I. Detail-Informationen der Veranstaltung
1. Informationen über Para Biathlon und Langlauf
1.1 Die Sportart Biathlon wurde 1988 für Athleten mit physischer Beeinträchtigung- und 1992 für Athleten mit visueller Beeinträchtigung zugänglich gemacht. Die Wettbewerbe bestehen aus einem 2,0 oder 2,5 km Kurs, der drei oder fünf Mal in freier Technik mit einer Renndistanz zwischen 6 und 15 km gefahren wird. Dazwischen müssen die Athleten mit dem Luftgewehr zwei Ziele in einer Entfernung von 10m treffen. Jeder Fehler wird mit einer Erhöhung der Gesamtfahrzeit oder einer Strafrunde bestraft. Das wichtigste Ziel während des Wettbewerbs ist die Fähigkeit, abwechselnd körperliche Ausdauer und Schussgenauigkeit zu erbringen. Athleten mit Sehbehinderung werden beim Schießen durch akustische Signale unterstützt, die je nach Signalstärke anzeigen, ob der Athlet das Ziel fokussiert.
1.2. Cross-country-skiing (Langlauf) wurde erstmals 1976 in den paraolympischen Winterspielen durchgeführt und ist zugänglich für Athleten mit physischer Beeinträchtigung und Blindheit/ visueller Beeinträchtigung. Je nach Grad der Beeinträchtigung kann der Teilnehmer auch sit-ski (eine Art Stuhl mit Skiern) benutzen. Teilnehmer mit visueller Beeinträchtigung nehmen am Wettbewerb mit einem sehenden Begleitläufer (guide) teil. Athleten beiderlei Geschlechts konkurrieren in kurzer Entfernung, Mitteldistanz und Langstrecken (im Bereich von 2,5 km bis 20 km) oder in einem Staffel-Team mit klassischen oder freien Techniken.
2. Informationen über die World Para Nordic Skiing Weltmeisterschaft
Die IPC Weltmeisterschaft in den Sportarten Biathlon und Ski-Langlauf ist eine weltweite, alle zwei Jahre ausgetragene Wettkampf-Veranstaltung. Nach Stationen in FORT KENT, USA (2003), VUOKATTI, FIN (2009), CHANTY-MANSIJSK (2011), SOLLEFLETA, SWE (2013) und CABLE, USA (2015), findet die IPC Weltmeisterschaft 2017 im Zeitraum vom 10. bis einschließlich 19. Februar 2017 im Skistadion des SV Finsterau statt.
Die Weltmeisterschaft umfasst die folgenden Disziplinen:

1. About Para biathlon and cross country skiing competitions
1.1 Biathlon (BT) was introduced in Innsbruck in 1988 for athletes with a physical impairment, and in 1992, athletes with a visual impairment also became eligible to compete. The events consist of a 2.0 or 5.5 km course skied three or five times in the free technique for a total race distance between 6-15 km. Between the two stages athletes must hit two targets located at a distance of 10 m. Each miss is penalized by an increase in the overall route time or a penalty lap. The most important success factor lies in the capability of alternating the skills of physical endurance and shooting accuracy during the competition. Athletes with visual impairment are assisted by acoustic signals, which depending on signal intensity; indicate when the athlete is on target. The sport is governed by the IPC with co-ordination by the IPC Nordic Skiing Technical Committee following the modified rules of the International Biathlon Union (IBU).
1.2 Cross-country-skiing (CC) first appeared at the 1976 Winter Paralympic Games in Örnsköldsvik, Sweden. The competition is open to athletes with a physical impairment and blindness/ visual impairment. Depending on functional impairment, a competitor may use a sit-ski, a chair equipped with a pair of skis. Athletes with visual impairment compete in the event with a sighted guide. Male and female athletes compete in short distance, middle distance and long distance (ranging from 2.5km to 20km) or participate in a team relay using classical or free techniques. Cross-country skiing is governed by the IPC with co-ordination by the IPC Nordic Skiing Technical Committee following modified rules of the International Ski Federation (FIS) and is practiced by athletes in 24 countries.
2. About the World Para Nordic Skiing Championships
The IPC Biathlon and Cross-Country Skiing World Championship is a worldwide, bi-annual competition.

5. Classification
Classification provides a structure for the competition. Classification is undertaken prior to competition to ensure that the athlete’s impairment is relevant to the sport category and to ensure that an athlete competes equitably with other athletes.
Following the classification evaluation process a sport class and sport class status is assigned to each athlete, in reference to an activity limitation resulting from impairment.
Nordic Paralympic athletes are classified according to the following table.

5. Klassifikation
Die Klassifikation gibt dem Wettkampf eine Struktur. Sie wird vor den eigentlichen Wettkämpfen vorgenommen, um sicherzustellen, dass das Handicap des jeweiligen Athleten bei den einzelnen Disziplinen berücksichtigt und eine Vergleichbarkeit der Athleten trotz unterschiedlicher Behinderung hergestellt wird.
Entsprechend der Klassifikations-Vorgaben werden jedem Athleten eine Sportklasse und ein Sportklassen-Status zuerkannt.
Athleten in den nordischen paralympischen Disziplinen werden entsprechend dem folgenden Tableau klassifiziert.

1. Informationen zum Stadion / Information on the competition venue
Das Skistadion FINSTERAU ist ein Stadion außerhalb der Ortschaft Finsterau am Waldrand in 1.000 Metern Höhe ü. N.N.. Unmittelbar anschließend befindet sich eine Rollerstrecke, welche im Sommer als Trainingsstrecke dient und über einen Biathlon-Schießstand verfügt. Diese Strecke wird im Winter als Teil des überörtlichen Loipennetzes auch in die Wettkampf-Streckenplanung einbezogen.
The ski stadium Finsterau is a stadium outside the village of Finsterau near the forest at about 1.000 meters above sea level. Nearby there is a skater course which is used as a training course in the summer. It has a shooting range for biathlon training. In the winter, this course is a part of the supra-local cross-country trail network which is included in the competition route-planning.
2. Anfahrt / how to get to the competition venue
Von MAUTH kommend erreichen Sie über die Ortschaften ZWÖLFHÄUSER, HOHENRÖHREN und HEINRICHSBRUNN den Ortsbereich von FINSTERAU. Das Stadion befindet sich am nördlichen Ortsrand von FINSTERAU oberhalb des Dorfes
Arriving from MAUTH, you reach FINSTERAU by passing through the villages of ZWÖLFHÄUSER, HOHENRÖHREN and HEINRICHSBRUNN. The stadium is located on the northern edge of FINSTERAU slightly above the village.
III. Medien
1. Akkreditierung Der Zutritt zu allen Zonen der Welt-Cup-Wettkämpfe werden strikt kontrolliert. Es ist erforderlich, dass Medienvertreter ihre Akkreditierung im Stadionbereich immer offen tragen (Medienbereiche sind in Gelb im unten stehenden Plan kenntlich gemacht).
Die akkreditierten Medienvertreter erhalten eine Akkreditierung entsprechend folgendem Muster:

Ein Presse-Akkreditierungs-Formular steht Ihnen unter nachfolgendem Link zum Download zur Verfügung https://www.paralympic.org/finsterau-2017/media
Die Akkreditierung ist persönlich und nicht übertragbar. Sie wird bei Vorlage eines Personalausweises und Ihrer Pressekarte (Kopie ausreichend) ausgegeben. Wenn Sie Ihre Akkreditierung verlieren, wird jeglicher Zugang zu den akkreditierten Bereichen verwehrt. Der Verlust von Akkreditierungskarten muss unverzüglich der Ausgabestelle oder der Stadionleitung bekannt gemacht werden. Eine Ersatz-Akkreditierung kann beim Akkreditierungsverantwortlichen beantragt werden, bei welchem der Personalausweis oder Reisepass vorgelegt werden muss. Eine Gebühr von 50,00 € wird für den Ersatz der Akkreditierungskarte in Rechnung gestellt.
Bitte beachten Sie, dass Ihre Akkreditierung jederzeit durch das Organisations-Komitee widerrufen werden kann, wenn Sie sich nicht an die Regeln halten.

III. Media
1. Accreditation Access to all Championship zones will be strictly controlled. It is a requirement that media wear their accreditation at all times in the competition venue (media areas in yellow in the plan below).
Media receive an accreditation-card according to the following pattern:

The accreditation is strictly personal. It can be delivered by presenting an identity card and your press card. It may not be transferred to another person. If you lose your accreditation, all access will be denied in accredited areas. Lost accreditation cards must be reported immediately. A replacement accreditation can be requested from the Accreditation Centre by presenting a valid passport or identity card. A 50 euro fee will be charged for the replacement of the accreditation card.
Please note that if you do not respect the rules, your accreditation could be removed at any time by the local Organizing Committee (LOC).

1. Medienvertreter Vertreter der Fernseh- und Rundfunkanstalten sowie diejenigen der Online-Medien, Presse und Bildagenturen werden gebeten, im Bereich der Wettkampfstätte zur besseren Erkennbarkeit spezielle Trikots / Leibchen für Pressevertreter zu tragen.
Leibchen für Medienvertreter werden vom LOC im Pressezentrum während der gesamten Veranstaltung kostenlos bereitgehalten.

3.1. Pressezentrum
Das Pressezentrum befindet sich im Stadiongebäude“ oberhalb des Skistadions. Das Medienzentrum ist der vorrangige Arbeitsbereich für akkreditierte Medienvertreter und schreibende Presse. Es ist ein beheizter Bürobereich vorhanden, welcher
täglich von 08h45 bis 16h00 geöffnet

Kaffee, Wasser, Erfrischungen sowie ein kleiner Snack zum Abendessen sind im Catering-Bereich erhältlich.
Medienvertretern wird empfohlen, alle zur Erfüllung ihrer Aufgaben erforderlichen Arbeitsmittel mit sich zu führen. Die Organisatoren können für Verlust oder Beschädigung von Ausrüstung nicht haftbar gemacht werden. Sitzgelegenheiten im Pressezentrum und auf der Pressetribüne werden nach der Maxime „first come - first serve“ vergeben. Reservierungen sind nicht statthaft und werden nicht angenommen. Kostenfreies WLAN steht begrenzt zur Verfügung.

3.2 Stadionplan („Mixed Zone“)
Die Mixed Zone befindet sich hinter der Ziellinie. Nach jedem Wettkampf werden alle Athleten aufgefordert, das Skistadion nur durch die Mixed Zone zu verlassen.
Die Medienvertreter werden gebeten, Interviews ausschließlich in diesem Bereich zu führen. Die Interviews möchten bitte kurz gehalten werden und unmittelbar nach dem Zieleinlauf der Athleten stattfinden.
3.3 Leitfaden zur Berichterstattung über Personen mit einer Beeinträchtigung
Im Einklang mit der Weltgesundheitsorganisation wendet sich das IPC von der Verwendung des Begriffs „Behinderung“ ab. Das Wort impliziert, dass eine Person nicht in der Lage ist, etwas zu tun. Wenn Sie sich auf den Verlust an Körperfunktion oder Struktur oder eine Einschränkung der Aktivität beziehen, wird bei der Beschreibung von Sportlern der Begriff „Beeinträchtigung“ verwendet. Dadurch verschiebt sich der Fokus mehr auf die Fähigkeiten der Athleten und auf das, was sie in der Lage sind, zu erreichen. Die Sportler, die an paralympischen Spielen teilnehmen, sind ganz einfach Athleten.

The media center is located in the stadium building. It is the primary work-space for accredited media and written press. A heated office area, which is open

3.2 Mixed Zone
The mixed zone is located at the finish line in the stadium. At the end of each event all athletes will be invited to exit the competition arena via the Mixed Zone. Media are ONLY allowed to conduct interviews within this area. Interviews should be kept short and will take place immediately after athletes have competed.

1.2 Öffentliche Verkehrsmittel mit öffentlichen Verkehrsmitteln ist die Ortschaft FINSTERAU von der Kreisstadt FREYUNG aus innerhalb von 30 Minuten erreichbar.
Das örtliche Organisations-Komitee (LOC) stellt keine gesonderten Shuttle-Verbindungen für Medienvertreter zur Verfügung!
Es existiert eine Bus-Shuttle-Verbindung vom Ortskern FINSTERAU (Zentralparkplatz). Dieser kann kostenfrei auch von Medienvertretern genutzt werden. Parkplätze im Stadionbereich sind nicht vorhanden.

The local organizing committee does not provide shuttles for the media.
However, there is a shuttle-bus connection from the central parking space in FINSTERAU to the competition venue, which can be used by Medias free of charge. There is no parking space near the stadium..

2.1 Kaffee, Tee und kleine Erfrischungen werden den Tag über am Versorgungspunkt (im Zelt) angeboten. Für akkreditierte Medienvertreter wird im Zeitraum vom 10. – 19. Februar 2017 mittags ein Imbiss angeboten. Sie können auch bei der Essensausgabestelle am Versorgungspunkt einen Imbiss einnehmen. Frühstück und Abendessen müssen Sie selbst sicherstellen

Die Eröffnungs-Zeremonie der 2017 World Para Nordic Skiing Championships in FINSTERAU wird am Freitag, den 10.02.2016 um 18:00 Uhr im Skistadion in FINSTERAU stattfinden.
Neben Ansprachen von Vertretern des örtlichen Organisations-Komitees werden Personen des öffentlichen Lebens zu Wort kommen. Die Gemeinde Mauth ist Ausrichterin der Veranstaltung

Featuring speeches from key figures from the german para-sport movement and the LOC, the event will be hosted by the community of MAUTH.

3. Medizinische Informationen
a. Erste Hilfe Erste Hilfe-Stationen befinden sich im Stadionbereich. Dort können Verletzte oder Betroffene erste medizinische Hilfe erhalten, bis sie – im Bedarfsfall – zur medizinischen Weiterversorgung abtransportiert werden.
b. Medizinische Notfallplanung Die medizinische Notfallplanung wird durch die Bergwacht Wolfstein sichergestellt. Die Bergwacht ist mit Rettungspersonal vor Ort. Ein Rettungshubschrauber kann telefonisch angefordert werden und ist innerhalb von zehn Minuten vor Ort.

VII. Die Gemeinde MAUTH – FINSTERAU
1. Allgemeine Informationen Die Gemeinde Mauth liegt in Niederbayern im Bereich des Bayerischen Waldes inmitten des grünen Daches Europas in unmittelbarer Grenzlage zur Tschechischen Republik. Das Gemeindegebiet umfasst eine Fläche von annähernd 2.885 ha, die etwa zur Hälfte aus Wald besteht (52%) und sich über eine Höhenlage von etwa 700 bis 1.100 m ü NN erstreckt. Die durchschnittliche, jährliche Niederschlagsmenge liegt bei 1100 bis 1200 mm. Das Maximum liegt mit 148 mm im Juli.
Im Winter bestimmt überwiegend das kalte, europäische Hochdruckgebiet das Wetter. Der Wechsel zwischen ozeanischem und kontinentalem Klima ist Ursache für den Schneereichtum. 40 % des Niederschlages fallen als Schnee. Das Mesoklima kann im Gebiet durch Geländeform, Höhenlage und Exposition stark vom Durchschnitt abweichen.

1. General information The community of Mauth is located in Bavaria, a federal state of Germany. More exactly it is located in Lower Bavaria in the region of the so called “Bavarian Forest” in the middle of the “green roof of Europe” in the immediate border situation with the Czech Republic.
The municipality covers an area of approximately 2.885 ha. Half of the municipality ground consists of woodland and forests (52 %). The entire municipality extends over an altitude of about 700 to 1,100 meters above sea level. The average, annual rainfall is 1100 up to 1200 mm. The maximum is in July with148 mm.
In winter, the weather is mainly determined by the cold European anticyclone. The change between oceanic and continental climate is the cause of the heavy snowfall. 40 % of the precipitation falls as snow.
