Safe Trick orTreat, DowntownGrass Valley.

Halloween willkick off a dayearly on Friday,October 30thwhen Mill Streetwill be closed down between

 Neal and West Main Streets from10:00am to 1:00pm for the annual pre-school-age Safe Trick or Treat. Many

merchants will be dressed in Halloweenattire and safe, individually wrapped candy will be handed out. In addition,many of the downtown Grass Valleystores will be participating in the “GreatGoblin” Halloween Window Displaycontest.

Halloween at the Fairgrounds. Join inthe celebration of the Whitney Pavilion

at the Nevada County Fairgrounds withevents and activities for the entire fami-ly. There will be a pie auction, live

entertainment, costume and scarecrowcontests, food (hamburgers and hot-dogs) and treats for the kids. The eventruns from 2:00pm-5:00pm on Saturday,October 31st. Cost is $5.00 per person.

Harvest Festival at the First BaptistChurch, 1866 Ridge Road, GrassValley. Inflatables, carnival games,cake walks, live music and plenty of 

candy. Costumes are welcome but theyask that they not be scary. Concessionswill be available consisting of hot dogs, popcorn and cider. This free event takes place from 5:00pm to 9:00pm onSaturday, October 31st.

Fall Family Festival at the Twin CitiesChurch, 11726 Rough and ReadyHighway, Grass Valley. Games, pony

rides, hay rides, a giant slide, other inflatables and tons of candy. This freeevent will take place from 4:00pm-7:00pm on Saturday, October 31st. Hard to believe but the holiday season is fast approaching.Many organizations and volunteers are already sprinting tothe finish line in preparing for a festive foothills holiday sea-

son. Two of the most well know events in the area areCornish Christmas in downtown Grass Valley and VictorianChristmas in Nevada City. Fall Back in time on November 1stOn Sunday, November 1st it will be

time to ‘fall back” to Pacific Standard Time as daylight savings time will cometo an end. In other words, your Halloween weekend will be one hour longer as you set your clock back onehour. History of Daylight Time in theU.S. Although standard time in timezones was instituted in the U.S. and Canada by the railroads in 1883, it wasnot established in U.S. law until the Actof March 19, 1918, sometimes called the Standard Time Act. The act alsoestablished daylight saving time, a con-tentious idea then. Daylight saving time

was repealed in 1919, but standard timein time zones remained in law. Daylighttime became a local matter. It was re-established nationally early in World War II, and was continuously observed from February 9, 1942 to September 30,1945. After the war its use varied among states and localities. TheUniform Time Act of 1966 provided 

standardization in the dates of begin-ning and end of daylight time in theU.S. but allowed for local exemptionsfrom its observance. Arizona, with theexception of the Navajo Nation, and Hawaii are the only states that put day-light savings time into effect. Also theAmerican territories of AmericanSamoa, Puerto Rico, Guam and theVirgin Island stay on standard time allyear round. The Act provided that day-light savings time begin on the lastSunday in April and end on the lastSunday in October, with the changeover to occur at 2 a.m. local time.

During the “energy crisis” years,Congress enacted earlier starting datesfor daylight time. In 1974, daylight time began on January 6th and in 1975 it began on February 23rd. After thosetwo years the starting date reverted back to the last Sunday in April. In 1986, alaw was passed that shifted the startingdate of daylight time to the first Sunday

in April, beginning in 1987. The endingdate of daylight time was not subject tosuch changes, and remained the lastSunday in October. The Energy PolicyAct of 2005 changed both the startingand ending dates. Beginning in 2007,daylight time starts on the second Sunday in March and ends on the firstSunday in November.

The annual Empire Mine HolidayOpen House will take place on theFriday and Saturday, November 27thand 28th, after Thanksgiving. The minegrounds and the Bourn Cottage will beadorned in holiday adornments from the past. Many of the volunteers will also be period dressed to provide you with aglimpse of Christmas from the early1900s as well a those volunteers whowill be portraying mine workers. Tours

of the mine’s machine and wood shop, blacksmith shop, compressor house,hoist house and the mine shaft will beongoing both days. Live music will be playing in the cottage while cookiesand cider will be served in the cottagekitchen. Mr. and Mrs. Claus will be

on hand to receive Christmas wishes

from the children.
