FOREWORD

The Faculty of Veterinary Medicine provides comprehensive education in veterinary sciences for the production of competent veterinarians to serve the society and nation. The faculty was established in 1973 and named the Faculty of Veterinary Medicine and Animal Sciences as one of the three founding faculties of University Pertanian Malaysia. In the beginning, the Faculty comprised of the Department of Animal Science, Department of Veterinary Pathology and Microbiology, and Department of Veterinary Clinical Sciences. Over the years, the faculty underwent several changes in its organisational and departmental structures. After the transfer of the Department of Animal Sciences to the Faculty of Agriculture in 2005, the faculty again restructured by establishing the Department of Veterinary Preclinical Sciences to replace the outgoing Department. At this time, the faculty also took the opportunity to streamline and optimise its teaching, research and professional activities to ensure that graduates of the faculty do not only meet the requirements of the Malaysian Veterinary Council (MVC) but will also provide competent and professional veterinary services to the public. This period also marked the boom of research activities in the Faculty with numerous discoveries on the diagnosis and treatment of major animal diseases of the country, development of molecular techniques in diseases detection, and novel therapeutic regimes. The faculty also embarked on collaborative projects with the Department of Veterinary Research Institute on avian influenza virus studies.

In 2010, the long-awaited University Veterinary Complex became a reality. The complex comprised of the administrative, research and diagnostic wings, and a modern and spacious University Veterinary Hospital (UVH). With the establishment of UVH, the one and only veterinary hospital in Malaysia, professional veterinary services to the public excalated. Now UVH has become a referral centre for private veterinary practitioners and animal scientists in Malaysia. The hospital also provides opportunities for student-training in handling cases, veterinarians to develop and improve their professional acumen, and academics to enhance their research activities.

In the new structure of the Faculty, a new diagnostic entity, named Veterinary Laboratory Services Unit (VLSU) was put in place. The unit while serving as the main laboratory diagnosis facility for UVH also serves the clients from private veterinary practices and researchers from within and outside campus.

The faculty was awarded the MS ISO 9001 certification in July 2000 making it the first higher education institution in the nation to receive a comprehensive certification in teaching, research and professional services. On 10 April 2008, VLSU, was awarded the ISO 17025 certification for two testing laboratories, the microbiology and Haematology/Clinical Biochemistry laboratories. This is unprecedented for an academic institution in Malaysia.

2

In our attempt to make our curriculum and graduates, research and professional services relevant to the current development and wealth creation of the nation, we fostered close ties with the Department of Veterinary Services, Ministry of Agriculture, Malaysia and several other governmental and nongovernmental organisations. In fact, the Faculty is now recognised by MVC as the main institution in Malaysia to conduct courses for the acquisition of Continous Professional Development (CPD) points required for Annual Certification of veterinarians.

HISTORY

The development of the veterinary profession in Malaysia began after the Second World War when two young Malayans were selected and awarded scholarships to embark on veterinary studies in the United Kingdom. Later in the 1950’s and 1960’s more Malaysians were chosen to pursue the veterinary degrees in the United Kingdom, in Australia, Canada, and New Zealand under the sponsorship of the Malaysian federal and state governments and Colombo plan scholarships. Although these veterinarians returned to Malaysia to serve government veterinary service, it became obvious that they were too few to meet the needs of the expanding veterinary and animal industry.

In 1962, the department of veterinary services submitted a memorandum to the Higher Education Planning Committee on the need for an institution for veterinary education in the then Malaya. The need for a veterinary school in Malaya was brought up for discussion at the FAO meeting on haemorrhagic septicaemia held in Kuala Lumpur and a proposal was actually discussed at the second meeting of the FAO/WHO expert panel on veterinary education in Rome , Italy in 1963. The subject was again discussed publicly in 1968 at the first annual conference of the association of veterinary surgeons of Malaysia-Singapore. His Excellency Tengku Abdul Rahman Putra Al-Haj, the prime minister at the time, in his opening speech at the conference, promised to look into the need for a veterinary faculty in Malaysia. Consequently, a sub-committee on veterinary education was set up by the association to moot a proposal that was eventually submitted to the Malaysian higher education planning committee. The veterinary faculty remained a proposal and not realised. In 1967, the department of veterinary services published a report on the “Proposal for the development of the livestock industry and the reorganisation of the veterinary services”. A large section of the report was devoted to “The case for establishing a veterinary faculty in Malaysia”. The following year, a noted veterinary educationist, Sir William Weipers, of the University of Glasgow veterinary school was invited to Malaysia by the department of veterinary services and the association of veterinary surgeons of Malaysia-Singapore to deliver a paper on “veterinary education: A study of the needs of Malaysia and Singapore” in conjunction with the first annual conference of the association in Singapore in august, 1968.

The period 1969 to 1971 was an important landmark in the development of higher education in Malaysia. During this period four new universities were established in addition to the University of Malaya, which had stood as the sole university in Malaya for more than 20 years. The proclaimation on the establishment of these universities on 4th October, 1971 by the DYMM Seri Paduka Baginda Yang DiPertuan Agong include:

"...There shall be a higher educational institution having the status of a University, which shall be a body corporate, for the purpose of providing, promoting and developing, higher education in the fields of Agriculture, Forestry, Veterinary

4

Medicine and Surgery, Natural Biological Sciences, Engineering Sciences, Technology, Social Sciences, Humanities and Education as well as to provide for research and the accumulation and advancement of knowledge and the dissemination of such knowledge in the aforesaid fields of study".

The stage was thus set for the establishment Universiti Pertanian Malaysia. Soon after the proclaimation, the Interim Council of the University resolved that a veterinary faculty shall be one of the three foundation faculties of Universiti Pertanian Malaysia, the other two being the agriculture and forestry faculties. The Foundation Dean was appointed in January 1972 and together with three academic members of the Department of Animal Science of the former College of Agriculture, Serdang, Malaysia formed the nucleus of the new faculty, which was officially named The Faculty of Veterinary Medicine and Animal Science, combining under one organisation the two major animal-based disciplines, veterinary science and animal production. The planning of the veterinary curriculum was undertaken in the initial stages with the assistance of two consultants; one from Australia and another from the United Kingdom. Canadian Advisors, local faculty members, the Faculty Advisory Board were invited to finalise the curriculum. The physical structure and facilities were developed after taking into consideration the fine points of veterinary educational facilities in Australia, New Zealand, and North America.

A fund of RM7.8 million was initially allocated under the Second Malaysia Plan for the establishment of physical facilities for the Faculty. Additional fundings were provided to meet urgents of the new Faculty. Under the Third Malaysia Plan a further RM400,000 was allocated for the project. The final total disbursed for the development of the faculty was RM10.97 million.

The first group of students were enrolled in July, 1973, that is almost exactly 5 years to the month from the time Sir William Weipers recommended formation of the faculty in 1968. Veterinary teaching in the early stages of the Faculty was with assistance of staff of the Department of Veterinary Services, and members of the Department of Animal Science, Faculty of Agriculture, University of Malaya. By January 1995, with new recruitments, the faculty members stood at 65 strong.

Veterinary education was new and the Faculty needed assistance from experienced teachers. Aid was sought from Australia through the Australian-Asian Universities Co-operation Scheme (AAUCS) and from Canada through the Canadian International Development Agency (CIDA). Under agreements, veterinary advisers and professors from Australia and Canada were seconded to the Faculty while scholarships for advanced studies for local faculty members were made available, some necessary equipment for teaching and diagnosis provided.

The veterinary industry will not prosper without the services of paraprofessionals, and Malaysia was in dire need for their services. Thus, as a long-term means to overcome this deficiency of the industry, the Faculty also offered a 3 year 6-month Diploma in Animal Health and Production (DAHP) programme.

5

The first batch of veterinary students graduated in 1978 and by year 2000 the Faculty graduated 603 veterinarians. The first batch of DAHP students graduated 1977 and in 2000, the number DAHP graduates was 916.

In recent years, veterinary education has evolved beyond just providing knowledge in veterinary medical and animal sciences. There were issues coming into the realm of the veterinary profession. For example, animal research was becoming ethical issues the precludes that human experimentation, emerging and reemerging transboundary diseases, and food-safety were becoming equal concerns of both medical and veterinary professions. There were also issues of environmental health and drug abuse in the animal production industries. Consequently, there was need to develop a new programme encompassing the complex relationship between human, animals and the environment. Thus, in December 1986, the faculty appointed a committee to study the feasibility of establishing a Bachelor of Science (Biomedical Sciences) programme. After various discussions the programme was approved and established and the first batch of 37 students registered for the programme in July 1993. However, with the establishment of the Faculty of Medicine and Health Sciences in Universiti Putra Malaysia (UPM), in 1998 the programme was believed to be more relevant for the new medical faculty and transferred accordingly.

CONTINUING EDUCATION

Continuing education programmes of the Faculty involve several local and foreign agencies. The continuing education programs and research in animal health and production was launched in 1975. In 1983, the Centre for Tropical Animal Production and Disease Studies (CENTRAS) was incepted in the Faculty. CENTRAS serves as the coordinator for all continuing education and professional development activities in the veterinary field. Among the activities of CENTRAS are organisation and coordination of conferences, seminars, workshops, and short courses. In 2014, CENTRAS was appointed by the Malaysian Veterinary Council (MVC) as one of the main providers of continuing education for veterinarians to obtain Continuing Professional Development (CPD) points required for the registration and renewal of Annual Practice Certificates. The objectives of CENTRAS objectives are:

To increase the level of professional competencies among academic staff, researchers, veterinary practitioner and professionals related to the veterinary field

To increase the knowledge and skills of the personnel involved in the livestock industry and animal care

63

RESEARCH

The faculty from its inception in 1973 has traditionally been strong in research. Faculty researches focus on the development and discoveries in veterinary medicine and livestock sciences with emphasis on technological innovations and improvement of production performances. The Faculty Research Committee serves to coordinate, stimulate, and encourage faculty research to maintenance excellence.

The main sources of fund for long-term Faculty researches are the Ministry of Science, Technology and Innovations (MOSTI) and the Ministry of Education (MOE) Malaysia. Other agencies including the Malaysia One Health University Network (MyOHUN) and the National Cancer Council Malaysia (MAKNA) have contributed to the research and development funds amounting to more than RM 10 million for year 2015 alone.

The main research areas of the faculty are veterinary biologics and pharmaceuticals, ruminant diseases and herd health management, diagnostic technology on animal diseases, veterinary and comparative oncology, animal model in biomedical research, edible bird nest swiftlet production, health and product quality, and zoonotic and emerging diseases. The total Faculty research funding from national and international sources is more than RM37 million. To date Faculty researches have produced 17 patents, 9 commercialised vaccines, 1 diagnostic kit, and 2 trademarks. The faculty has one Centre of Excellence swiftlet studies and two Research Centres on ruminant diseases, and wildlife. The high quality Faculty research is evident by the many national awards in research, innovations, and commercialisation received by members of the Faculty.

Most Faculty research is the result of collaborations with other national and international institutions. In fact, the activities of MyOHUN, the Malaysian chapter of the Southeast Asia One Health University network (SEAOHUN) based at the Faculty, is an example of strong collaborations among research and teaching institutions in Malaysia. CENTRE OF EXCELLENCE AND RESEARCH CENTRES Centre of Excellence on Swiftlet The edible bird nest (EBN) swiftlet industry in Malaysia is rapidly growing due to the worldwide demand for EBNs nests. The swiftlet, Aerodramus fuciphagus, is found only in the South East Asian region and being sought for its nests. Currently, scientific publications on the EBN swiftlet are very few, particularly on genetics and subspecies delineations, diet, health status, and diseases of this species of birds. In 2011, UPM has been chosen by Ministry of Agriculture and Agro-Based Industry,

64

Malaysia to house the Center of Excellence on Swiftlet and spearhead research on these birds their nests. Among on-going researches on the swiflet are on determination the characteristic and quality of the nests, nitrite contents of nests, and marketability of EBN. Research by the group involves collaborators from National University of Malaysia, University Malaysia Perlis, Scientific and Industrial Research Institute of Malaysia, University Malaysia Kelantan, and University of Science Malaysia. Ruminant Diseases Research Centre Malaysia is importing food at a cost of approximately RM17 billion a year. Local production of beef and mutton account for only 20 and 8 % of national requirements, respectively. Therefore, the industry must be stimulated to produce more meat so the reliance on importation can be reduced. However, the ruminant industry is plagued with diseases that threatening and reduces production efficiency. Thus, this research centre focuses on integrated study on large and small ruminant diseases of importance in epidemiology, diagnosis, treatment and control. In ruminant production, the research focus area is on herd health management for sustainable productivity of the ruminants that includes research on feed and feeding, and breeding. Wildlife Research Centre Malaysia is very rich in biodiversity, which has not been fully exploited to benefit the society and country. With deforestation, illegal hunting, and other detrimental activities, the wildlife population is fast dwindling and some species are approaching extinction. There is an urgent need to protect, sustain, restore the wildlife population. Research on captive breeding with the intention of restoring the wildlife is desperately needed. Currently, this research centre focuses on the biology of wildlife including the five (5) fundamental areas comprising of behavior, nutrition, genetics, breeding, and health. Wildlife research at the Faculty is conducted with close collaboration with the Department of Wildlife and National Parks of Malaysia.
