BOW WATCH

A new year is upon us bringing Flotilla 36 a new bridge and new staff and if you haven’t noticed there is already a change in the LOG, Bow Watch has moved from page two of the LOG to page one. Change always breeds some apprehension, some fear and a lot of good. At our change of watch I talked about the historic changes that are happening within the Coast Guard and the Coast Guard Auxiliary. We talked about Personal Security Checks, increased competition from other organizations and agencies for our Public Education Program participants and the increased need for the USCGAUX to augment the Coast Guard in ways that we never thought about four years ago. The challenges that our Flotilla is being dealt by these historic times began last year and will accelerate in 2005. To meet these challenges all of us need to review the pledge that we took when we became members of the USCGAUX and recommit ourselves to the Auxiliary and its missions. I can think of no better way to do this than by becoming more involved in Flotilla activities. An involved member is an informed member. An informed member is aware changes in policy, Flotilla programs and knows when and where help is needed. I challenge each of you in 2005 to commit a little more time to the Flotilla and the USCGAUX than you did in 2004. I assure you it is going to be a busy year, our Flotilla calendar is filling quickly with an aggressive Member Training and Public Education program. The Personal Security Check Process for our Division will take place in September of this year. A separate article in the LOG discusses how we plan to accomplish an orderly fingerprint and questionnaire completion process. One of my main goals for this year is to increase Flotilla 36s presence within the Boca Raton, Deerfield Beach and Delray Beach areas. This means a lot more than Safety Patrols and Vessel Examinations. This means Public Affairs Booths, Speaking Engagements and a stepped up Career Counselor program in each high school and college within our AOR. Does this sound like a lot? Sure it does because it is a lot. Can I do it by myself? No! Can the staff alone accomplish it? No! Can it be accomplished by a good effort by the entire Flotilla? You can bet that it can. When you review the Pledge that we all took read the Prologue too, especially the part that states, “the success of the Coast Guard Auxiliary depends upon the extent of your participation”. Your participation will assure the Flotilla’s success. Happy and safe Holidays to all.

I want to thank all of you that attended our Change of Watch and advise all of you that couldn’t attend that you missed a fine party. Rich Dunne is truly the best Fourth Cornerstone in the Division. It is going to be a busy year in Flotilla 36 and I look forward to working with the staff and all of the members of our Flotilla. The staff certainly wasn’t shy at our organizational meeting and I hope their input continues throughout the year. I will continue to head up our Vessel Examination Department and will be contacting all VEs in the near future to discuss our plan for 2005. Wishing all of you a Happy Holiday Season.

Special Feature: In the Lee of the Longboat by Skip Gross The background for this story goes back several years. In 1952 while I was in the Navy I was stationed in Kodiak, Alaska. I was operations officer for the local office of the Military Sea Transportation Service. Our main reason for being in the area was to re-supply the Dewline sights across western and northern Alaska. These were Radar sights in remote areas along the coast. In most cases there were no aids to navigation or proper charts for any of the waterways we used to deliver supplies for the year. The navy maintained a fleet of cargo vessels for our use. One of the sights we re-supplied was about 30 miles upstream on a river. The vessel best suited for this operation was a small two-hatch cargo ship designated as an "AKL". It was shallow drafted and about 200' long. The civilian captain was notified of the mission. He knew of a captain who was familiar with the area, who had retired and was living in Seattle. We arranged for the retired captain to undertake to write sailing directions for the river we were planning to navigate to reach the radar sight. The handbook was delivered on time along with his corrected chart of the area. While the cargo was being loaded on the ship in Kodiak, the captain asked for a conference with my staff and me. During the conference we delivered the Sailing Directions and the upgraded chart to the captain. At this time he requested that we design the load so that at completion the ship would sail down by the head by about three feet. The captain explained to us that he was taking the ship into strange waters with very few if any, proper aids to navigation. He would steam ahead very slow so that if he did miss the deep-water channel and happened to ground, he would only bury the stem head. Putting both engines astern would allow him to back off and search for a deeper passage without doing any damage to the vessel's underbody. Weeks later I learned that everything had gone as planned and the captain was kind enough to deliver to me an upgraded, corrected chart of the river. This is known as local knowledge. Some years later I was in a small powerboat with three other men making our way upstream, in a narrow river, with no aids to navigation. We used the same system by putting all hands forward and proceeding gently.

Aids to Navigation Mark Thompson, FSO-AN [email protected] We are starting the New Year with an ATON patrol already scheduled for January. If you are interested in doing an ATON patrol, please let me or FSO-OP know so that we may get you orders.

Please be aware that if during a normal safety patrol, you notice any problems with an aid, please report it. You can contact Station Ft. Lauderdale or let me know so that I can report it for you. If you would like to become an ATON verifier, please let me know and I will see Tom K. about getting a class scheduled. The Boca Raton Inlet camera is operational. Others have been spread throughout the Log. It appears that Santa was a hit with the Coasties.

Public Notice (29-04)1 The Commander, Seventh Coast Guard District, has approved a temporary deviation form the regulations governing the operation of the Broward County bridges across the Atlantic Intracoastal Waterway. This temporary deviation allows the Coast Guard to test and operating schedule with the bridges opening twice an hour. The deviation is effective from 6 a.m. on December 1, 2004, until 8 p.m. on February 28, 2005. Comments regarding this deviation must reach the Coast Guard on or before March 15, 2005. Operations Mike Gardner, FSO-OP [email protected] I would like to thank all the members for all their support last year and hope you give the new Flotilla Commander, Pat Feighery, the same consideration. This year I have assumed the duties of FSO OP for the flotilla. I have contacted or tried to contact members who have

operational facilities. Some owners of operational facilities have lost their boat crew qualification or are new members starting out in the program, I have not contacted them nor will I until they have certified in the boat crew program. It is the goal of the Flotilla to have at least 1 boat out every Saturday, Sunday, and certain Holidays. If we are successful it will be because of you. Because of retirements, transfers, and members selling their boats are mighty fleet has diminished in size. Until we get new operational facilities on line we need the help of all members. If you are an owner of an operational facility and have not heard from me, please contact me ASAP to get you going in the operational program.

Personnel Services Andrea Rutherfoord, FSO-PS [email protected] Thanks to the mentoring of Sandy Gardener, I am happy to take on this vital staff position that guides prospective Auxiliarists into the flotilla. In January, I will meet with three candidates to help

them understand the purpose of our organization, what we can offer them, and what they can contribute back to the boating community. I encourage each of you to think back and remember why you joined the auxiliary. For me, it was the opportunity to learn more about boating from people like the competent and knowledgeable PE instructors in my Sailing and Seamanship class. Tom and I decided at graduation to join this organization if it could turn us into the same caliber of boaters. Those initial role models set high standards for us and motivated us to continue through the years. I hope that one of your New Year’s resolutions will be to renew your commitment to the flotilla with the same excitement you had the year you joined. If we all do, this will be a remarkable year!

manatee, call FL Marine Enforcement at 1-888-404-3922 Delray Harbor Club fuel dock will be closed from January 3 through January 17 for upgrades to meet EPA standards. If anyone belongs to a group or organization that would like to have a short Water Watch presentation (approx 20 minutes) please let me know.

Member Training Thomas H. Kegan, FSO-MT [email protected] On Saturday, January 8, 2005 at 0930, a meeting will be held at the Boca Raton base. The purpose of the meeting is to discuss plans for the upcoming year in Operations and explain each

individual’s status in regards to REYK, REWK, and TCT. We will also discuss what it will take to rectify and maintain your qualifications and upcoming required Workshops. With the influx of new and existing members who wish to become crew and/or coxswain qualified, your assistance will be needed in training on land and on water. The Division Rodeo will be presented and Coast Guard Excellence Program for Coxswains. The 2005 schedule for AUXOP Classes is listed to the right. Dates may change to accommodate annual Workshops for Operations, Communications, ATON, VE, IT, sexual harassment prevention, and Team Coordination Training (TCT). Updates will be included in The Log and provided at the beginning of each class. All members are welcome to participate in the AUXOP classes as either a first timer, refresher, or as an aide.

Communications Sandra Gardner, FSO-CM This year I would like each of our patrol boats to have our radio guard. I will be calling all the watch standers to take a radio guard, and PLEASE say yes. If you would like a particular

day and I have not contacted you, please call me. And please remember, we are responsible for having the radios open when we have NORTH radio. Mike and I would like to wish you and your families a very happy New Year.

Information Services Communication Services Thomas Rutherfoord, FSO-IS Steven Grevemeyer, FSO-CS [email protected] [email protected] For 2005, a number of objectives have been laid out to improve both communications and information services within the Flotilla. Broadly these fall into the following areas: a) Increase in reported hours though improved forms processing

and automation. b) Reduction in staff workload through electronic communication. c) Increased customer satisfaction though payment flexibility in

both Public Educations and Materials (i.e. credit cards, etc) Each of these items will be address in detail in future Log Articles, either by me, or by Tom Rutherfoord. The first objective Tom and I are going to tackle for 2005 it that of under-reported hours. Each member should submit AT LEAST 1 7029 form each month. These forms are due within 30 days of the end of the month for which you are reporting hours. For example, hours for December 2004 are due by January 31, 2005. YOU NO LONGER HOLD THE FORM UNTIL IT IS FULL! Starting at the January 6 meeting, a submission box will be placed next to the sign-in sheet. Please deposit your previous month’s 7029 into the box (unless you have already submitted it directly to IS). Blank forms will be available. Every Member who attends a general meeting has AT LEAST 2 hours plus 1 hour of travel time that can be reported on a 7029 and turned in at the next meeting. We are actively working with the Division IS officer(s) to try to streamline the paperwork and to increase both the efficiency and the accuracy of our Flotilla’s reporting.

Basic Auxiliary Forms

7028 Change of Member Information This form is used to alter any of your personal information. It is the only method of adding or changing:

Your mailing address Your email address Your phone number(s) Delivery of the Auxiliary

newsletters. You should review your personal information at least once a year. NOTE: This form requires a signature! 7029 Member Activity Log This form is used to report hours not listed on any other form (i.e. NOT on a 7030). Multiple forms can be submitted per month, BUT only can only contain dates for a single month. Basically, different month, different form! Used for:

Hours spent in classes or meetings. Prep and study time for classes Travel time to and from classes or

meetings. Time spent coordinating or

supporting Auxiliary activities. 7030 Mission Activity Report This form is used to report hours related to Auxiliary missions, including:

Patrols, Public Affairs, Instructor, Vessel Examinations, and Publications.

The “Lead” for the mission is responsible for submitting the form. If you participated, you may request a copy for your records from the Lead.

Materials Ronald Barrett, FSO-MA [email protected] Now is a good time to check the condition of your uniform; is your shirt collar frayed; are your ribbons soiled? Maybe it's time to replace some of these items, or how about a new cap? Don't forget to check you PFD; is it soiled or frayed? And, don't forget your other personal safety equipment. Does your whistle still function and can your mirror still be used to signal for help? What about the ensigns you fly on your boat? After a number of years, these can become shabby looking and do not reflect well on you or the Coast Guard. If you need any of these items see me before the next meeting. The store will be open for sales each meeting night from 6:30-7:30. Or, if you prefer, please call or email me about your needs.

Public Education Kristine Colina, FSO-PE [email protected] We will begin 2005 with two phenomenal programs: Boating Skills and Seamanship (BS&S) on Tuesday, January 11, with Exam and Graduation on February 15 and America’s

Boating Course (ABC) on Saturday, January 15. These courses will be followed by a GPS program on Saturday, February 16 from 1pm to 5pm. I want to thank all of the auxiliary who have helped in the programs in 2004, both those who taught classes and those who came in uniform to listen and be a presence for the Flotilla. Now we must look forward aggressively to all the Safe Boating Practices we can instill to the public in 2005. Happy New Year.
