ForumFoundersMasterofCeremonies BILLY A. ROBBINS is an Intellectual Property Attorney for Karish & Bjorgum, PC, representing
clients in a variety of areas including patents, licensing, transactions, trademarks, copyrights and
unfair competition and trade secrets. Prior to joining the firm, Mr. Robbins was with the Los
Angeles office of Fulbright & Jaworski, LLP after merging Robbins, Berlinger and Carson into
that office in 1997. He has worked as an adjunct professor at Southwestern University School of
Law. In addition, he was elected to the College of Fellows of the Institute for Advancement of
Engineering. Mr. Robbins was a Senior Technical Advisor for the People’s Republic of China in
its Star Program regarding Intellectual Property Laws and Technology transfer.
Mr. Robbins is frequently quoted in print and broadcast media outlets on issues dealing with
Intellectual Property Rights and Business Privacy and Protection. He continues his leadership
role as Co-founder and President of the Technolink Association, a trade association celebrating
its twentieth year. Mr. Robbins was recognized by the United States House of Representatives
for his leadership role with the Technolink Association. Mr. Robbins is an active member of the
Los Angeles Area Chamber of Commerce and serves on the Global Initiatives Council. He is also
Co-chair of the Los Angeles Chapter of the Licensing Executives Society.

foundational and trend-centric business experience, Ms. Forte O’Neill incorporates her
innovative tools and solutions to advise forward-thinking leaders on ways to generate economic
and human capital development for the well-being of their companies.
Ms. Forte O’Neill is Co-founder of the Technolink Association, a trade association celebrating its
twentieth year. Technolink Association was created to generate economic development in the
greater Southern California Region through “links” to national and international partners.
Ms. Forte O’Neill has been recognized for her endless efforts in strengthening the economic
and scientific cooperation between California and the State of Israel. She has also been cited
for her visionary leadership and community commitment by the United States House of
Representatives. She received special recognition from Governor Arnold Schwarzenegger for
her creation of Technolink Association and for her dedication to creating life-changing
opportunities for at-risk youths in the area. She has been recently recognized by the United
States Department of Homeland Security for her perseverance and dedicated leadership in
developing effective models for public private partnerships in the greater Southern California
region. She serves as a Public Private Partner for the United States Department of Homeland
Security. She has frequently been quoted in major media outlets as a thought-leader on industry
and societal trends. Ms. Forte O’Neill is also a published artist and author.

AARON ANDERSON is Co-founder and CEO of Vusar. Aaron left his undergraduate studies
after the events of September 11, 2001 to serve in the U.S. Army as a Special Forces Engineer.
After being traumatically wounded in combat, Aaron medically retired and founded a defense
consulting firm where he conducted assessments of critical infrastructure projects in foreign
countries. In 2009, he founded the Green Beret Foundation, a non-profit organization.
Following his time in the special operations, he worked on the trade floor at PIMCO. He
currently serves on the board for the Center of Innovation and Entrepreneurship at the Merage
School of Business at UC Irvine. He holds a degree in international studies (summa cum laude)
and an MBA, both from UC Irvine. Aaron was a Poets and Quants “best and brightest” for the

Lt. GENERAL LARRY JAMES is the Deputy Director of the Jet Propulsion Laboratory (JPL). At
JPL, he is the Laboratory’s Chief Operating Officer responsible to the Director for the day-to-
day management of JPL’s resources and activities. This includes managing the Laboratory’s
explorations of the solar system and of Mars; the astronomy, physics, Earth science and
interplanetary network programs; and all business operations. These activities employ 5,000
scientists, engineers, technicians, and business support personnel, generating $1.5 billion in
annual revenues. Prior to his retirement from the Air Force and his appointment as JPL Deputy
Director, Lt. General James was the Air Force Deputy Chief of Staff for Intelligence, Surveillance
and Reconnaissance (ISR) at the Pentagon. He was responsible to the Secretary and Chief of
Staff of the Air Force for policy formulation, planning, evaluation, oversight, and leadership of
Air Force intelligence, surveillance and reconnaissance capabilities. As the Air Force's Senior
Intelligence Officer, he was directly responsible to the Director of National Intelligence and the
Under Secretary of Defense for Intelligence. He led more than 20,000 ISR officers across the Air
Force ISR Enterprise. Lt. General James’ 35-year military career included assignments as a
Space Shuttle Payload Specialist, GPS Program Manager, Titan IV Launch Director and
Commander of the 50th Space Wing at Schriever AFB, CO. James has also served on the staffs
of US Space Command, Air Force Space Command, and HQ Air Force. He was commander of
the 14th Air Force at Vandenberg AFB, CA, responsible for all military satellite, launch and C2
operations, and was Director, Signals Intelligence Systems Acquisition and Operations
Directorate, National Reconnaissance Office, Washington, D.C. He was Director, Space Forces
for Operation Iraqi Freedom at the Combined Air Operations Center, Prince Sultan Air Base,
Saudi Arabia.

BRENDEN MONAHAN is Co-founder and CPO of Vusar. Mr. Monahan brings over 20 years of
product development experience with him to Vusar. His experience in product design and
manufacturing spans across multiple industries including aerospace, defense and industrial -
specializing in sensor technologies. He has held various roles at SAIC, Thermo-Fisher Scientific,
Cobham, Space Micro, Aethercomm & MSA Safety, paving the way for new technology
adoption. He founded two previous companies, Campfire Skewers and Microwave Power
Electronics. Mr. Monahan is a licensed PE, holds a PMP certification, BS in mechanical
engineering from University of New Hampshire and an MBA from UC Irvine (cum laude).

TERRY O’NEILL is Founder and Chairman Emeritus of The O’Neill Company. Specializing in the
engineering of corporate employee benefit planning, executive benefit planning, and business
succession planning for organizations since 1978, The O’Neill Company also offers
comprehensive financial and wealth creation planning, estate and retirement planning, and
multi-generational estate wealth conservation for families and individuals. Mr. O’Neill was
nominated to be an advisor to the Federal Open Market Committee, was an advisor to the
Small Business Council of America, was an Associate Member of the Milken Institute and is
currently a Member of Roubini Global Economics. Mr. O’Neill has advised two California
Governors on economic and business issues.
He has served on committees that have advised the U. S. Treasury and Congress on numerous
financial topics. He has been a member of many national and international boards in the
financial sector including the International Forum, the Planned Giving Advisory Board at the
University of California, Irvine and the Association for Advanced Life Underwriting. He is the
author of The Life Insurance Kit (1993: Dearborn Financial Publishing), and has written for
numerous publications in the financial industry including Financial Services Week, Employee
Benefit Plan Review and The National Underwriter. Mr. O’Neill has appeared frequently as a
guest on television and radio to discuss the economic ramifications of issues in health care,
employee benefits and retirement planning and was profiled in Leadership Magazine and the
Orange County Register. He speaks regularly on economic and financial topics at national
conferences.
In 2016, Mr. O’Neill retired from daily operations from The O’Neill Company and works
exclusively on special consulting projects, and the majority of his time at the Institute for the
Study of Global Economics and Finance Institute which he founded in 2015. The Institute
focuses on the democratization of global economic information and advancing the frontiers of
economic thought.

KENT PETERSON, PE is Vice President and COO at P2S Inc. with over 30 years of experience
working in the built environment. He provides leadership and technical direction for the firm’s
engineering practices. Mr. Peterson is recognized internationally as an energy efficiency and
sustainability expert. He was appointed by Congress in 2011 to the Office of Federal High-
Performance Green Buildings Advisory Committee for federal agencies as a representative of
the engineering profession and has been re-appointed though 2022. Mr. Peterson is an ASHRAE Distinguished Fellow and frequent author of articles and papers and
has made presentations to governments and professionals throughout the world on improving
building sustainability and energy efficiency. He is also dedicated to giving back to his faith,
local and professional communities and has served as President, Chairman or member on
numerous non-profit boards and committees.

KEVIN PETERSON, PE is President and CEO at P2S Inc. with over 30 years of experience
working in the built environment. He sets overall company strategy and gets the team invested
in company goals. Mr. Peterson has spent more than three decades in the electrical engineering
field, where he’s overseen waterfront, industrial, institutional, military, and commercial power
systems projects. He is an expert on medium voltage power distribution systems and zero-
emission shore power systems for port terminals.
Mr. Peterson is an IEEE Fellow and a member of the American Council of Engineering
Companies (ACEC) College of Fellows. In 2018, Kevin was named #21 in Glassdoor’s Top 50
CEOs in the United States for firms under 1,000 employees. The firm has also been named as
one of the best places to work in Los Angeles by the LA Business Journal every year since 2009.
Mr. Peterson also devotes himself to our community as Chairman of the YMCA of Greater Long
Beach board of directors, member of the board at the Memorial Medical Center Foundation,
member of the board of trustees of the Long Beach Ronald McDonald House and through many
other charitable activities.

BRANDT SEVERSON is an engineering leader at The Boeing Company with over 20 years of
experience in aerospace software systems. With a passion for technology, innovation, and
leadership, Mr. Severson works to solve the most challenging technology problems in the
defense and commercial aviation fields including missile defense, radio and satellite
communication, commercial flight optimization, underwater acoustics, and the application of
data analytics to support a wide range of operational efficiency challenges. Mr. Severson holds
a B.S. in Computer Science from California State Polytechnic University Pomona and an M.B.A.

STEPHANIE RIZZARDI has offered expert economic consulting on over 3,000 cases,
providing court testimony in approximately 400 cases primarily throughout California, in
both Superior Court and District Court, since 1985.
As Principal Economist at Rizzardi Economic Associates, Ms. Rizzardi provides expert
analysis and testimony on personal injury, wrongful death, employment and business-
related damages cases. Prior to establishing her own company in 1996, she worked for IBAR
Settlement Company, Inc. beginning in 1985. While there she trained and supervised other
economists and acted as Assistant Vice President from 1989 to 1993. Ms. Rizzardi left IBAR
as Senior Associate Economist and Vice President in 1996.
She has spoken before the Nevada Trial Lawyers Association, Fresno County Trial Lawyers
Association, MCLE Class for Farmers Insurance Group and other groups. Ms. Rizzardi has
participated in numerous conferences as a presenter and discussant and published in a
variety of peer-reviewed journals pertaining to forensic damages.
Ms. Rizzardi completed her BA in Economics at Revelle College at the University of
California, San Diego and her MBA with a concentration in Finance, at the Claremont
Graduate University. She has also completed additional coursework at the Claremont
Graduate University, Center for Politics and Economics, in a Ph.D. Economics Program.
She belongs to numerous professional organizations, including the National Association of
Forensic Economics, the American Academy of Economic and Financial Experts (At Large
Board Member 2010-2013) and American Rehabilitation Economics Association (Internal
Vice President 1999-2000). She also holds a CEA (Certified Earnings Analyst) certification
from the American Rehabilitation Economics Association. Ms. RIzzardi is the Founder of the
non-profit, Pillows & Plenty, providing brand new clothing and other necessary items to the
children of low-income families in the greater Los Angeles area.

Founded in 1995 by Ssusan Forte O’Neill and Billy Robbins, Technolink Association began as a futurist conference to answer a need for a “Silicon Valley cluster” in Southern California with the core mission to expand economic development. Today, members of Technolink Association benefit from a club-like atmosphere that encourages the sharing of ideas and cutting-edge innovations among executives through themed forums and round table discussions.
Our Mission
Technolink Association is a coalition of national and international leaders from the fields of
Aerospace, Academia, Defense, Energy, Life Sciences, Innovation, Public Safety and Policy that
provides a bridge between public and private sectors to develop a virtual high technology corridor
in Southern California.
Our mission as a trade association is to serve as a resource center for emerging and start-up
companies and to enhance development of innovation through public and private partnerships. The
Association's aim is to link the business community with the collective technological resources of
organizations and institutions such as the California Institute of Technology, Jet Propulsion
Laboratory, the University of California, Los Angeles, University of California, Irvine, California State
University, Long Beach and Saddleback College.
Throughout the years, the Technolink Association has proudly created “linkages” for many start-up
companies to enhance economic development throughout Southern California and continues to
support a plurality of high technology clusters by serving as a resource base for start-up companies
