SINGLE MARINE PROGRAM: Per ALMAR Cancellation 001/20: due to restrictions and travel limitations in place for COVID-19, events celebrating Single Marine Program Days of Service and Volunteer Appreciation will be re-evaluated at a time to be determined.

PHOTO STUDIO: The MARFORCOM photo studio is located at MCA-614. See the enclosure for details on how to schedule anappointment. Obtain a certified, current (within 30 days) hard copy of your command generated height & weight letter prior toyour appointment. Ensure you see your S-3 for a height/weight letter signed within 30 days of your appointment date and allow 3-5 business days for your 1stSgt, SgtMaj, Executive Officer or Commanding Officer to sign it and return it to you. You must have the hard copy in hand in order for the photo studio to take your photo. Marines coming from MSCs (MCSFR, MCSCG) must ensure they bring a completed letter from their respective unit.

S-3

HQSVCBN operations, events, and training have been minimized to mission essential functions only. S-3 is on a telework schedule and has reduced personnel on deck throughout the work day. Administrative actions will be handled via phone or email communication.

PME/Formal Schools: Exception to Policy (ETP) requests for PME/Formal Schools will only be required if destination is in unfavorable travel conditions (HPCON “C”) approved by the Commander, FMFLant/MARFORCOM. Submit all ETP requests via an administrative action (AA) form through HQSVCBN S-3. Travel to formal schools may require an additional 14 days of ROM prior to the course report date; submit AA forms at least 30 days prior to the course report date. Some resident PME and formal schools have been cancelled, postponed, or are being offered via distance education only. Contact the S-3 training chief, Sgt Ortiz at 445-0455 or [email protected] with questions.

BRC/ARC: Personnel can now enroll in BRC/ARC courses conducted on any USMC Installation as long as the course is on ESAMS. There are courses being conducted on Camp Lejeune and Quantico. Those interested will need to go into ESAMS and sign up for the course. Leave, Special Liberty, or PTAD will be authorized for attendance.

IPAC continues to administer timely and accurate pay and entitlements, utilizing Marine Online (MOL) Electronic Personnel Administrative Request (EPAR) module. All supporting documentation must be provided to take administrative action. Walk ins will be limited to those personnel authorized to EAS or retire. All means of electronic paperwork will be the primary and recommended course of action.

A Marine will be present in IPAC from 0800 – 1100 and 1300 – 1600 to provide support as needed and can be reached at 757-445-8264.

*Please be advised, Camp Lejeune, NC, Disbursing Office is behindon settling PCS travel claims. Average turnaround time is 4-5 weeksand varies depending on ROM vs non-ROM reporting endorsement*

Travel/ROM Requirements

1. Personnel traveling outside the local area for leave/liberty/TAD will only be required to ROM if traveling from overseas, exhibiting COVID symptoms, or coming into contact with confirmed or suspected COVID-positive cases.

2. IPAC will continue to process new joins remotely (email/phone).

3. Exception to Policy (ETP) requests for PCS/TAD only be required if destination is in unfavorable travel conditions (HPCON “C”).

694/20-Changes to Marine Corps Annual Training and Education Requirements

Effective immediately, the BST Program is no longer a Service-level requirement and there is no longer a requirement to report this training in the Marine Corps Training Information Management System (MCTIMS).

The following events are no longer standalone requirements and have been consolidated in the Prohibited Activities and Conduct (PAC) training: Hazing/Bullying, Sexual Harassment, and Marine Corps Equal Opportunity.

The following events have been eliminated as annual requirements: Social Media Conduct, Tobacco Cessation, Combating Trafficking in Persons, and Violence Prevention Awareness training.

Leader-led options are authorized for the following training: PAC, OpSec, Level I AT, and Risk Management training.

693/20-Announcement of College of Enlisted Military Education Online Seminars

The Enlisted College has been teaching resident schools in a socially distanced environment, which has reduced capacity by nearly 60 percent. By having Staff Noncommissioned Academy (SNCOA) faculty teach CDET online curricula, the Enlisted College can increase the number of Marines who complete their PME requirements to be eligible for promotion.

The 15-week online seminars will be conducted during Marines off duty hours. The Sergeants and Advanced Schools will commence the week of 4 January 2021 and complete the week of 12 April 2021. Career School seminars will convene the week of 14 December 2020 and end the week of 4 April 2021. However, the Career School Seminars will not meet the weeks of 21 and 28 December 2020 due to the holiday schedule.

Nominees must meet the Marine Corps Body Composition Program standards, have completed the associated prerequisite distance education program (DEP) on MarineNet, and be endorsed by their commanding officer via the command screening checklist. Registration deadline for the online seminars is 1 December 2020. Registration will close if all seminar seats have been filled.

Education and Learning CornerThe word Sergeant has an origin from the Latin word 'serviens' meaning 'one who serves'. Lest we forget that we are all here to build up the

next generation of Marines that will carry our great nation forward as America's Force in Readiness.

Tribe: On Homecoming and Belonging – By Sebastian Junger. This renowned writer is known for his #1 New York Times Bestselling books such as "The Perfect Storm", "Fire", "A Death In Belmont", "War" and "Tribe" and ass an award-winning journalist for both a National Magazine Award and a Peabody Award. He is a contributing editor to Vanity Fair and special correspondent for ABC News as well as writing for many magazines such as Harper’s, The New York Times Magazine, National Geographic Adventure, Outside and Men’s Journal. Along with all of this, he has also become an amazing documentary filmmaker known for the Academy Award nominated and winning the Grand Jury Prize at Sundance for "Restrepo" along with "Which Way Is The Front Line From Here?", "Korengal", and "The Last Patrol". These documentaries along with his reporting has developed how wars and the return from war will be documented for generations to follow.

The book explores how war produces familiar bonds between people, not just that of those who participate but for all that are interconnected in the web of war. During adversity, the human has a sense of connection and purpose, yet upon returning to society many times that becomes lost in translation. This loss of translation equates to an increase in PTSD while searching for those lost advantages of adversity that were once considered the main stay of life. Tribe searches the subjects of loyalty, belonging, and the human exploration to find the meaning of life. Understanding the components of tribal societies that flourished after great struggles through coming together for purpose and peace, this book is explored through the lenses of historical context, psychological, and anthropological studies that have been slowly lost in the sands of time. While many would argue the idea that war is missed more than peace, remember that a disaster in ones life is trapped in the mind while good times are lost quickly. With only four chapters, this book is thought provoking to the point of becoming emotional for those that have touched the intrepid soul of war. Not only is this book for those that have experienced war, but for anyone where their society has experienced war. Through all of this the book was able to explain the complicated phenomena of war and its relation to become a whole person.

Chapter 1: The The Men and the Dogs. This chapter discusses the late 1700s when Europeans and Tribal peoples converged. Many white Americans left modern society to live with the Native Americans and rarely, if ever, were the roles reversed. Pertaining to the reflection on why tribal life is more appealing than the modern construct, the nomadic life gripped the individual in community as an equal rather than a cog that can simply be replaced. The egalitarian life revolved on existence for one another, conversely, modern construct clasps to wealth accumulation that removes the need to help one another. The frontier was more fun for the men and the dogs as one woman explained the time period.

Chapter 2: War Makes you an Animal. This statement has two meanings where becoming an animal is the dehumanizing force while the other side denotes becoming an animal brings the basic instinct to life of self sacrifice for the betterment of others. This is highlighted through Jungers war journalism where he witnessed the dirty underbelly of war as well as the flip side of the coin that brings out the best in human nature through compassion and heroism.

Chapter 3: In Bitter Safety I Wake. This chapter explains an emotional roller coaster within PTSD that could be observed as controversial, sharing his own story of short-term PTSD from being a war reporter. While many view PTSD as something that is wrong with the individual the idea of how that individual is integrated back into society should be taken into consideration. Israeli soldiers have a lower rate of PTSD while our own are much greater. Could a healthier society be the missing link that must be considered? Veterans could actually teach society how to become a stronger society, and many veterans could teach other veterans how to reintegrate in a natural fashion. A society that has a strong welfare state can lead to increases in these systemic issues.

Chapter 4: Calling Home From Mars. This chapter stems from the idea that many veterans can see how the US has lost its tribal roots in that they are able to reconnect with through military service. We have much to learn from veterans by how to become a society that relies on one another for the greater good. Our Native American tribes could teach what the warrior goes through as well as rituals for healing. Snapshots of how our society is failing to conduct its self as a tribe through racial/class integration, argumentative political upheaval, or school shootings perpetrated by persecuted individuals.

Lastly, acknowledging that people and achievements rather than systems or establishments will have a greater benefit for society overall.

Facilities Department: During the period of reduced manning, expect reduced timeliness in support from the facilities team. All requests for maintenance must be submitted via SharePoint: https://eis.usmc.mil/sites/mfcom/HQSVCBN/Lists/FacilitiesWorkRequest/Active%20Support%20Requests.aspx

**The facilities team will not support “drive by requests.” The mechanics have been instructed to direct ALL requests to the SharePoint portal for proper submission and assignment.**

Passenger Travel Office: PTO Marines will telework until otherwise directed. The PTO Duty phone is 757-577-2499. This number can be contacted any time.

Motor Transport: Vehicles will be issued based on authorized mission requirements.

Fiscal: We maintain a footprint in the Fiscal Department. This ensures payments for purchase request/contracts are properly obligated and expensed. The Fiscal Officer is on a telework schedule. The Fiscal Chief is directed to minimize time in the office and telework to the greatest extent possible. Fiscal personnel may be reached at 757-445-6543.

Supply: The Supply issuing point is open by Appointment only until further notice. We maintain the ability to process and approve Purchase Requests submitted via PR Builder. The PR Tracker continues to be disseminated every Tuesday, COB. Sgt Torres is available to collect and reconcile any outstanding CMRs.

If any Marines/Civilian Marines plan to take their work stations away from their desks for any reason (i.e.. TAD, PTAD, Leave, Telework) they WILL have a signed ECR card from the Responsible Officer. The ECR is required to protect the Responsible Officer in the event the equipment is damaged, lost, or stolen. There are notes within the template to help fill it out, however, if you have any questions, please contact supply. IMR is an integral component of force health protection. It reflects a service members ability to rapidly deploy, and is a direct indication of a units ability to fulfill its mission.

IMR for Marines o Marines can find their Individual Medical Readiness Report on Marine Online (MOL). o All IMR items should be completed with/as close to PHA as possible. o Members should notify HSS upon completion of any IMR items.

Procedures:

Obtain a certified hard copy of your command generated height & weight letter prior to your

appointment. In order for your photo to be taken, you must have the hard copy in hand. For

MARFORCOM personnel, the HQBN S-3 is available to process height & weight letters on

Wednesdays from 0900-1400. Marines coming from outlying locations (MCSFR, MCSCG) must

ensure they bring their completed letter.

The CommStrat office will e-mail your official photo to SMB the Friday following your

appointment. This e-mail will be archived for a minimum of 45 days and maximum of 60 days.

Per MARADMIN 052/19, Marines have a personal responsibility to ensure that their photograph

is submitted and processed to their OMPF. It typically requires 2 – 3 business days to update.

Before arrival at the studio, please check in at the H&S Battalion IPAC front desk to

answer the COVID-19 questionnaire, receive a temperature scan and access sticker before

walking around the outside of the building to the photo studio located inside the H&S

warehouse.

The photo studio is located in a white trailer to the left when entering the MARFORCOM supply

warehouse through the loading dock at Bldg. MCA 614 Port Au Prince Ave., Camp Elmore.

Coordinating instructions:

In accordance with MARADMIN 052/19 - The use of shirt stays and or shirt garters are allowed,

“C” uniform, shall not be used during the completion of the OMPF photograph. The

photographer will not physically adjust anything on the Marine in order to maintain social

distancing.

The holiday season is traditionally a time of parties, receptions, and gift exchanges. However, ethics rules still apply! To ensure you do not inadvertently violate the ethics rules,

or other related laws and regulations, a brief summary of the applicable rules and some common situations you might encounter is set out below.

• Contributions must be voluntary. Don’t have a boss solicit for contributions. • Special considerations apply if a contractor’s employees will be invited. See the

examples below and consult with your contracting officer and Ethics Counselor.

o Holiday Parties Outside the Office • Personnel generally may attend holiday parties hosted personally by their superiors or

subordinates. • There is not a “holiday party exception” to the ethics rules for accepting free

attendance at events hosted by contractors and other non-Federal organizations. ‒ Read the examples below. Some events may require written approval. Check with

your Ethics Counselor if you have questions. o Gifts

• Gifts from contractors and other prohibited sources are generally limited to non-cash items worth less than $20.

• Gifts from subordinates are generally limited to non-cash items worth less than $10.

‒ Be careful when pooling contributions for a holiday gift for a supervisor… it still cannot exceed $10!

‒ Traditional hospitality or hostess gifts may exceed $10 when the boss is hosting a party at his/her home (e.g. flowers, a bottle of wine). However, good judgement and reason apply to avoid any appearance of currying favor.

‒ There is no limit on the value of a gift a supervisor may give to subordinates, but the good taste and avoiding any appearance of favoritism should be taken into account.

• The President’s Ethics Pledge further limits political appointees from accepting most gifts offered by a lobbyist or lobbying organization.

GENERAL PRINCIPLES

o You may not solicit outside sources (which includes contractor-employees working in your

office) for contributions to your party. This includes solicitations for funds, food, and items. o Holiday parties are unofficial events, and you may not use appropriated funds to pay for

them. o You may not use appropriated funds to purchase and send greeting cards. o DoD regulations prohibit gambling in the Pentagon and on Federal property or while in a

duty status. GSA regulations ban gambling in GSA-owned or controlled buildings. Door prizes or drawings where individuals purchase a chance to win something constitute gambling.

o As a general rule, participation at holiday social events is personal, not official, and therefore

use of Government vehicles to/from such events would not be authorized. There may be limited circumstances that justify the use of a Government vehicle, such as when a senior official is invited to attend the event because of his/her official position and where the official will be performing an official function. Note that it would be difficult, if not impossible, to justify the use of a Government vehicle when a function involves one’s immediate staff/office or events comprised of personal friends. All requests for use of a Government vehicle to attend holiday social events should be reviewed on a case-by-case basis.

o Many contractors have ethics rules and policies that are similar to the Federal rules.

Consider these rules before offering contractor-employees gifts or opportunities that they may not be able to accept.

GIFTS

General Rule: Federal personnel may not accept gifts offered because of their official positions or offered by a “prohibited source.” A prohibited source is anyone who:

• Seeks official action by the employee’s agency; • Does business or seeks to do business with the employee’s agency; • Conducts activities regulated by the employee’s agency; • Has interests that may be substantially affected by the employee’s performance of duty;

or, • Is an organization composed of members described above.

Gifts Defined: Gifts include any item of value. Examples of gifts include free attendance at dinners and other meals, receptions, sporting events, and widely attended gatherings. Lobbyist Gift Ban (Political Appointees Only): Except in very limited instances, civilian political appointees may not accept gifts from registered lobbyists or lobbying organizations. Political appointees are all full-time non-career Presidential appointees, non-career Senior Executive Service (SES) appointees, and non-career appointees excepted from the competitive service by reason of being of a confidential or policymaking character (e.g., Schedule C, politically appointed term SES or equivalent). Most of the gift exceptions to the general prohibition on gift acceptance do NOT apply for gifts to political appointees from a lobbyist/lobbying organization, unless the organization is a 501(c)(3) non-profit. Gift Exchanges Between Supervisors and Subordinates: Absent an applicable exception, supervisors may not accept gifts from subordinates or Federal personnel who receive less pay. Below are exceptions that may apply for holiday gifts and events:

• Exception #1: On an occasional basis, including any occasion on which gifts are traditionally given or exchanged, supervisors may accept gifts (other than cash) valued at $10 or less from a subordinate.

• Exception #2: Supervisors may accept food and refreshments shared in the office and

may share in the expenses of an office party.

• Exception #3: When a supervisor invites a subordinate to a social event at the supervisor’s residence, the subordinate may give the supervisor a hospitality gift of the type and value customarily given on such an occasion.

Gifts and Gift Exchanges Between Peers and Coworkers: There are no legal restrictions on gifts given to peers or subordinates. However, common sense (and good taste) should apply, and supervisors should avoid any appearance of favoritism toward a particular subordinate.

Gifts and Gift Exchanges That Include Contractor Personnel:

o Gifts from contractors: Federal personnel are prohibited from soliciting gifts from contractor employees. Furthermore, as a general rule, Federal employees may not accept unsolicited gifts from contractor-employees. Contractor-employees are considered prohibited sources since their employers currently do business with the Government. The exceptions below may apply for holiday gifts and events:

• Exception #1: Federal personnel may accept gifts (other than cash) not exceeding $20, as

long as the total amount of gifts that the individual accepts from that source (the contractor-employee and the employer) does not exceed $50 for the year.

• Exception #2: Federal personnel may accept gifts that are based on a bona fide personal

relationship. Personal relationships are generally limited to family and close personal friendships arising outside the work place. A key indicia of whether a gift is based on a personal relationship is whether the gift is paid for or reimbursed by the contractor employer. However, if the contractor employer gives a gift or invitation to its employee and the employee, without direction from the company, then re-gifts to or invites a Federal official based upon a family or close personal relationship, the personal relationship exception may still apply.

o Gifts to contractors: Check with the contractor, since many contractors have codes of ethics that are similar to Federal rules and, therefore, may preclude the acceptance of gifts.

PARTIES, OPEN-HOUSES, AND RECEPTIONS

Raising Funds for Office Holiday Parties: As a general rule, Federal personnel may not engage in fundraising in an official capacity, unless authorized by statute, executive order, regulation or agency determination. One such exception is “by our own, from our own, for our own” internal fundraisers. Under this exception, you may have a fundraising event (i.e., bake sale) within the workplace to raise funds for the holiday party. You may only hold such a sale in your office area, as opposed to a public area, and everyone who is working in the bake sale must be in a non-duty status (leave or pass, lunch break, etc.). You must also comply with any local policies pertaining to fundraising, which may limit where you may hold the fundraising event, how you may publicize it, and who may authorize it. You may not solicit outside sources for contributions for your party. Parties, Open-Houses, and Receptions Hosted by Non-Prohibited Sources: Federal personnel may attend social events sponsored by non-prohibited sources if none of the guests are charged admission (e.g. most holiday receptions and open-houses).

Parties, Open-Houses, and Receptions Hosted by Prohibited Sources Including Contractors: The general rule is that Federal personnel may not accept gifts from prohibited sources, including contractors and contractor personnel.

• Exception #1: Federal personnel may generally attend an open-house or reception, and accept any gift of refreshments if an Ethics Counselor determines that the event is a widely attended gathering, and the employee's supervisor determines that it is in the agency's interest that the employee attends. This determination must be in writing.

• Exception #2: Federal personnel may accept invitations to events that are open to the

public, all Government employees, or all military personnel.

• Exception #3: Federal personnel may accept invitations offered to a group or class that is not related to Government employment. (For example, if the building owner where your office is located throws a reception for all of the tenants of the building.)

• Exception #4: Federal personnel may accept modest refreshments, such as soft drinks, coffee, pastries, or similar refreshments that are not served as part of a meal.

• Exception #5: Federal personnel may accept gifts based on a spouse’s outside business or employment relationship. For example, a Federal employee’s spouse works for ABC Corp. The Federal employee may accompany the spouse to the ABC Corp.’s holiday party. The invitation is to the spouse as an ABC Corp. employee, and not to the Federal employee because of his or her Federal position.

Remember: Federal personnel may not accept a gift from an outside source, even where one of the exceptions applies, if the gift was solicited or is given in return for being influenced in the performance of an official act. Parties, Open-Houses, and Receptions Hosted by Other Federal Personnel: o Invitation from your subordinate: You may accept personal hospitality at the residence of a

subordinate that is customarily provided on the occasion. o Invitations from your boss or a co-worker: No restrictions. Enjoy!

COMMON EXAMPLES

1. Office Party (non-duty time): Your office is having a holiday party during the non-duty lunch hour or after work and asks each person attending to pay $5 to cover refreshments and to bring a pot luck dish or dessert. Contractor-employees may attend, pay $5, and bring food because these contributions are not considered to be gifts or solicitation of gifts, but rather

merely an attendee contributing their fair share of the costs of the an event that they are attending. Remember, contributions must be voluntary, so soliciting must be done with care to ensure there is no pressure or appearance of pressure. Also, be sure to verify that the time contractor-employees spend at the party does not get billed to the Government. 2. Office Party (duty time): What about a party that cuts into duty hours? In addition to the rules in the example above regarding solicitation and contributions by Federal employees, as a general rule, the Government may not reimburse a contractor for morale and welfare expenses. The contractor has to decide whether to let its employees attend and forego payment for their time, or direct that they continue to work. Consult the Contracting Officer and Ethics Counselor before inviting contractor-employees to a function during their duty hours. 3. Exchange of Gifts: Your colleagues, including contractor-employees, want to exchange gifts at the office holiday party. Gift exchanges in which employees purchase gifts for other employees whose names they drew at random may create situations where a subordinate is purchasing a gift for a superior. If contractor personnel participate in the gift exchange, a $20 limit applies. Where an employee may buy a gift for a superior, a $10 limit applies. The best practice when organizing the gift exchange is to tell participants to limit gifts to non-cash items with a value of $10 or less. 4. Private Parties (Federal Personnel): One of your Government co-workers is hosting a party at his house and has invited the entire office, which also includes several contractor-employees. Providing food and refreshments to a contractor-employee does not violate Government ethics rules. The contractor-employees may want to check their employer’s rules before accepting (since many contractors have similar ethics rules). If the contractor-employee brings a hospitality gift, it may not exceed $20 (since the contractor is a prohibited source). 5. Private Parties (Contractor-Sponsored): If the contractor is sponsoring their employee's party or open-house, and you are invited by the contractor (or an employee of the contractor), you may not attend unless one of the exceptions discussed above applies. For example, under the $20 rule, if the average cost per guest does not exceed $20, Government personnel may accept. However, if the cost per guest is $40 and no other exception applies, the Federal employee would have to pay for the meal in order to attend the event.

Please remember that this guidance highlights the common ethics issues we encounter during the holiday season. It does not cover every situation. For advice tailored to your

Inclement Weather 2020-2021Are you ready?

During periods of inclement winter weather in the Hampton Roads area, our Marines, Sailors, and their families will see notifications regarding base delays, closings, and essential personnel reporting for duty on our local television news and radio stations. Expect to see these announcements during the local news broadcasts the evening of and in the early morning hours of inclement weather. Additionally, local authorities will advise if travel on public roads is safe or authorized. In most cases, if roads are considered impassable or unsafe, personnel should remain at home until the roads are cleared, being sure to stay in touch with your chain of command.

Another good resource for information on base delays and closings is the FMFLant Facebook page https://facebook.com/MARFORCOM/. Personnel and families are encouraged to add that page to their favorites. During periods of inclement weather, check the page regularly for base closures and other relevant information.

For Marines, ensure your contact information, especially a reliable cell phone number and email address, are current in Marine Online and AtHoc. Submit updates in MOL at https://mol.tfs.usmc.mil/ under the "Personal Updates > Contact Information" section. Submit updates into AtHoc at https://alerts1.mcdsus.mcds.usmc.mil/SelfService/profile/index under the "My Profile" tab. Marines should also perform a communications check with your chain of command, using the registered cell phone prior to inclement weather beginning.

Travel & Car Safety VDOT provides weather advisories on current road conditions and weather forecasts. Travelers can easily access weather information by dialing 511, 24 hours a day, 7 days a week. This information is also available on the website at www.virginiadot.org.

Severe snow storms may limit visibility and create hazardous road conditions. If you must travel during severe weather, consider checking road conditions by visiting http://www.511virginia.org/. Should you become stranded, staying inside the vehicle until help can arrive is the safest thing to do. Examples of vehicle emergency kits can be found at https://www.ready.gov/car.

GENTEX/REMARKS/1. THE FOLLOWING IS THE CY2021 COMMAND HOLIDAY OBSERVANCE

PLAN FOR HQ MARFORCOM AND MAJOR SUBORDINATE COMMANDS (MSCS). COMMANDERS

MAY DEVIATE FROM THIS PLAN BASED ON OPERATIONAL NECESSITY, BUT ARE

ENCOURAGED TO TAKE FULL ADVANTAGE OF THIS LEAVE AND LIBERTY PLAN FOR

MILITARY PERSONNEL AND CIVILIAN MARINES.

2. LIBERAL LEAVE WILL BE IN EFFECT FOR CIVILIAN MARINES DURING THESE

PERIODS.

3. PER REFERENCE (A), THREE-DAY (72 HOURS) SPECIAL LIBERTY IS A LIBERTY

PERIOD DESIGNED TO GIVE A MARINE OR SAILOR THREE FULL DAYS OF ABSENCE FROM

WORK OR DUTY, USUALLY BEGINNING AT THE END OF NORMAL WORKING HOURS ON A

GIVEN DAY AND EXPIRING WITH THE START OF NORMAL WORKING HOURS ON THE 4TH

DAY (E.G. FROM MONDAY EVENING UNTIL FRIDAY MORNING OR FROM FRIDAY EVENING

UNTIL TUESDAY MORNING. FOUR-DAY (96 HOURS) SPECIAL LIBERTY IS A LIBERTY

PERIOD DESIGNED TO GIVE A MARINE OR SAILOR FOUR FULL DAYS OF ABSENCE FROM

WORK OR DUTY, USUALLY EXPIRING WITH THE START OF NORMAL WORKING HOURS ON

THE FIFTH DAY, AND INCLUDING AT LEAST TWO CONSECUTIVE NO-WORK DAYS (E.G.

FROM WEDNESDAY EVENING UNTIL MONDAY MORNING).

4. MARINES AND SAILORS SHOULD HAVE AMPLE TIME TO SAFELY TRAVEL. ENSURE

OPERATIONAL RISK MANAGEMENT ANALYSIS IS PART OF SPECIAL LIBERTY PLANNING.

AS WELL, ALL HANDS SHOULD RECEIVE SAFETY AND AT/FP BRIEFS BEFORE STARTING

LIBERTY AND TRAVEL.
