SERVICES OVERVIEW
Exxon Mobil’s biggest offshore field developments in Angola, Kizomba A and B, came onstream in 2004. Each development includes a FPSO (Floating Production Storage and Offloading vessel), a TLP (Tension Leg Platform) wellhead platform, a CALM (Catenary AnchorLeg Moored) offloading buoy, and subsea equipment.

Design approval
Operating MOUs and Floating Production, Storage and Offloading units (FPSOs) requires subscribing to a policy of zero toler-ance of failure. However, there is a danger of wasting resources by over-specifying requirements. While we normally issue clas-sification-based assurance independent of location, our classification can also be linked to particular locations and environ-mental conditions, to meet the client’s specific operational needs.

Forecasted shortages have induced owners, investors and speculators to build a large number of new rigs, and convert tankers to FPSOs. Several of these rigs and FPSOs are of high specification, in order to meet the challenges of the industry in deeper water and harsher environment.
The majority of these current and future newbuilding and conversion projects have been ordered to DNV classification. Having recognised the comprehensiveness of DNV’s Service Specifications, Offshore Standards and Recommended Practices, many owners have included them as specifications for their projects.
Our qualified engineers and surveyors proactively contribute to the success of every project, using our state of the art production tools and work processes for effective turnaround time. Our precontract services include helping our clients to plan and prepare ahead of time, so that problems can be avoided or mitigated at later stages.
The DNV approach to classification on MODUs is customised and takes full account of all operational and business demands. We typically work closely with owners of DNVclassified MODUs, who use the DNV systems to maintain the integrity of their units and achieve high availability.

Fabrication survey and commissioning
Prior to start of fabrication, DNV assesses the set-up and control at the yard and major sub-contractors’ facilities. We also carry out sur-veys and audits. This ensures that approved drawings and plans are being followed and that the yard is following its own systems and producing the required quality. Ultimately, the fabrication survey and commissioning activities should confirm that the unit is built to pre-agreed standards.
Certification of materials and
components (CmC)
Construction of MOU’s involves a growing number of potential providers of materials, components and systems. This creates uncertainty about the capabilities of suppli-ers, delays, and quality problems. Ultimately, it increases the risk of incidents.
Classification requires that materials, compo-nents or systems be certified as meeting class and regulatory requirements before delivery to the yard. This a vital tool for eliminating unnec-essary supply chain delays. When coupled with supplier assessment pre-contract services, this creates a powerful tool for the industry to uti-lise in managing supply chain risks.

DNV has actively supported Hess Corporation with several aspects of the risk management of a Floating Production Storage and Offloading (FPSO) vessel. DNV provided risk management support through several different methods. This began with the facilitation of a hazard identification session and development of risk acceptance criteria for Hess. The outputs were used, along with the application of consequence assessment and frequency estimation, to determine the overall FPSO risk picture.
The risk picture also included nonprocess
related threats, such as transportation risk and occupational risk. To complement the calculated risk picture, DNV reviewed and made recommendations on the design of the FPSO’s safety system, such as fire and gas detection system, Emergency Shutdown (ESD) philosophy, and the safety management system. This was completed through individual studies and a risk mitigation workshop.
DNV used the most uptodate modeling software and cutting edge ideas within the industry to complete the variety of challenges that FPSOs possess in today’s energy industry.

dnV develops proactive asset
management programmes.
BPs biggest FPSO, Greater Plutonio, came onstream in Angola, during 2007. To execute the project, BP needed to establish an operations unit. This required the establishment of a unified integrity management plan, risk prioritisation of activities, and for all integrity activities to be closely controlled through a Maximo database.
DNV created a unified plan, by merging inspection and maintenance plans, based on “conditionsforwork”. We used RiskBased Inspection (RBI) to develop a written inspection scheme, with risk reported, per tag, into
Maximo. This plan covers the hull, topsides, cranes, process systems, moorings, offloading lines, and buoys. We also developed a riskbased inspection plan for the entire installation, loaded into the inspection management database with relevant documentation and drawings ready for execution.
Our assistance has speeded BP’s decision making process by providing the company with a transparent plan. The single integrity management plan also makes it easier to report integrity status and to schedule activities in a manner that minimises downtime.

The MPQA is a generic rating tool, a pack-age of services that assists companies in sys-tematically assuring quality within their subcontractors’ organisations.
How is mPQA different from other
QA audits?
When assessing a manufacturer, it is not suf-ficient to concentrate on the product related issues only. It is also necessary to check that these elements are part of an implemented quality system which assures that the manu-facturer is able to consistently make and deliver products to the quality level required, irrespective of whether the system is certi-fied to ISO 9001.
While the scope for ISO is to verify compli-ance with the elements of ISO 9001, the scope of MPQA is flexible depending on
needs. For example an MPQA scope could be compliance with Class Rules and MSA agreement. Although some of the generic questions are similar to ISO 9001, the inter-pretation and emphasis will be changed due to the scope. Guideline synopsis or the audi-tor instructions and “special editions” will assist the auditor to focus in the right area.
The flexibility offered with MPQA by selecting 5 different levels is not possible in ISO. The lower levels for MPQA are product control related while the higher level questions are linked more towards management control.
MPQA auditors are knowledgeable DNV surveyors with the technical background within the specific technical field. MPQA and the DNV surveyors would provide a natural link between classification/certifica-tion and ISO 9001.

DNV has carried out Supplier Quality Surveillance (SQS) of the FPSO’s various topside production system packages procured globally. This encompasses 122 suppliers, including 71 subsuppliers in 13 countries.
The client needed a contracting strategy and a cost effective means of assuring a complex global supply chain in a large CAPEX & time constrained project. The solution had to include electronic data management, realtime status of activities, mechanical completion feed, a historical archive and capturing of knowledge through the use of “safe server” web based technology.
DNV has managed and maintained full responsibility for all the client’s SQS activities, using our worldwide network of competent re sources. The execution primarily consists of participating in all PreInspection meetings, chairing weekly SQS meetings with EPC Contractor & Owner. DNV has also had limited involvement in the FAT of fully assembled equipment packages and acted as the contractor’s “eyes and ears” for reporting progress and issues of a particular delivery. Finally, we provide webbased reporting of all observations and NCRs in an active mode.

DNV is providing technical assurance for the critical systems of GlobalSantaFe’s Development Driller III. The objective of the technical assurance assessments is to ensure that the rig delivered will meet the technical expectations of GlobalSantaFe and its client, BP, by increasing safety, minimising downtime, and increasing reliability. The costs of failures are substantial.
The technical assurance reviews utilise tools such as HAzIDs/FMECAs. The technical sessions have focused on the identifying single point failures in the systems analysed. Systems reviewed include bilge and ballast system,
cooling system, watertight integrity, mooring system, thrusters, well activity centre (i.e. active heave draw works, bridge racker, tailing arm, hydraulic system, and operator’s control chair), emergency evacuation, fixed fire fighting, and fire and gas detection systems.
As a result of the technical studies, modifications have been made to the physical systems and the operating envelopes. Maint enance schedules have also been updated. The final recommendations, once implemented, will increase safety, reduce downtime, and improve the performance of the rig.

The primary objective of independent struc-tural verification services is to ascertain the motion verification and structural integrity of the offshore assets, relative to critical load conditions. To perform independent struc-tural verification of floaters, DNV uses a cus-tomised approach. With a verifier’s mindset, we build on vast amount of collective knowl-edge from hundreds of similar units that are in operation under DNV classification.
Through this service, we help our clients to independently assess the key design factors. We also provide expert advice, should any remedial measures need to be undertaken.
