Overview

• It is a requirement within all sports stadia to have a Fire Alarm system in order to protect both persons and building areas of the stadium.

• The Classification is normally identified by the Local Fire Officer, Building Control Officer but typically all areas as L1 Classification.

• Fire Alarm Control Panels are typically located in both Stadium Match Control Room for match day event condition, and Main Reception Lobby for normal non match day staff protection, Fire Brigade response position.

• Audibility within Stadiums are typically linked to the Voice Evacuation System, as audible voice messages, namely PA/VA via use of Audible Speakers.

• Visual Indication is typically located within Licensed Areas, Lounges, Toilets, High background noise areas.

Overview

• Closed Circuit Television Systems (CCTV) are primarily used as a key public circulation monitoring tool, positioned in key locations identified by each specific requirement to aid the match day stadium safety and security operation out of hours.

• As a rule of thumb for larger object distances, fully functional Pan, Tilt, Zoom camera used, along with fixed position cameras in entry/ exit routes.

• Typical Licensed Bars, Food Kiosks where cash and public congregation require a more discreet and in some cases vandal resistant type of camera use .

• Stadium CCTV control on Match Event Mode is normally

located within a secure and controlled environment with

only authorised user only.• Data Protection Act requirements are to be met with

correct signage and controlled documentation in place.

Overview

• Emergency Voice Communication Systems form a very important component part of secure communication around public circulation and refuge stairwells within the stadium.

• Typically there are 2 types of model, Type A being use for Emergency Fire Telephones, whereby the Steward Operator should be no more than 30 metres from any Fire Telephone, and Type B used on emergency fire escape stairways, and known generally as Refuge EVC outstations.

• Communication Control to enable two way and Full Duplex Speech is typically located within the Stadium Match Control Room, and Refuge EVC Control with use during normal non match event is typically located within the Reception Entrance Lobby Area.

• Both unique location visual and audible identification.

Overview

• Audio Frequency Induction Loop Systems (AFILS) are a specific requirement to be used in conjunction with DDA requirements to aid the communication for both Sight Impaired and Hearing Impaired within the Stadium.

• These form a key component to the match day experience to receive both emergency voice communication, emergency evacuations etc. And also normal Stadium DJ public announcement.

• Seating and Standing areas around the stadium are protected via use of OFCOM Licence Free Aural aid radio systems thus providing total independence of each sight and hearing impaired user within the pitch side environment enabling them to sit or stand along with their family, friends etc.

Overview

• Secure and control authorised users entry into key and controlled offices, cash room, control rooms etc.

• Typical means of user entry is via digital coded keypads, hands free proximity, and swipe cards etc. With secure side of each door having the Request to Exit and Emergency override Green break glass units

• Keep plates fitted to the door to retain the door closed against the magnets when used, along with DDA Automated door openers use for disabled persons entry/ exit.

• Smart Card Ticketing Technology used to aid the Sales & Marketing teams within the Clubs to use as a loyalty card and how much usage attendance etc..

Overview

• Public Announcement used specifically to provide controlled voice messages and Match Day Stadium DJ background music atmosphere.

• The P.A. System is integrated into the Emergency Fire Alarm activation automatic and manual operated system to provide inputs into the Voice Evacuation System, as it is frowned upon to have conventional fire alarm electronic sounders in operation which can in large public areas, create panic and uncontrolled congestion.

• Match day experience various levels of priority inputs are provided, to enable Match DJ background music and announcer to communicate, along with priority Master Input 1 Emergency Override Microphone.

Fire AlarmSystems

Fire Alarm Systems : It is a requirement that all fire detection systems are installed to meet the BS standard of 5839. A combination of automatic detection and manual call points to form part of the overall fire detection and alarm systems.

Consideration should be given to install fire detection systems within the following areas:

All internal concourse areas, all floors, Toilet areas, within all office and changing room areas, store rooms and under seating voids, all areas where the public have access.

Each stadium will have site specific requirements and all systems should be installed to meet the requirements of the Local Licensing Authority standards. All fire alarm devices are spilt into zones and wired back to main fire alarm networked panels which may be installed within each stand and within the Match Control Room.

Within UK Stadia it is normal practice to combine the fire detection system and the public address system in order to provide a voice evacuation system. Please refer to public address system voice evacuation.

PA/VA Audio : In order to provide clear communication to the general public in and around the sports stadia, a dedicated public address system is installed. The proposed PA system is installed to provide communication to selected areas within the stadium and stadium seating area, together with selected external areas around the stadium complex.

Combinations of different types of speakers are installed within the following areas:

Internal office, Hospitality areas, Internal Concourse areas and stairwells, All toilet areas, Stadium Bowl seating areas.

External to the building adjacent to entry turnstile blocks and final exit gates. The control of the public address system is normally from the match control room. The cable distribution system comprises of LSF flame resistant cables throughout, all to be installed in accordance to BS5839 Part 8.

As part of the public address system it is normal practice to provide the facility to select pre recorded emergency messages over the public address system. The PA/VA system is interfaced with the stadium fire detection system which allows pre programmed messages to be broadcast in the selected fire alarm zone.

Emergency Voice Communication/Disabled Refuge Alarms are provided to allow disabled persons or their carer to speak directly to the match control room in the event of an emergency.

Each wall mounted unit is full duplex (speech 2 ways) within a designated safe refuge area so that a disabled person can wait for instructions in the event of any emergency. All local speaker units are wired back to the match control room via LSF flame resistant cables. Each system would be designed to meet BS 5588 and BS 5839 Part 9.

Disabled WC Toilets are fitted with ceiling mounted pull cords complete with reassurance lights, together with a localised audible alarm unit. A local visual alarm display unit is installed outside the toilet area complete with a local reset unit.

Each disabled toilet alarm is wired back to the stadium match control room and monitored via the main alarm monitoring station. A repeater panel is normally installed within the main reception or general office area complete with a display panel which indicates the location of the calling party.

Each system is displayed to meet the site specific requirements.

InductionLoop

Induction Loops (Afils) FM radio system are installed within selected areas of the stadium bowl seating areas. Induction loops are also installed within selected function rooms, board rooms and conference suites.

The above systems are interconnected into the main stadium PA/VA system in order to allow hard of hearing people hear all announcements. All systems are installed in full compliance with the relevant building standards and DDA requirements, together with the Green Guide for Sports Stadiums.

Counter type induction loop systems are installed at the ticket office windows, information desk and reception desks. Each of the above systems will be stand alone systems and not normally interfaced with the PA/VA system.

CCTV System : A combination of fully functional pan, tilt and zoom (PTZ) cameras and fixed position CCTV cameras are installed in and around the sports stadia complex.

These areas include:• External approach roads to the stadium. • Externally to the main entry turnstile and final exit gates.• Within inner Concourse and circulation areas to all floors as required.• With the Stadium Bowl to view all seating areas within each stand.• Public circulation areas.

All installed CCTV cameras are wired back to the match Control Room were all images can be viewed on control TV monitors and images are stored onto DVD recorders.
