On the morning of 19 October 2009, three narco banners signed by La Familia Michoacana were found in
Petatlan [17.5167 -101.2667], San Jeronimito [17.5500 -101.3333], and Zihuatanejo [17.6333 -101.5500],
Guerrero. The significance of these banners was that in them, they announced their support of a new
group identified as La Familia Guerrense. Messages in these same banners read as follows:
We respect the Mexican Army because they are like death, they go against everyone. On the other hand,
you, Genaro Garcia, are protected by the Beltran and los Z, this is why our fight is against you. Soon you
will know about La Familia Guerrense, supported by La Familia Michoacana. We are going to get you
Felipe Flores, from the state police, and Pablo Rodriguez, from the Zihuatanejo police. Sincerely, FG and

Nine Dismembered Bodies Found with Narco Messages in Tlapehuala, Guerrero 16 October 2009
Tlapehuala police officers responding to an anonymous tip found nine dismembered bodies wrapped in
black plastic bags in the bed of a Nissan pickup with EDOMEX plates. The truck in which they were
found had been left along the Arcelia-Tlapehuala [20.3000 -98.0167] stretch of the Iguala-Ciudad
Altamirano federal highway in Guerrero.
Police determined that there were nine bodies in the truck only after piecing together the remains that had
been cut into thirteen different parts. Each of the murder victims had also been shot in the head, and some
of them were wearing clothing similar to the State police uniforms. Two narco messages were also left
with the bodies that stated the following:
Message 1: La Familia does not kill innocents, those who have to die, die. Here are your
people, come out and fight $@%#$%. Sincerely FM.
Message 2: Come out and fight#$%#$%. Sincerely FM.

Three Bodies Found with Narco Messages signed by Jefe de Jefes in Acapulco, Guerrero 16
October 2009
On 16 October 2009, the bodies of three murder victims were found with narco messages signed by the
Jefe de Jefes (Chief of Chiefs) in two separate incidents in Acapulco [16.8500 -99.9167], Guerrero. Theincidents were as follows:
Two of the bodies were found inside a white Lincoln Navigator on Adolfo Lopez Mateos
Avenue, near Las Playas neighborhood. A narco message was left with the bodies that stated:
this will happen to all the traitors, robbers, and kidnappers for having betrayed the plaza leader,
this is from the Jefe de Jefes (The Chief of Chiefs).
The third body was found near the Conchero cemetery in the Ejido Viejo village. A narco
message was left with the body that stated: this will happen to all the robbers, kidnappers, and
thieves, you all know what you are getting into. Sincerely, Jefe de Jefes (Chief of Chiefs).
These crimes are attributed to the dispute of the plaza between rival cartels.

Five Bodies Found with Jefe de Jefes Message in Acapulco, Guerrero 19 October 2009
On 18 October 2009, five bodies were found with narco messages
signed by Jefe de Jefes (Chief of Chiefs) in various areas of
Acapulco [16.8500 -99.9167], Guerrero. All the murder victims
had their hands and feet tied together. Narco messages written on
fluorescent orange poster boards with a similar message were alsoleft with each of the bodies. Finally, each of these messages had
been signed by Arturo BELTRAN Leyva, the Jefe de Jefes (the
Chief of Chiefs).
One of the messages read as follows: this goes to all the robbers, kidnappers, and traitors. Watch it,
Manuel Torres. Sincerely Arturo Beltran Leyva, the Chief of Chiefs. Other murder victims killed by
this group were identified as follows:
The body of a 16 year old boy was found two meters from the highway near the Diamante and
Barra Vieja Restaurant zone. He had been shot three times in the chest and once in the head. A
narco message was left on his chest.
A 35 year old male was found in the same zone as the 16 year old. He had been shot once in the
chest and twice in the head. A narco message was left on his chest.
A 20 year old male was found along the Metlapil highway near the Tres Palos village. He had
been shot twice in the head. A narco message was left on his back.
A 25 year old male was found on the Paso Texca beltway, near the junction of the Mexico-
Acapulco highway. He had been shot twice in the back and twice in the neck.

A 20 year old male was found in a village near the 30 kilometer mark. He had various gunshot
wounds on his back and neck. A narco message was left next to his body.
In a separate unrelated incident in Acapulco, Guerrero, Marco Antonio Aleman Cuevas, an agent from thePublic Ministry of Chilpancingo, was shot several times after he was forced out of his vehicle in the
Piedra Roja neighborhood of Guerrero. He was taken to the hospital (ISSSTE) where he later died.

Body Found Hanging from a Bridge in Tijuana, Baja California 17 October 2009
Authorities recovered a nude male body found
hanging by a cable from a bridge in Tijuana
[32.5333 -117.0167], Baja California. This
particular bridge is located at the summit of the
Corredor 2000 highway which leads to Tecate.
According to sources, the man, identified as a
DMV (licensing and drivers license pictures)
director, had been tortured before being killed.
Evidence of this was that his ring fingers, pinky
fingers, and tongue had been cut off and were
taped to his neck. It is believed that this
individual was killed for having leaked a picture of Teodoro Garcia Simental aka El Teo to a localnewspaper.
Comment: This is the second body to be found hanging from a bridge in Tijuana in the last two weeks.

MS 13 Members Arrested After Robbery/Kidnapping in Tapachula, Chiapas 19 October 2009
In the early hours of 18 October 2009, three Mara Salvatrucha (MS 13) gang members assaulted a couple,
then kidnapped the female from a room at the El Rey Hotel in Tapachula, Chiapas, before being captured
by local authorities.
The incident occurred after Alejandro Carrasco Garca, 28, and Sonia Daz, 26, returned to their room at
the El Rey Hotel [14.9143 -92.2667], located on West 11th Street, between Antonio Damiano Cajas
Avenue and North 14th Avenue. At this point, they were assaulted by three MS 13 member yielding

knives. Carrasco Garcia was tied up to the bed and robbed while Diaz was kidnapped. After untying
himself, Carrasco Garcia was able to file a report with local municipal police regarding the incident. The
three assailants were then located at the Caballo Dorado bar and identified as:

Jos Alberto Torres, 24, of Honduras

Mexican soldiers arrested four alleged hitmen from the
criminal organization of Vicente CARRILLO (Juarez
Cartel) in separate incidents in Ciudad Juarez [30.3167
-108.0833], Chihuahua. Two of the hitmen confessed
to having carried out 85 murders. The incidents were
as follows:
Hitman number 1: a 28 year old male
originally from from Los Angeles, CA. Seizedfrom him was an AK-47, one magazine and 30
rounds. He confessed to authorities that he
was a hitman in the Delicias District of Ciudad
Juarez, and to having killed at least 30 people.
Juan Roberto VILLANUEVA de la O, 19, aka El 2. Seized from him was a High Point Firearms
C9 model 9mm pistol with an illegible serial number, 12 kilograms of drugs divided into 25
packages, and a white Ford F-150 with VIN 1FTDF0764VKA91795. VILLANUEVA confessed
to working as a hitman in the Babicora District of Ciudad Juarez, and to having killed 55 people
in 2009 alone. He also carried out extortions in auto parts stores, spas, and bars in the BabicoraDistrict, and would burn down and attack businesses that did not pay narco fees.
Humberto SANCHEZ Guzman, aka El J-12, and Enrique Alfredo GARCIA Gutierrez, aka El
Condor, were arrested while travelling in a black Tahoe on Paseo de los Arcos Street, near the

SANCHEZ Guzman was responsible for ordering the killings of rival groups in the Babicora
District of Ciudad Juarez. GARCIA Gutierrez was responsible for ordering the extortions of
business owners in the Babicora District of Ciudad Juarez.

Mexican soldiers arrested three hitmen who allegedly belong to the Sinaloa Cartel in Ciudad Juarez
[30.3167 -108.0833], Chihuahua. The individuals were identified as follows:
Armando GUZMAN Nares, aka La Mona
Benjamin DOZAL Rodriguez, aka La Benja
Luis Carlos VILLA Rosales, aka El Topo
These hitmen were operating in the Valle de Juarez area of Ciudad Juarez. They confessed to the killings
of several people during a shooting in the Barreales and Guadalupe villages, and also to having burneddown several houses.

Mexican Soldiers Discover and Destroy more than Six Hectares of Marijuana in Mugica,

Soldiers from the 90th Infantry Battalion discovered and destroyed a marijuana field near the Cerro Mesa
de Abajo village in the Mugica municipality [19.9000 -102.1500], of Michoacan. The marijuana field
measured approximately 6.5 hectares. Items seized from a camp set up around the field included:

22nd Motorized Calvary Regiment Soldiers Seize 630 Kilograms of Marijuana in Cucapah, Sonora

On 16 October 2009, soldiers assigned to the 22nd Motorized Calvary Regiment searched an abandoned
tractor trailer found off the 173rd kilometer of Federal Highway 2, in Cucapah, Sonora. In its interior,
they discovered 320 bundles of marijuana with a net weight of 630 kilograms.

On 18 October 2009, Honduran air force elements and police located an abandoned Arrow aircraft on the
outskirts of the La Cruz [15.2500 -87.5167], in the Yoro Department of Honduras. According to
authorities, villagers noted the sounds of two planes flying overhead at approximately 0001 hours, but
then everything went silent. They then reported this to authorities. Upon arrival, authorities found a
plane that had a Venezuelan flag on its side along with Venezuela registration number YV4427. No
drugs were found in its interior. However, the following materials were seized from areas surrounding
the plane:
Barrels of gasoline Cables used to help in the lighting of makeshift airstrips
Satellite telephone charger
Documents that could establish legal ownership of the aircraft

Guatemalan Security Forces Seize 13 Kilograms of Cocaine and Arrest Six in Las Palmas,
Guatemala
18 October 2009On 17 October 2009, while conducting operations in the western portion of the Quetzaltenango
Department, authorities seized 13 kilograms of cocaine in Las Palmas [14.7000 -92.0333], Guatemala.
Apart from the cocaine, six alleged drug traffickers were arrested and three vehicles were seized.

Another Individual Killed and Wrapped like a Mummy in Panama 16 October 2009
The body of an unidentified man was found on 15 October
2009, near a quarry in Chilibre [9.1541 -79.6169], Panama.
This body was wrapped from head to toe in duct tape, had
been place in a black plastic bag, and was covered with a
curtain. This is the second murder this month in which the
victim was found wrapped like a mummy.

Panamanian National Found Executed Just Across the Border in Costa Rica 19 October 2009
At about 0800 on 18 October 2009, Public Forces stationed at Paso
Canoas were alerted of the presence of the body of a deceased 30 to 35
year old male, just across the border in Costa Rica. The body of the
presumed Panamanian national was found in the San Jorge de Canton
neighborhood of Corredores [8.6468 -82.9444], Costa Rica. The man
was discovered with a gunshot wound to the head, a belt around his
neck, and a ripped black plastic bag that appeared to be over his head at
some point. He also had a rock hanging from a rope tied at the neck,
and a clothes hanger in the vicinity, with which they believe he was tortured. The body was found
approximately 600 yards from where another executed Panamanian national was found on 18 September
2009.

Carmen [8.8043 -79.8663] near Capira, Panama, as a result of Operation Lidice. Involved in this
operation was the Counterdrug Division of the Judicial Investigations Department (DIJ) and the Drug
Prosecution Office. Arrested/seized as part of this operation were the following items:
(2) Panamanian nationals; one from Colon province and one from Veraguas province
(1) Colombian national
(1) white Mitsubishi Lancer, Panamanian plates 240404
501 kilos of cocaine
Comment: It was mentioned that one of the Panamanian nationals that was arrested had already been
investigated for money laundering.

Two men were found assassinated 200 meters from the old Palo
Seco/Larga Estancia Hospital, along the beach near Veracruz [8.8833 -
79.6333], Panama. Both are believed to be Colombian nationals, and
one has been positively identified as Agustn Quiones Murillo. Both
