8 . In view of the F,bove , it wtts c\ec ided thet a conservat ive
pol�cy d ictated the chan�e to the drum gcte crest , which reou ires no
unprecedented s ize of gate , or sacrifice in re�uire�ents , ond is bet
ter �1 f:pted to the topogrephic condi tions &nd to the belanc in� of d is
cher�es as required ; 1 . e . , 31 , 500 second-feet uncontrolled d ischorge
vri th water surface at !U . 1229 , snd 200 ,000 second-feet maximum with
WPtor surface �t El . 1232 , for each spillway.
9 . Simultaneously with the Stoney gate experiments e t Fort
O:>llins , a modal o f a desi� for e drum gate crest was built at Mont
rose to e scol3 o f 1 to 20. A very lArge reduction in tho ost imeted
cost could b� mede ty incraAeing the velocitiaa toward tho lower ond
of the. chennal ; so as to hev� ea smell a tunn�l s�ction as possible
et the portal. Thv chennel floor , boginn�n� about 150 feet from the
lowor and o t th� orest , was cccordingly etoa�oned so e s to throw e
pert of tho trans it ion curvo into tho channal i tself. Thia model
showed tho sema d iseppointing feeturo es the Fort Collins Ston�y �ate
model ; nan�ly, that an..v considerable drop from lake to channel water
surface rosultod ·1n too greet oner,n, of cross flow , creet ing _ conditions
unsuited to a closvd section. While the structure wee not �acking in
capacity, the flow cond itions wore bad. So fer as flow in tho shaft

end tunnel ,vere co::cerned , FJ snt L.,factory condition was created by
choking the tunnel entrance to f9r� , at discharges exceeding about
150 ,000 second- feet, a submerged orifice , with a bell mouth entrance
and an eir duct below. At maximwn c apa c ity , conditions were feirly
setisfactory ; but et low diachar�ea flow in the channel itself was
rou�h. Nmnerous t�'J)es of baffles placed in the channel P.ffected
only minor improvement . This design was re iected end e model of e
new desi� built at Fort Ciollins.
10. In this new design the channel was modified to omit
the extra fall �iven to tho lower end of the channel floor in the
l�ontrose rJorhl. The n�w model had en oµen top : 'rom the lov;rer end
of th 3 s-p1 11Wl3:f crost to the lower end of the verticol transition
curve so that flo·n condit ions ':'round this cur .. ,e P.nd in the shaft
could be · ohserved r��u ily. Tho vortical curvo b��an at tho eleva
tion of th� c� �nn0l floor .

which would �i ve e sntisfactory dopth of wnt0r at tht� lowor end of the
.. channel ; foun1 by experir.iont to ba about 95 fnet.

It w ill be noted on section C-C , that i f t�e contact is e strei�t
line from the point or contRct in the . drill hole to the visible con
tact .on the face of the cliff , the angle is ebout 45 degrees.
The construct ion en�ineer was then not ified to consult with
Dr . Hansome concerning the present locat ion of the spillway. In tel
e�am of 7une 29 , 1931 , he advised that this site would be in volcanic
breccie upstrea� ana flow breccia �ownstrearn of e fault in the drew.
This fault crosses the s�illwey near the lower end . Dr. Ransome stated
that if the snillwcy were moved about 150 feet upstream from its pres
ent locat ion , the crossin� of the fault would be avoided ; ·that he did
not regard the presence of the fault es e serious ob 1eotion, but would
prefer to avo id i t i f this d id not entail dec i�ed disedvanta�s in
other respects ; th�t no greet exponse should be incurred to avoid this
fault .
Sines heavy ex�ense would be involved 1n evoidi� this taUlt ,
and s ince , if the spillway were placed as sug�estad by Dr. Ransome ,
the fault would st ill be crossed by tho shaft , the present locet ion
wee adopted .
