Historical Background

1986 Florida Transportation Plan (FTP) calls for a high speed, high volume highway network connecting major urban areas in Florida.

Florida Intrastate Highway System (FIHS) designated in 1990. 4,074 mile system of highways High speed, high volume facilities Interstates, Turnpike System, US highways, major state roads FIHS Policies and Procedures Coordinator in each district Integrated into the FDOT daily business, Plans Prep and PDE manuals Annual Report to the Legislature

Florida Intrastate Highway System (FIHS)

Action Plans and Master Plans on all designated facilities. 50 percent of all discretionary highway capacity funds to be spent

each year on the FIHS. Plans to six lane all of the interstate system in Florida. Plans to four lane all of the major state highways and U.S.

highways in Florida. Access Management, LOS standards, Maximum Lanes Policy. Plans Prep and PDE manuals modified.

Strategic Intermodal System (SIS) Florida Transportation Plan (FTP) in 2000 recommended a

statewide interconnected transportation system be created.

Steering Committee established in early 2002: Transportation Partners Environmental Groups Citizen Groups

Final Report in December 2002 recommends a strategic intermodal system.

Legislature officially designates SIS in 2003.

The SIS Defined:

The SIS is… A statewide network of high-priority transportation facilities comprised of:

State Highways owned by FDOT Airports, spaceports, seaports, waterways, rail lines and terminals, transit corridors

and stations, expressways, local roads, and other facilities owned by local governments, authorities, private sector

A primary focus of FDOT funding programs for capacity projects, regardless of mode or ownership

The SIS is not… A single program for funding all of these facilities

SIS Strategic Policy Plan The Steering committee established. (Key to success of

the SIS) Numerous meetings around the state were held to receive public and partner input.

Criteria and thresholds were established. Eligibility and designation criteria were set for the plan.

The rules we use to develop and implement the new system were established.

Facilities designated as SIS facilities were eligible to receive SIS funding.

The first SIS Strategic Plan, a policy plan, was completed in January of 2005 and updated in 2010.

Currently being updated again.

SIS Funding

First funding of $100 million in 2004 for roadway connectors to airports, seaports, and rail terminals.

First full FDOT work program for the SIS prepared in fall 2004 for the FY 2006-2010 five year work program.

Strategic Intermodal System. Presentations at MPO meetings.

SIS Freight Connector Program

Began in 2012 with the intent of identifying and funding improvements on freight connectors: Low-cost – less than $5 million. Quick implementation – current year or within 2 years. Last mile improvements for roadway connectors to airports, seaports, rail

terminals. Not limited to capacity; resurfacing, lighting, striping, signage, safety. Must be on NHS and/or SIS

Has blossomed into a five year program; funded $86 million since 2012.
