I am very concerned about the proposed OTR upgrade in our neighbourhood. It is difficult to see how a project that does not directly benefit the community it compromises could be considered acceptable. • Reduced environmental impact to Bighorn Sheep

populations during construction

• Reduced impact on Trappers and hunters in the area

• No negotiations with First Nations and Natures

Trust (both of which currently have ROW's on

existing properties)

Now let's look at the negative impact of the OTR upgrade

on the existing ROW

• Noise, dust and blasting disturbances in populated

communities during construction

Power outages during construction

Higher EMF emissions over a larger area

Increased health risks for the young and aging

populations

Increased risk of injury/death if power lines or poles

Unusable and unsellable prime location properties

with excellent views that cannot be developed are

left idle.

• Devaluation of homes and properties in prime areas

Aside from the obvious inconvenience during construction,

once the new larger, thicker, 230kV lines are in place, who

will cover the fmancialloss due to the devaluation of the

properties? How could Fortis justify decreasing the net

asset value of the properties they are affecting with no

compensation or forethought? Or will they adopt the

position that there is no definitive proof that property

values will be impacted? I have already seen the impact - aoU-1- • a.. oC).A)tv ~ ~~first hand where buyers walked away from a done deal, ~f'0'" CM~c.o"e.r~n~ \

losing their deposit because they didn't want to expose

their children to unnecessary health risks posed by EMF's

from the power lines.

With more and more health issues being associated with

EMF's, who will compensate the property owners for

making their homes unsellable and thus their life savings

worthless.

Who will be responsible for any health problems developed

as a result of the increased EMF's? Will aging populations

spend their remaining years battling for financial

compensation for the treatment of illness due to long-term

EMF exposure?

Will there be lawsuits filed against FortisBC, anytime

affected residents fall ill?

What kind of insurance coverage does Fortis need to leave

themselves exposed to such risks? Do they carry sufficient

insurance coverage to be able to risk such an undertaking

without paying dearly for it down the road? Is there an

insurance company out there that will underwrite their

policy? How could Fortis afford such insurance without

passing the costs to the rate payers?

Fortis may claim to be within WHO guidelines, but we

have yet to see them conduct any measurements on EMF

emissions in the areas in question. Is this simply to avoid

any possible high EMF zones coming to light? Or is it so

that we do not have a before and after value to compare.

How can they presume to know they are within WHO

safety limits? Do we know what those limits are? Does

Fortis?

Many governments and utility companies report a safe

ambient level of 0.5mG. The EPA has proposed reducing

their safety limit to ImG. Sweden is already implementing

the 1mG safety limit, due to the overwhelming body of

evidence on the damaging effects of EMF's.

It is gratifying to see that some countries are independent

thinkers and are proactive to respond to new information.

They are not sheep waiting to be led and are proactive and

willing to take the bull by the horns.

The Canadian standard within the WHO Report was issued

in 1999. Since then there have been many studies

implicating EMF's in health problems. No revisions have

been made since, even with the growing body of evidence.

Would a revision just create worldwide panic, causing

more harm than good? Would it make it impossible for

electrical companies to comply, and therefore, the limits are

being left where they while an unsuspecting public is

placated with promises to adhere to some outdated

standards?

Fortis is claiming to keep emissions at their current level

and possibly decrease the EMF emissions. The graph

provided (dated Feb 27, 2008) shows a contradictory

interpretation. With the new configuration, at 15 metres

away, a distance that was previously considered acceptable

(5mGaus), is now showing EMF's of 75mGaus. The only

place benefiting this configuration is directly under the

powerlines ... where you cannot build a structure anyway.

I fail to see how this arrangement is providing a benefit to

the surrounding homes. In fact, there is much concern here.

What will be Fortis's Obligation~~ the near

"future confirms the detrimental effects of EMF exposure.

Will they be obligated to relocate the lines?

Will they be liable for compensation of medical expenses,

loss of health, loss oflife, etc. of the populations affected?

What kind of insurance coverage do they have to protect us

from these possible outcomes?

We had our home measured recently on a comfortably

warm April day at around 6:00pm. There was no need for

furnaces or air conditioners, and our house measured over

1.6mG. We have yet to see what the EMF's will be during

peak times in summer. The house next to ours measured 3x

that of our EMF readings. i", aU 3 \ccQho".s .."

How could Fortis justify increasing the potential for harm?

How much higher are the EMF's likely to rise with this

new configuration at this proximity? Do they fully

comprehend the extent of risk they are exposing the

company to under the blindfold of cost effectiveness?

Itwas just in their November 2007 Powerlines newsletter

where their lead story entitled "FortisBc Recognized as

"Most Family Friendly Employer'''' appeared front and

center. It is great to see that they CQf& go out of their way

to make their employees happy.

But where is their care and concern when it comes to their

business? Where is their care and concern for the families

they are putting in harms way? If a drug dealer offers

family benefits and flexible hours, will they be competing

for top spot with Fortis as a family friendly employer?

How many Fortis employees would themselves take the

risk of exposing their families to the risks and hazards of

high voltage power lines? As rational, intelligent and

concerned human beings, one would think they would have

the same concerns, no matter what the Fortis' literature and

expert opinions tells them.

How could a responsible company not mitigate the risks in

the first place, when there is a cost effective alternative

readily available? What message are they sending the

public? ..."We want your business but we don't care how

we get it?"

What penalties can Fortis incur for endangering lives.

These are not just numbers we are talking about here ...

These are human beings, some more sensitive to EMF's

than others that are being overlooked.

It is well known that the human body is an electrochemical

organism. Our bodies (cells, tissues, organs), are entirely

dependent on ordered chemical and electrical activity.

Homeostasis is driven by minute changes in chemical and

electrical balance. Any outside disturbance to this delicate

balance will be felt by the organism. The body will be

forced to react and try to adapt to these changes.

Sometimes the impact is too strong or too long lasting,

leading to disruption of cell function, damage and

ultimately clinical illness.

It is naive, illogical and irresponsible to think that a small

amount of radiation exposure is without effect. Sadly much

of the damage is not reversible and once detected, cannot

be undone. It is not surprising that over time, more and

more evidence is suggesting that EMF's can have

detrimental effects on our health and well being, especially

when it comes to the very young and very old. In fact,

much of the reports of illness come from children, whose

bodies are developing very quickly and mutations have a

much greater chance of occurring. Others report effects on

the aging where the body's ability to heal is impaired,

disrupted or misdirected.

Why then is Fortis ignoring this growing body of evidence

and hiding behind outdated guidelines. Is it just about the

money? Is that all that drives this "Canadian owned,

family oriented company"? Is the "care and concern" just

talk?,..Propaganda that provides a warm and fuzzy feeling

to their rate payers? \

Will it not be necessary to move the lines at some point in

the future anyway, Or will we adopt the crisis management

philosophy and wait until the last possible moment when

Foris is mandated to make changes?

The world is changing quickly, populations are growing

and we are forced adopt new ways of managing our waters,

our wastes, our land, our air emissions, the way we live, or

we won't be leaving much to the next generation.

Currently, we are making every effort to be

environmentally conscious and responsible. We are

making the move to "GREEN". We are continuously

reminded of how to reduce electricity, buy energy saving

appliances, windows, doors, insulation, adjust our lifestyle

to minimize peak hour usage. We conserve water, we buy

organic foods, recycled paper and packaging, we eliminate

phosphates from our waste water, we recycle, reduce,

reuse. We are going to great lengths to identify pollutants,

harmful chemicals in our air, water, food, clothes, toys,

homes and neighbourhoods ... we are going to even greater

lengths to reduce our exposure to these toxins so that we

may reduce our risk of disease. We are trying desperately

to live a healthier life and leave a healthier planet for our

children.

What are striving for here ... with the OTR expansion? Are

we to simply ignore what we have learned and what we

have become?

Are ALL of our efforts to minimize and eliminate

undesirable pollutants for nothing? Can a corporate giant

come in and force us to sacrifice our health, our family, our

lives just for a bigger bottom line?

Why would Fortis want to maximize their risk for law suits

and insurance claims by going through populated

communities, when alternate routes exist. Especially when

these routes have much less impact on human populations

and the cost of moving these lines was proposed to be

offset by the effected communities and the rate payers. Are

we missing something here? Is there some part to this

equation that we have not been made aware of?

Where is the moral obligation of this "Canadian" company?

Who are they serving, if not the people? Who do they

stand for, if not the community? What do they stand for, if

not the future.
