WORTH READING News from across the Worth Valley sponsored by:

Haworth, Cross Roads & Stanbury Parish Council

February—March 2016

From the Parish Council Chairman

First, I’d like to wish everybody a very

Happy New Year from both the Parish

Councillors and our staff.

Compiling a budget for 2016 -2017 has

been particularly taxing experience for

the Parish Council in recent months. At

the end of the process we’ve arrived at

a budget that we believe will result in a

very small increase and represent great

value for money.

One of the reasons that we’ve been

able to arrive at this option is that

during the last decade we’ve been very

prudent and built up some reserves

so that we could protect the community against such unexpected

happenings as election costs or a Parish Poll, both of which would

bring a fairly hefty bill from Bradford’s Electoral Services.

Fortunately, the combination of our own care and sums of money

being left over from projects that did not need all the budget

allocated to them or from projects that did not take place, we have

quite an amount of reserve cash - £20,000 - that we can now spend

with safety. And that’s just what the Parish Council has agreed to do.

In order that each of the three villages is able to receive an equitable

amount of money we are splitting the sum by the percentage that

each village contributed through the precept. As Stanbury is a small

village in both size and population there may be a need to protect

their interest by slightly boosting the sum of money available to

them.

The plan is to adopt a Participatory Budget scheme for each village.

The clue is in the title: the Parish Council will indicate how much

money it is willing to allocate from the £20,000 and it will be up to

the Councillors from each ward to organise a public meeting to

consult with residents about how the money is spent.

Participatory Budget Scheme gets go ahead

SPOTLIGHT ON....Methodists in the Worth Valley

Each month we’ll devote this page to a Community Group, issue or Charity event. If

you have something you would like to see featured on this page please email Mags at

[email protected]. Items will be on a first come first served basis and

the page may feature two events some months.

There are 4 Methodist Churches in the Worth Valley and each one has a long history of

reaching out to the community, in their early incarnations through Sunday Schools and

concerts providing education and entertainment as well as a place of welcome and more

recently as places of meetings for a variety of groups. But, the Methodist church is

much more than a community centre it remains driven by a social conscience which

looks to reach out again in new ways and offer a warm welcome to all.

New initiatives around the Valley.

Lees Library Link is now open as a replacement for the Mobile Library, in

partnership with Bradford Libraries. We have books for all ages and it is

open the 1st Saturday of each month 10-11.30am and the 2nd Wednesday

1-2.30pm. Launching on the 6th of February.

Oxenhope is also launching a Library Link -

this time in Partnership with St. Marys and

Bradford Libraries. The Methodist Church will

cater for older residents, St. Mary's for families

and younger readers. This will be open on the

2nd Saturday of each month 10-11.30am and

the 2nd Wednesday 10-11.30am. Launching on

the 13th February, again all are welcome to come and borrow books.

Haworth Chapel on West Lane will be launching a 'Food for the Soul' Lunch

and Library Scheme, run in partnership with The Welcome Project. This

will be a Pay as You Can cafe every Wednesday 10-1.30pm starting on the

3rd of Feb, where freshly cooked food will be served and people will have

the chance to borrow books and donate books to a community led library.

Marsh Chapel is starting 'Messy Marsh' at 9.30am Sunday 7th February an

alternative to a traditional Sunday School, parents can drop off their children

for an hour of stories, singing and craft. It will then run monthly on the 1st

Sunday.

It is a proven fact that reading and socialising can help with dementia, isolation and

loneliness so please feel free to drop in to any of the events, we have served our

communities for over 200 years and wish to continue that legacy for many years to

come.

4

CHAIRMAN’S PIECE continued from the front page

We went through a pilot Participatory Budget scheme in Stanbury

two years ago so we know it does work.

It will give groups from each village the right to bid for cash for

their project, or to vote on schemes put forward as being in the

community interest. Once the preferred schemes have been

identified votes can be taken to decide which scheme or schemes

can be adopted. And, so long as the money is available and the

project is both achievable and legal the money will be provided by

the Council.

The importance of having a Neighbourhood Development Plan has

been amply illustrated as one major housing development planning

application has been lodged with Bradford Council for Haworth. We

await the outcome of that application with great interest.

Having a Development Plan that will give everybody a say in what

future development is allowed is important. We need to think about

what kind of houses we need; what land is given to commercial

development and where development is allowed and where it is not.

In Bradford’s Draft Plan Core Strategy Haworth and Cross Roads

have been targeted to provide land for 400 new homes so it is

important. Our Parish is not a museum: real people live and work

here so development is inevitable – how much better if we all have

a say in the matter by deciding what we need and want in advance

so the Planners know how we feel.

Cllr. John Huxley, Chairman

Garden Waste Survey 2016

Government funding for Bradford Council

services has been cut by £167.5 million since

2010. By 2020 it is estimated the money for Council services will be reduced by

some £100 million—that is over 25%.

The collection of garden waste is not a statutory service, therefore not a service

that the Council is obliged to provide. The Council is proposing to charge for the

collection of garden waste from June 2016. A questionnaire has been produced to

help inform the future plans. This questionnaire can be filled in online at:

www.bradford.gov.uk/bmdc/Consultations/garden_waste_collections_survey

Some paper surveys are available from the Contact Point, 28 Changegate.

Inspector Alan Rhees-Cooper (pictured here) is

returning to familiar territory as he starts a new

role as the lead police officer for Keighley area.

The former resident replaces Inspector Sue

Sanderson, who retired in December after two

and a half years at the helm and 30 years of

police service.

Alan has 26 years of policing experience and has

previously led a neighbourhood policing team in

the Bradford South area. He has worked in

various roles in Bradford throughout his career,

starting out as a patrol officer in Shipley and most recently as

temporary Chief Inspector for Partnerships in Bradford District.

As a Detective Inspector, he led a project to improve the investigation

of missing persons and also headed up Bradford's public confidence

unit, which looks at ways of improving the service the force gives to the

public. "I am delighted to be joining the Keighley team and will be

looking to build on the excellent work Sue has achieved here in recent

years," said Alan.

"I have many years of experience of working with the public and partner

agencies, and look forward to making new friends across the Keighley

area. Communities are key to the success of local policing and I want

people to play their part in reducing crime and making the area safer for

everyone. These are challenging times for the police service, but I will

ensure that my team continues to listen to people's concerns and

tackles the issues which are most important to the public."

Run To

Remember

2016

In September 2012 two unarmed Police Officers, PC Fiona Bone and PC Nicola Hughes were shot and killed following a routine call to an address in Manchester. The father of PC Nicola Hughes has set up a Charity PC Nicola Hughes Memorial Fund in memory of his daughter. The aims of the charity are to provide learning opportunities and pre employment skills in the form of support through grants or services to children (under 21) who have suffered a tragic loss of a close family member through a violent crime such as murder or manslaughter. To help them to try and rebuild their lives and look towards the future. To be able to stand on their own feet by continuing with education, where financial situations may have changed, or start that course which will enable them to gain employment. Our local PCSO 360 Helen Wynn-Evans will compete in the challenge to run 2 miles a day for 100 days starting on the 20th February 2016 with the aim to raise at least £1 a day for this Charity. PCSO Wynn-Evans said, “It is a national event commencing on 20th February and I will be competing along with other members of Keighley & Shipley Police Stations to raise awareness for the charity and in remembrance of the two Police Officers who lost their lives.” If you would like to sponsor PCSO Wynn-Evans please log on to her Just giving page: https://www.justgiving.com/Helen-Wynn-Evans360 Further information about the charity is available at http://www.pcnicolahughesmemorialfund.co.uk
