Chapter 1 - Summary

1. Introduction

The Flood Damage Emergency Reconstruction Project - Additional Financing

(FDERP-AF) consists of emergency reconstruction of infrastructure damaged during

the extreme flood event of 2013, as defined in the Asian Development Bank’s (ADB’s)

Report and Recommendation of the President (RRP) comprising four outputs, three of

which are for physical implementation by sector:

� Output 1: National and Provincial Roads implemented by Ministry of Public

Works and Transport (MPWT)

� Output 2: Rural Roads implemented by Ministry of Rural Development (MRD)

� Output 3: Irrigation Rehabilitation and Flood Management implemented by

Ministry of Water Resources and Meteorology (MOWRAM)

� Output 4: Project Management and Facilitation- through Ministry of Economy

and Finance (MEF) as the Executing Agency (EA).

Furthermore the emergency repairs were categorised into 3 phases, Stage 1 to 3 as:

� Stage 1: Immediate repairs to re-establish use of the infrastructure on a

temporary basis and restore communications.

� Stage 2: Fast track repairs where it was considered necessary to repair the

damage before the next wet season to secure the existing (undamaged) works

� Stage 3: Remaining flood damage restoration to complete the remaining

damage repairs, preferably within the following two to three dry season

construction periods.

This report covers progress on the activities of the Detailed Design and Implementation

Supervision (DDIS) (Technical Assistance (TA)) Consultant (the Consultant) and of

the MOWRAM component of the FDERP-AF for the period 1 to 30 September 2014.

The main features for Output 3 for MOWRAM are shown at Table 1.

The FDERP-AF Project started 30 May 2014 when the ADB Loan No.3125-CAM(SF)

became effective, and according to the original implementation schedule, it is due to be

completed by 31 March 2017, and the loan closing date is 30 September 2017.

The contract agreement for services between the Consultant and MOWRAM was

signed 27 August 2014. However, the Consultant team mobilized staff from 24

February 2014. This was to provide urgent services for Stage 2 for review of designs

and cost estimates, preparation of contractor selection report for direct contract (DC),

bidding document preparation, bid evaluation report, contract preparation for civil

works, prepare report on proposed hydromet works, and bidding document for

hydromet.

The Asian Development Bank (ADB) issued a no-objection letter (NOL) to Contract

Variation No.3§ for Consultant services for FDERP-AF on 25 August 2014. Details of

staff mobilised, dates and time worked are given in Chapter 2 and at Appendix 2.

According to the Memorandum of Understanding (MOU) signed on 21 February 2014,

before loan effectiveness: the Royal Government of Cambodia (RGC) will advance the

funds required to undertake advance actions and implementation of subprojects to be

financed under retroactive financing (Stage 2).

The Terms of Reference (TOR) included in the ADB’s MOU state that the consultant

services are required to assist MOWRAM in the selection and design (reviewing and

improving) of subproject works, the procurement of construction and equipment

contracts and the management of the civil works contracts, construction supervision,

reporting, performance monitoring, financial management and safeguards compliance

for efficient implementation of subprojects. For the hydromet system, ADB’s advance

actions team will assist PIU to get the works started during Stage 2. Once the

MOWRAM consultant services contract is approved, the Consultant will then provide

ongoing support for the continued design, procurement, supervision of installation and

commissioning of the hydromet system. Consultancy Services are required over about

3 years and estimated to include 31.5 and 186 person-months of international and

national consultants respectively. The site construction supervisors’ input are required

over about 3 years and estimated 178 person-months of national consultants.

The scope of the work anticipates up to eleven subprojects in six provinces:

Battambang, Banteay Meanchey, Oddar Meanchey, Siem Reap, Preah Vihear and

Kampong Thom. The Consultant reports to the head of the Project Implementation

Unit (PIU) of FDERP-AF within MOWRAM, which is the Implementing Agency (IA) for

Output 3.

This report presents the key issues and current progress status as explained below,

and complies with TOR for the Consultant to prepare the monthly progress reports.

2. FDERP-AF

2.1. Flood Damage 2013

During the period September to November 2013, Cambodia and neighbouring

countries suffered floods from the Mekong River and heavy rainfall in river catchments

at similar levels to the floods which affected Cambodia in 2011. The 2013 flooding

triggered RGC/ADB/GoA (DFAT)** emergency aid actions leading to FDERP-AF as well

as a review of damage to recently repaired infrastructure for FDERP and NWISP.

2.2. Conception of Project

An ADB fact finding mission on the 2013 flood damage undertaken in January 2014

produced a proposal for the Additional Financing to Flood Damage Emergency

Reconstruction Project. The Bank and RGC initiated an emergency approach similar

to the FDERP project to formulate a new project. The final MOU for Joint Mid-term

Review Mission (25 November - 13 December 2013) was signed on 28 January 2014.

The mission met with the line ministries and proposed that the RGC continues to

employ services of the existing consultants. The loan agreement for FDERP-AF, Loan

No.3125-CAM (SF) between RGC and ADB was finally signed 23 April 2014 and the

loan became effective on the 30 May 2014.

2.3. Administrative arrangements

The new project was renamed Flood Damage Emergency Reconstruction Project-

Additional Financing (FDERP-AF) and has impacted on the present FDERP. In

accordance with the MOU the existing consultants for FDERP are to be recruited for

FDERP-AF through Single Source Selection (SSS). Even though the FDERP-AF is in

fact not really an extension of the existing project the strategy is to use the existing

agreement with the service provider. It has a separate and distinct loan agreement and

to some extent different scope although the overall implementation strategy is the

same. Furthermore, the two projects will be implemented in parallel at least until March

2015 for the consulting services. A separate PIU has been set up in MOWRAM to

manage FDERP-AF.

The Consultant received the Request for Proposal (RFP) on the 9 June 2014 for SSS

procedure for this project. The Consultant’s proposal was submitted on 19 June 2014.

The contract variation for FDERP-AF for consultant service agreement between

MOWRAM and Egis Eau International in association with KCC was signed and

approved as of the 27 August 2014.

3. Key Activities and Issues this Month

3.1. Consultant Mobilisation

The Consultant began mobilisation of staff immediately following signature of Contract

Variation FDERP-AF No.AF-1. Table 2 provides staff mobilisation dates as at

30 September 2012. The Deputy Team Leader/Irrigation Design Engineer was already

mobilised under urgent services providing support to the PIU for construction

supervision of Stage 2 works and Contract Engineer #5/Structural Design Engineer

resumed work on 28 August. The Team Leader/Irrigation Engineer travelled on 28

August and worked throughout September but spent two days on the hydrology task.

Other staff were mobilised at various dates during September: Contract Engineer #1,

Contract Engineer #2, Resettlement Specialist, Socio-Agric. Economist, Procurement

(Bid Documents), CD/FWUC Specialist, Environmental Specialist, and Site

Inspectors #1 and #2. The International Irrigation/Dam Design Engineer remobilised

24 September 2014.

3.2. Implementation Plan

The Implementation Plan was prepared during September 2014 and passed to the PIU

for review, see Chapter 3 -3.1.

3.3. Stage 2 Works Construction

During September construction works proceeded under four works packages for six

subprojects. Work on a seventh subproject under a separate works package will

formerly start 1 October 2014.

To date the total value of construction contracts awarded under Stage 2 civil works is

USD 4,857,815.98 (see Table 4).

3.4. Hydromet and Automatic Weather Stations

During September the DDIS Consultant assisted the PIU for receipt and opening of the

technical offers for the Hydromet and Automatic Weather Stations (AWS), IFB

No.FDERP-AF-MOWRAM-ICB01. The Consultant then proceeded with bid evaluation

which was ongoing at 30 September 2014 (see Chapter 3 -2).

3.5. Stage 3 Implementation

The initial focus for Stage 3 was to start preparation of subproject profiles to gain

PCMU and ADB approval to proceed with subprojects to procurement of works

contracts and construction (see Chapter 3 -3.2). The mobilised Consultant’s staff

commenced desk studies upon joining the team and on 29 September 2014 departed

to the field for subprojects Chork Reservoir, Basac Irrigation System and Trapaing

Thmor Irrigation System.

3.6. Reports

The report requirements for the Consultant are stated in the TOR as follows:

� Implementation Plan (within 1 month)

� Hydromet Review and Final Plan

� Contract Reports – design, procurement, bid evaluation and completion

� O&M and Flood Management Plan (by scheme)

� Monthly Progress Reports††

� Project Completion Report

The reports submitted to date are listed at Appendix 3.

The Implementation Plan was completed during September 2014 but is pending

discussion with the PIU before formal issue (see Chapter 3 -3.1).

The Hydromet Review and Final Plan was issued on 12 May 2014 during the Urgent

Services period.

For Contract Reports these will comprise: subproject profiles, bidding documents,

design report, and bid evaluation report (by works package not subproject), and

supplementary reports as may be required.

The O&M and Flood Management Plans will be prepared by scheme.

Monthly progress reports were prepared and submitted for July and August 2014.

Although these were not strictly required prior to signature of Contract Variation No.AF-

1 they are valuable as a record of Stage 2 construction progress.

1. Mobilisation

Mobilisation prior to signature of Contract Variation No AF-1 27 August 2014 was for

Urgent Services. Full mobilisation commenced 28 August 2014 immediately upon

signature of the Contract Variation. Table 2 provides the mobilisation dates of team

members and Appendix 2 the time spent on the Project by each expert to date. The

Consulting Service Staffing Schedule from the Implementation Plan is included in

Appendix 5.

3. Persons Met and Formal Meetings Attended

The DDIS Consultant is most grateful for the assistance provided by the PIU,

MOWRAM and PDWRAM personnel during this report period. People met during the

reporting period for discussions and formal meetings attended are listed in Appendix 4.

4. Stage 2 Activities

During September construction works proceeded under five works packages for six

subprojects. Work on a seventh subproject under a separate works package will

formerly start 1 October 2014.

The subproject locations are shown on the map included as Appendix 1. The

implementation status is shown in Table 4.

The Consultant has supported the PIU for construction supervision of ongoing

construction. This included evaluation of an extension of time for Tumnub Louk

subproject because the work site had flooded. It also included instructions for

additional works for Srae Loor subproject, namely the addition of culvert gates and

construction of a FWUC office; but remaining within the Contract Sum.

5. Stage 3 Activities

The Consultant’s Stage 3 activities have included:

� mobilisation of staff;

� preparation of the Implementation Plan;

� bid evaluation for Hydromet and AWS;

� commence preparation of subproject profiles including first field work;

� issue monthly reports for July and August 2014; and

� assistance to the PIU including project management

6. Assistance with Project Management

6.1. Assistance with FDERP-AF

Having throughout assisted the ADB TA and MOWRAM in the formulation of the new

FDERP-AF, in particular the Consultant was expected to provide services as part of

Advance Services cited in the MOU (28 January 2014). In good faith the Consultant

immediately mobilised two national staff to assist with advance actions for the selected

FDERP-AF Stage 2 projects and prepared the Addendum #2 to the agreement for

reducing FDERP resources for providing agreed resources for the advance actions as

described above.

Although resources for advance services were allocated through the Addendum #2, in

fact the contract engineers continued to work beyond the original allocation.

6.2. Procurement of Civil Works

During September the Consultant assisted the PIU in award of two works packages by

DC:

� FDERP-AF-MOWRAM-CW 01A for Trapaing Thmor Irrigation System in

Banteay Meanchey Province; and

� FDERP-AF-MOWRAM-CW 03B for Basac Irrigation System in Battambang

Province.

Procurement of the civil works has complied with ADB requirements set out in the

project documents in particular the project Procurement Plan (PP) as presented in the

Project Administration Manual (PAM) March 2014. Initially during May 2014 and for

these two subprojects the Consultant provided specific assistance to the PIU in

preparation of the procurement including preparation of bid documents, bid process

and bid evaluation. During the month of August 2014, the Consultant Team revised the

contract documents for the two contract packages. The scope of works for FDERP-AF-

MOWRAM-CW 01 was revised to meet the budget limitation for Stage 2. The revised

contract documents were sent to the PIU for review and were forwarded to the PCMU

for endorsement and onward submission to ADB for NOL. The ADB NOL to proceed

with contract signing for CW03B Basac Irrigation System was issued on 4 September

2014 and for CW01A Trapaing Thmor Irrigation System on 18 September 2014.

6.3. Procurement of Goods and Services

The final bidding document IFB No.FDERP-AF-MOWRAM-ICB-01 for the Procurement

of Goods for Supply, installation and commissioning of Hydromet Stations and AWS,

including on-site training, was revised on 31 July 2014.

The announcement for the invitation for bids ICB01 for the above procurement of

goods was advertised in the Phnom Penh Post on Monday, 4 August 2014. Nine

companies purchased bidding documents before the due time and date for delivery of

bids, 3:00pm on 18 September 2014. Four bids were received and the technical offers

are currently being evaluated for compliance prior to opening of the financial offers for

compliant bids (see Chapter 3 -2).

Chapter 3 - Implementation Status

1. Stage 2 Progress

As of 30 September 2014 civil works have been in progress for the seven Stage 2

subprojects selected and approved by ADB. As noted in Chapter 2 -6.1 for Basac

subproject works only commenced 15 September 2014 and for Trapaing Thmor

subproject the Contractor started mobilization in late September for the formal Contract

start 1 October 2014. The procurement implementation dates for civil works are shown

at Appendix 6.

Site inspection for contract packages CW02, CW03A, CW03B, CW04 and CW05 were

conducted on 8-11 and 26-27 September 2014 (see Table 3). The purpose of the site

inspections was to check construction progress and the quality control for the

earthworks, Laterite pavement and structures. The inspection team comprised PIU

officer, PDWRAM, TA/Consultant and Contractors.

Table 4 below presents the basic data for all the Stage 2 contracts procured by DC.

Progress against the contract programmes for CW02 and CW03A is ahead of

schedule. Progress on CW05 is a little behind schedule. Progress for CW04 which is

for two subprojects is significantly behind schedule because for one of the subprojects

Tumnub Luok works had to be suspended until 1 December due to flooding of the site

caused by wet season rainfall; but progress on the other subproject Tumnub O Ang

Krang is also behind schedule. In the two weeks since CW03B started progress has

been without apparent delay.

Additional works for a FWUC building have been proposed for contract package CW02

Srae Loor subproject. The works will be completed within the Contact Sum and it is

anticipated that the National Project Director will issue formal instruction to the

Contractor early October.

By the end of September, the estimated average overall completion of civil works

construction is 80% for contract CW02, CW03A, CW04 and CW05, except the CW04A

of Tumnub Luok where work is suspended due to flooding.

1.1. FDERP-AF-MOWRAM-CW02

Tumnub Srae Loor subproject: Construction started 26 June 2014. By the end of the

September 2014 overall completion was 94.3% and in advance of the target 78.7%

(See Figure 1). Earthworks were 100% completed; the Laterite pavement, grass

sodding and structures were 100% completed. On 9 September 2014 the works were

inspected by a PIU Technical Assistance Officer, a Technical Officer of PDWRAM in

Banteay Meanchey Province and the Consultant in the presence of the Contractor. At

that time the placing of fill for Reservoir No 1 embankment dam was completed up to

final design elevation for the full length of 3,415 m and the placing of fill for Reservoir

No.2 embankment dam was completed up to final design elevation for the full length of

1,750 m, both as per the design drawings.

During construction it became apparent that an existing box culvert and a pipe culvert

required gates otherwise the reservoir could not impound water during the 2014 wet

season. The culverts are along the dam Reservoir No.1, the box culvert at station

1+158 m and the pipe culvert at station 2+236 m. The Contractor was formally

instructed to provide and install the required gates on 26 September 2014. The local

authority has requested as additional works a Farmer Water User Community (FWUC)

building with plan area 64 m2. Since sufficient funds remain from the Contract Sum the

PIU has decided to provide the requested building and the Contractor was to be

formally instructed to proceed at the beginning of October. A single Variation Order #1

will be prepared for the additional works comprising the gates and FWUC building.

Chork Reservoir subproject: Construction started 25 July 2014. By the end of

September 2014 overall completion was 89.6% and in advance of the target 63.2%

(See Figure 2). The earthworks were 100% completed, and slope protection by riprap

and the bottom beam by rock filled gabion box were 100% completed, concrete work

was 62% completed. The outstanding tasks are completion of the concrete works,

placing Laterite pavement for the road along the dam crest, and clearing the site on

completion. On 8 and 27 September 2014 the works were inspected by a PIU

Technical Assistance Officer and the Consultant in the presence of the Contractor (see

Table 3).

Contract package FDERP-AF-MOWRAM-CW04 comprises two subprojects both

located in Uddor Meanchey province namely; Tumnub Luok and Tumnub O Ang

Krang. The construction start date was 26 June 2014. The overall progress for

contract package FDERP-AF-MOWRAM-CW04 is estimated at 55%, which is behind

the target of 88% for the overall scope of works. However, work on for Tumnub Luok

subproject has been suspended since August 2014 due to flooding although work on

Tumnub O Ang Krang has continued throughout September 2014.

� Tumnub O Ang Krang: Construction started 26 June 2014, with site

establishment, bush clearance along the dike and earthwork along the dam.

On 9 September 2014 the works were inspected by a PIU Technical Assistance

and the Consultant. By the end of September 2014, the Contractor had

completed 85.7% of the earthworks. Filling of the embankment dam had been

completed up to final design elevation as per the drawing over a length of

4,300 m. No work had be completed for the spillway structure rehabilitation,

because this could not proceed while fill for the dam was being transported

along the crest of the dam. By the end of September 2014 the overall progress

is estimated at 81.6%, which is behind the schedule (see Figure 3), the

outstanding works principally comprise Laterite pavement and repairs to the

spillway structure.

� Tumnub Luok: Since July 2014 the Contractor could not access the borrow pit

because all the surrounding areas have been flooded and the reservoir is full

and spilling (see photographs of Tumnub Luok). Consequently negligible

progress was made during August 2014 and work has been suspended

throughout September 2014. The progress made had mostly been achieved by

the end of July 2014 and comprised work on rehabilitation of the dam which

included spreading the existing dam fill over a length 2.80 km and bush

clearance along the dam, with some layers of fill and compaction. For

excavation of the main canal excavation and filling the canal embankment there

is 0% progress up to date. By the end of August 2014, the Contractor had

completed 21.1% earthworks, but 0% structure rehabilitation. On 18 August

2014 the Contractor formally requested a postponement of the construction

works. The reasons given are that the site and surrounding area is flooded and

it is not possible to access the borrow pits. Throughout July 2014 there had

been heavy rainfall in the catchments draining to Tumnub Luok and this has

caused the flooding. Overall progress is estimated at 20%, which is behind the

target of 58%. However, some of the progress made will be lost due to

regrowth of cleared vegetation and damage to unfinished earthworks from rain

and flood. On 10 September 2014 the PIU responded to the Contractor’s

request for postponement and Extension of Time, works to restart of 1

December 2014 for completion 21 March 2015.

1.4. FDERP-AF-MOWRAM-CW05

Tumnub Rolous Rehabilitation: Construction started 26 June 2014, with site

establishment, bush clearance along the dam, detour road construction; placing fill to

the dam over a total length 4,761 m. Structure work has included demolition of the

parapet wall on the existing structures at five locations which is finished; and for the

spillway structure preparation of the foundation, placing base slab rebar and concrete

placing for the stilling basin and glacis slab of the spillway. By the end of

September 2014, the earthwork is 80% completed, except the Laterite pavement and

grass sodding. The structures are 79% completed. Overall progress by the end of

September 2014 is estimated at 77.2% completed against a planned 82.9%, and

therefore the works are behind the schedule.

During construction it became apparent that the existing dam crest width of 3.60 m

needed to be widened to 5 m because the dam is used as a public road. The widening

has changed the side slope of the dam on the downstream side requiring bush

clearance, removal trees and benching cut to place and compact fill on the slope.

Since sufficient funds remain from the Contract Sum the PIU has decided to provide

the additional works for clearance and placing of fill along the dam. Also included is an

additional gate at station 2+935 m along the dam. A single Variation Order #1 will be

issued during October 2014 for the additional works comprising the bush clearance,

removal of trees and the additional gate.

Basac Irrigation System subproject: Construction started 15 September 2014, with

site establishment, bush clearance along the main canal MC-2, canal excavation for a

distance 1,000 m. By the end of September 2014 no structure work had started but the

earthworks were 13% completed. Overall progress by the end of September 2014 is

estimated at 10% completed.

1.6. Contractor’s Report/ Quality Control

Construction supervision for Stage 2 subprojects contract packages CW-02, CW-03A,

CW04 and CW05 has been done by PDWRAM Staff and PIU-MOWRAM. The

Consultant has attended site on noted at Table 3.

Soil testing reports, concrete mix design and testing, reinforcement testing have been

received for Tumnub Srae Loor subproject under Contract FDERP-AF-MOWRAM-CW

02, from Ung Sim Sia Construction Co., Ltd. One Contractor of SBPH Engineering and

Construction Co., Ltd submitted concrete mix design and testing, and reinforcement

testing in this month for Tumnub Luok and O Ang Krang subprojects under Contract

package FDERP-AF-MOWRAM-CW04.

Soil testing reports, concrete mix design and testing, reinforcement testing have been

received for Chork Reservoir Rehabilitation subproject under Contract FDERP-AF-

MOWRAM-CW 03A, from Seak Chheav Leng Enterprise Co., Ltd.

Contractors under three contact packages of CW02, CW03A and CW05 are submitting

soil compaction test results for earthworks, Laterite and concrete test result for the

structures during September 2014. The contractor SBPH is looking for a source of

Laterite which will comply with the technical specification for the Laterite pavement on

the crest of the dam. During September all the known and usual sources of Laterite in

Oddor Meanchey Province were flooded.

A full list of quality control testing is shown at Table 5.

2. Hydromet and AWS Progress

The Hydromet Review and Final plan was presented in the Report on Proposed

Hydromet Works and AWS for the FDERP-AF submitted on 12 May 2014. The

proposed locations for hydromet stations are listed in Table 6 and the locations for

AWS are listed in Table 7.

The announcement for the invitation for bids IFB No.FDERP-AF-MOWRAM-ICB01 for

the above procurement of goods was advertised in the Phnom Penh Post on Monday,

4 August 2014 and the closing date for submission was 15:00 (local time)

18 September 2014. Nine companies purchased bidding documents.

At the due time and date the bid evaluation committee convened at the designated

office of MOWRAM for the receipt and opening of technical bids. Four bids were

received. The technical offers were opened by the bid evaluation committee in the

presence of representatives of three bidders (the fourth bidder did not send a

representative); also present were observers.

The Consultant’s national procurement expert started immediately evaluation of the

technical offers. After initial checking it was found that two of the bids were non-

responsive. At that stage the other two bids were considered substantially responsive

but clarification from these two bidders was required for several differing issues.

Letters were sent to the two bidders requesting clarification by 6 October 2014.

3. Stage 3 Progress

The Consultant commenced Stage 3 services 1 September 2014 following signature of

Contract Variation No.AF-1 on 27 August 2014. At that time the Urgent Services phase

had been completed on 2 June 2014 and Stage 2 construction was ongoing as

reported at Section Chapter 3 -1. Monthly reports had been prepared for July and

August 2014 and these were issued during September 2014.

During September 2014 the Consultant has focused on Project Establishment,

specifically preparation of the Implementation Plan. Notwithstanding the requirement

for the Implementation Plan work started on assisting the PIU for Stage 3 subproject

implementation and mobilisation of staff for required activities.

For the subprojects there are two major activities for the Consultant in Stage 3.

1. Assist the PIU for Stage 3 subproject preparation comprising: preparation of

subproject profiles; design review with suggestions for improvement; and

preparation of bidding documents incorporating all required safeguards and

FWUC activities.

2. Assist the PIU in project implementation: procurement of works contracts

including bid evaluation; and construction supervision and completion of all

works contracts including safeguards and FWUC activities.

3.1. Implementation Plan

The Consultant’s TOR requires submission of the Implementation Plan within one

month of commencing services. The Plan was submitted to the PIU for review

30 September 2014. Comments have been received relating to contract package

FDERP-AF-MOWRAM-CW06 which had not proceeded under Stage 2 and for support

for FWUC for selected subprojects. The Consultant has requested the PIU to clarify

these issues before finalising and distribution of the Implementation Plan to the PCMU

and ADB. However these issues will not substantially alter the Plan which has

effectively been followed since mid September.

The implementation plan has been prepared using Microsoft (MS) Project Professional

2013.

MS Project is a project management software program, designed to assist in

developing a plan, assigning resources to tasks, tracking progress, managing the

budget, and analyzing workloads. It is an interactive tool which can present charts and

reports in many ways.

The implementation plan is presented as a MS Project Gantt chart. This replaces the

work schedule Appendix A, Contract Variation No.AF-1. Tasks are described in

successive levels of detail which can be viewed as detailed or summary tasks.

Progress can be recorded against individual tasks and then automatically calculated

through summary tasks up to project level.

MS Project is particularly useful for projects such as FDERP-AF comprising several

stages, multiple subprojects and multiple construction packages.

The Implementation Plan also includes a separate Consultancy Services Staffing

Schedule. This is an updated version the personnel schedule Appendix B, Contract

Variation No.AF-1 prepared in MS Excel.

3.1.1. Overview of Implementation plan

Appendix 9 provides an overview of the Project Implementation Plan showing selected

summary tasks for design and construction activities and highlighting as milestones the

projected start dates for Stage 3 construction. More detailed description and Gantt

charts are included with the Implementation Plan.

The project start date is the date on which the consultant mobilised staff for urgent

services; 24 February 2014. The urgent services ran through May 2014 (Task 1).

Upon signature of Contract Variation No.AF-1, 27 August 2014 immediate mobilisation

resulted in an effective work start date 1 September 2014. The completion date for

Consultancy Services is 31 March 2017.

Stage 2 construction supervision started 26 June 2014 and is ongoing (Task 9). Two

Stage 2 construction packages started later: CW03B Basac IS (Task 19) started

15 September 2014; CW01A Trapaing Thmor IS (Task 10) started 1 October 2014.

CW06A-D (Tasks 31-37) originally planned for Stage 2 have been deferred to Stage 3

for procurement by NCB and therefore the four subprojects in this works package

require full assessment as required by the PAM for Stage 3 subprojects.

Assistance to the PIU for Stage 3 subproject preparation (Task 87) is divided by

subproject. Only the rolled up summary is shown at Appendix 9. The activities for

each subproject include the preparation of the subproject assessment reports, review

of the design and suggestions for improvement, preparation of procurement

documents, project preparation FWUC activities, hydrology, agric-socio economics,

O&M, screening for resettlement and environment.

Assistance to the PIU for subproject implementation (Task 627) includes: procurement,

supply, installation, commissioning and operational support for hydromet and AWS;

procurement of construction works contracts; and assistance with supervision of

construction including safeguards and support for FWUC.

Construction start milestones (Task 935) highlight the target dates for start of

construction for each subproject.

3.1.2. Consultancy Services Staffing Schedule

Appendix 5 presents the Consultancy Services Staffing Schedule. The timing of staff

inputs is controlled by the detailed tasks in the Implementation Plan.

The schedule shows the staff mobilised for Urgent Services from 24 February 2014

and the balance of time available for each expert as at 31 August 2014.

The times tabulated in the staffing schedule generally adhere to Contract Variation

No.AF-1. However, the PIU has obtained additional separate funding under FDERP-

AF for FWUC in ten subprojects and has requested the Consultant to support this work.

At this stage it is anticipated this would require 14 months input from the national

CD/FWUC expert; which is eight months additional to the six months allowed by the

Contract Variation. The activity bar for the CD/FWUC expert reflects the longer input.

3.2. Subproject Profiles

The requirements for subproject profiles are stated in the PAM. They are required to

provide description of the facilities and proposed interventions of the subproject and

include safeguards screening. The PAM requires that subproject profiles are submitted

to the PCMU, and for no-objection from ADB, before proceeding to design. However,

the PIU has already prepared designs for all subprojects therefore the no-objection, if

granted, will be to proceed to preparation of bidding documents.

Preparation of subproject profiles requires a mixture of desk study and field work. It

also requires input from most disciplines including engineering, hydrology,

resettlement, agric-socio economic, CD/FWUC, water management/O&M, and

environment.

The field work will be completed in three campaigns each estimated two week duration

separated by periods in the office for writing-up. The planning has also taken

cognisance of the twelve public holidays between September and December 2014.

The first field campaign commenced 29 September 2014 for the Chork, Basac and

Trapaing Thmor subprojects. The complete list of subproject profiles to be prepared

and their status is given in Table 8.

3.3. Engineering Design

As of 30 September 2014 no Stage 3 engineering designs had been received from the

PIU. However, it was expected that designs for Basac Irrigation System and Chork

Reservoir would be received early October. Also the balance of former Stage 2 work

for Trapaing Thmor to be executed under construction package FDERP-AF-

MOWRAM-CW01B by NCB‡‡.

In addition the PIU had previously submitted designs for Tumnub 95, Tumnub Kork

Srok, Kork Thnong and Ta Saom. It needs to be clarified that these designs can be

used or not.

3.4. Procurement of Civil Works

No procurement has yet been carried out under Stage 3. All procurement will be by

NCB with the exception of FDERP-AF-MOWRAM-CW11 which will be by ICB because

of the higher contract value.

3.5. Socio-economics

The national agric-socio economist was mobilised in September and is initially

participating in the preparation of subproject profiles. The requirements for baseline

data survey and additional crop production surveys will be determined during

preparation of the subproject profiles.

3.6. FWUC Development

The national CD/FWUC expert was mobilised in September and is initially participating

in the preparation of subproject profiles. This will establish the status of existing FWUC

and define requirements for training and support to ensure project sustainability.

4. Safeguards

The PCMU is responsible for preparation of the project’s quarterly safeguards report

based on information received from the IAs.

The national resettlement and environmental experts were mobilised during

September. Their initial activity is to participate in the preparation of the subproject

profiles. Specifically they will screen the proposals for each subproject for potential

resettlement and environmental impacts. There should be no significant impacts

because the FDERP-AF subprojects are repair of flood damage to existing irrigation

infrastructure not new works, and therefore should not have new resettlement and

environmental impacts. Nevertheless the screening is essential to comply with ADB

safeguards requirements and more importantly to ensure identification, elimination or

mitigation of any potential negative impacts.

Assuming the subprojects proceed without resettlement or environmental impacts, the

situation will be monitored during implementation and construction. The environmental

expert will prepare and monitor the environmental management plans (EMP) for each

contract package.

2. Consultants Services

No Consultant invoices have been submitted to date. Invoices for the period February

to September will be submitted during October 2014.

3. Issues

3.1. Soil Investigation Study

At Trapaing Thmor FDERP-AF-MOWRAM-CW01A, poor ground conditions and

unsuitable material are being encountered at the bottom of the clay cut-off trench. It

has been necessary to remove the unsuitable material and replace with suitable

material before proceeding to place the clay core. The depth of unsuitable material has

not exceeded 1.0 m but greater depths may be encountered as the work proceeds.

The additional cost to date is within the Contract Contingency sum.

3.2. Transport

MEF/ADB has agreed that no vehicles shall be purchased for FDERP-AF and that

MOWRAM must make use of the FDERP vehicles. This disregards the fact the two

distinct projects are being implemented in parallel, and that No FDERP vehicles will be

released to FDERP-AF until after 31 March 2015 at the earliest.

To date the PIU has allocated a single vehicle from another source for the Consultant’s

use in the field use. The vehicle is not continuously available and written request to the

PIU must be made to use the vehicle. This has worked to date but a single vehicle will

not be sufficient, e.g. two vehicles were required and provided by the PIU for field work

preparing subproject profiles from 29 September 2014. During the period October

2014 to March 2015 there will be times when two to four vehicles would be needed in

the field on some days. The requirement is not continuous but can be predicted from

the Implementation Plan. The good cooperation of the PIU for provision of vehicles will

need to continue to ensure the Consultant can travel to the field to satisfy the project

requirements.

3.3. Office Furniture

The consultant has five international and 15 national staff, an office administrator plus

ten supervision inspectors who will attend the office for short periods. Not all these

staff will be present at any one time but during the period ending 31 March 2013 up to

16 staff needed to be accommodated. As of 30 September 2014 the office has eight

useable desks, two older desks are occupied by printers and binding machine, etc.

There are also two larger desks used as a meeting and layout table. For good

operation an additional eight desks and sufficient chairs are required.

3.4. Services

Stationary must be requested from the PIU. Office services such a cleaner are not

provided. The FDERP offices are serviced by a cleaner.

3.5. Printing, scanning and copying.

The printers provided are a colour A4/A3 inkjet with maximum output 1-2 ppm and an

A4 monochrome laser. There is no PC for printing. The printers are old models and do

not have WiFi, USB stick, or memory card capability. It is impossible to produce the

volume of contract documents and reports which will be required for FDERP-AF using

these printers.

There is no scanner and no photocopier. FDERP-AF cannot use FDERP printers,

scanners and copiers.

Solutions are required.

3.6. Internet

The FDERP-AF does not have Internet connection. The FDERP office Internet

connection cannot be used by FDERP-AF.
