Dear Governor DeSantis,

The Florida Association of District Instructional Materials Administrators (FADIMA) is pleased

to provide the 2020-2021 Instructional Materials Cost Analysis for your review. This document

will assist you, our legislators, and the staff members responsible for educational funding, in

making informed financial decisions regarding funding for instructional materials for our teachers

and students.

The recent restructuring of the state adoption cycle has been considered in the Cost Analysis, as it

will create an unexpected and substantial expense which impacts school districts. The adoption

cycle revision created the need to extend the ELA adoption, creating an additional “gap” year. At

a cost of more than $46.5 million dollars, the ELA adoption gap will create a significant need for

funding revisions. Additionally, the remarkable increase in the number of students participating in

dual enrollment (DE) courses has created a need for significant increases in funding for DE

materials. In the past, districts have been able to re-use textbooks for students in subsequent

semesters to realize substantial cost savings. Increasingly, colleges across the state have increased

their use of technology and thereby, the need to purchase access codes for students which are non-

transferrable and non-reusable resources. This has significantly increased the cost of providing

resources for students taking college courses during high school.

Included in this document are the following vital pieces:

▪ An explanation of the reasoning involved in determining cost data for each grade level

▪ Definitions of terms used in the Cost Analysis

▪ An explanation of the ratios used in the Cost Analysis

▪ Figures that are consistent with statutory language addressing the need for current

instructional materials for each student

▪ Specific information regarding the increasing costs of Dual Enrollment

We hope this document will serve as a guide as you consider the education budget and needs of all

the teachers and students of Florida. The FADIMA Board of Directors, and members of the

Annual Cost Analysis

2020-2021 Fiscal Year

The Florida Association of Instructional Materials Administrators (FADIMA) commends the Governor,

Commissioner of Education, and the Legislature for continuing to provide categorical funding for K-12

instructional materials, dual enrollment, library media, and science lab supplies. We are especially grateful

for increased funding for instructional materials realized this year during budget appropriations.

This analysis serves to identify a typical curriculum that a student would follow, with materials being

selected as representative of the tools that may be used to teach that curriculum. FADIMA fully recognizes

that many students may follow different curricula, that many educators may make different choices of

materials, and that many needed instructional materials may not be reflected in the Cost Analysis

calculations. However, we emphasize the value of the Cost Analysis is that it reflects true costs associated

with a mainstream curriculum experienced by a typical student. We acknowledge that there are several

factors that impact instructional materials, including the revision of the adoption cycle, expectations for

Florida Standards Assessments (FSA) and End of Course Exams (EOC), state mandated initiatives, and

other state priorities such as the utilization of digital materials, changes in grading and graduation

requirements, and the recent refocus on Career and Technical Education. The materials and prices used to

compile this Cost Analysis are representative of those used in districts throughout Florida and reflect actual

cost.

FADIMA continues to include dual enrollment materials in the annual Cost Analysis. Dual enrollment is

an excellent opportunity for high school students to earn college or vocational credit towards a post-

secondary diploma, certificate, or degree. Due to the efforts made by the State of Florida to provide this

opportunity, the number of students participating in dual enrollment courses has increased significantly,

which in turn, impacts the instructional materials budget. The funding in the appropriation has covered a

fraction of the actual costs to districts. As a result, districts must supplement increased dual enrollment costs

above and beyond what is allocated from the state. The 2020-2021 Cost Analysis continues to include dual

enrollment materials projections and are based on average costs reported by a sampling of districts.

The following are other considerations regarding Dual Enrollment:

▪ There is no mandatory length of use for specific titles so districts must continually purchase new

materials as professors change titles sometimes as frequently as each semester.

▪ No “standard” courses, instructional materials, or formats are used state‐wide at colleges or

universities, or even by all professors at an institution.

▪ Increased cost associated with the “digital” version of the textbooks. Online texts, also known as

“access codes”, are often purchased for single use only and often combined with print, rendering

the print copy unavailable for reuse once the digital version has been utilized.

▪ Districts cannot restrict student enrollment to control costs, and the average costs, for

instructional materials for Dual Enrollment courses, are significantly higher than those of

traditional high school materials.

For purposes of state adoption, “adequate instructional materials" is defined in statute as:

“…a sufficient number of student or site licenses or sets of materials that are available in bound, unbound,

kit, or package form and may consist of hard-backed or soft-backed textbooks, electronic content,

consumables, learning laboratories, manipulatives, electronic media, and computer courseware or software

that serve as the basis for instruction for each student in the core subject areas of mathematics, language

arts, social studies, science, reading, and literature.” (Section 1006.28, Florida Statues)

The following issues serve as the basis for the 2020-2021 funding request:

▪ Statutory requirement to provide instructional materials for each child in the CORE subject areas.

▪ Statutory requirements to administer End‐of‐Course (EOC) assessments for Algebra I, Geometry,

Biology, U.S. History and middle school Civics education. [Section 1008.22 (3)(b)1., Florida

Statutes]

▪ Advancements in instructional materials and technology‐based methods of delivery for students

that must be provided in an electronic or digital format. [Section 1006.29 (3), Florida Statutes;

Section 1006.40 (3)(b)2., Florida Statutes]

▪ The decisive factor for the instructional materials adoption process in Florida is the preparation

for the Florida Standards Assessment (FSA).

▪ In addition to instructional materials, FADIMA continues to support separate appropriations for

library media materials and science lab supplies.

▪ FADIMA supports the transition to the increased use of digital instructional materials within the

teaching and learning environment.

FADIMA is pleased that education policymakers continue to consider this analysis in determining the

state’s instructional materials needs. In conducting this analysis, FADIMA used the Florida Department of

Education Office of Funding and Financial Reporting projected enrollment figures for 2020-2021, and the

current prices of materials. Adequately funding instructional materials supports highest student

achievement and stresses an educational environment conducive to teaching and learning using Florida‐

specific, standards-based materials reflective of research‐based practices. FADIMA has conducted this

analysis to provide education policymakers with a basis to determine the level of funding necessary to

provide adequate instructional materials for Florida students.

For the 2020-2021 school year, FADIMA estimates the cost of instructional materials to adequately

provide for K-12 public school students to be $325,525,574. Additionally, the funding for instructional

materials for students who participate in dual enrollment has been calculated at $23,000,000 and the

“gap” year cost for K-5 math and ELA to be $46,548,248. The total estimated amount to adequately

fund instructional materials pursuant to legislative requirements is $395,073,822.

EXPLANATION OF THE FADIMA COST ANALYSIS

The FADIMA Cost Analysis Committee analyzes every grade level in order to project the cost of

instructional materials definitively. The committee identifies a typical curriculum or courses that districts

offer. Once the typical curriculum is identified, instructional materials that could be used to teach that

curriculum are selected for the Cost Analysis. Materials selected are representative of those used in districts

throughout Florida and reflect actual cost.

Listed below is an explanation of the terms used in the Cost Analysis:

SUBJECT - The curriculum area taught.

ITEM - The type of materials used; for textbook, kit, technology, etc.

PUBLISHER - The publisher of the specific title.

CODE - The specific code number from the Florida School Book Depository’s catalog of instructional

materials

RATIO - The ratio explains how a title will be used in the classroom and identifies the mathematical ratio

used to determine the cost of that title. All ratios are explained on the grade level page where they are used.

PRICE - The source of the price is normally the Department of Education (state contract price). For titles

that will be adopted after the Cost Analysis has been prepared, the publisher’s bid price or current price

is used.

NON-CONSUMABLE - Textbooks and other materials that are used year after year are included in the

Cost Analysis by an amount that is amortized over the life of the adoption.

YEARS - The number of years to amortize the cost of non-consumable titles.

CONSUMABLE - The one-year cost of consumable titles. These items must be purchased annually. The

consumable cost is usually the price of the title unless the material is used with less than the total number

of students.

ANNUAL NON-CONSUMABLE - The sum of the one-year prices for all textbooks or materials used year

after year.

ANNUAL CONSUMABLE - The sum of the one-year price for all consumable titles

MAINTENANCE - The sum of the annual non-consumable and annual consumable amounts. Maintenance

is the amount needed to purchase material for returning students.

GROWTH - The amount needed by each district to purchase a full set of materials for each new student.

This cost differs from the non-consumable amount since it is not divided by the five years (amortized). It is

the sum of the actual prices or the prices divided by the ratio.

GAP YEAR – The break between the state adopted instructional materials license expiration and

availability of new instructional materials.

GRADES K-5 CHANGES

ELA K-5:

The contracts for HMH Florida Journeys, 2014 Edition, and Voyager Sopris Voyager Passport,

2013 Edition, Intensive Reading, are currently extended through 2020. In anticipation that the

Florida Department of Education (FLDOE) and the publishers will extend the contract 1 year to

run through 2021, prices are continued at the costs of the original contracts. The Intervention

Reading Item was renamed Teacher Package to better reflect the materials used in the classroom.

MATH K-5:

The Pearson placeholder for Mathematics was updated to Pearson enVision Florida Math, 2020

Edition.

The Governor’s Executive Order 19-32 postponed the math adoption for 3 years. Reducing the

math from 5 to 3 years is recommended to provide the most accurate yearly cost. Prices and code

numbers have been updated to reflect the 3-year pricing.

Grades K-5 ELA gap year impact is included in the 2020-2021 Cost Analysis Rationale.

GRADES 6-8 CHANGES

ELA:

GRADES 6-8 ELA: The contract for HMH Collections, 2015 Edition, is currently extended

through 2020. In anticipation that the Florida Department of Education (FLDOE) and the

publisher will extend the contract 1 year to run through 2021, prices are continued at the cost of

the original contract.

GRADES 6-8 READING-INTENSIVE: The contract for NGL/Cengage Inside, 2014 Edition

expired and was not extended. However, the publisher has made a 2-year option available. It is

recommended to continue with this option and reduce the years from 5 to 2 to provide the most

accurate yearly cost based on 2-year pricing.

MATH:

GRADE 6 REGULAR & ADVANCED: The HMH placeholders for Math-Regular and Math-

Advanced were updated to HMH Florida Go Math Mathematics 1, 2015 Edition, and HMH

Florida Go Math Advanced Mathematics 1, 2015 Edition.

GRADE 7 REGULAR & ADVANCED: The HMH placeholders for Math-Regular and Math-

Advanced were updated to HMH Florida Go Math Mathematics 2, 2015 Edition, and HMH

Florida Go Math Advanced Mathematics 2, 2015 Edition.

GRADE 8 REGULAR & ADVANCED: The McGraw-Hill placeholder for Math-Regular was

updated to McGraw-Hill Glencoe Math Florida, 2015 Edition. Pearson enVision Florida Algebra

1, 2020 Edition, is suggested in place of the McGraw-Hill Math-Advanced placeholder.

GRADES 6-8 INTENSIVE: The NGL/Cengage placeholders for Math-Intensive were updated to

NGL/Cengage Big Ideas Math Courses 1-3, 2015 Edition.

The Governor’s Executive Order 19-32 postponed the math adoption for 3 years. Reducing the

math from 5 to 3 years is recommended to provide the most accurate yearly cost. The prices and

code numbers have been updated for all Math titles to reflect the 3-year pricing.

WORLD LANGUAGE GRADE 8:

The FLDOE 2019-2020 Course Call did not include World Language at grades 6-8. Therefore, it

is suggested Pearson Realidades, 2016 Florida Edition, remain at middle school World Language.

AGRISCIENCE GRADE 6:

The FLDOE 2019-2020 Course Call did not include Agriscience at grades 6-8. The contract for

NGL/Cengage Exploring Agriscience, 2011 Edition, expires in 2020. Therefore, it is

recommended to use NGL/Cengage Exploring Agriscience, 2018 Edition, and updated pricing.

COMPUTER SCIENCE GRADE 7:

NGL/Cengage is suggested as a placeholder for Computer Science. The subject name was

changed from Business Technology to Computer Science to reflect the FLDOE 2019-2020

Course Call.

The bids for this adoption were not available at the time of the Cost Analysis meeting. Publisher

online national pricing has been used as an estimate until bid information is available.

COLLEGE/CAREER READINESS GRADE 8:

Goodheart-Willcox Discovering Careers, 2018 Edition, is suggested as a replacement for Pearson

to have a broader representation of publishers and a more recent edition. The FLDOE 2019-2020

Course Call did not include College/Career Readiness at grades 6-8.

Grades 6-8 ELA gap year impact is included in the 2020-2021 Cost Analysis Rationale.

GRADES 9-12 ELA: The contract for HMH Collections, 2015 Edition, is currently extended

through 2020. In anticipation that the Florida Department of Education (FLDOE) and the

publisher will extend the contract 1 year to run through 2021, prices are continued at the cost of

the original contract.

GRADES 9-10 READING-INTENSIVE: The contract for NGL/Cengage Edge, 2014 Edition,

expired and was not extended. However, the publisher has made a 2-year option available that

includes the practice book, which was previously listed on a separate line. It is recommended to

continue with this option and reduce the years from 5 to 2 to provide the most accurate yearly

cost based on 2-year pricing.

GRADE 12 AP LITERATURE & COMPOSITION: The contract for Bedford, Freeman &

Worth Introduction to Literature for AP, 2013 Edition, expired and was not extended. It is

recommended to replace it with Bedford, Freeman & Worth The Language of Composition, 2013

Edition, which is currently extended through 2020. In anticipation that the FLDOE and the

publisher will extend the contract 1 year to run through 2021, prices are continued at the cost of

the original contract.

MATH:

GRADE 9: Pearson enVision Florida Algebra 1, 2020 Edition, is suggested in place of the HMH

Math-Regular placeholder. The McGraw-Hill placeholder for Math-Intensive was updated to

McGraw-Hill Glencoe Math Florida, 2015 Edition.

GRADE 10: The Pearson placeholder for Math-Regular was updated to Pearson enVision Florida

Geometry, 2020 Edition. The Pearson placeholder for Math-Intensive was updated to Pearson

Thinking Mathematically, 2019 Edition.

GRADE 11: Pearson enVision Florida Algebra 2, 2020 Edition, is suggested in place of the HMH

Mathematics placeholder. Bedford, Freeman & Worth Statistics and Probability with

Applications, 2017 Edition, is suggested in place of the Pearson Math Elective placeholder.

GRADE 12: The NGL/Cengage placeholder for Mathematics was updated to NGL/Cengage

Precalculus with Limits, 2018 Edition. The NGL/Cengage placeholder for Math College

Readiness was updated to NGL/Cengage College Prep Algebra: Math for College Readiness,

2019 Florida Edition.

GRADE 10: McGraw-Hill is suggested as a placeholder for the new CTE Adoption.

GRADE 11: NGL/Cengage is suggested as a placeholder for the new CTE Adoption.

GRADE 12: NGL/Cengage is suggested as a placeholder for the new CTE Adoption. Added

Computer Science to reflect the new adoption call separating Computer Science from CTE and

Goodheart-Wilcox is suggested as a placeholder at a 3:5 ratio.

Edition, increased from $124.97 to $136.97.

GRADE 10: The subject name for Anatomy & Physiology was changed to Science Elective to

align with the treatment of electives for other subjects and at other grade levels.

GRADE 12: Bedford, Freeman & Worth Environmental Science for AP, 2015 Edition was added

as a new subject.

WORLD LANGUAGE GRADES 9-12:

Vista Higher Learning is suggested as a placeholder for the new World Language Adoption.

The bids for this adoption were not available at the time of the Cost Analysis meeting. Publisher

online national pricing has been used as an estimate until bid information is available.

SOCIAL STUDIES:

GRADE 12: Removed Fine Arts and replaced with Goodheart-Wilcox Foundations of Financial

Literacy, 2018 Edition to align with the new standards requiring districts offer ½ credit of

Financial Literacy as a separate subject.
