The IINNTTEERRRREEGG IIVVCC Programme is part of the European Territorial CooperationObjective of the Structural Fund policies for the period 2007-2013. It aims, bymeans of interregional cooperation, to improve the effectiveness of regionaldevelopment policies and to contribute to economic modernisation and in-creased competitiveness of Europe, by:

>> Enabling local and regional actors across the EU to exchange their ex-periences and knowledge:

>> Matching regions less experienced in a certain policy field with moreadvanced regions:

>> Ensuring the transfer of good practices into Structural Funds main-stream programmes.

More information about the INTERREG IVC programme can be found at the programme's official address

ITALY, Borgo Panigale (Bologna)''FTS for the urban area in Bologna, Italy, with thefunction to link a low density area with main trans-port service line and administrative local office''

The pilot application will be exploited by one operator selected by tenderprocedure. It will be completely flexible with paths and timetables being or-ganised according to ''many-to-few'' principles.

The INTERREG IVC programme Pilot applications

>> the exchange of good practices in the field of Flexible Transport Serv-ices (FTS) for enhancing the efficiency of public transport services andthe overall sustainability of urban and rural areas

>> the understanding of the passengers' point of view and learning aboutthe socio economic effects of FTServices in the served areas

>> the transfer of well consolidated experiences and best practices amongthe involved local authorities and the other entities

>> knowledge raising, both through analytical studies of the local needsand of the possible solutions

>> the increase at local level of the knowledge of new collective transportservices

>> the elaboration of guidelines for an effective European policy and nor-mative for collective transport services for cities and rural areas

>> the promotion at local, regional and European level of the concept, ap-proach and results of FTServices as real component of the overallarea/region transport chain

The Flexible Transport Services (FTS) are transport services complementaryto conventional scheduled passenger ones as they are situated among themost flexible but more expensive taxi services and the least flexible con-ventional bus services. Flexible transport means that the service is adaptedto meet the known needs of users and allows some degree of freedom inat least one of its three key dimensions: route, timing and vehi-cle/facility/driver assignment. Flexible Transport solutions include a range of different transport services:

>> Local buses on routes with some flexibility (routes, time, meetingpoints, etc)

>> Real Demand Responsive Transport Services

>> Special customers transport

>> Community Transport

>> Shared taxis and car pooling

>> Some forms of Park and Ride, including those with advanced placebooking

>> Car pooling and organised lift giving

The optimisation of flexible transport services and their integration with usersinformation platforms could lessen the pressure of private motorised tripswith consequent gains in service efficiency and reduction of both energyand fuel consumption and emissions as well as pollution. Moreover it alsohas potential in increasing the overall accessibility of cities and rural areasand in improving the social cohesion of disadvantaged/dispersed areas bythe provision of personalised mobility services acting as feeder service to theconventional public transport (both railway and bus lines).
