REVIEW OF ACTIVITY OF KG-BASIN PROJECT DURING 2016-2017 1) PREAMBLE

OIL INDIA LIMITED (OIL) operates the NELP-VI Block KG-ONN-2004/1 located in

Krishna-Godavari (KG) Basin), constituting a total Petroleum Exploration License (PEL)

area of 549 Sq Km (511 Sq Km in East Godavari District of Andhra Pradesh and 38 Sq Km

in the District of Yanam in Puducherry Union Territory). OIL started operating in the Krishna

Godavari Basin Project on 01.12.2009 with the establishment of its office at Kakinada, East

Godavari District, Andhra Pradesh. The production sharing contract was signed between OIL

& Geo Global Resources Inc., Barbados (GGR) and Government of India on 02.03.2007. In

this joint venture project, OIL has 90% participating interest (Operator) and the remaining 10

% share is held by GGR. The PEL for the area in Andhra Pradesh was granted w.e.f.

16.02.2008 while the PEL area under Yanam, Puducherry was granted subsequently on

14.06.2010. The Block KG-ONN-2004/1 lies in the north-eastern part of the Krishna-

Godavari basin in onshore coastal Andhra Pradesh (Figure-1). It is in the southeast of

Rajahmundry, south of Kakinada and with the town of Yanam approximately at its

geographic centre. The block is bisected east-west by the northernmost distributary channel,

Gouthami-Godavari River.

2) STATUS OF THE BLOCK KG-ONN-2004/1

The original Minimum Work Programme (MWP) of Phase-I includes i) Reprocessing of

existing 2D seismic data of 564 LKM, ii) API of 3D seismic of 548 Sq. Km, iii) GM survey

of 2500 stations, iv) Geochemical Survey of 500 samples and v) Drilling of 12 exploratory

wells. Additionally, there is a mandatory commitment of 2D seismic in a grid of 4 km x 4 km

covering the whole block. The effective date of the block is 16.02.2008 considering the grant

of PEL of A.P. Govt. A small portion of PEL is in the Puducherry was granted on 14.06.2010.

The Phase-I exploration period was for 4 years but after four times of extension granted on

account of excusable delay, now the Phase-I is valid till 03.06.2018.

Out of the total area of 549 Sq. Km of the block, about 195 Sq. Km is falling under reserve

forests, Coringa wildlife sanctuary, pipelines & installations of RIL & GSPC, etc. Therefore,

the effective area for exploration in the block is reduced to 353.5 Sq. Km. Due to reduction of

area, the MWP was also proportionately reduced by DGH.

3) G&G ACTIVITIES:

Previous Work:

I. Interpretation of 407.37 Sq. Km 3D seismic and 300.16 LKM 2D seismic data has

resulted in identification of 10 locations and few leads for hydrocarbon exploration in

the block KG-ONN-2004/1 in both structural and stratigraphic plays.

II. After the discovery of the first well Dangeru#1, an integrated seismic review was

carried out using available Dangeru#1 well data for establishing the areal extent of the

reservoir, understanding the entrapment mechanism, for the estimation of initial gas in

place and for the placement of appraisal locations. The Kommugudem coal shale

sequence in discovery area is divided into two litho units and mapped as Unit-I &

Unit-II. The gas resources in the Dangeru#1 prospect have been estimated by

volumetric method.

In order to appraise and delineate the reservoir limit and to make a realistic resources

estimates in Dangeru prospect, two appraisal wells have been proposed, one in firm

category and the second in ‘to mature’ category vide KGB EGN-10. After drilling and

testing of the first appraisal well, the geological model will be upgraded and

requirement of drilling the second appraisal (to mature category) well will be

reviewed.

Work done during current year (2016-17):

I. Drilling of first HPHT well TLK#1 was completed with T.D.- 5203 m. Well TLK#1

has shown good hydrocarbon potential of about 200 m possible gas pay sands

encountered in Early Cretaceous Gollapalli Formation from drilling evidences and log

interpretation. Additionally, one stratigraphic sand of about 5 m within

Raghavapuram has proven presence of gas. The gas was flared during well control

operation.

The production testing of the well has been planned during 2017-18 by deploying a

Testing Rig.

II. Drilling of shallow well GLK#1 was completed (T.D.- 2716 m) with no evidence of

hydrocarbon in drill cuttings & logs. The well was abandoned by putting cement

plugs.

III. The second HPHT well YLK#1 (T.D.- 5300 m) was spudded in on 04.12.2016 and

currently under drilling.

IV. Location 6 (original) was released to drill as third HPHT exploratory well. However,

due to non-availability of land, the location 6 was revised (2nd Rev) with T.D.-5700m.

Position of the location 6 (2nd Rev) is structurally down dip than the location 6

(original) as proposed vide KGB EGL-6. Considering HPHT drilling challenges for

5700m depth of location 6 (2nd Rev) and expecting higher temperature regime

~430°F, it may cause complicacy during drilling, logging and production testing. In

view of this a review was made with an objective to find out an alternate shallower

HPHT location near to TLK#1. Location 10 located at same fault corridor of

TLK#1with similar geological setting was found to be suitable for drilling.

Structurally the location 10 lies at up-thrown block of well TLK#1. The seismic data

indicate presence of similar seismic package at location 10 area as found in TLK#1.

Subsurface position of location 10 falls near one canal. It was suggested to shift the

location by 255m towards south east, which was re-examined in seismic volume and

found to be suitable for drilling a vertical hole at the revised position. Location 10

(Rev) was released as Exploratory/ Appraisal well vide letter OIL/E&D/2.2 dated

21.03.2017.

Presently, civil preparation of the plinth is in progress.

V. Drilling of first appraisal well Dangeru#2 with T.D.- 4080 m MD (3600 m TVD) is in

progress. The production testing has been planned in 2017-18.

4). DRILLING OPERATIONS:

Previous work:

The second exploratory well Balusitippa-1 (BST#1) was spudded on 09.02.2015 and the well

was drilled as directional J-profile well with a horizontal drift of 1364.44 m in79.220 at 3244

m MD. The well BST#1 was drilled down to 3275m MD (2926m TVD) and terminated

within Chintanapalli shale formation of Upper Cretaceous .No significant hydrocarbon shows

have been reported while drilling .MDT survey of 27 pre –tests carried out between 2884 m

2772.5 m suggests an impervious zone , in view of the resulted ‘Dry Test’ or ‘Lost seal’ at all

depths. Based on the observation of drill cutting samples, log interpretation as well a MDT

results, it was opined that no zone merits testing in this well and the was declared “Dry&

Abandoned”

FIRST HPHT WELLAT LOC: THANE LANKA#1

The first HPHT well Thanelanka#1 was spudded on 12.01.2016.The planned TD of the

well is 5200mTVD/BMT .This well will help in exploring the Gollapalli formation of Early

Cretaceous Synrift sediments. Currently the well is under drilling and drilled down to 3020

m.

WORK DONE DURING CURRENT YEAR (2016-17):

DRILLING OPERATION FOR THE FY 2016-17:

First HPHT exploratory well Location 9A (TLK#1) which was spudded on

12.01.2016 have been successfully completed to a target depth of 5203m and hermetical

testing was carried out on 05.10.2017. This well has encountered Gollapalli Sanstone

reservoir with number of objects identified for testing by a different rig. Thereafter, the rig

was moved to 2nd Well location 16 (YLK#1) and spudded on 04.12.2016. Currently, the well

is under drilling and drilled down to 3362m.

The third shallow exploratory well location 12 (GLK#1) was spudded on 08.10.2016

and drilled down to a target depth of 2716m by second rig. Since, no hydrocarbon was

discovered during logging, the well was permanently abandoned after placing 3 cement

plugs. The rig was then forward appraisal location DNG-A1 (DNG#2) and the well was

spudded on 07.03.2017. The well was drilled down to 1140m and presently drilling is in

progress.

MVT Training: Mines Vocational Training programme was conducted for the personnel of

Rig (M/s ESSAR and other service providers at Loc: GLK#1) in three batches.

First Batch: 33 nos personnel, Date: 10th to 15th August, 2016

Second Batch: 17 nos personnel, Date: 2nd to 8th September, 2016

Third Batch: 13 nos personnel, Date: 28th to 30th October, 2016

All are issued valid certificates.

5). STATUS OF LAND ACQUISITION & CIVIL WORKS

Land acquisition in this block is a challenging issue as the area is fertile from agriculture

point of view. The status of land acquisition and civil engineering jobs are as follows (Tables

4 & 5):

7). PRODUCTION ACTIVITY

1. Well completion and Production Testing equipment’s and consumables procurement

process completed and materials arrived. The purchased equipment will be sufficient

to cater the need for testing of non-HPHT category wells planned in the first phase of

the Drilling program.

2. Necessity to review the testing program of HPHT wells were felt during discussion

in-house. The testing plan was then later reviewed in consultation with ONGC HPHT

testing expert. It was suggested to incorporate “Silenced Flare Stack” as standard

equipment for flaring of expected high volume of gas from HPHT wells during

testing. Tender for Silenced Flare stack were floated and global experienced service

providers participated in the bidding process. The tendering process is in final stage.

3. Expression of Interest no OIL/KGB/EOI-34 was published for Hiring of Integrated

DST-TCP-SPT service for testing of Shallow wells of KG Basin. All total 8 parties

participated in the EOI process. However, later it was decided to carry out the testing

of non-HPHT wells with the contract which was in place for testing of HPHT wells.

Fresh negotiation was started with Schlumberger for integration of HPHT and Non-

HPHT well testing in the same contract to get maximum cost advantage. After many

rounds of discussion, Schlumberger have agreed to give substantial discount in the

overall contract cost in terms of

a) 40% discount on the rental cost of the Equipment’s

b) 5% discount on operational cost.

c) No mobilisation charge for mobilisation of 2nd set of equipment in the event of

mobilisation of 2nd set of equipment for testing of two wells at the same time.

d) Provision of stack rate which was not in the original contract- this will reduce

the rental charge in case of idling of the equipment for long time.

e) Additional tools and equipment’s like MCV, Packers etc which was not in the

provision of the original contract will be supplied as package for testing of

shallow wells without any additional cost to OIL.

Clubbing of the testing operation is expected to bring down the overall testing cost

considerably.

4. Explosives for testing of HPHT wells mobilised form Houston, USA. For the purpose

explosive license from PESO were obtained for landing of explosive and DGCA

licences to fly the explosives to India were obtained. All the official and legal

formalities as well as physical movement of the explosives was undertaken in a time

bound schedule which was accomplished successfully.

5. Planning for Testing of HPHT wells in consultation with Technical Consultant- M/s

RPS Energy Service is undertaken on regular basis. Bridging activity to bring all the

service provider in the same platform for compatibility of respective service tools and

equipment’s were initiated and done accordingly.

6. Production Testing of the Appraisal well DNG-2 is expected to be undertaken during

June-July’2017 and production testing of HPHT well TLK-1 is expected on July-

Aug’2017.

7. Hydro-fracturing of KG Basin Wells: Initiated preliminary discussion on Hydro-

fracturing of wells and its design philosophy with experienced service providers like

Baker Hughes, Schlumberger and Halliburton. Subsequently discussions were also

carried out with Executive Director ONGC-Rajahmundry Asset and his team. HF

Design, tools and equipment’s requirement were identified and freeze.

8. Monitoring of the Drilled Well, DNG-1 and TLK-1 on regular basis.

8) ENVIRONMENT CLEARANCE

Environment Clearance was applied for 18 locations after eliminating five (05) locations

which are falling in Coastal Regulation Zone and Reserve Forest area. The same was rejected

by EAC, MOEF&CC due to expiry of TOR validity (TOR valid up to 24.11.2014 only).

Applied for fresh TOR on 24.7.2016 to MOEF&CC seeking exemption from Public Hearing

and preparation of EIA report under 7(ii) of the EIA notification 2006. During EAC meeting

on 26.9.2016, advised to authenticate the 18 EC proposed locations from State Forest

Department and to prepare Environmental Impact Assessment report without public hearing.

Floated a tender on 24.12.2016 for carrying out EIA/EMP study and M?s Bhagavathi Labs,

Hyderabad got the contract. Completed Mobilization on 19.3.2017 and started EIA study

from 21.3.2017 and will complete by 31.5.2017.

9). STATUS OF THE BLOCK KG-OSN-2009/4 (Non-Operator)

The shallow water block KG-OSN-2009/4 with an area of 835 sq. km was awarded during

the year 2010 under NELP-VIII round to the JV Consortium of ONGC (Operator with 50 %

PI), OIL(30 % PI), NTPC (10 % PI) and A.P.G.I.C with 10% PI. The effective date of the

block is 02.08.2010. The Phase-I exploration period was for 4 years but after extension

granted on account of excusable delays and additional time for acquisition of FTG data, etc.

Phase-I is valid till 30.04.2017.

Due to non-availability of MoD clearance, GOI cleared only 317 sq.km area for exploration

in two Geographically separated parts of 184 sq.km and 133 sq.km with intervening No-Go

and High-Risk area. Due to reduction of area, the MWP was also proportionately reduced by

DGH.

As per the current understanding of G&G data including the drilled well data, the block is

rated as high risk low reward block. Further, the block is severely constrained by

MoD/DRDO regulations. The operator informed DGH through mail on 31.3.2017 to

relinquish the block after completion of FTG data acquisition without entering in to the

second phase of Exploration.

10). CONSULTANCY SERVICES

11). COST SAVING MEASURES:

1) All the services and consultancy works awarded to various parties by KG-Basin

project are monitored properly to ensure that the jobs are finished in time thereby

reducing cost. Drilling operation is monitored /supervised closely, problems discussed

in the operation meeting on daily basis for quick resolution.

2) Expenditure towards hiring vehicles for operational reasons has been reduced by 19%

in comparison to the previous years. 12). ENERGY CONSERVATION MEASURES: The KG-basin project remains committed and have exercised stringent energy conservation

measures especially in power consumption for various electrical gadgets and judicious

utilization of sanctioned kilo meterage of vehicles while taking care not to hamper project

works in general and field works in particular.

21). ACKNOWLEDGEMENT:

The efforts put by Project team in overcoming the challenges posed by local villagers during

drilling operation of the First HPHT well at Thane Lanka and the successful drilling

completion of first HPHT well in OIL’ s history is commendable.The progress achieved till

date have been due to consistent and dedicated team effort of the project team. Director

(E&D)’s constant encouragement, inspiring support and guidance from CMD, D(F),

D(HR&BD) and D(O) have been the main driving force all throughout. Team KGB would

like to place on record the cooperation, support and guidance received primarily from

Resident Chief Executive (RCE), Field Head Quarters as well as from other spheres and
