INTRODUCTION During the 2009 G-8 Summit in Italy, the U.S. and other donors pledged to invest billions of dollars in agriculture and poverty reduction. They also committed to follow the Rome Principles for Sustainable Global Food Security, a set of aid effectiveness principles adopted by the international community. Subsequently, in 2015, the United States and United Nations member states made a global commitment to end hunger and malnutrition by 2030 in adopting the Sustainable Development Goals. The U.S. initiative launched in response to these commitments is known as Feed the Future (FTF). Led by USAID’s Bureau for Resilience and Food Security (USAID/RFS), FTF draws on the agricultural, trade, investment, development, and policy resources and expertise of 11 federal agencies.

Further evidence of the U.S.’s commitment to global food security is the 2016 Global Food Security Act (GFSA). The GFSA allocates $7 billion for a “comprehensive, strategic approach for United States foreign assistance to developing countries to reduce global poverty and hunger, achieve food security and improved nutrition, promote inclusive, sustainable agricultural-led economic growth, improve nutritional outcomes, especially for women and children, and build resilience among vulnerable populations, and for other purposes.”i Shortly after GFSA became law, USAID presented its five-year Global Food Security Strategy (GFSS) (2017–2021)—the blueprint document to implement the second phase of FTF and the new law. The strategy sets forth a whole-of-government approach to implement GFSA/FTF with three interrelated but independent objectives: 1) inclusive and sustainable agricultural-led economic growth; 2) strengthened resilience among people and systems; and 3) a well-nourished population. This integrated approach aims to fortify all participants in the food system, but especially women, the extremely poor, small-scale producers, youth, marginalized communities, and small and medium enterprises.

In 2013, USAID initiated the Food Service Security Center (FSSC I), a five-year program to support USAID’s implementation of FTF by providing world-class experts who, working together with USAID staff, successfully supported and helped identify lessons learned and developed the tools and approaches in which GFSS is grounded. In 2019, the second phase (FSSC II) of the program was launched. Under the direction of the International Development Group (IDG), FSSC II provides technical assistance to further RFS implementation of the GFSS in an effective, efficient, and sustainable manner. FSSC II offers a suite of technical expertise supporting GFSS’ intermediate results. Specifically, FSSC II technical experts deliver a broad range of integrated, knowledge-driven technical services for each of the project’s core objectives: 1) State-of-the-art expertise for program and project design; 2) Expert analyses and problem identification; and 3) Capacity building to incorporate the core objectives of GFSS into programming.

ACHIEVEMENTS AND RESULTS This quarterly report covers the period from January 1, 2021 through March 31, 2021. During Quarter 3 of Year 2, the FSSC II team managed on-going assignments while continuing to respond to new requests by RFS with high quality professionals. Rapid response and superior customer service remain the hallmarks of the FSSC II program that guide our team. Major highlights during the quarter include:

Database Operations: A key objective in building the database is to have immediate access to qualified candidates who meet RFS’ needs. The database houses CVs of professionals in virtually every area of food security from activity/program design experts to nutritionists and climate change professionals. CVs in the database mirror RFS’ technical needs. At the end of Quarter 3, FSSC II had 451 professionals registered in the database. The FSSC II database has continues to be a useful recruiting tool for the team, evidenced by the fact that 94 percent of the consultants placed on RFS assignments are directly recruited from the database. Building the database has been a joint effort with USAID who has recommended and vetted many of the candidates in the FSSC database. The team carries out regular maintenance of the database and consultant profiles to ensure it meets USAID’s needs.

Swift Placement of Assignments: At the end of the quarter, FSSC II had 33 consultants under contract working with USAID both in Washington and in Missions. Of the 30 assignments underway during the quarter, 17 supported operating units within RFS, and 13 assignments supported USAID Missions. Because of the pandemic, most of these professionals are working in the U.S. remotely. The FSSC II team recruits, negotiates, and contracts consultants within two weeks of receiving the Statement of Work (SOW) from USAID. However, because of a new USAID requirement to obtain facilities access clearance, the contract start date is delayed until the SEC grants facilities access clearance. This process can take approximately 4-6 weeks. Once their clearance is granted, consultants must then take a two-day New Employee Orientation before they can start work under the direction of their USAID technical supervisor.

Addition of Top Talent to the FSSC II Roster: With the help of USAID/RFS through their recommendations, we continue to add top talent to the FSSC II roster. During the most recent quarter, we added 25 new professionals with expertise in program design, agriculture and trade, WASH, gender, diversity, and Inclusion among other areas.

MEL Plan Indicator Results: FSSC II’s Monitoring, Evaluation and Learning (MEL) Plan outlined three indicators to be measured and reported on a quarterly basis. The first indicator is “percent of technical assistance requests received and responded to by the FSSC II.” During the quarter, FSSC II received nine new requests from USAID via approved SOWs. Of these nine new requests, FSSC II responded to 100 percent with potential candidates meeting USAID’s specified criteria. The second indicator is “percent of consultant contracts executed within 48 hours of the FSSC II receiving USAID COR approval.” Of the thirty assignments managed during the quarter all consultants were hired with contracts executed within 48 hours of COR approval. The third and final indicator is “number of knowledge products disseminated through the USAID Development Clearinghouse (DEC) and in partnership with Agrilinks and other existing platforms”.

During the quarter, four technical reports and three operating reports were posted to the DEC. The technical reports included: 1) the “RFS Inclusive Hiring Project”, 2) “The impact of the COVID-19 pandemic on Uganda’s agricultural sector”, 3) “Agroindustrialisation in Uganda, and 4) “COVID-19 Modeling and the Crop Cycle”. The operating reports consist of quarterly and annual reports.

International Travel: Although travel has not been resumed for most consultants due to the ongoing COVID-19 pandemic, USAID requested FSSC II to arrange travel for one consultant to continue their work in the country of their assignment (TO 221—South Sudan). Another consultant remained in the DRC (TO 149) for part of the current quarter. It appears that the Missions are gradually requesting consultants to work in country.

PRINCIPAL ACTIVITIES There are two annexes at the end of the report. Annex 1 shows all assignment activity that took place during the quarter and Annex 2 shows all new requests made during the quarter.

Annex 1 shows that at the end of the quarter 27 projects were in process and three assignments were completed and closed. These are there are: 1) TO 128—Knowledge Management Specialist for RFS, 2) TO—203 USAID/Senegal’s Senior Technical Advisor for SRTO, and 3) TO—213 Knowledge Management Specialist for RFS. Assignments listed as “In Process” received COR approval and the consultant started work before the end of the reporting cycle. Assignments listed as “Initiated” did not receive COR approval before the end of the quarter. Assignments listed as “Active” had the consultant under contract, but they did not start the assignment by the end of the reporting cycle. Assignments labeled as “Closed” had all technical work completed during the quarter.

Annex 2 shows we received nine new requests from USAID during the period under review. Most of these have already been approved and are in process. Three are in the “initiated” phase, waiting on USAID selection of candidates and one SOW was canceled.

FSSC II strives to collect as much data on given SOWs to better anticipate future USAID needs. For example, we track client demand by sector as shown below. This table clearly shows the breadth of food security expertise offered by the project. The 30 assignments attended could be categorized as follows:

BUDGET

Expenses The estimated cost for the performance of the FSSC II contract is $21.8 million over a five-year period. Actual expenditures or billings through the end of February are $8.3 million. Direct costs are running ahead of budget because of 1) USAID demand for more senior consultants resulting in higher daily rates than budgeted; 2) USAID demand for consultants for longer periods of time (greater than 130 days) as these professionals are provided benefits, which was not anticipated in the original budget, and 3) very little demand for local consultants as anticipated in the project budget. Indirect costs (overhead and G&A) are also running ahead of budget for the same reasons. On the other hand, travel and transportation costs are significantly less than budget because 1) the plug figure provided by USAID was overstated, 2) about 50 percent of the assignments are to support RFS in Washington, DC, requiring no travel, and 3) little to no travel has been taking place during the pandemic. This budget line item is approximately $2.5 million overstated and can be used elsewhere in the budget to better meet client needs. We will be requesting a budget realignment to transfer funds from “travel and transportation” to “direct” and “indirect” costs.

The contract is being incrementally funded and four contract modifications have been issued to increase obligated funding to $14,905,870.

Level of Effort

The following table shows the person days budgeted for the entire project compared to person days billed through the end of February 2021. The remaining budget shows how much LOE is yet to be expended through the life of the project. LOE is running slightly underbudget.

OUTSTANDING CHALLENGES AND PLANNED ACTIVITIES The principal challenges over the next quarter include:

1. Address COVID-19 Concerns — Due to the ongoing COVID-19 pandemic, the FSSC II team and most consultants continued to telework during the quarter. Travel has not been resumed for most consultants; however, we expect travel requests to pick up in the next quarter. We will continue to provide excellent support to our consultants during these difficult times.

2. Staff Replacement—The FSSC II program manager, who was with the project for nearly four years, left on March,17, 2021. Her replacement will start April 19, 2021.

3. Budget Realignment—We will request a budget realignment and discuss with the COR shortly.

4. Meet Demand— The FSSC II team will continue to respond quickly to all requests made by USAID and consultants. The FSSC database and our well-honed practices and procedures allow the team to process requests efficiently.

5. Hire Database Consultant — Adjustments to our-day-to-day operations have been necessary and other priorities have surfaced due to COVID-19. We plan to hire a Database Consultant to conduct a benchmarking activity and to improve the functionality of the database as soon as our schedules permit.

6. Consultant Feedback Forms — To date, we have closed 43 assignments and received excellent feedback on 24. We have received negative feedback on one consultant and have subsequently removed this consultant from our database. We have not heard back from the technical supervisors on the remaining assignments.

7. Database Operations — We will continue to keep consultant profiles as up to date as possible in the database. This includes sending regular emails to all consultants to provide updated CVs as well as uploading relevant documents to their profiles such as NDAs.
