In accordance with reference (a), the Purchasing Director reviews all submittals for responsiveness and recommends to the Evaluation Committee her findings, which the Evaluation Committee may accept or arrive at a different conclusion.

This RFP does not have a designated County Business Enterprise (CBE)/Disadvantaged Business Enterprise (DBE) goal.

Ten (10) submittals were received by the Purchasing Division.

There are three (3) responsiveness requirements involving compliance, including, receipt of the Lobbyist Registration Certification Form, acknowledgement of “Must” Addenda, and Employment Eligibility Verification Program Requirement Form. There were no “Must” Addenda.

All ten (10) proposers are recommended to be evaluated as responsive to the receipt of the Lobbyist Registration Certification Form and receipt of Eligibility Verification Program Requirement Form.

In accordance with reference (b), the Evaluation Committee determines whether or not the firms submitting proposals are responsible. Pursuant to Procurement Code Subsection 21.8.b.64, a responsible firm is one that has the capability in all respects to perform fully the contract requirements, and the integrity and reliability which will assure good faith performance. To assist the Evaluation Committee in this determination, information regarding the disclosure of litigation history, financial information, the Authority to Conduct Business in the State of Florida, affiliated entities, Proof of Insurance, proof of sufficient personnel, proof of certification and proof of Florida Department of Transportation pre-qualification requirements of the RFP are provided.

A draft of the Purchasing Director’s Recommendation Memorandum and the three (3) supporting memoranda from the Finance and Administrative Services Department (FASD), the County Attorney’s Office and the Risk Management Division were emailed to proposers with a request that, if the proposers desired to explain any deficiencies noted in their RFP response submittals, they should do so in writing. All written explanations,received in response, were subsequently reviewed by FASD, the County Attorney’s Office and the Risk Management Division.

3. Employment Eligibility Verification Program

This solicitation requires that Vendors comply with the Employment Eligibility Verification. The State of Florida, Executive Order 11-116, requires Broward County, as a party to any State-funded contracts, to participate in the Employment Eligibility Verification administered by the U.S. Department of Homeland Security (“DHS). J. CONE OF SILENCE VIOLATIONS

AE Engineering Inc. was responsible for the construction engineering inspection services on this project. Which included; contract administration, inspection, and materials sampling and testing.

The project was constructed in accordance with an ongoing Safe Routes to School program and provided ADA compliant connectivity throughout the community. The scope of work consisted of the installation of sidewalks, curb ramps and signing & pavement markings upgrades. Additional improvements included lighting, 1” milling & resurfacing, drainage installations, cured in place liner

repairs to the existing drainage system and bulb-outs for future landscaping beautification.
