At Service Access and Management, Inc. (SAM), we know how vital it is to manage the dollars that enable us to provide for those we serve. We have been doing both since 1987.

Now we have over 14,000 people receiving services. They are from across generations and across regions. They are people with significant mental health issues or developmental disabilities and they are people who just need a little help. They are students. They are professionals. They are our neighbors and loved ones. While offering them the services that they need to mature and live rewarding lives, we have learned to get the most from each dollar we manage for their care – all $32 million.

Since 2004, SAM has shared our financial and program know-how with agencies and county governments throughout Pennsylvania.

We offer a menu of financial and managerial services such as preparing and administering budgets, contracts, personnel policies and information technology systems.

Agencies can hire us whether they want a manager for their overall financial operations during a multi-year contract or seek a consultant to help on a specific project in the short term.

Either way, our partners benefit from the knowledge that our 635 employees have gained working in 15 counties. The results can help our partners provide higher-quality services more efficiently and cost effectively.

services to individuals effected by mental illness and intellectual disabilities. They run the early

intervention program.”

aSchuylkill County has been contracting services with SAM for 10 years. Over that time, the

success of our relationship has led to Schuylkill County expanding the services SAM provides for

the county.

“One of the biggest additions is that we created a new department in SAM to manage services

in housing. SAM’s housing services has been a huge benefit to us. This department deals

with the issues of homelessness and transition of people from managed housing into private

living arrangements through a valuable partnership with the local housing authority. This has

increased the number of opportunities people have to live in their own homes. This has given

us great credibility, not only at the county level, but at the state level as well.“

McGrory said SAM has also taken control of marketing services and administration for the

county’s nursing home.

He spoke of SAM’s continued commitment to Schuylkill County, citing SAM’s decision to build

a $3 million office facility in Pottsville’s downtown. “That was a significant commitment on their

part,” he said.

“Not only would I recommend Service Access and Management to other counties and human

service directors, but I have in the past and continue to do so,” he said.

Before retaining SAM’s services, the Luzerne and Schuylkill Workforce

Investment Board had undergone state and federal audits that turned up

several deficiencies.

“As board chair at the time, I knew our WIB needed professional fiscal

management services, so we turned to Service Access and Management. Not

only did the SAM team help to identify all problem areas, they also helped

us chart a course that put the WIB on the path to success. In fact, today the

Luzerne Schuylkill Workforce Investment Board has been designated by the

Commonwealth of Pennsylvania as a performing WIB and several of our policies

and actions have been held up as a model for other WIBs throughout the state

to follow.

Without SAM, our new leadership team, and our committed board of directors,

Luzerne and Schuylkill counties could have lost millions of dollars in state and

federal funding. SAM has allowed more of the funding we receive to be used

for its original purpose, helping our residents and employers.”

SAM has been an integral part of improving the delivery of several county services. We

contract with SAM to provide many of our MH/DS program services and they continue

to do an outstanding job. When SAM initially began contracting with our county,

they transitioned many of our county program staff to their organization to continue

providing services to our consumers without missing a beat.

“Recently, we had some challenges, from a marketing standpoint, with our county

nursing home. So, we brought SAM in to do a study. In the end, we transitioned the

nursing home’s upper management services to SAM and they have

been providing those services to our county for the past year.

The quality of SAM’s service is outstanding. We receive timely

reports from them. They really are on the pulse of what is

happening with our programs. SAM has become a great partner

with government, not only with these programs, but also with our

county’s workforce investment board on fiscal management and

that has been outstanding.”

Looking Back: SAM at 15 SAM began as a county government agency in 1987

to provide intake, emergency services, and case

management services for individuals with mental

health or intellectual developmental disabilities. For

10 years, Service Access and Management, Inc.,

operated as a division of the Berks County Mental

Health/Mental Retardation Services Department.

The county decided to transition SAM and

approximately 110 county staff members – case

managers, administrators, support staff, and others

– into a private/non-profit organization in 1997.

The county did this to better meet the needs of

the consumers by delivering vital services in a more

efficient and cost effective manner. The hope was

that recreating Service Access and Management

as a private, not-for-profit incorporation would

allow a greater flexibility in providing services,

negotiating contracts, and managing staff. SAM’s job

as an agency was to ensure that the most effective

programs were offered and the most efficient

procedures were used so that consumers received the

best services possible.

Seven years after SAM’s evolution into a private,

nonprofit company, SAM began a consulting

relationship with Schuylkill County to assist them

with budgetary concerns. Later that year, Schuylkill

County awarded SAM with a contract to

directly manage MH/IDD operations. This

marked the beginning of SAM’s expansion out

of Berks County.

SAM’s efforts to assist County agencies since

2005 have included:

• April, 2005 – SAM begins offering

Intensive Case Management and Resource

Coordination case management service in

York/Adams Counties as a private provider.

• July, 2008 – Huntingdon, Mifflin, and

Juniata Counties select SAM to operate

Mental Health, Intellectual Developmental

Disability, and Early Intervention Case

Management services.

• August, 2008 – Clearfield and Jefferson

Counties contract SAM to assist with

managing human services budgets.

• July, 2009 – Clearfield and Jefferson

Counties hire SAM to provide Mental

Health (MH) Blended Case Management,

MH Forensic Case Management, MH

Administrative Case Management,

Intellectual Developmental Disability (IDD)

Supports Coordination, Early Intervention

Service Coordination, Intake Coordination

Services, and other human services for

county residents.

• July, 2009 – Clarion County contracts

with SAM to provide (MH) Blended

SAM to provide Intellectual Developmental

Disability Supports Coordination services to

residents.

• January, 2012 – SAM begins offering

Intellectual Developmental Disability

Supports Coordination services to Lehigh

County residents.

• May, 2012 – SAM breaks ground on a new

facility in Pottsville, PA, in order to improve

accessibility to its services and improve

operational efficiency.

• July, 2012 – Schuylkill County contracts

with SAM to assume the administration of

Rest Haven, Schuylkill County Home.
