The incumbent will be responsible to provide direction, coordination and oversight of social emotional support, mental health and behavioral health services and to facilitate access to appropriate school-based and community services to general education students. PERFORMANCE RESPONSIBILITIES (ESSENTIAL FUNCTIONS): Duties may include, but are not limited to the following: Lead in all aspects of the development, coordination and operation of counseling

and support services to students. Assist school personnel in identifying social emotional, mental health and behavioral

after placement for social emotional support, mental health services, short term independent study and/or trauma.

The TOA, EL-Pathways provides support to teachers, paraprofessionals and administrators through coaching, training and professional development utilizing their knowledge of EL Program design, ELD curriculum and instruction, SDAIE, differentiated instruction and other current research-based instructional strategies designed to meet the needs of all students. The TOA, EL-Pathways assists in the determination of whether or not adequate linguistic and academic progress has been made by the student. Plans, develops, facilitates and implements site and district professional development opportunities based on the use of various assessment tools.

Provides modeling and promotes the use of differentiated instruction, including intervention and enrichment, to meet the needs of all students, including students with special learning and language needs (English Learners, Special Education and GATE).

Collaborates with TOA staff to ensure coordination of professional development and services.

Assists with various parent groups, including the District English Learners Advisory Committee (DELAC) and site English Learners Advisory Committee (ELAC). Assists in providing parents with information regarding the California Common Core State Standards and recommends ways to support students’ education at home throughout the year.

Assists sites with compliance as it relates to state and federal regulations regarding English learners.

Participates in grade level team meetings, staff development sessions, site and district leadership teams and committees.

Maintains current knowledge of educational research, materials and strategies by attending staff development sessions, meetings, trainings and conferences pertaining to effective instruction and coaching.

Creates and maintains schedules and records pertaining to program for equitable and coordinated delivery of services: monthly calendar, activity/contact log and training schedule.

Works closely with site administrators and EL Site monitors to increase the staff’s awareness and understanding of the reclassification and monitoring process in the completion and submittal of Reclassification Candidate Forms and R-FEP Monitor forms on a regular basis.

assigned. Assists in the design and implementation of assigned programs and services for

students. Coordinates and monitors programs and services for English Learners through site

CATEGORY: Instructional REPORTS TO (BY TITLE): Director, EL Services Teaching & Learning or Designee SALARY RANGE: Placement on Certificated Salary Schedule + .13 factor WORK YEAR: 194 192 days, 8 hours/day DESCRIPTION: The No Child Left Behind Act of 2001 emphasizes teacher quality as a factor in improving student academic achievement. One component of Title I, Title II-Part A and Title III: Improving Teacher Quality is the provision of funds to State and local educational agencies to implement effective practices that are founded in scientifically based research and that promote in-service training and professional development for teachers currently in the classroom. Under the direct supervision of the Director of English Learner (EL) Services, the Teacher on Assignment/Instructional Coach, English Learners (TOA, EL) provides assistance to the site(s) in implementing the LCAP/LEAP and the Master Plan for English Learners with the purpose of closing the achievement gap. The TOA, EL provides support to teachers, paraprofessionals and administrators The TOA will be trained to provide through coaching, training and professional development to classroom teachers utilizing their knowledge of EL Program design, ELD curriculum and instruction, SDAIE, differentiated instruction and other current research-based instructional strategies designed to meet the needs of all students. The TOA, EL assists in the determination of whether or not adequate linguistic and academic progress has been made by the student. The TOA, EL plays a key role in supporting student achievement by ensuring that timely decisions are made regarding the placement, instruction, monitoring and reclassification of English Learners. This position may be multi-funded through federal and state funds. PERFORMANCE RESPONSIBILITIES (Essential Functions): Provides demonstration lessons, coaching and professional development to

administrative groups to ensure successful implementation of the district-adopted curriculum as well as local, state and federal mandates.

Collaborates with Teaching & Learning departments to ensure the implementation of the LEA Plan/Addendum and Master Plan for English Learners and LCAP/LEA Plan to raise student achievement, as well as the achievement of the District’s strategic LCAP goals.

Communicates proactively with colleagues concerning students’ needs to ensure integrated support.

Plans, develops, facilitates and implements site and district professional development opportunities based on the use of various assessment tools.

Provides modeling and promotes the use of differentiated instruction, including intervention and enrichment, to meet the needs of all students, including students with special learning and language needs (English Learners, Special Education and GATE).

Provides technical assistance and support to schools, with special emphasis on those schools identified as Program Improvement.

Collaborates with TOA staff to ensure coordination of professional development and services.

Advises and assists administrators, teachers and support staff in monitoring progress of English Learners toward mastery of English language and academic content standards through the collection, maintenance and analysis of student assessment data for the purpose of guiding instruction and the appropriate placement of English Learners in core ELD/ALD, content area courses and intervention classes.

Assists with various parent groups, including the District English Learners Advisory Committee (DELAC) and site English Learners Advisory Committee (ELAC). Assists in providing parents with information regarding the California Common Core State Standards and recommends ways to support students’ education at home throughout the year.

Assists sites with compliance as it relates to state and federal regulations regarding English learners.

Recommends and demonstrates appropriate classroom management techniques to ensure effective delivery of the curriculum.

Participates in grade level team meetings, staff development sessions, site and district leadership teams and in Teaching & Learning committees.

Maintains current knowledge of educational research, materials and strategies by attending staff development sessions, meetings, trainings and conferences pertaining to effective instruction and coaching.

Participates in the analysis of District and State assessment data for the purpose of guiding instruction

Creates schedules for equitable delivery of services. Creates and maintains schedules and records pertaining to program for equitable

and coordinated delivery of services: monthly calendar, activity/contact log and training schedule.

Works closely with site administrators and EL Site monitors to increase the staff’s awareness and understanding of the reclassification and monitoring process in the

completion and submittal of Reclassification Candidate Forms and R-FEP Monitor forms on a regular basis.

Collaborates with EL Services administrators and site administrators to develop, implement, and monitor site English Learner program goals and support the implementation of SEI/ELD teachers and English Learner Mainstream teachers serving English Learners.

Communicates with site administrators and teachers regarding English Learner academic and linguistic progress with specific attention to academically ‘at-risk’ English Learners, and works with the Student Intervention Team (SIT) and/or Instructional Support Team (ILT) to develop and implement individualized catch-up plans and a strategic intervention plan as described in the Master Plan for English Learners.

Develops and maintains appropriate, open and consistent communication with students and their families regarding academic and linguistic progress towards graduation and college and career readiness as well as advocating for them and their success. Maintains an asset-based approach when working with students.

Performs other duties as assigned. QUALIFICATIONS: Credentials and Experience:

o Appropriate Clear Multiple Subject, or Single Subject or Education Specialist teaching credential, or equivalent

o NCLB compliance (Highly Qualified Teacher under NCLB legislation) o EL Authorization o Minimum of three years of successful teaching and/or coaching experience

(no unsatisfactory areas marked on the most recent evaluation) o Ability and desire to work with adult learners o Experience with meeting the needs of all students in a diverse, multicultural

POSITION DESCRIPTION Description: Under the direction of the manager of the department, assist with inspections and report on the progress of construction projects throughout the district; may report on the work of architects, engineers and contractors; assist with reviews of proposals and projects to assure compliance with a variety of factors as specifically identified by the manager of the department; assist with the review of job bids, conducting job walks and developing punch lists.

DUTIES AND RESPONSIBILITIES (ESSENTIAL JOB FUNCTIONS)

Duties may include, but are not limited to the following: 1. Perform the development Develop and upkeep district equipment and

material specifications check list and distribution of same to architects, engineers, and contractors involved with the District.

2. Perform the initial review of construction drawings and updates with architects; distribute construction drawings to maintenance and operations departments for review; gather recommended changes for review with architects and contractors.

3. On assigned projects, attend all construction meetings and report on whether correct equipment is ordered, specifications adhered to, and cost and timelines maintained by appropriate parties.

4. Perform preliminary physical inspection of current facilities and make recommendations concerning the construction, reconstruction or alterations of school buildings.

5. Assist in the pre-qualification of bidders and the bid opening process. 6. Assist with coordination of in-house services and contractors for site

development, infrastructure and utility placement, job sequencing, and maintenance of site safety on assigned projects.

7. Maintain contact and communicate with site principals to assure understanding of site needs and fulfillment of same where financially and physically possible.

8. Assist with job walks, construction meetings, job inspection, drafting punch lists and verification of work completion on assigned projects to hold change orders to a minimum and focus on cost containment and reduction on behalf of the district.

9. Assist with continuing review of work projects to assure that contractors are held to the terms of quality and workability of project components at no additional cost to the district.

10. May participate in decision making to research and implement cost-effective decisions on projects; assist in maintaining information on particular conditions that impact local sites such as wind, temperature and other climatic factors which impact local projects during construction and may impact costs of maintenance after completion of project.

11. Solicit and receive proposals from architects, engineers, inspectors and laboratories for projects.

12. Maintain the upkeep of undeveloped land such as weed abatement, vandalism or other issue.

13. Attend seminars, workshops and classes for construction industry standards and Division of State Architect (DSA) Class III (3) Certification

14. Provide sites with construction and material-related advisories from suppliers and state local government agencies in a timely manner.

15. Perform related duties consistent with the scope and intent of the position.
