Bob agreed that we would, however, the payment would not be processed until after December 31, 2013. Members will vote to "Approve" or "Disapprove" the final budget at the November 21st meeting. Absentee ballots will be available from the Office after October 29, 2013. Secretary, Bob Lang: Minutes of the April 18, 2013 meeting were read. Motion was made by Becky Conrad to accept. Seconded. Motion Carried.

Treasurer’s Report, John Wright: Bob Lang reported for John that due to the recent government shutdown, the Consumer Price Index (CPI) figures for the end of 3rd Quarter were not available for his use in computing fees for 2014. He suggested using the August 2012 to August 2013 CPI, and the Board agreed with this approach. Jim Arthur, Insurance: Our policy & premiums for 2014 should be very close to those of 2013, and as such, should be well under the budgeted amount.

Jim Barnett, Planning: Work on the Mini-Golf site should resume shortly as committee members return to the park. Bob Lang added that if a vote is ultimately required, the committee's proposal will probably be made on November 21st with the vote to occur on December 19th. This schedule will allow adequate time for members' deliberation and the processing of Absentee Ballots.

Judy Birkhead, Pool: Minor pool repairs are in progress. Changing the times for water aerobics are under consideration. When Judy returns to the park she will seek bids for repair of the pool deck.

Betty Campbell, 1 st Vice President: Things have been great in the park all summer.

Bob Dickerson, President: Nothing to report.

Bob Lang, Secretary’s Report: Welcome to William & Cheryl O'Loughlin, 519 Blossom Ct (from CT), Kathy & James Helmick, 229 Shrub N. (from OH), William & Kelly Leonard, 337 Shrub S. (from DE), Linda Knipe, 213 Shrub N. (from NY), Michael Desmond, 762 Knotty Pine (from NY), Carol Cottrell, 746 Knotty Pine (from IN), and Andy & Vickie Tetzloff, 338 Shrub S. (from IN). Also Norman & Brenda Palmer, 230 Shrub N. have relocated themselves from Forest Park Drive. None were present at the meeting, but they all received our most heartfelt welcome.

Pete Lawrence, Trash & Recreational Vehicle Area (RV Area): One small spot is currently available. Thanks to Ray Preston for all of his effort in recycling.

Jan Orlando, 2 nd Vice President: No report as she is excused.

Lou Smith, Security: Thank you to the summer residents for Security Patrol. We will appreciate all help from returning "snowbirds." Beware of scams that are offered to you with deals that are "too-good-to-be-true." They probably are nothing more than a scam to get your credit card number.

Richard Taylor, Ditches & Drains: No report. Everything is running smooth.

Jim Ullrey, Cable Television & Security Cameras: Thanks to our summer volunteers who have been instrumental in keeping our security cameras operational. Our DVR was replaced under warranty.

Jack Watson, Grounds: No report as Jack was excused.

John Wright/Doug Ford (for Wi-Fi): No report. Bob Dickerson reported that Comcast is making a proposal to Forest Park for re-cabling of the park. We are awaiting their final contract offer.

Mary Gibson, Health & Wealfare: Flu shots are planned for November 5th from 9:30 -- 11:am in the Activities Building.

Gail Ford, Social Club: November 11th will be the Veterans' Day Parade. Volunteers are need for Tuesday night bingo callers.

2014 Budget, Draft Proposal October 18,2013Budgeted IncomeMaintenance fees for 2014 arc linked to the CPI-U. We normally take the value for the 12 months ending at the thirdquarter ofthe current year, but this is not yet available. Therefore, to meet our normal schedule for preseitation anddiscussion, we have taken the CPI-U value for the 12 months ending August 31. The value is loweithan projected whenthe draft budget was prepared last February, which will lower our budgeted income by approximately g8,-000. Explanation Of Budgeted ExpensesWe manage our expenses by classifying them as either OPERATING, RESERVE, or IMPROVEMENT expenses.

Operating expenses, - repeat at regular, predictable, frequency, (weekly, monthly or up to once a year). These arenon-discretionary and mostly predictable. Minor repair and maintenance items, costing $200 or less are included inoperating expenses, even if they repeat infrequently. Operating expenses are monitored by the board and carefullycompared to budget. 2014 values are listed in the far right column on page 2.

Reserve expenses, - repeat at longer intervals and are often somewhat discretionary. These are looked after by our pooledreserve fund. An annual contribution to the fund ensures that it will sustain everything we own. The 2OL4 contribution ispart ofthis budget. Details ofthe reserve calculation are on page3. [t ensures that cash is available to sustain all parkfacilities in perpetuity. However, funds are only deployed after consideration of the most appropdate type of renewal forcurrent circumstances.

Improvement expenditures - are for amenities we currently do not have, or for those that are inadequate to meet currentneeds. They are made only when it is clear we will have a surplus after funding for operating expenses and reserves.Projects competing for improvement funds are evaluated by the board, planning committee and membership. A decisionto proceed is based upon member support, cost, effect upon quality of life to residents, and facilities offered incompetitive communities.
