th Edition (2015) gives recommendations that they expect
to see adopted in the next tranche of regulations governing
the transport of dangerous goods for each of the modes. In Europe
these are ADR (Road), RID (Rail) and ADN (Inland Waterways). Sea
(IMDG) and Air (ICAO/IATA) are implemented globally.
The 2017 versions of all of these will be available from October 2016.
Air transport regulations will kick in on 1st January 2017, whilst there
are transition periods of six months for Road and one year for Sea.

are updated and this series of events will coincide
with the new publications of the ADR, IATA, ICAO

batteries have changed extensively over the last few
years and they continue to evolve. Significant changes
will be implemented next year and delegates will be
given an overview of the impact of these new restrictions.

Coming into effect from 1 July, the International Maritime
Organisation’s new SOLAS regulations will impact sea
freight shipments globally. With just under three months to
go, ports, carriers and agencies are beginning to provide a little more
information with regards to how they are preparing for the change.
In the UK the Maritime and Coastguard Agency (MCA) have advised
that a variation to the declared verified gross mass (VGM) of +/- 5%
or 500kgs, whichever is greater, will be applicable in determining
non-compliance of containers by carriers. They have also issued
guidelines for the procedure of applying for approval to use Method
2 (weighing individual items) but these have yet to be made public.
The major terminal operators, DP World and APMT, which operate
at over 200 ports around the world have both announced they will be
offering solutions for the provision of VGM’s to ensure supply chains
are maintained with the minimum of delay. We understand that the
Ports of Felixstowe, Antwerp, Rotterdam and Singapore are
amongst the first terminals to announce that provisions will
be made for VGM’s to be carried out on site.
In a bid to ensure the timely, effective communication of the
VGM one major carrier has advised they will be partnering with
INTTRA, the ocean shipping’s leading e-marketplace as the
channel to receive electronic transmissions of VGM’s, whilst the
U.S based Ocean Carrier Equipment Management Association
(OCEMA) have gone so far as to issue a best practice guideline
for US export shippers in transmitting the VGM to the carrier
and terminal. As an association made up of 18 of the most
influential shipping lines throughout the world, it is fair to
assume that, whilst there will be different systems to link, such
procedures will eventually be adopted within other countries.

Amazon Fulfilment Services has taken its first step
into the air freight market through an agreement
to lease 20 Boeing 767 cargo planes from Air
Transport Services Group (ATSG).
By leasing the fleet of freight planes, Amazon will have
a dedicated, fully-customised air cargo network to
support its existing transport and distribution activity
in the US. Specifically, the planes will help Amazon fulfil
its one and two-day delivery services to customers.
We offer ultra-fast delivery promises to a growing group of Prime
members and we’re excited to supplement our existing delivery
network by adding 20 planes to ensure air cargo capacity to support
one and two-day delivery for customers.

The aircraft will be run by ATSG’s airline – ABX Air and Air Transport
International with logistics services provided by LGSTX Services.
Amazon is leasing the planes for five – seven years, representing a
significant investment for the company.
MIES International Ltd, part of the PS Forwarding Group
of Companies, has announced the development of
its new warehousing facilities. Through their group
company Tame Park Logistics, a deal has been struck with Clowes
Developments, on their Ivanhoe Business Park at Ashby-de-la-
Zouch, in Leicestershire, to purchase what was intended to be a
speculatively constructed warehouse of 36,000 sq.ft.
With work now well underway, and with some bespoke alterations
made; terms have been agreed, solicitors instructed and contracts
have been signed. They anticipate being up and running in their new
logistics terminal sometime in September – October of this year.
MIES International will very soon be celebrating 40 years in business,
so this announcement comes at a very exciting time for the company.
The development at Ivanhoe Business Park exactly meets the needs
of the company in order to accommodate growth and support their
business plans for the future.

Garuda Indonesia has appointed dnata to provide all ground
handling services for its new five weekly flights from
Jakarta and Singapore to London Heathrow.
The agreement strengthens dnata’s position as one of the UK’s leading
independent handlers, with the firm now providing air services for
some of the world’s leading airlines across seven airports in the UK.
The new UK base for the Skytrax five-star rated airline will be
Terminal 3 where dnata will provide a full range of ground and
passenger services, from check-in to ramp operations and baggage

Europa’s forwarding team has had a huge boost in business,
resulting in a 120 per cent increase in bookings over the
last 12 months.
The team of six is based at a £20m facility at ProLogis Park, Minworth
in Birmingham and is a part of Europa Road, a division of innovative
logistics operator, Europa Worldwide Group.
The Forwarding team supports Europa Road’s other services and
handles full load, part load and express van deliveries. Its key focus
is on providing bespoke solutions for customers to complement the
network services.
The forwarding team is led by National European Forwarding
Manager Simon Hucks who has been with the business for five years.
As the business has developed Simon has expanded the department
from two to six people in 18 months, as a reaction to the growing
demand facilitated by the high quality, cost effective solutions the
team are able to source.
Simon commented, Europa have a strong and structured network
operation across Europe, but in addition to this many clients have
full load, or express requirements that we can serve without them
having to find separate suppliers. Often those customers demand
quick responses, and the same tracking information through the
life of the movement. We know the market place and optimise the
most appropriate solution from a spectrum of carefully sourced, but
vast array of suppliers, aiming to maximise our purchasing position
whilst having the flexibility to always find the best option. Express
customers, more than any other must have accurate and effective
information, something we ensure is available efficiently on all
movements we handle.
Simon added, Strong and trusted relationships are key to our role,
and we work hard to nurture and add value to our suppliers. In order
to supplement our position for express van work we have five new
liveried tail lift curtain sided vans. We believe having our vehicles
sets us apart from others and allows greater control, flexibility and
security of the goods we carry. With our continued growth in this
area we anticipate to increase the liveried fleet further this year.
Since its acquisition in 2013 Europa has continued to invest in both
its team and services. The business has launched dedicated new
divisions as well as opened a £30m new site and 1hub in Dartford.
Europa Road has kick-started ambitious plans to launch 10 new

All shipments from Heathrow will be coordinated through

in to have their parts despatched—with full instructions—at

stock is, what the stock levels are and see photos of it. Once

Pentalver roared with delight managing the inland
transportation and handling of the latest Longleat
Pride member.
The fibreglass lion sculpture was commissioned to celebrate
Longleat Safari Park’s 50th anniversary. The sculpture will be officially
celebrated at a special anniversary party later this year where Sir
Elton John will perform.
Pentalver was the obvious choice for returning customer Tigers
Global Logistics (www.go2tigers.com) because of the complete
solution Pentalver offer. Our strategically placed depots and
innovative container solutions and services compliment such a
special out of gauge project cargo move.
The Lion sculpture is 8 metres long and 4.3 metres tall and weighs
almost 3 tonnes. It arrived at London Gateway from South Africa
in a 40ft open top container on board Safmarine Highveld on the
11th March 2016.
Tigers, a global supply chain group headquartered in Hong Kong,
have a close relationship with Bruce Little, the South African based
sculptor, who sculpted the lion. Tigers South Africa handled the
shipment from source and engaged Pentalver to handle the UK
delivery leg from the port to Longleat Safari Park.
Pentalver Specialist Haulage Team transported the loaded 40ft open
top container from London Gateway to Tilbury where the Cargo
Handling Team carefully de-vanned the container and loaded the
sculpture onto the wafer deck trailer. The transportation to Longleat
Safari Park was captured by many on their phones as the Lion was
such an unusual impressive sight to be seen on the motorway. The
dedicated Pentalver Specialist Haulage team are very experienced
and trusted in handling such unusual cargo.
Pentalver were delighted to be involved in such a prestigious
project. We were first instructed to deliver the lion by crate, however
the consignment was too high to travel by road on our super low
loader, so our expert cargo handling team carefully removed the Lion
sculpture from the casing. Our one stop shop service provided the
customer and artist with peace of mind knowing the sculpture was
in safe hands. Pentalver have the expertise and equipment needed
to ensure a smooth transit from Port to final delivery at Longleat.

The Freight Transport Association (FTA) has launched
new qualifications for fleet managers with the aim of
professionalising the industry and creating a clear career
path for the role.
The Commercial Vehicle Fleet Management Qualifications (FMQs)
are the first national vocational qualifications in the sector created
in partnership with industry to equip current and future commercial
vehicle fleet managers with essential skills in people management,
vehicle procurement and fleet maintenance.
FTA has also worked in conjunction with City and Guilds to establish
a new Transport Manager CPC qualification.
Speaking at the launch at FTA’s new Tunbridge Wells training facility,
FTA Head of Training Keith Gray said:
We are delighted to be able to offer qualifications that provide
a structured career path for logistics professionals. In terms of
professional development, the CPC has often been the destination
for Transport Managers. Now, with the introduction of FMQ,
there is a development pathway along which CPC is an important
milestone. Our aim is to create a portfolio of qualifications
that give those working in the industry nationally-recognised,
transferrable skills.
The qualifications have been developed with City & Guilds and
are registered with the Office for Qualifications and Examinations
Regulation (Ofqual). They are available to all training providers
meeting FTA/City & Guilds approval criteria.

entry points, partly served by sea and land so is essential your
supplier has strong networks in both.

The company prides itself on its willingness to reinvent how it

movement of hazardous and non-hazardous chemicals. The general
cargo division of Brian Yeardley Continental now moves over
15,000,000 kilos of hazardous chemicals at home and abroad each
year, making Yeardley’s a logistics provider to some of the biggest
chemical companies in the world. The company is ISO 9001:2008
and SQAS accredited and also FORS for London registered.
While the business has grown turning over thirteen million
pounds in 2015 and massive growth is expected this coming year,

New customs regulations in effect from 1 May 2016 will have
a dramatic impact on the process of clearance for goods
transported internationally.
The Union Customs Code
The new European Union Custom Code (UCC) has been designed
to streamline customs legislation globally, and, upon implementation,
will provide a unified process for over 80% of countries.
UCC has been devised with three main objectives in mind:
• The facilitation of safe and legitimate trade
• A paperless environment for customs and global trade
• The harmonisation, standardisation and simplification
of customs procedures and controls
Replacing existing customs codes, there will be significant changes
with regards to duties payable under the new UCC, specifically with
regards to royalties and licence fees. Current customs legislations
allow duties to be paid against such items under the first sale for
export valuation. However, under the new UCC regulations, this will
be abolished and duties will be payable against the transaction value
based on the sale. In other words, the value of the goods when sold
by the retailer to the end consumer, as opposed to the value when
imported from the manufacturer.
For all companies trading globally, the biggest effect of the new UCC
will be the apparent necessity for them to trade with Authorised
Economic Operator (AEO) status.
What is AEO?
AEO (Authorised Economic Operator) is an internationally
recognised accreditation issued by customs. Holders of the AEO
status are deemed to meet supply chain security standards and are
privy to access certain simplified customs procedures.
What effect will the new UCC regulations have
on companies that are not AEO approved?
Within the current customs system, AEO has been beneficial to
those companies who have held the status, in getting faster customs
clearance. Whilst the requirement for a company to hold the
Authorised Economic Operator (AEO) certification will still not
be mandatory, the impact upon companies not operating under the
status could cause significant issues within their supply chains.
Under the revised AEO status, companies without accreditation will
require large financial commitments to cover the hefty mandatory
guarantees that will be applied for both actual and potential
Customs import duties that could be accrued through their trade
processes. In short, importers and exporters using, or intending to
use simplified customs procedures such as inward processing relief,
customs warehousing, temporary storage, temporary admission or
community transit will have to fulfil AEO criteria
It is expected that companies that are not AEO accredited after 1
May 2016 may also face potentially lengthy delays in gaining clearance
on items entering the UK, as additional, more rigorous checks are set
to be implemented at border control; delays that could subsequently
lead to an increase in rent at ports along with increased costs for
clearance of goods.
Uptake for AEO status has been slower in UK than other countries
but with new regulations, and as AEO becomes more widely spread,
more companies are insisting their suppliers are AEO accredited.

What is the Solution?
So whilst it’s apparent that trading without AEO will become
a very difficult proposition, the process for a business to
become AEO accredited can take time. Gathering of
evidence to support the application can be time consuming
and operationally can be impractical when already busy with
elements of the day to day running of the business.
What’s more, the criteria to meet the AEO status is set to
become more complex. An in-depth analysis of the company
business model will be required, with evidence of compliance
of all taxes for the business for the past 3 years.

temporary storage – only applies to new authorisations
• The ability to make some movements under TS rather
than national transit or Electronic Transit System (ETS)

valuation – but there are some transitional arrangements
• All communications between customs authorities and
economic operators must be electronic
Procedures and reliefs changed from April 30th
• The €10 waiver of customs duty for free circulation
customs declarations - where customs duty is payable no
de-minimis exemption will apply - this doesn’t affect any
Community System of Duty Reliefs (CSDR) duty reliefs
• Goods being declared to Onward Supply Relief (OSR)
(customs procedure code 42 series) - can only be
entered using a full customs declaration or the Simplified
Declaration Procedure (SDP)
• The use of Information Sheets for Special Procedures (INF)
documents with an Entry in Declarant’s Records (EIDR)
• goods being declared to LVBI will only be entered using
an SDP authorisation
• Inward Processing Drawback (IP (D)) and Low Value
Bulking Imports (LVBI) authorisations will no longer be valid
and these authorisations can’t be used to import goods
regardless of any expiry dates shown on your authorisations
• Processing under Customs Control (PCC) authorisation
holders will be given an Inward Processing (IP)
authorisation number which must be used for new
importations after 30 April 2016
• type D customs warehousing authorisation holders will
be given a new authorisation number with a prefix of C
(for type D authorisation), or E (for a type E warehouse
with type D rules of assessment) - these must be used
for entries to customs warehouses after 1 May 2016, the
normal debt rules of assessment will apply

Manufacturers have become a lot more efficient in recent
years in an effort to reduce ‘emergency transport’ and
whilst this has had an impact on the time critical sector
there are a number of factors which make it just as important today
as ever. You can’t predict a production line failing, goods not meeting
quality standards or even just plain and simple human error. There
will always be a requirement for time critical transport and when
that happens it is important you have a trusted supplier that is
contactable 24/7.
'Time critical' can refer to any consignment that needs a little more
care and attention than moving via a typical delivery network. This
can include anything from automotive parts to stage lighting, even
football kit! These goods may be time sensitive, for example, if they
are necessary to keep a production line going which is common in
the automotive and aviation sectors. They may also be high value or
fragile goods which although not needed urgently will be shipped on
a time critical basis due to the high risk associated.
So what should you consider before shipping time critical goods?
One particularly tricky shipment took quick thinking and a lot of
co-ordination to pull off. We received a call on a Friday evening
at the end of the month informing us that an oil rig was on fire
in the North Sea. We had to collect certain parts from several
points in the UK to be delivered to Aberdeen immediately. After
evaluating the cargo (some of which was hazardous and over 11
metres long) we put forward a collection schedule to the client.
Thankfully the parts arrived on time and the fire was extinguished.

• Assess the cargo: look at the weight and sizes and think
about how the cargo is loaded and unloaded. Are the
goods hazardous or temperature controlled? From this
you can determine the size and type of vehicle needed.
If the shipment is small enough you may even consider
sending via an ‘on-board courier’.
• Transit time: look at when the goods are needed, whether
it’s delivering out of hours and decide whether you will need
one driver or two to make the transit time.
• The product: are the goods packed correctly? Have you
factored in additional insurance for high value goods?
• The cost: can the cost be reduced by dispatching earlier?
Can you co-load? Is there anything to return?
• What is the cost if we don’t deliver?: this is often
overlooked but by trying to save a small amount of money
you can easily run the risk of losing a lot more.

Effective freight transport has always relied on establishing
and managing so called ‘trust networks’. Modern logistics
operations however need to build and maintain these
collaborative networks faster, larger and more effectively than ever
before – by several orders of magnitude, in fact. Developed originally for
its market-leading Haulage Exchange and Courier Exchange networks,
the Transport Exchange Group (TEG) is launching, at MultiModal 2016,
its ‘FreightVision’ service to better deliver end-to-end visibility and
control of freight movements whatever the choice of carrier.
The concept of trust networks for transport goes back centuries
to some of the very earliest organised trade bodies. Recruitment
to and membership of these networks often took years and was
based on interpersonal relationships, personal recommendations and
shared values. The modern globalised, highly competitive and shifting
transport marketplace, however, makes the task of establishing and
supporting these essential networks highly challenging, to say the least.
Despite the difficulties attached to the task, these networks are
more important than ever. They are needed to allow businesses
rapid access to trusted pools of capacity and work in response to
near constantly fluctuating market conditions. In 2016, however, a
trust network needs to be capable of being accessed on demand to
exploit new opportunities and fight off competitors.
TEG has successfully built and managed two of the largest such networks
in European road transport sector with its Haulage Exchange and Courier
Exchange. Today, many thousands of businesses rely on them to source
and fulfil well over 100m loaded kilometres each year. Doing this safely,
securely and on a massive scale has required the development of key new
technologies like TEG’s Smart Context and Location Engine (S.C.A.L.E.),
the new FreightVision service, and an active member quality system based
on over a million items (and counting) of member feedback.
FreightVision blends real-time location, member and load data to give
an accurate and controllable picture of individual freight movements
that is independent of the carrier chosen, the telematics/tracking
technology they use or the need for expensive system integration
work. This end-to-end visibility is then presented in a simple, secure,
user-friendly control panel accessible via mobile device or browser,
wherever and whenever it is needed.
The modern trust network is, and must be, accessed instantly. It
fully supports public, private and hybrid networks and provides its
members, in real time, with the visibility and tools they need to build
and maintain effective and profitable relationships fast but safely.

Export Packing is a vital part of importing or exporting goods.
Without it, a very small percentage of goods would make it
to their destination intact. Whilst in transit your cargo will
encounter many hazards, even during the shortest of journeys. Export
Packing requires knowledge of how goods are transported, and an
understanding of what dangers are present in order to protect them.
The risk of damage is higher during International transportation as
your goods will be handled multiple times. If inadequately packed
the risk of damage is dramatically increased; which will impact your
company’s reputation and can be costly in terms of the remedial
action required in order to pacify your customer.
How to reduce risk
The packing required for shipment greatly depends on the kind of
product, the mode of transportation and the facilities at the loading
and receiving points. For example shipments by sea would typically
require extensive packing and moisture protection due to the longer
transit time and the fact they are usually handled multiple times;
more than with other modes of transportation. Air freight would
require lightweight packaging whilst still being able to offer excellent
protection. Safety regulations and specific requirements of individual
clients and countries also have to be considered and adhered to.
Export packing requires specialist knowledge
Each and every customer and consignment has a unique requirement
which warrants a unique solution. An export packer should consider
all aspects of your shipment from design to completion.
Environment
Export packers should be committed to operating in a responsible
and sustainable manner by observing the principle to reduce, re-use
and re-cycle. Where appropriate, all materials should be obtained
from renewable sources.

The Food Storage & Distribution Federation
The FSDF is the sole UK trade body that focuses on
representing and supporting the interests of the entire
food and drink logistics industry. The Federation exists

Having successfully exhibited at the Multimodal for the last
five years, Pentalver decided to have a brainstorming session
to consider how we could make the show even better for
them. They wanted something that stands out, is perfect for meeting
and greeting customers and also shows off their expertise. The answer
was obvious: a pub made from shipping containers!
The three shipping containers for the Pen-Tavern, as with any
other container they supply, were ordered directly from a
container production factory in China. Once the containers were
manufactured they were loaded with export cargo and sent on
their way to the UK. The containers arrived at the UK port, were
customs cleared and then delivered to their unloading point. After
unloading, the empty containers were delivered to Pentalver depot
in Southampton, ready for the transformation.
The Pentalver design team members put their heads together to
visualise the look of The Pen-Tavern. After coming up with a CAD
impression of the final layout, the work started. The containers
were moved to their fully covered workshops and underwent a total
transformation. Side walls were removed, frames were fabricated and
attached, apertures cut, lining and sealing added. The blank canvas
for The Pen-Tavern was ready. Next, the cladding was fabricated
and with the help of local set design company Spacial Installations the
fixtures and fittings began taking shape. The Pen-Tavern was born.
The process had to be reversed to dismantle The Pen-Tavern for
transportation to the NEC. The containers were loaded onto Hiab
vehicles and started their journey up to Birmingham. On arrival
at the NEC, the vehicles entered the show hall and proceeded to
position the containers with their on-board cranes into the correct
layout. All the cladding that had been removed for transit was then
re-attached, the electric supply was connected, the tables and chairs
laid out and, most importantly, the beer and wine was supplied.
The Pen-Tavern was a great success and welcomed over 1,000
visitors at Multimodal 2015.

The company has undergone a meteoric rise under your stewardship, has it all been plain sailing?
Far from it! I purchased Maritime at the start of September
2001 full of hope and optimism, one week later the dramatic
events of 9/11 unfolded in front of our eyes and we were
on the brink of chaos. If you remember no one knew what
would unfold in those ensuing days and weeks – it was an
unprecedented tragedy that left the world guessing.
There I was at 43 with two children still in school and
my house used as collateral for the purchase. I had risked
everything and at that moment the world felt a very lonely
place. Through luck rather than judgement things worked
out and we saw a boom in shipping volumes between China
and the West. Retailers were importing in huge volumes and
the ports were overwhelmed with containers. The market
needed another operator with a dynamic management team
to react to the pick up and we were there to capitalize. It
turned into a fantastic start.
For the fi rst seven years the volumes continued; year-on-
year growth in fact. We called it the ‘China factor.’ It really
was a great period for the business and we focused on
operational excellence for our customers, not really seeing
an end in sight to the growth. In fact no one did but then
the recession struck.
With the demand from customers unrelenting we were so
busy focusing on the operations over this period that we
didn’t have the time to spend the reserves we were building.
Eventually we decided to own our trucks and to buy land
where we could, and have created a very strong company
from there.

How did you handle the recession?
No one forecasted the recession, but the shipping
industry was one of the most signifi cant casualties. They
had continued to place orders for new vessels which were
coming on stream just as volumes had fallen off the cliff edge
which led to over-capacity in the market. Ships had to be
laid up at signifi cant costs each day and everyone suff ered
the consequences.
We thankfully rode the downturn more successfully than
most. We entered the recession owning all our trucks
and operating as a cash positive entity. We were in a great
position to capitalise on a weak market and we used our
funds to invest further into the company strengthening
our property portfolio and assets. It wasn’t an easy trading
period for anyone but our strategy left us better placed than
most going into and coming out of the downturn.
Is this what enticed you to break into distribution?
The recession was a stark reminder that our business
model was heavily reliant on the shipping lines whose volumes
have never returned to the days pre-2007. As a board we
identifi ed that the retail sector had not suff ered to the same
extent and that we needed to diversify into this area.
We branched out rather quickly; it’s complementary to
what we’re currently doing and it’s fi tting very nicely. We
mentioned the monumental growth of Maritime during the
‘boom’ period when I took over the business, but the growth
of distribution has far outstripped that.
We started with 100 second-hand trailers but we saw an
opportunity and since then we’ve been pleasantly surprised. In
the fi ve years since, we’ve turned over more than £50 million
and have projected growth of 30% for 2016. We’ve learnt a
huge amount by taking full advantage of the opportunity and
so far our services have been really well received by all of
our customers.
What sets Maritime Transport apart?
Our staff are exceptionally passionate about the
business. Those who contribute to our success, share
in our success. Seeing the company do well really
motivates them, and when they see that we reinvest
virtually all of our profi ts back in to the business it
really gives them a sense of purpose.
Is there much opportunity for staff development?
Promotion from within is something that we pride
ourselves on at Maritime. We prefer to promote and
hire internally than to reach out. We put a lot into
our staff development and we’re always looking to
help those who show aptitude to climb the ladder.
The vast majority of our management team have
worked their way up through the business and it is
their example which gives our less experienced staff
the passion to put their all into the business.
Can you describe what sort of company culture you’re operating?
We have our own company culture; we treat each
other how we’d like to be treated. We’ve invested
in superior facilities and we’re setting the highest
standards in the industry.
We compile a company newsletter that goes out every
month to inform the staff of any changes and it’s also

Are you aiming to expand at all?
We don’t have any plans to move overseas as of yet,
however it’s not something we won’t consider in the future.
For now we’re going to stay UK-based.
We operate over 30 diff erent sites made up of warehouses,
railports, transport depots and offi ces. We’re currently
looking at a few more to take on in the next year, so
domestically yes, we are always looking at ways to grow.
Your brand is one of the strongest on the road, how do you go about keeping it that way?
We think image is hugely important, the best thing for
our customers is to see our beautifully clean trucks driven
by a smart driver. We therefore issue Maritime uniform to
our drivers on day one and our trucks are washed at least
once a week. Purchasing high-spec. trucks is also a policy
of ours – if our drivers have trucks to be proud of they will
naturally care for them more.

our fl eet one of the cleanest in the industry. We spend a
great deal of time and eff ort researching the most economical
trucks and then train our drivers to ensure they drive in the
most fuel effi cient manner. Our entire fl eet is fi tted with
telematics which analyse driving style focusing on safe, effi cient
driving. Our drivers are then paid an annual bonus based on
their driving performance.
In addition we have ventured into rail through our two
railports in Tilbury and the Midlands. Our Midlands
terminal now services rail paths from the three major UK
ports. Rail takes thousands of truck moves from the road
annually reducing congestion on our transport network as
well as saving CO2.
We also pride ourselves in our operational effi ciencies with
a key KPI for the business being the reduction of unladen and
therefore unpaid road miles.
What’s the most important thing you’re working on right now?
Network development – we are looking to invest
signifi cantly in expanding our network to ensure we can fully
support our customers’ growth.
The future is about capability. You want to be able to say yes
to a customer, take on a new contract, open up in a certain
area and never stop investing.
What’s been your biggest challenge to date?
Running a company of this size, and one that is only going to
get bigger presents its own challenges. The focus needs to be
maintaining our standards whilst growing at the rate we are.
Are you involved with any charitable causes?
We support a number of national charities but also always
support any initiatives our staff undertakes for a personal
cause. We always intend to give them a great kick-start to
their fundraising.

Are you aiming to expand at all?
We don’t have any plans to move overseas as of yet,
however it’s not something we won’t consider in the future.
For now we’re going to stay UK-based.
We operate over 30 diff erent sites made up of warehouses,
railports, transport depots and offi ces. We’re currently
looking at a few more to take on in the next year, so
domestically yes, we are always looking at ways to grow.
Your brand is one of the strongest on the road, how do you go about keeping it that way?
We think image is hugely important, the best thing for
our customers is to see our beautifully clean trucks driven
by a smart driver. We therefore issue Maritime uniform to
our drivers on day one and our trucks are washed at least
once a week. Purchasing high-spec. trucks is also a policy
of ours – if our drivers have trucks to be proud of they will
naturally care for them more.

The USA is the land of opportunity
and this is certainly the case
in the logistics sector.
Due to historical and cultural links the USA and the United Kingdom
have always been major trading partners, which creates opportunities
aplenty in the freight and logistics sector. However, despite sharing
a language, it can be a market which is both complex and entirely
different from other markets across the globe. For example, much
of the business is bought and sold on a door to door basis. When
managing the supply chain not only is the forwarder concerned with
the end to end movement, but also all parties who operate alongside.
It could be said that the service to and from the US is a truck service
but with an ocean in the middle. As a result of this any companies
operating in the market must have a fluent and integrated network
with the ability to handle all multimodal movements. It would be
stating the obvious to suggest that the US is a large country, but in a
logistics context this in itself can be challenging. There is a multitude
of different ports, each with their own customs and regulations
so when moving freight to inland destinations having the right
representation and knowledge can be a real advantage.
Another factor to consider when shipping to the US is selecting the
correct entry point as this can have a direct impact on cost savings
and supply chain efficiencies. In 2015, there was a shut-down at
Long Beach port on the west coast which led to severe congestion.
This had a huge impact on importers, especially for the transpacific
trade from Asia who use this port as the main entry point into the
US. Many decided to switch service to New York on the East Coast
incurring longer transits and rail cargo across country. This came at
an additional cost but in overall terms led to a more reliable service
as a result. Recently, the situation at Long Beach has improved,
opening up to importers once more.
Customs pre-filing dictates that entities responsible for shipping
cargo into the USA must declare and file all movements with US
customs before shipment. This is mandatory and any inaccurate or
incomplete documents can incur large penalties. Therefore it is vital
that forwarders and carriers are able to advise their clients in order
to navigate these factors.

currently under negotiation between the US and
the European Union will reduce and eliminate
duties and tariffs between the regions and is
forecast to boost trade. This will have a knock-
on effect for the logistics sector, those companies
with integrated networks, market knowledge and
experience in the US sector stand to prosper.

We are seeing trade routes becoming more competitive
and freight rates falling, and it is fair to say businesses
are losing an element of their bargaining power with
the shipping lines which is having a considerable impact on their

A new EU Regulation published on 19 March 2016 has
clarified the degrees of seriousness of infringements which
may lead to loss of repute for an operator. It also sets
out how an accumulation of minor infringements can automatically
trigger a Traffic Commissioner’s reassessment of good repute
(required by section 13 (3) (a) of the Goods Vehicles (Licensing of
Operators) Act 1995 for all those holding operators’ licenses).
In determining good repute the Traffic Commissioner will be looking
at any relevant convictions and any other information that could
affect an operator’s fitness to hold a license. The new EU Regulation
will categorise infringements into most serious, very serious, serious
and minor. An operator can be deemed to fail to meet the standard
of good repute and have his license revoked, suspended or curtailed.

approved workshop
An investigation into good repute is triggered
if an operator or transport manager commits
• A single most serious infringement or
• 3 very serious infringements
MINOR
• Exceeding daily driving time by less than 1 hour
• Exceeding weekly driving time by up to 4 hours
• Failing to take minimum required daily rest by up to 1hr.
An accumulation of 3 serious offences (for example exceeding weekly
driving time by up to 5 hours) per driver per year will equate to one
very serious infringement. The calculation uses the total number of
offences divided by the total number of drivers to determine the
'per driver per year' average for an operator.
The Traffic Commissioner’s investigation will aim to reassess whether
the operator or transport manager is of good repute which may lead
to sanctions against either or both of them, including revocation of
their licence.
Operators will wish to take note of the new league table and review
compliance. They may also wish to make sure their employment contracts
and policies clearly point out these forms of transgression as misconduct
or gross misconduct.

Like everyone, we are always coming up against new regulations, new processes and new requirements

either to or from the USA and, despite receiving some utterly bizarre requests, we always manage
to come out the other side. Something worth noting for the US is that we have found air freight to
be cheaper than sea freight in some cases and so now regularly cross reference these for smaller
consignments at the quoting stage.

DB Cargo UK has launched its unique London Eurohub, the only facility of its kind connected to HS1,
the European Rail Network and the UK Rail Network. The multimodal Eurohub development in
Barking, London, can accommodate the unloading, preparation and distribution of finished vehicles,
connecting production lines with the end customer. Although the site is designed to provide solutions
for the automotive market, it is also capable of servicing both import and export volumes for all
industry sectors. London Eurohub is co-financed by the European Union’s Connecting Europe Facility.
