PREAMBLE

A church can be described in many ways. On the surface, one could say Foothill Covenant consists of several

church buildings on the corner of Oak and Truman. The architecturally impressive main building contains a

beautiful sanctuary in addition to a nursery, Fireside room, Choir room and several offices. Adjacent to it is

the “Ark” which houses Sunday school classes and larger church meetings and activities. The property also

includes a corner lot “parsonage”, a large open lot, and an L-shaped parking lot. We have sufficient savings

to pay off our small mortgage in full. The broader church finances are in the black. The 74 member church

is located adjacent to two excellent schools – Mountain View High School and Oak Elementary School. We

have a very favorable reputation in the community. In addition to the current congregation, many others

identify positively with Foothill throughout our valley, our state and the country.

This surface view, though accurate, does not begin to tell the story of who Foothill Covenant Church is. In

the following pages we present a wider panorama of life at Foothill Covenant. You’ll learn more of who we

are, what our history is, how we connect to the broader Church, what our hopes and dreams are, and what

challenges and opportunities are present within Silicon Valley where we reside.

Foothill Covenant Church, though currently a small church, has great possibilities to reach others with the

Gospel, to nurture one another toward maturity in Christ, and to serve the world wide kingdom of our Lord

in significant ways.

WHO ARE WE?

We are a community seeking to know God’s grace, mercy, love, and truth. Our fellowship is in Christ whose

life, death and resurrection brought us to new life and whose Spirit is at work within us individually and as

a community transforming us by His Word.

We are a warm and inviting fellowship whose members genuinely care for each other. One thing that makes

our fellowship unique is an open sharing and prayer time on Sundays. We have evangelistic hearts, but also

a desire for strong internal spiritual formation. Our church consists primarily of young families (25% of our

fellowship is under the age of 11) and an older generation (30% of our fellowship is over age 65), with

significant interaction between the two. Our careers tend to be business/professional in nature, and our

fellowship is primarily Caucasian (85%) though we share our facilities with Asian fellowships and would

like to see a demographic make-up more reflective of our community. We are small in number, but we have

a significant community outreach. We are an open community with freedom to follow the LORD as the

Scriptures and our conscience guide us. We are clay pots in God’s hands.

We are a covenant church not a creedal church. We covenant to seek the LORD together; to worship Him,

follow Him, and serve Him. We accept the Holy Scriptures, Old and New Testaments as the Word of God and

the only perfect rule for faith, doctrine, and conduct. We also acknowledge that as sinful and imperfect

beings, our interpretation of the scriptures can be imperfect and that the Lord can speak to different people

in different ways at different times. We therefore accept the reality that there is a diversity of scriptural

interpretations within our church body, but we are unified in our search for God’s perfect truth as written

in the Bible.

Our members are Calvinist and Armenian, Lutheran and Catholic, Pentecostal and traditional, Eastern

Orthodox and generic seekers, mainline denomination and no denomination at all, an eclectic collection of

Jesus followers; in a word – a mixed multitude.

From within our congregation we have sent people to serve Native Eskimo, Central and South American

countries, unreached people groups within communist China, Hispanic college students, bar girls in

Thailand, floating hospitals off the coast of Western Africa, Chad, island people off of Madagascar, and many

other places. Associates of our congregation serve island peoples of the Pacific, International Students at

Stanford and in Japan, Theological Studies in Bulgaria, as well as local ministries for French Bible studies,

Iranian Churches, and Armenian believers.

Over the years our genuine and vital congregation has impacted a diverse span of humanity. Those with

whom we have ministered include Iraqi, Japanese, Argentinean, mainland Chinese, African American,

Brazilian, Israeli, multiple Europeans; Hindus, Buddhist, pagans, new agers, atheist and nominal Christians.

We’ve attracted Democrats and Republicans; the highly educated and the high school dropout, teens and

the elderly, the addicted, the stay at home mom, the workaholic and the unemployed, struggling families,

singles, widows/widowers and the twice divorced. We love to discover and experience God’s grace in each

one.

We have a varied and long heritage. Today, we are a small congregation with BIG dreams. We are making a

fresh start. We are seeking to learn more about Christ’s love and character through study of His Scriptures.

We are seeking to balance a desire for truth with a clear focus on Christ’s love and grace. We want to see

every tongue and tribe and nation bow at the feet of the one we call LORD. Our differences sometimes

stretch us; nevertheless, we love to be together. Won’t you join us on the journey?

HISTORICAL PERSPECTIVE

In January of 1959, Covenant

churches in San Jose and Redwood

City formed a survey committee to

find a site for a new church in the

Mountain View-Los Altos area. A 3.7

acre site on the corner of Truman and

Oak was purchased in December of

1960. A six-family steering

committee, made up of families from

both churches, was organized.

Sunday evening services were

initiated in the Mountain View

Women's Clubhouse February 26,

1961. Mid-week services for prayer

and Bible Study met in the various

homes. In April, 1962 a parsonage

was purchased and a unanimous call

was extended to Rev. John

Notehelfer, an associate minister at

Peninsula Covenant Church in

Redwood City. A newly established

Sunday school then necessitated a

move to the Mountain View Masonic

Temple, and there the charter

membership was closed with 58

members on December 2, 1962.

Ground breaking for the new church

at the Truman-Oak site was June 30,

1963, with the church being

dedicated on January 26, 1964.

"Covenant House" on the corner of

the property was purchased in 1966

to extend the facilities for growing

Christian Education needs. It was at

this time that the church property

was annexed to the city of Los Altos.

By 1973 a larger sanctuary was

needed and ground breaking for the

new sanctuary was held on Easter

Sunday, April 18, 1976. The first

worship service in the new sanctuary

was held on March 6, 1977.

Over our five decades we’ve had four

senior pastors and several interims.

We learned from each one in the

different eras at Foothill. Throughout most of our

years, a vital Youth Ministry has thrived with

sustained support from the whole congregation. All

young students growing up in the church knew that

any short-term or long-term missionary endeavor

they would like to commit themselves to would be

prayerfully and financially supported by the

congregation. Trips to Mexicali, houseboat camps,

weekly Bible study groups and very active youth

gatherings nurtured many who not only became

followers of Jesus but serve Him today as pastors,

elders, missionaries, business folks, doctors and the

myriad ways God calls us. Our faithful LORD

remains the constant.

We believe that the strong foundation built over

the past 49 years of ministry gives us guidance to

nurture the growing edge of our church today. The

historical perspective we gained is important in

that it gives us guidance for ministering to the

group of young families we currently serve.

Children, youth and family ministries have always

been a hallmark of ministry both within our

church and to the community around us. Renewed

energy has come to stir these foundational tenets

of ministry into active service as we have a recent

influx of children from newborn to age 10. The

legacy of this body of believers over its years has

been a broad far-reaching evangelism.

Foundational training has been provided through the years

for many who have gone into full-time ministries

around the world. Others have stayed in our midst and

provide leadership in our community. We have

intentionally and effectively gone beyond our church

doors to serve the disadvantaged in many ways. FCC

sponsored a family from Vietnam many years ago, and

rejoices to see the young man from that family in his

business today in our community. We have reached

into lives, through missionaries from our midst, to

assist Africans with great medical needs by securing

surgery and treatment as needed. We also support a

ministry of one of the men in our congregation to

bring breakfast and Bible Study to a group of homeless men in our community.

Currently our ministry focuses on our sizable and growing group of very young children. Children’s

sermons, family-oriented activities and efforts to minister inter-generationally help shape our community.

We have always been known as a welcoming congregation with easy access to areas of service as anyone

feels called. We are not so steeped in tradition that we are not open to fresh ideas which are honoring to

God.

We meet each Sunday morning in the sanctuary to worship God - through song, uplifting each other in

prayer during the special Sharing Time, and hearing the Word of God. A time of fellowship and

refreshments follows the service.

FELLOWSHIP GROUPS

GENESIS/NUMBERS

Two separate groups both designed for families with young children. They meet on Thursday evenings to

enjoy topical studies, fellowship and mutual support.

COVENANT GROUPS

Small group gatherings that are designed to bring people together in fellowship, community prayer and

accountability.

WOMEN’S BIBLE STUDY

A weekly Bible study open to all women interested in studying the Word of God in depth and supporting

each other in prayer.

Men’s fellowship time that includes guest speakers and discussions on topics important to men.

An informal Thursday morning gathering of moms and preschool age kids who want to take time to share

time that families from both the

church and community can bring the

straw maze, and lots of fun treats!

CHRISTMAS CARING PROJECT

A church-wide project of gathering food, Christmas gifts, and new and used clothing to make Christmas

special for needy families. The families are referred to us by the Santa Clara Valley Department of Women

and Children Services.

SPECIAL EVENTS

This year we have had several special

events that added to the excitement

at Foothill. For example, Jack

Pearson, a talented children’s folk

singer, joined us to entertain both

children and adults in our church and

community with an amazing array of

songs, dancing, and interesting

musical instruments used together in

a variety of ways. Also, we recently

hosted a traveling group of

Micronesian college students for a

meal and an evening filled with

music, dancing and touching stories

of how the Lord has been working in

their lives and in their country.

OTHER ACTIVITIES THAT TAKE PLACE AT FOOTHILL COVENANT CHURCH

BIBLE STUDY FELLOWSHIP (BSF)

BSF meets at Foothill each Tuesday morning from 9-12 during the school year. Anybody is welcome to

come, sign up and join for a systematic study of the Bible.

GRACE COMMUNITY COVENANT CHURCH

We share our facilities with Grace, a vibrant church community of Asian Americans and friends who believe

that personal and community transformation happens when we are engaged together in loving God, each

other, and our world.

FRENCH CHURCH

This is a body of Christians who worship the Lord in French on Saturday evenings. It is open to anyone in

the community who would like to attend services and fellowship with French-speaking believers.

OTHER FACILITIES USAGE

Foothill’s facilities are used by many groups in the surrounding community including: Girl Scouts, River of

Life Korean Church, Calvary Armenian Church, Al-Anon meetings and the county election committee.

An outreach ministry, led by an FCC member, offering a hot meal and church service to the homeless

community in the Bay Area.

An hour of stretching and mild exercise, taking place each Wednesday at noon, led by a Foothill member.

A Bible study, led by an FCC member, in a nearby senior citizen community.

COMMUNITY PREGNANCY CENTERS

FCC members are actively involved in supporting and ministering at these pregnancy centers.

FCC also supports a number of missionaries and ministries, including: Green Pastures, Community Service

Agencies, Stanford International Students, Transformed Life, Liberian Relief fund, Mission Springs, the

Pacific Southwest Conference, and the Evangelical Covenant Church.

IN WHAT CONTEXT DOES FOOTHILL SERVE?

Foothill Covenant Church resides in the heart of Silicon Valley, a high tech center of innovation. Silicon

Valley is the area otherwise identified as the Santa Clara Valley or South Bay Peninsula of California. It takes

in towns that include Mountain View, Sunnyvale, Los Altos, Los Altos Hills, Cupertino, Palo Alto, Santa Clara,

and parts of San Jose. It is an area of diverse culture with the Caucasian and Asian populations comprising

the largest two groups. The Hispanic and East Indian ethnicities are not far behind, comprising a very

sizeable percentage of Silicon Valley.

Throughout our Valley; in ethnic markets, restaurants, at the gas station, in our public schools, one can find

people groups from among all the nations. A high premium is placed on education and excellence. The

presence of Stanford University and its graduates influenced the creation of many new companies over the

years, a tradition that continues today. World class entertainment, global companies, Nobel Prize winners,

collegiate and professional sports, a year-round climate that is second to none: all add to the vibrancy of

Silicon Valley.

With all this public pizzazz, there are also great needs present. Within our high cost of living environment,

many struggle with economic survival. Spiritual life is void for many. Paganism, eastern mysticism, atheism,

and hedonism thrive among many. Emotional/family struggles are evident with divorce, depression,

narcissism, workaholism, and other addictive dynamics broadly present. Need abounds in the midst of

affluence. The overall struggles of the economy only compound these issues.

Population growth in Mountain View, Sunnyvale, Cupertino, and Los Altos has remained relatively flat in

recent years. The predominant median age in this area is higher than the national average. Approximately

50-70% of the people are between the ages of 18-65 years old, and 10-15% are older than 65. As for young

people up to the age of 18 years, the percentages range between 18-27%. Approximately 94% of the people

in Silicon Valley have finished high school and approximately 66% are college grads. To accurately describe

our community, you would have to describe “us” as a fairly well-educated, technology oriented group of

people who have busy lifestyles. We are also a culture that lacks a strong sense of community, and, in recent

years, we have struggled significantly with the economic downturn and loss of jobs for many.

Where does our church fit into this culture? In this culture that lacks a strong sense of community, Foothill

Covenant Church is a church with a strong family focus and a wonderful sense of intergenerational

community. Each generational group sees the need and the importance of the other generational groups in

knitting us together as a supportive body of believers. We are also a church in which the congregation

reaches out to newcomers and tries to make people feel welcomed and part of the church family. We are a

church that is firmly rooted in the belief that the Lord wants us to serve as encouragers of young families

and children and grow them in faith and love of Him. We realize that as Christ’s hands and feet, every one of

us has been given various gifts to use in service and ministering in Jesus’ name.

However, we have shortcomings that are often found in the Silicon Valley culture. For one, we find it

difficult to communicate well with each other. Another struggle is how we can develop deeper and more

lasting relationships with believers and seekers. We also grapple with attracting families from the

community who are so busy that they don’t prioritize faith and the importance of spiritual growth in Christ.

We are a small church placed in a strategic area. We need to focus on the key goals the Lord desires of our

congregation so that we grow and reach out to our community at large.

THE EVANGELICAL COVENANT CHURCH: WHAT IS IT?

The Evangelical Covenant Church is a communion of congregations gathered by God, united in Christ, and

empowered by the Holy Spirit to obey the great commandment and the great commission. It affirms its

companionship in faith with other church bodies and all those who fear God and keep God’s

commandments.

The Evangelical Covenant Church adheres to the affirmations of the Protestant Reformation regarding the

Bible. It confesses that the Holy Scripture, the Old and the New Testament, is the Word of God and the only

perfect rule for faith, doctrine, and conduct. It affirms the historic confessions of the Christian Church,

particularly the Apostles’ Creed and Nicene Creed, while emphasizing the sovereignty of the Word of God

over all creedal interpretations.

In continuity with the renewal movements of historic Pietism, the Evangelical Covenant Church especially

cherishes the dual emphasis on new birth and new life in Christ, believing that personal faith in Jesus Christ

as Savior and Lord is the foundation for our mission of evangelism and Christian nurture. Our common

experience of God’s grace and love in Jesus Christ continues to sustain the Evangelical Covenant Church as

an interdependent body of believers that recognizes but transcends our theological differences.

The Evangelical Covenant Church celebrates two divinely ordained sacraments, baptism and the Lord’s

Supper. Recognizing the reality of freedom in Christ, and in conscious dependence on the work of the Holy

Spirit, we practice both the baptism of infants and believers. The Evangelical Covenant Church embraces

this freedom in Christ as a gift that preserves personal conviction, yet guards against an individualism that

disregards the centrality of the Word of God and the mutual responsibilities and disciplines of the spiritual

community.

The Evangelical Covenant Church has its roots in historical Christianity, the Protestant Reformation, the

biblical instruction of the Lutheran Church of Sweden, and the great spiritual awakenings of the eighteenth

and nineteenth centuries. These influences, together with more recent North American renewal

movements, continue to shape its development and distinctive spirit. The Evangelical Covenant Church is

committed to reaching across boundaries of race, ethnicity, culture, gender, age, and status in the

cultivation of communities of life and service.

FCC is a member church of the Pacific Southwest (PSW) Conference of the Evangelical Covenant Church.

Though our church polity is congregational we have a strong sense of “being in it together” within the

broader Covenant Church, particularly our conference. The Pacific Southwest Conference serves

congregations throughout California, Arizona, Nevada and Hawaii. Foothill Covenant is fortunate to be in

close proximity with the PSW Conference’s Mission Springs Christian Camp and Conference Center.

THE COVENANT MISSION

We are united by Christ in a holy covenant of churches empowered by the Holy Spirit to obey the Great

Commandments and the Great Commission:

To love God with all our heart, soul, strength, and mind;

To love our neighbor as ourselves, and

To go into all the world and make disciples.

WHAT TYPE OF PASTOR DO WE BELIEVE GOD HAS FOR US?

According to Titus and Timothy, a pastor is to be a trustworthy leader with an urge for good works who is

blameless and beyond reproach because of his/her good reputation. The pastor is faithful to his spouse if

he has one, is called to teach, is self-controlled and not given to violence, dishonesty, or quarrel. He is not

given to material excess or anything else that would distract his focus from the Lord. He is one who is not

overbearing, is hospitable and ministers with a gentleness of spirit to others. He manages the affairs of his

family and his ministry well, is an encouragement to others, and is well disciplined. He leads a holy lifestyle,

is called to teach, and has a passion for sound doctrine. We seek a pastor with all of these traits.

Foothill is a diverse and close community whose members have a passion for the Lord, for His Word, and

for each other. We have taken time to pray and discuss the type of pastor we believe the Lord has for us.

Some traits we believe he will possess are listed below. Above all, we seek the Lord’s leading to find our

next pastor and view most of these as guiding principles, not absolutes.

KEY TRAITS FOR A PASTOR AT FOOTHILL COVENANT:

Foothill’s pastor will have a close, personal walk with the Lord. He will lead by example. There is no

trait we believe is more important than a close, personal relationship with Christ and a passion for the

cross. Our next pastor will be a humble servant of Christ seeking His glory above all else, and this

relationship will be the driving force behind all that the pastor says, thinks, or does.

Foothill’s pastor will be a sound biblical preacher who possesses the gift of teaching. We are a diverse

body, but we are united in our belief that God’s Word is the only perfect rule for faith and life. Our next

pastor will have a deep understanding of God’s Word, a passion for His truth and an ability to speak this

truth into the lives of others. He will, however, be comfortable in an environment with others who may

have different scriptural interpretations on issues outside the fundamental tenets of the faith, and will seek

to grow in understanding together with the flock he shepherds. He will seek to teach the Scriptures in

depth to exhort us to faith and action for God’s glory. Our congregation has expressed a desire for an

expository preacher, and while we take note of this, we are seeking the person the Lord has called rather

than a specific preaching style.

Foothill’s pastor will be a visionary leader who inspires and builds consensus, but who also has

administrative gifts. An effective leader at Foothill will be one who can recognize the gifts and passions of

this body, who can connect these to the direction God is leading our church, and who can marshal the

resources of the body to bring this vision to fruition. Our church has many committed believers, and while

we are tight-knit interpersonally, one thing we have been lacking is a common direction that unites our

gifts with a vision of what the Lord wants us to be. It is our prayer that our next pastor will help us grow in

this area. We also need a pastor who is able to build, equip, and mobilize our members for leadership. The

small size of our church also necessitates a pastor that can wear many hats and who has good organization

skills.

Foothill’s pastor will have a heart and vision for the external community and a gift set that builds and

challenges the internal community. In the identity work we did as part of the pastoral search process, one of the

key distinctives of Foothill is its heart for the community. Despite our small size, we host a number of community

events each year, and we are seen as friendly and welcoming by those in our neighborhood. Our prayer is that our

next pastor can foster an even deeper engagement with those around us along with an increased level of

intentionality in the ministry and outreach we do. Our pastor will also nurture increased spiritual understanding

and maturity on the part of our members through teaching, action, and internal spiritual development. He should

also be someone who seeks reconciliation and forgiveness between members when conflict arises, and who has a

heart for the unity of the body.

WHAT FUTURE DOES FCC ENVISION

WHERE ARE WE HEADED? WHEREVER THE LORD WANTS TO TAKE US!

This response reflects a mixture of realities. First, it is biblical not to be presumptive of the LORD and

dictate what tomorrow will bring. It is also obedient to be open to the LORD’s guidance and His freedom to

do as He pleases. Nevertheless, the second element of this response comes from a measure of uncertainty

regarding our future. Today we do not have a clear set of plans for where God wants to take us. We have yet

to sense a specific calling for Foothill Covenant on which to focus our energies and outreach. At the same

time, the third reality we are keenly aware of is the LORD’s purpose for each of us individually and

collectively as the church. We know we are called to be conformed to the image of Christ. We seek greater

personal and corporate spiritual maturity. We know the LORD wants to use us in our community and in our

world to reflect His glory, to be salt and light, to proclaim the good news and to perform the good deeds He

has for us (Ephesians 2:1-10). BUT, what might the specific shape of ministry in FCC’s future look like? Here

are some of the elements at play that we know about now which will be in the mixture for our future:

1. Grace Covenant Church, a second generation pan-Asian community, will share our church property

beginning in March 2011. The possibilities for common ministry, cross cultural growth and

advancing the Kingdom together are extensive.

2. The largest segment of our church is young families with new babies, toddlers and preschoolers.

Nurturing these families and their children is a high calling and an avenue into expanded impact in

our community.

3. We have a number of participants who are in the later stages of life. The opportunities are plentiful

to learn from them and to be faithful together as a community to care for our elders.

4. We have a unique mixture of needs. Al-Anon meets on our property; three sex offenders are

associated with the congregation; we are open about struggles in our marriages; we are unafraid to

acknowledge mental illness within us.

5. Our rich heritage in missions and youth ministry open possibilities for the future. Our facilities,

proximity to Mountain View High School (and several other schools), a congregation willing to give

and serve, and the power of the Gospel give significant potential for the Kingdom should God

develop the right catalyst for ministry.

THE APOSTLES' CREED

I believe in God, the Father Almighty,

the Maker of heaven and earth,
