Presidents report- recognized all those staff, board members, students, parents and volunteers who have put in time and donated re- sources to help get all the projects done. 7. Old Business: A. Set Final Budget and Tax Levy- ta- ble until October meeting. 8. New Business: A. Approve Financial Report for 2017- 2018 School Year. A motion was made by Meridee Erickson Stowman and seconded by Corinna Knecht to approve the Financial Report for the 2017-2018 school year. MCU. B . A/C bid for Gym. Revie w Bakkegard & Schell bid, A motion was made by Meridee Erickson Stow- man and seconded by Lori Kasowski to table the A/C project for the gym. MCU. C. NDSBA convention. A mo- tion was made by Gil Schnase and seconded by Dustin Theurer to ac- cept the bid by Dakota Fence for the lar- ger fence for the playground. MCU. E. Special Reserve Account Change. A motion was made by Corinna Knecht and seconded by Gil Schnase to approve the change in the Special Reserve account to go from Non-In- terest bearing to Interest bearing account. MCU. Vice-President Mike Callahan called the meeting to order. Guests were welcomed. The Pledge of Allegiance was led by Leah Hochhalter. Changes and addition to the Agenda: Under Business Letter E. Open En- rollment Application. Moritz moved to approve the minutes of the regular meeting on August 15, of the regular meeting on August 15, special meetings August 9, August 24 and September 12, and board retreat August 15, 2018, seconded by Wintch. Motion carried. Wintch moved to approve the bills in the amount of $147,260.57, seconded by Mathias. Motion carried. The General Fund financial balance sheet ending August 31, 2018 was shared with the Board showing a bal- ance of $2,153,125.93 with the inter- im at 17.95%. The Health Fund financial balance sheet ending August 31, 2018 was shared with the Board showing a bal- ance of $187,774.49. The Board recognized Mike Schultz, AD. Schultz reported the activities committee met on Wednesday September 5. The activities commit- tee discussed the Youth Sports Com- plex lease with VCPS that will termin- ate on July 31, 2020; a Coop request received from Barnes County North for football starting the fall of 2019 and VCPS Homecoming wee k events. Discussion was held on the football Coop request. The health insurance committee met on Thursday September 13. The bal- ance of the Health Fund as of 9/12 is at $184,821.83 with 2 weeks o f claims and a reinsurance payment that will need to be paid. The committee discussed the medical premium rates and the in- curred but not recorded (IBNR) amount of $75,000 as of August 31, 2018 received from BC/BS. Discus- sion was held regarding the Negoti- ated Agreement language regarding the health fund should have a minim- um balance sufficient to cover the in- curred but not recorded (IBNR) amount that is provided by the insur- ance carrier’s actuary. Starting Octo- ber 1, 2018, if the fund drops below the 3-month required reserve, the ad- ditional funds needed to bring the fund up to the reserve, as determ- ined by the HIC, will be split 20% members of the health insurance and 80% School District. The committee discussed if premiums should be raised above the suggested 11.7% in- crease amount or to continue to mon- itor the fund for another year to be able to compare apple to apple claims from the first year to the second year of the plan. The committee decided unanimously to recommend the sug- gested funding premium increase of 11.7% received from BC/BS. The re- newal rates were sent out to mem- bers of the health insurance plan on Friday September 14. Supt. Johnson reported on: that the VCPS Marzano Teacher Evaluation Committee has agreed to place a greater focus and detail of the evalu- ations on specific elements and do- mains of the Marzano Evaluation tool for the 2018-2019 school year; all VCPS staff members participated in a school safety exercise on Wednes- day, September 19; a 2018-2019 Hi- Liner Publication highlighting import- ant information about VCPS will be shared with the community and provide use as a source of informa- tion and recruitment for new families, business and organizations that are looking to make VC home; the State CTE reviewed the VCPS Career and Technology programs of career de- velopment counseling, agriculture, technology education, marketing, business and family consumer sci- ence; he attended the ND Study Council School meeting in Devils Lake held September 13 and 14 with key topics discussed of Behavioral Health, the 2019 Legislative Session and school funding, Innovation Edu- cation and NDSU teacher leadership academy; stated that enrollment num- bers at the end of August was 1102; home school enrollment of 30; Non- Tuition/Open Enrollment (Out of Dis- trict) of 31 and Non-Tuition/Open En- rollment (Into District) of 32. The Board recognized Sean Hagen, SRO. Hagen gave a review of the school safety exercise which in- cluded four scenarios that provided staff with opportunities to evaluate and respond to the different situ- ations. Hagen stated it was a great training opportunity for all staff. The Board recognized Mik e Barsness, CCC and Mike Strom, KLJ. Barsness gave a project update in- cluding a budget report showing ap- proximately $132,000 left in the con- tingency; that all work is substantially completed and the continuation to monitor the track surface color. Heit shared that of the contingency with the charges received for professional fees and other services only about $62,000 is unobligated funds. The donations received for the Hi- Liner Athletic Complex balance sheet ending 8/31/18 was shared with the Board showing a balance o f $87,042.72. A letter received from residents Laura and Randy Krug was presented. Discussion was held on the increased valuation of prop- erty and the VCPS District proposed levy of 96.55 mills for 2018-2019 school year compared to the levy of 96.85 mills for the 2017-2018 show- ing a decrease for 2018-2019 of .30 mills. The percentage increase of 2.57% does not mean there was a 2.57% increase in mills but the per- centage represents the increase of dollars received from the valuation in- creases. The committee discussed themedical premium rates and the in-curred but not recorded (IBNR)amount of $75,000 as of August 31,2018 received from BC/BS. Discus-sion was held regarding the Negoti-ated Agreement language regardingthe health fund should have a minim-um balance sufficient to cover the in-curred but not recorded (IBNR)amount that is provided by the insur-ance carrier’s actuary. Starting Octo-ber 1, 2018, if the fund drops belowthe 3-month required reserve, the ad-ditional funds needed to bring thefund up to the reserve, as determ-ined by the HIC, will be split 20%members of the health insurance and80% School District.
