May 6, 2020 Request for Proposals for Website Redesign Senior Services of Southeastern Virginia is requesting proposals for the redesign, building and hosting of its website www.ssseva.org. All public and private firms are eligible to apply. The deadline for submission is Wednesday, May 13, 2020 at 2:00 PM EST. The enclosed RFP includes a background of our organization and describes the purpose of the redesign, its desired functionality, and specific requests relating to the proposal. We understand that details may be subject to change upon vendor recommendation and/or research of more optimal solutions. In your proposal, please feel free to suggest alternatives where noted. Applicants will be notified by SSSEVA of its decision to accept or reject a service proposal the week of June 22, 2020. We look forward to receiving your proposal.

1. Introduction Senior Services of Southeastern Virginia (“SSSEVA”) is requesting proposals for the design, building and hosting of its public website with a client-centric, user-friendly and intuitive design with a robust content management system (CMS), per the knowledge, creativity and expertise of the vendor. The website serves as our main portal for information on all programs that SSSEVA offers for senior clients, volunteers, community partners, donors, and staff and as such will need simple navigation and sensible structure. SSSEVA staff will work closely with the selected vendor to provide all appropriate text, content and anticipated design flow.

Guide to RFP Our expectation is that this document will convey our vision for the new site and specific challenges with the existing one. It includes a background section about our organization, suggests an outline for organizing the content of the new site, and desired technologies. In providing these details, our intent is not to convey that we have all of the answers for creating the best possible site. The ideal and preferred vendor will bring its own ideas and vision based on industry expertise, technical capability, and client relations, guiding us to incorporate our goals into that vision. Background Senior Services of Southeastern Virginia (“SSSEVA”) is the regional organization in South Hampton Roads and Western Tidewater that supports and enriches the lives of seniors and their families through advocacy, education, information and comprehensive services. For almost half a century, we’ve changed the lives of tens of thousands of the region’s seniors for the better. We’ve served over two million meals, contributed more than six million hours of senior volunteer services, driven seniors over 11 million miles and helped thousands of seniors live in their homes independently as an alternative to nursing home care.

We are a private, nonprofit organization, and we serve residents in Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, Virginia Beach, and Isle of Wight and Southampton counties. Services include Case Management, In-Home Care, Meals on Wheels home-delivered meals and congregate meals, Care Transitions, Evidence-Based Wellness classes, I-Ride Transportation, Medicare Benefits Counseling and more.

SSSEVA receives funding from federal, state, municipal and private sources.

Mission: To provide seniors and their caregivers with access to programs and services so they may live their lives with choice and dignity in their communities

Vision: We envision a community that empowers, respects, and values seniors and their caregivers.

4. Project Overview The purpose of this RFP is to award a contract for services to provide SSSEVA with a website overhaul, redesign, and deployment. This project will include and not be limited to: copywriting, graphic design, brand development, creative development, project management, coding and user-experience/user-interface development - all focused on the development of an established, distinctive brand that will resonate with visitors, stakeholders, and the community.

It is essential that the website design and functionality incorporate cutting-edge technologies, paper-eliminating processes, and streamlined user interactions for improved constituent engagement and participation in organizational services. Further, a redesigned website is a key feature in SSSEVA’s commitment to offering seniors a one-stop resource to help them live independently. By improving the Organization’s digital outreach, SSSEVA seeks to reduce barriers to programs and services and ensure that all South Hampton Roads and Western Tidewater residents can access all that SSSEVA has to offer.

The professional company must have a significant history in website design/development, substantial experience working with large, multi-faceted nonprofit organizations, and documented abilities to implement results-oriented strategies on-time and within budget, coupled with a winning strategy for execution.

5. Goals, Objectives and Guidelines

SSSEVA requires a website that is user-friendly and will serve all potential and current clients, volunteers, donors, community partners, the general public and SSSEVA staff. The website must function as the main portal for anyone seeking information about the programs, policies and functions of the organization.

We are targeting the following types of visitors to our website:

• Current/Prospective Clients − Senior adults, and family members and caregivers of seniors • Potential Volunteers − Individual, Group and Corporate • Potential Donors − Individual, Group and Corporate • Potential Funding Sources − Both public and private funding entities • Existing/Potential Referral Sources • Anyone looking to become more involved with our organization and/or the senior community

Existing Website

SSSEVA’s current website is located at www.ssseva.org, and was designed in 2013. The current website is difficult to navigate and lacks a cohesive and intuitive design. A more streamlined and user-friendly site aimed at providing up-to-date information in an accessible format would help minimize staff time answering general questions from people trying to learn more about our programs. We anticipate the

new website will provide a relatively condensed level of content and pages presented in a more accessible and intuitive format.

Current Site Challenges

• Not intuitive to navigate • Does not effectively communicate SSSEVA programs to potential clients, participants or public • Information not presented in logical format- too much information on main page to sift through • Current CMS is a proprietary software with limited options in the back end beyond standard

modules and functionalities. SSSEVA staff is unable to access all content on the site, thus restricting what updates can be made.

• Current CMS is not set up for 3rd party plugins or any integration beyond iframes. It has limited options for software enhancements and customizations.

Our principle goals for our new website include:

1. To educate our client base (prospective participants and current program participants) by explaining SSSEVA’s programs

2. Making important program requirements, forms, schedules, policies and other information readily and accessibly available

3. Accommodate access portals for volunteers, vendors and employees 4. To provide a secure, user-friendly online process for submitting donations and registering for

events 5. To be the principal source for marketing SSSEVA programs 6. To minimize phone and walk-in traffic to the organization’s front desk

Design Requirements

Given the complexity of SSSEVA’s site content, the website should be built for desktop access, but be mobile optimized across a variety of platforms. Our current site features Google Analytics to measure our visitor base and other data. Additional analytics and tracking tools, such as Facebook Pixels and Twitter Pixels, need to be incorporated into the new site.

Branded Theme

The organization’s current website does feature a branded theme. SSSEVA desires a consistent branding and color theme for the new site that builds on its branding strategy.

SSSEVA has a large inventory of available photos. If necessary, SSSEVA is willing to discuss hiring a photographer. Additionally, SSSEVA would like to have a video of SSSEVA’s CEO which welcomes users to the site. SSSEVA will provide the video.

Content and Technical Requirements Platform

SSSEVA needs a flexible, scalable and user-friendly Content Management System in order to streamline maintenance and support while enabling us to have a unique, responsive website that adapts to the needs of our many services and programs. We have a strong preference for supported, industry standard content management frameworks like WordPress and Drupal. Proprietary CMS will not be considered.

Content

SSSEVA has access to its current website content via its content management system and will be able to reuse a limited amount of content for the new site. SSSEVA will identify and provide the content to be reused to the selected vendor for migration.

The new site will include text, downloadable documents (in Word and PDF), fillable forms that can be filled and submitted to SSSEVA, photos, and video. The website should be searchable and will include a document library, newsletter archive, as well as photo and video libraries. SSSEVA will provide the text and documents to the selected vendor to integrate into the new website.

Technical Requirements

• Website hosting, maintenance, and a user-friendly new content management system must be included in the proposal

• The site must be compatible with Internet Explorer, Firefox, Chrome, and Safari • The site must be functional on mobile devices, including tablets and smartphones • The website design and content management system must allow non-technical SSSEVA staff to

make content changes. • An on-demand translation provider such as Google Translate must be integrated into the site • Text should be clearly scalable into larger fonts to accommodate the visually impaired to the

greatest extent possible • There should be an easy to see and use accessibility menu with options like:

• The site must be able to auto correct for platform - i.e. desktop, tablet or phone

Website Cutover and Deployment Website Go-Live

Website Go-Live shall include:

• Updating of DNS records • Testing of all functionality, links and pages • Staff Training

Cutover Plans

The selected vendor shall work with SSSEVA to develop, coordinate and implement a cutover/transition plan acceptable to SSSEVA. The cutover plan must identify, quantify and minimize any anticipated downtime. The cutover shall occur during non-business hours.

Website Maintenance In addition to website design, SSSEVA is seeking ongoing maintenance services to ensure that its website continues to meet the needs of the Organization and its clients. Maintenance needs will include, but are not limited to:

• Complete regular repairs to scripting languages, basic HTML, broken images, broken links, and all other malfunctioning code or components.

• Complete regular software and plug-in updates for all programs in use on SSSEVA’s website.

• On a quarterly basis, Consultant shall check for broken links, broken images, template distortion, and test all contact forms and other interactive elements and provide a report. This report should also include site traffic statistics and search engine analysis reports.

• Edit, revise, update or create new textual content and graphics on existing pages based on SSSEVA request. Typically, there may be minor content updates monthly and other content (new images and pages) may be added intermittently.

• Maintain site search engine by ensuring any content updates and new pages are searchable.

• Integrate any new third party applications into website, when applicable.

General Expectations

SSSEVA seeks an agency with the capacity to recommend and implement an efficient, creative solution to modernize our website.

The selected agency shall partner with SSSEVA to develop a re-imagined web presence that attracts, engages, and retains clients and volunteers, as well as other site visitors. We expect to build a new site that takes into-account best practices in website content, navigation and design while maintaining the current brand identity. The site shall clearly market our organization's available programs and services. The site shall incorporate easy, self-directed selection options for donations, class and event registration, and use intuitive decision-making tools.

The selected agency will demonstrate tactical understanding of website design, development and mobile-first user experience.

The selected agency will demonstrate highly responsive and organized account service and management capabilities.

The selected agency will be able to provide user training after the redesign to meet the various needs of staff, understanding that daily content updates will be the responsibility of SSSEVA personnel.

The selected agency will have experience working with nonprofit organizations, and will be familiar with donor marketing, the SSSEVA mission, audience, and general organization characteristics, and will not make extensive research a significant cost element of its proposal. 6. Proposal Format All proposals must contain the following components and be organized in the following format:

• Cover Letter: Provide a cover letter outlining the components of your proposal. • Provide responses to the following evaluation criteria:

o Plan, Methodology, Approach and Strategy: Describe your approach to for the development, implementation, and maintenance services outlined in this RFP. Provide a timeline for development, cutover, and deployment.

o Demonstrated web design skills: Provide evidence of a high level of skill in website design and in producing attractive websites that offer an effective, user-friendly environment that is easy to manage and meets contemporary standards for website appearance and functionality. Please provide links to 5 websites that demonstrate your web design skills.

o Technical Expertise: Describe your expertise in website architecture development, content management systems, interactivity, analytics and searchability, database integration, security, customer support and other technical aspects of producing a highly functional website.

o Customer Service: Describe how you would approach developing an understanding of our organization and our unique needs in a website, the ability to create architecture and design that supports SSSEVA’s current and future needs, and the training approach you will use to ensure SSSEVA’s employees have the knowledge to manage SSSEVA’s new site.

• Proposed Pricing: Submit a lump-sum price based on the Goals, Objectives and Guidelines identified in this RFP. Additionally, propose a price for yearly website maintenance as described in “Website Maintenance” on page 9 of this RFP. Finally, propose an hourly fee for potential additional work outside the scope of this RFP.

• Resumes: Provide the resumes for the key personnel that will be responsible for the completion of work identified in this RFP.

• References: Complete and attach the mandatory references form (Attachment 1, Contractor Information and Certifications)

• Required Forms: The following forms must be included with proposal. Failure to submit mandatory forms could result in rejection of the company’s proposal. The following forms must be completed and submitted:

7. Evaluation Criteria The following criteria will be utilized to evaluate the qualifications of each proposer:

8. Terms, Conditions and RFP Requirements RFP Terms and Conditions

SSSEVA reserves the right to select more than one respondent, to select respondent(s) for specific purposes or for any combination of specific purposes, and to defer the selection of any respondent(s) to a time of the SSSEVA’s choosing.

Board and Staff Communications

Under no circumstances may any SSSEVA Board member or any staff member other than the contact specified above be contacted during this RFP process regarding this RFP by any entity or individual intending to submit a response to this RFP. Failure to comply with this request will result in disqualification. All questions should be in writing and directed to the individual identified above.

Release of Information

Information submitted in response to this RFP will not be released by SSSEVA during the proposal evaluation process or prior to a contract award.

Proprietary Information

If a respondent does not desire certain proprietary information in their response disclosed, the respondent is required to identify all propriety information in the response, which identification shall be submitted concurrently with the response. If the respondent fails to identify proprietary information, it agrees by submission of its response that those sections shall be deemed nonproprietary and may be made available upon public request after a contract award.

SSSEVA Reserves the Right to:

1. Request an interview with and additional information from respondents prior to final selection of a provider.

2. Consider information about a respondent in addition to the information submitted in the written response or interview.

3. Reject any, and all responses and waive any irregularities.

4. Negotiate the fees proposed by the respondent.

Minimum Requirements

This RFP sets forth the minimum requirements that all submissions shall meet. Failure to submit proposals in accordance with this request may render the proposal unacceptable.

Cost of the Proposal

Costs incurred by any proposer in the preparation of its response to the RFP are the responsibility of the proposer and will not be reimbursed by SSSEVA. Proposers shall not include any such expenses as part of their proposals.

Clarification to Proposals

SSSEVA reserves the right to obtain clarifications of any point in a company’s proposal or to obtain additional information necessary to properly evaluate a particular proposal. Failure of a proposer to respond to such a request for additional information or clarification could result in rejection of the company’s response or responses.

Cancellation of the RFP

SSSEVA reserves the right to cancel this RFP at any time, for any reason, and without liability if cancellation is deemed to be in the best interest of SSSEVA. The proposer assumes the sole risk and responsibility for all expenses connected with the preparation of its proposal.

Collusion

Proposer, by submitting a proposal, hereby certifies that no officer, agent, or employee of SSSEVA has a pecuniary interest in this Proposal; that the Proposal is made in good faith without fraud, collusion, or connection of any kind with any other proposer; and that the proposer is competing solely in its own behalf without connection with, or obligation to any undisclosed person or company.

MBE/WBE/DBE

Please complete and submit Attachment 1: “Contractor Information & Certifications” and indicate if your firm is a Minority Business Enterprise, Women Business Enterprise, or Small Business Enterprise.

You may include information about any programs or efforts to encourage participation by Minority, Women or Small Business Enterprises. Disputes

In case of any dispute as to the participation sought hereunder, or the interpretation of the provisions of the RFP, following dispute process shall apply:

Protests (unless otherwise specified, the use of the term “protest” shall also include disputes and appeals) shall be submitted in writing, must contain the RFP number, must be delivered to the address listed in this RFP, and must be submitted according to the time requirements listed below.

Solicitation: A solicitation issued by may be protested. The protest must be received by the person listed above before the bid or proposal submittal deadline, or it will not be considered. Award RFP: Any protest against the award of a contract based on an RFP must be received by the Contracting Officer no later than two full business days after the bid submittal deadline, or before award of the contract, whichever is earlier, or the protest will not be considered.

Award RFP/RFQ: Any protest against the award of a contract based on an RFP or RFQ or appeal of a decision by SSSEVA to reject a proposal, must be received by the Contracting Officer within three business

days after notification to an unsuccessful proposer that they were not selected, or the protest will not be considered.

Rejection of Bid: Any protest of a decision by SSSEVA to reject a bid submitted in response to an RFP must be received by the Contracting Officer within two business days after being notified in writing of SSSEVA’s decision, or the appeal will not be considered.

The decision of SSSEVA regarding a protest shall be final and binding upon all parties.

9. Contract Conditions Americans with Disabilities Act

Proposer must comply with all applicable requirements of federal and state civil rights law and rehabilitation statues.

Contract Terms and Final Selection

The selected company will be expected to sign SSSEVA’s Contract Agreement, which will specify the term of service. If the selected applicant and the SSSEVA cannot come to terms with respect to the contract, the SSSEVA reserves the right to select the next most qualified applicant or to terminate this RFP and to re- issue a new RFP if no Proposer is acceptable to SSSEVA.

No Guarantee of Work
