Holding HerdHowdy All,

I hope everyone had a wonderful Thanksgiving and that you already have your Christmas shopping done, like me! Ho! Ho! – Maybe not.

Your new Executive Committee has been working hard to finish up 2011 and get our 2012 show year kicked-off. Our first priority for the new year is to consider our options for show facilities and locations that we may want to consider for future events. Meredith and the staff have researched several potential new sites for 2012 and beyond and we are in the process of review the feasibility of these new venues.

With the close of the World Championship, we have had the op-portunity to use our Arena Manager software to do some good statistical analysis of our membership. As expected and hoped, the USTPA is firmly grounded with the majority of our members being rated 3 and below. Using this and other valuable information from last year’s activities, the Executive Committee is considering some exciting new opportunities to better engage the majority of our current membership and encourage new members to join our ranks. I look forward to presenting you with some exciting new benefits as members in 2012.

To start things off, I’m pleased to announce the start of a new membership campaign that we hope will bring former riders back to the USTPA and draw the attention of new riders who have not yet competed with us yet. The membership campaign started with the new competition year and will be offered to new competing members through March 1st. If you have friends that have not been active members in the last three years encourage them to join and have their membership dues refunded to them in-full after the first sanctioned show that they attend. You can find more details in the campaign ad on page 15 of this issue of Flag’sUp!

Finally, be sure to read the information to the right about the new rule changes that are in affect for the 2012 season. The one trash cow rule may be confusing. If you have any questions about any of the rules, contact your Regional Director or any Executive Committee member. We’ll be happy to help.

2012 is shaping up to be a GREAT year for USTPA. Come on out and help us kick off the National Production shows with the National Western Stock Show in Denver, January 8-11, 2012.

2012 USTPA Rules Changes SummaryThe following important rule changes have been made to the 2012 Membership Handbook. Please be sure to note these changes in competition rules for this show year.

• Re-Rides Due to Out of Order Ride• Maximum of Four Co-Sanctioned

Shows for World Championship Qualification

I. Membership Categories 8. Competition Year

USTPA'S competition year runs from six weeks prior to the World Championship to the following year six weeks prior to the World Championship. Any shows falling in the time period of six weeks prior to the World Championship Finals will be treated as falling into the next years’ qualification period.

(Shows held after each region’s Regional Finals will count towards the next show year and the next year’s World Championship. For regions not having Regional finals, the cut-off is September 15.)

III. Team Penning Rules 7. Too Many Cattle

If more than three (3) head of cattle are across the start/foul line at the same time, the team will be judged a "no-time." Any part of the fourth animal that crosses the line will invoke a "no-time." Teams are permitted one trash (wrong-numbered) cow across the foul line but no more than three total cows at any one time. The trash cow can change throughout a run, but no more than one trash cow can be on the pen side at any point in time. If more than one trash (wrong-numbered) cow crosses the foul line at the same time the team will receive a no-time. Any part of the fourth animal that crosses the line will invoke a "no-time."

8. Re-Ride Situations

E. In the rare instance that a team rides out-of-order, their time and number of cattle will stand. No re-ride will be given for teams riding out of order. Once the problem is identified, the going forward teams will be correctly aligned, and in the case of sorting, placed in the proper arena and follow the order as posted. All go's must be posted before the round starts.

IX. Co-Sanctioning 6. World Championship Qualifications

Two co-sanctioned shows equal one sanctioned show, up to a maximum of four co-sanctioned to off-set two of the four sanctioned shows required for World Championship qualifications.

XII. USTPA Regional Finals and USTPA World Championship 2. Regional and World Championship Qualifying Requirements

A. Qualifying for any Regional Finals will be determined by each respective region’s Directors.

B. To qualify for the World Championship in Penning, riders must ride a mini-mum of six Team Penning rides at four separate USTPA sanctioned shows during the qualifying period. For a rider to qualify for only one Team Penning class, they must ride that class three times at four sanctioned shows. To qualify for the World Championship in Sorting, riders must ride a minimum of three Sorting rides at four separate USTPA sanctioned shows during the qualifying period. Two co-sanctioned shows can be applied for each required sanctioned show in Sorting and/or Pen-ning, up to a maximum of four co-sanctioned shows to off-set two of the four required sanctioned shows.

C. Members who compete in a given competition year, but are unable to satisfy the World Championship participation requirements due to an unexpected and bona fide medical condition, illness or injury, may receive a waiver for that competition year subject to approval of both Regional Directors and the USTPA Executive Board.

D. Participation is defined as a person holding a current Competitor member-ship which either competes in a show or serves as one of the official Judges, Announcer, Timekeeper or Secretary.

To All 2011 World Championship Participants,

It was a pleasure to have the opportunity to meet once again for the USTPA World Championship in West Monroe, Louisiana. We hope that you enjoyed the competition and camaraderie and are honored to have been allowed to host this event for our membership. Overall, we believe the 2011 Wrangler World Championship was a huge success but we do recognize the challenges that arose from this year’s event. Most notably was the poor quality of cattle.

On behalf of the World Championship Planning Committee, the Executive Committee and the Board of Directors, I’d like to express our most sincere apologies to our membership. The cattle at the World Championship simply were not in a condition that meets our normal standards for any competition, much less our most important event of the year. We were all disappointed in the cattle and we acknowledge the discontent of our competitors. In light of this awareness, we are committed to ensuring quality cattle for our future events and have instituted improved operating procedures for selecting cattle providers and ensuring their performance in providing quality, healthy animals.

Again, we humbly recognize the issue and pledge to do our best to prevent future problems of this kind. We thank you for your continued support and look forward to riding with you in 2012!

If you’re planning on attending a USTPA event in the near future, it can be guaranteed that Sammy Duncan played a crucial role in getting that event off the ground. Starting just after the World Championship Show in November 2011, Sammy was named the Vice President of Production and Quality Control for the USTPA.His job responsibilities include heading a committee that provides sanctioning for all of the shows, approval of the format that deter-mines how each show will be run, administering the judge’s official tests, and provides ongoing re-sources and support for judges, show secretaries, and producers. The USTPA currently adminis-ters the judge’s tests on a case by case basis that includes both in person interviews and interviews via the telephone, depending on the applicant’s location. Event producers must use USTPA Certi-fied Judges and announcers for all events, which

guarantee’s the integrity of the as-sociation by having personnel that understands how to correctly inter-pret the rules. All judges must take a USTPA Official test and score a passing grade every two years in order to be eligible to officiate USTPA sanctioned events. One of Sammy’s goals in 2012 is to provide in-person clinics for the judges to attend, which will further guaran-tee the asso-ciation’s goals are being met. Some judges are also required to complete an apprentice program to fa-miliarize them with their future show responsibili-

ties prior to being approved.

Anyone looking to put on an event in the near future just needs to apply online at a minimum of sixty days prior to the date of the event. Sammy’s goal is for each ap-plicant to receive a decision within five business days of submitting their application. “Event submis-sions will most likely be approved as long as they have the acceptable number and type of classes, and

basically follow the format that we have at our World

Championship Show.” This includes having an

Open class, as well as the numbered

classes for both penning and sorting. For re-gional events, Sammy de-pends largely on the individual regional directors to make the ultimate decision. “These are the

who are familiar with the fa-cilities in the area, and they also know more about how many and what type of events their region will support.” Sammy is careful not to approve an event that will

potentially interfere

with an existing circuit, either by dates or location. While pri-ority is given to those events that were held in the previous

year, folks are encouraged to

apply for

new circuits that will help grow the association. “If we want to see it grow, people need to participate,” Sammy says.

Horses have been in Sammy’s life for as long as he can remember, but he did not start team pen-ning until around 1990. “I used to just trail ride until one day some friends invited me to come to a local penning, and I was hooked,” Sammy recalled. In 1995, he began volunteering at his local events by accepting assignments that ranged from helping to run the show to

administering the Cowboy

Church on

Sundays. “When the Regional shows grew to two days, I knew there was a need for people to gather on Sunday mornings and celebrate their faith.” Sammy and his wife are both known for their singing, and Sammy is quick to volunteer to speak if there is no minister present. “The only way to have a voice in anything is to volunteer and participate,” he says.

Sammy also credits his wife Donna for her commitment to the sport, in spite of the

fact that she no longer rides as a result of

back problems. “Donna

is an official time keeper, as well as an announcer. She was always at the events cheering me on, so she decided she might as well par-ticipate behind the scenes as well! Donna first started on a regional level, and now also contributes to national productions.”

While Sammy keeps an aver-age of seven horses at a time, five finished and two younger up and coming penners, his current favorite mount is a fifteen year old gelding son of Peptoboons-

mal that he’s owned since 2004. Both Sammy and his Pepto geld-ing prefer penning over sorting, but Sammy states that the sorting has been “rubbing off on him” more and more as the years go by. When asked about his initial preference, Sammy says, “I’ve just been doing the penning for so much longer. It’s always going to have a special place in my heart because it’s how I started out.” Sammy has experienced incredible success over the years by winning World Champion-ship titles in both 2004 and 2008 with his brother and sister in law. “In 2004, the USTPA invited the top 3 teams out of each region to come to the Championships. Our 2008 win was even bigger as it was in the Open class with a broader variety of people entered.” Sammy is already gearing up for 2012, and

he definitely plans to attend the World Championship Show, as well as numerous regional and national events.
