1. Identifieatio& of the agency and the contracting activity, and specific identification of the document as a "Justification for Other Then Full and Open Competition."

The Federal Bureau of Investigation's Quantico Contracts Unit (QCU) has prepared thisjustification for Other than Full and Open Competition in respo~e to a requirement from the Tracking Technology Unit (TIU) to establish a fixed price contract for the acquisition for equipment. .

2. Nature and/or description of the action being approved.

This Justification for Other Than Full and Open Competition is being prepared in accordance with the authority of FAR 6.302-1 "Only One· Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

3. A description 9fthe supplies or se"ices required to meet the agency's needs (including the estimated value).

4. An identification of the statutory authority permitting other than fuU and open competition.

The Contracting Officer will ensure that the anticipated cost to the government will be fair and reasonable. Techniques may include an analysis of proposed direct costs, a~dit or comparison of proposed indirect factors with audited factors in use elsewhere in the Government and comparison of proposed rates to published rates.

8. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

FBI representatives from the TTU will continue to do market research and meet with vendor representatives to further research.
