Idea

CFLSW Squadrons operate with full organic (C-130/C-9B/C-20D&G) and full contractor maintenance (C12/C-20A&G/C37)

Both are advantageous and have limitations

C-40A Maintenance Program has already successfully merged both the Navy maintenance concepts with Best Commercial Practices

A Checks/C Checks and Navy Air Maintenance Program (NAMP) Navy FMC/PMC mission –vs- Commercial Routes minimum equipment

Hybrid Sailor Program for CFLSW mirrors A & P Mechanic

C-40 Program provides a greater opportunity to merge the best of organic and contract maintenance programs together than any other aircraft program in the Navy today

Concept

Flexible Maintenance Concept provides all the advantages of Navy Organic with none of the limitations of CLS

Cost effective

Navy Leadership maintains overall control for Fleet support

BETA Test at VR-58 NAS JAX October 2008

Utilizes an existing contract, saving time and further costs

Targeted hiring of individual contractors skill sets will ensure overall success from the beginning

Lessons learned can be applied to make adjustments as needed

Layout Total of 111 FTS billets would be cut in 3 C-40 Squadrons.

Cuts are based on VR-59 SQMD while cost savings are based on CNAFR POM 10 Calculation Work Sheet.

Flex maintenance complexion would be 14 Contractors and 25 Organic maintenance personnel. With an additional 3 Contractors for administration functions.

CLS Costs are a derivative of known contract obligations associated with current VR CLS squadrons and TYCOM estimations.

Earliest implementation (VR-58) of Flex Maintenance strategy will be effected OCT 08.

Personnel Billet cuts have been strategize by CNAFR manpower shop and have been affected in the PEVIS data base.

Section 1

I. Introduction

It is the intent of Commander, Fleet Logistics Support Wing (CFLSW) to contract organizational level maintenance support for VR-58. Maintenance on the C-40 Type Model Series (TMS) aircraft located on-board Naval Air Station Jacksonville, Florida shall be conducted primarily within squadron spaces, flight line and worldwide detachment locations beginning October 1, 2008 and shall remain in effect until cancelled by Commander, Fleet Logistics Support Wing.

The contractor shall provide all labor required to perform assigned maintenance tasks according to the COMNAVFORINST Naval Aviation Maintenance Program (NAMP) 4790.2 and established instructions. Maintenance performed under this contract shall be conducted by technicians who are thoroughly trained and knowledgeable in all aspects of C-40 TMS aircraft maintenance and related systems. Contractor technicians will be integrated into existing work centers and will work side-by-side with VR-58 maintenance personnel. The Commander, Fleet Logistics Support Wing and VR-58 shall have the right to review contractor qualifications and certifications and to ensure compliance with the NAMP, Standard Operating Procedures (SOP), applicable instructions and the terms and conditions of this contract.
