    Forward

    GallecityisthecapitalcityoftheSouthernProvince.Itsareais1,652km2(638sqmi),in

    which 35km2 (14sqmi) iswater and 1,617km2 (624sqmi) is land.GalleDistrict is

    boundedontheNorthbyBentharaRiver,SouthandWestbytheIndianOceanandEast

    byMataraandRatnapuraDistricts.TopographyofGalleDistrictisverymuchdissent.

    This area consists of rainforests,which is thewater catchments area formost of the

    rivers and lakes flows acrossGalleDistrict. SinharajaForestReserve is one of them.

    Galle district lies in a temperate climatic zone. Annual rain fall is between 2000

    2500mm. The river Gin RiverGin Ganga starts from Gongala Hill of Hiniduma

    patthuwaandinitslongjourneyof113km(70mi).

    HELPOisoneofleadingorganizationofthedistrictthat implementsmanyprograms

    in ground level. Organization implemented many renewable energy programs in

    Hospital level, community,domestic,private sector.During this timewegot agreat

    opportunitytoworkwithUSAIDSARIENERGYPROGRAM.TheSouthAsiaRegional

    InitiativeforEnergy(SARI/Energy)programwas launched in2000 topromoteenergy

    securitythroughincreasedtrade,investmentandaccesstocleansourcesofpowerand

    fuel. Since then, SARI/Energy has reached out tomore than 4000participants in the

    regiononcleanenergytrade,energyefficiency,ruralenergysupply,energyregulation,

    energystatistics,andprivatesectorinvolvement.

    WiththeirsupportwecouldabletoimplementverysuccessprograminGallecity.We

    providedtheenvironmentfriendlyrenewableenergysourceamongthegrassrootlevel

    community.Under thisprogramwecouldable to implementmanyactivitiesand the

    effect of theprogram.HELPO constructed sevenbiogasunits and twobiogasunits

    constructed under the loanbasis. Even through this program could able to take an

    innovativestepthat is implementjoinprogramwithGalleMCandmainstakeholders

    ofthecity.TheprogramnamedMakeGalleGreenBioEnergyCitythereasonfor it

    manyorganizationimplementedmanyrenewableenergyprogramsandbiogasunitsin

    thecity.Sowedecidedtonamethiscityasbioenergycitybecauseeverymajorsectorof

    the city is using the renewable energy likeHospital, Forces Camps, Private Sector,

    ReligiousCenters,Community,andGovernmentInstitutions.

    On this timewewould like to thanks for the all stakeholders of the programwho

    involvedwithus to implement thissuccessprogram.Ontheotherhandthisprogram

    wasaPublicPrivatePartnershipRenewableEnergyProgram.Theprogram isthejoin

    programofallstakeholders that iswhy thisprogram issuccessonesagainwewould

    liketothankstodonorsandotherstakeholders.

    IntroductionSriLankaisfacingahugewasteproblemsincelastfewdecades.Thegovernmentalsois

    implementingmany programs. But the problem is gettingbig every day.With the

    financialsupportofUSAIDSARIEnergyProgramweimplementedsuccessprograminGalleDistrict.HELPO introduced communitybased renewableenergyprogramand

    conductedmanyawarenessprograms.

    Under thisprogramweconstructedvarious typesofbiogasunit.Thefirstbiogasunit

    we constructed inKaluwella InternationalBuddhistCentre.The firstbiogasunitwe

    havestartedinthemiddleofthecityonBuddhistCentrethisprogramwasacofinance

    programwithBuddhistcentretheyhaveagreedtoprovidetheaccommodationandthe

    foods even they dig thewhole for construct thebiogas unit. The reasonswe have

    establish the unit in Buddhist centre has hugewaste problem and they usedmuch

    energyfortheirneeds.

    Their energy need ismuch so they needed a good solution.The second program is

    connectedbiogaswithToilets,kitchenwastewater,Organic foods that iscommunity

    biogas.Hotelandhousesaregettingbenefits from thebiogas.Evenweconstructeda

    biogas unit for dump slaughterhousewaste not even that people are started using

    biogasnow.Noteventhatweconstructedabiogasunitwithfiberglassthatcanmove

    easilythatbiogasunitisunderloanbasis.

    Conducting awareness programs are ofmain activities of the program.Community

    leaders,Journalists,schoolchildren,religiousleaders,privatesector,governmentsector

    and many people and officers we could able to aware under many themes. Now

    peoples attitudehasbeen changedabout thewaste and the renewableenergy.Now

    peoplehaveinteresttousetherenewableenergysourcesbecauseofthebenefitsforthe

    environment and for themselves. Now people request thebiogas under loanbasis

    becausetheyrealizethisisaneconomicviableprogramandcosteffective.

    Oneofthebestoutputoftheprogramiswegotanopportunitytoimplementthiskind

    ofprogram inTrincomaleecitybecauseof theSARIENERGYProgram.Weexpect to

    implement sameprogram inTrincomalee citybecausewehave implementedagreat

    concept name Make Galle Green Bio Energy City with the chair of the Galle

    MunicipalCouncilandconstructedmanybiogasunitsinvarioussectorsandintroduce

    therenewableenergytomanysectors.Thatistheprogramweexpecttoimplementin

    othercityunderthecitytocitycooperationprogram.

    Outlineoftheproject

    The project implemented areas are

    totallydifferent each other.Onebiogas

    unitconstructed insideof theReligious

    centrewhichhasahugewasteproblem

    and the secondbiogasunit constructed

    inHotelwhichhasawasteproblemand

    energy problem. Third location had

    slaughterhouse waste problem

    including the energy problem for the

    beneficiarybecause theyhad toexpend

    muchmoney for it.Onebiogas unit is

    Schoolandthatisoneofmodelprogramwe implementedbecauseweneeded to

    experiment aboutbiogasunit at school

    with high scale of students. The other

    two biogas units are domestic biogas

    units.One is innovationwithmadeby

    the Fiberglass and other is repair

    domesticbiogas.

    Wehadtofacemanychallengesduring

    implement theprogramand sometimeswe had to upgrade out biogas

    constructiontechnologyduetothehigh

    watertableofthegroundandwehadto

    faceheavyrainseasonsmanytimesdue

    to the Climate Change but we could

    abletoachieveouraim.

    HELPO decided to start innovation

    stepswith this financial support of the

    USAID SARI Program. We developedtheconceptandnamedtheGallecityas

    aBioEnergycity through thisprogram

    wecouldabletoconstructmanybiogas

    unitsmany sectors of the city.One of

    other innovation activity is construct

    fiberglassbiogasunitthatcanmoveable

    easy on the other hand another

    innovation is provide thebiogas units

    underloanbases.

    The program is a co finance program

    withHELPO and thebeneficiaries. In

    this way we developed a new

    mechanism to implement the program

    that is Partnership program because

    beneficiaries contributed to the biogas

    unitsinkindwaybecauseweneededto

    get thecommunity involvement for the

    programinveryactivewaybecausethis

    istheirprogramandtheyshouldgetthe

    responsible to implement this program

    continue.

    Through the Make Galle Bio Energy

    City committeemeetingwe could able

    tochangemanygovernmentinstitutions

    views about the renewable energy and

    waste management. The committee

    memberscouldabletoseetheresultsof

    the program and its effect for the

    governmentaswellasotherssectorsof

    thecity.Thebestinvolvementisprivate

    sectorinvolvementtorenewableenergy

    through this program. HELPO

    constructed many biogas units in

    various hotels of the area with this

    trend.Nowmanyhotels are request to

    construct the biogas as a renewableenergy sourcebecause dayby day LP

    and other energy sources prices are

    increasing.Thisisagoodopportunityto

    move renewableenergysources for the

    communityandprivatesector.

    ActivitiesoftheProgram

    BasicDiscussionwithstakeholdersHELPO decided to conduct a

    meetingtoallstakeholdersaboutthe

    new program that expects to

    implement inGalleCity anddecide

    to conduct this program with

    involve of many institutions and

    stakeholders.Evenwehadagoal to

    aware the major institutions about

    ourSARIProgramand itsgoalsandbenefitsforthecity.We invitedmanypeoplefor

    participate for this program in Galle Municipal Council. For this program manyinstitutionswere participated and theymuch interest about this program and they

    express many ideas about this program. Participated people were appreciated this

    programandourefforttoMakeGalleGreenBioEnergyCityconcept.

    Manyparticipated stakeholderspresent

    their views and ideas about the

    program.EspeciallyHon.Mayorofcity

    explainedabout thewasteproblemcity

    and energy cost of city.Also hemuch

    appreciates about theprogrambecause

    city hasmany recycling programs and

    this ismuch added advantage for the

    city.Noteven thatparticipatedCentral

    EnvironmentAuthority officer strongly

    recommend about the monitoring

    committee.

    Thechairmanoftheorganizationexplained

    whatwe are expecting to do through this

    program.We explained thatwe expect to

    establish amonitoring committeewith the

    chair of theHon.Mayor of theGalle city

    and involvementof theother stakeholders

    ofthecity.Noteventhatexplainedexpects

    to construct 05 biogas units and conduct

    manyawarenessprogramsundermanythemes.AlsoweawaretheparticipantsabouttheimportantoftheprogramforthecitywithmanysectorslikeMunicipalcanreduce

    thewasteamountandexpensestheyexpendformanagethewasteevenbenefitsofthe

    healthsituation.

    BasicDiscussionwithgrassrootlevelCommunityWeintroducecommunitybasedbiogasunitsasone

    of sustain solution for energy problem andwaste

    problem and that was effective program forcommunity. We have a great opportunity for

    implement program with USAID SARI Energy

    programandthatiscommunitybasisalso. Ourfirst

    focalpointisthegrassrootlevelcommunityandwe

    have organized 05 programs for aware the

    communityabout thisprogramand itsbenefits for

    themandforenvironment.Oneofobjectiveistogettheactivecommunityinvolvement

    to thisprogram.We invitedmany communitybasedorganization for thisawareness

    meetingalsowehaveinvitedtoourpeoplemovementbranchesalsowehadagoalto

    give thisopportunitymanycommunitybasedorganizationandget theirsupportalso

    forthisprogram.

    Belowmentionplacesweconductthebasicdiscussionwithcommunity

    agreed to provide their lands for construct the

    biogas unit after conduct those awareness

    programs.Theyrealize the importantof thebiogas

    units.The secondmajor effect is there is aperson

    who came toMinuwangodaAreaprogramandhe

    hasabiogasunitandheisdoinganimalhusbandry.

    Buton that time itdidntworkandhewashate to

    biogasunitbecausehecouldabletogetbenefitfrom

    theunitinfewdays.Andtheconstructedpeopledidntgiveanyinstructionsforhowtousethisunit.Butafterparticipatethisprogramhecouldabletosolvehisproblemabout

    his knowledge. Sowe able to find a solution for renovated this programwith the

    participationofthecommunity.Atthismomentwehavestartedtorenovatethisbiogas

    unitwithinthenextfewweeksexpecttofinishthisbiogasunit.

    SchoolAwarenessProgramaboutBiogasanditsbenefitsHELPO could able identify about new

    opportunity to conduct Renewable Energy

    program inside of the School. Sangamitta GirlsCollege isoneofmainschool inSriLankaand it

    hashuge students.While on ourjourneywe are

    aware theSchools tooandweconstructedbiogas

    unit for school already because they were

    suffering from seriouswasteproblem anddidnt

    have solutionbutwe could solve that problem.

    Afterconstruction thebiogasunitweconductedawarenessprograms for themabout

    various topics ofwastemanagement.We conduct thiswith the support of our own

    contribution. The first program topicwaswhat are Biogas unit andwhat themajor

    benefits of it are for environmentally and Energy. We decided to conduct one

    awarenessprogramforthestudentsaswellasfortheteachersoftheSchool.

    Topicwas value andbenefits of thebiogas.During thatprogram alsowediscussed

    belowmentiontopics.

    During this session we explained about the first

    biogasunitwhich is located inKarapitiyaHospital

    and explain aboutwhywe establish that on that

    hospital and why it runs continually and also

    explained about the important of waste sorting.

    Why this hospital should implement thisprogram

    in successway andwhat are thebenefits you can

    achieve while you are implementing this biogas

    unit.After that explained evenMajor hospital cansuccessfully implement this program and School can implement this program too.

    Under this programwe explained them aboutwhat is the international standard of

    wastesortingsystemand itsbenefits.Evenweexplain thatbadeffectof the irregular

    wastedumpingandburningofpolytheneandplasticincludingthePOPGas.Alsowe

    highlymotivated the children thatbiogas isgood alternative solution for the energy

    problem.

    ConstructionBuddhistCentreBiogasUnitBuddhistcenter is located inmiddleof theGalleCity.For

    onedaymore than thousandofpeoplevisit to thisplace.

    Therearemanyclassesforstudentsandnurseryandmanymore social services.Foronedaywaste collection ishuge

    andMunicipalCouncildoesnt collect thewasteproperly.

    The InternationalBuddhistCentrehad to facehugewaste

    problem.Under theUSAID /SARIENERGYProgramwe

    could able to construct abiogas unit in this temple they

    usedtheLPGasbeforemakefoods.Eventhereisnoproper

    wastesegregationprocessintemple.

    GalleBuddhistcentrebiogasunithandedoverandtheyare

    gettingbenefits from that.Hon.GalleMayorMr.Methsiride Silva andMr. ChathuraWelivitiya Chairman / Chief

    Executive HELPO and committee members and

    government officers and peoplewere participated to this

    occasion.Thetemplehasbeenstoppedtheusingfirewood

    and LP Gas they havemorebiogas for their needs. The

    templecouldabletosavemoremoneyfromthebiogasand

    theirwaste problem also solved.Now temple started the

    waste segregation and they dont have awaste problem.

    Nowwastebecameresourceforthem.

    The people of the temple use the biogas for their daily

    needsand through thisbiogasunitwe couldable togive

    very songmessage toothers.Even thisbecamea learning

    center and many people aware about alternative energy

    sourcesand itsbenefits.GalleMCdoesntgotocollectthe

    wastenowand thatcostalso reducedby thisbiogasunit.

    Now temple also using the renewable energy for their

    needsandthisisagoodmodeltoo.Evennowtheyhavea

    goodwastemanagementbehaviorbecausenow theyhave

    ConstructMagalleCommunityBiogasUnitThe biogas unit of the Magalle is very special

    becausewehaveconnectedthetoiletsandonehotel.

    Evenweuse the kitchenwastewater of thehotel.The area is alsohighlywastegeneration area.The

    people have limited space todump thewaste and

    population ishigh.Themajorityuse the firewood

    as an energy source. They need quick and good.

    Thereisfishwastetoobecausethereisanearbyfish

    shop and all waste comes to Municipal Council.

    MorningandEveningtheycollectthewaste.

    Even

    people

    suffer

    from

    the

    waste

    because

    no

    properplace todump thewaste.Hotels and small

    restaurants connected thekitchenwastewater and

    otherwaste to the canal sowithin shortperiod all

    drainsystemblock.Themethanegasemissiontoair

    ishighandthemajorityofthewasteisorganicand

    that canuse to another energy source.Energy city

    committee got the request to construct thebiogas

    unit inMagalleArea.ThishotelusemuchLPGas

    beforebutwith this they couldable to reduce that

    amountandnow theyareusingbiogas formaking

    foods.

    HELPOofficersdonea surveyandanalyzebefore

    installabiogasunit.Alsoweidentifiedthatthereis

    apossible to connect the toilets andkitchenwaste

    water, fishwasteandotherhousehold levelwaste

    too. We have design the biogas unit for this all

    waste.Inbeginningtimepeopledidntagreeorlike

    toconnectthetoiletsbecausetheythoughtthatthis

    is not good to cook with toilet waste. We have

    organized a awareness program about value and benefits of the biogas. HELPO

    graduallyexplainedthemaboutthebenefitsandinformedthatthereisnoharmtouse

    theseweragewaste.Thentheythoughtthatthebiogasisgoodandeffective.Nowthey

    realizethathowwastebecamearesourceforthemandhowtoaddavaluetothewaste.

    Eventheyrealizeabouttheimportanceofusingalternativeenergysources.

    ConstructSangamittaSchoolBiogasUnitHELPO decides to start the renewable energy

    programinSchoolandthisisthefirstbiogasunit

    that we constructed inside of the School. Theschool is so special because this is the biggest

    school children study school in Asia. The daily

    waste collection ismuch andMunicipalCouncil

    doesnt collect thewaste properly. The students

    weresufferedfromthewasteproblem.

    Insideof theschool theyhavestarted theorganic

    cultivation and they have started a good waste

    management program. Under our concept we

    have decided to implement this program in thisschool. Even the school uses the LPGas for the

    canteen of the school and there is a big

    opportunity that is this isagoodmodel toothers

    schoolsevenschooluseLPGasfortheirneedsbut

    throughthisunit.

    Now school hasbeen started to cultivationwith

    thebioslurry.Thestudentsareveryinterestingto

    those activitiesbecause this is one of innovative

    thingsandtheycangetpracticallessonsaboutthewastemanagementandrenewableenergysources

    and they are one of key stakeholders that we

    addressed under this programbecause theywill

    careabouttheworldtomorrow.

    Under the support of USAID / SARI ENERGY

    programwehaveconstructedasmallbiogasunit

    in School.Now they have a proper place dump

    thewaste.Nowschoolusesthebiogasforcanteen.

    Noworganicwasteproblemissolvedinsideoftheschool.Nowweexpect to introduce this toother

    schoolsbecausethisissuccessprogramwithmany

    benefits. The children started a tree planting

    program and organic cultivation program inside

    oftheschoolwithusingtheorganicfertilizer.

    This area is one of place that highly waste

    generation. Even there are many slaughterhouses.

    Peopleofslaughterhousesdonthaveaproperplace

    todumpthewasteandtheydumpthewastetonear

    canal. Thatwas huge environment issue and near

    peoplecouldnotabletoliveinthatareathatwasbe

    came a natural disaster but the people who has

    slaughterhouses dont have solution.On the other

    handthewastegenerationamountisverybiginthis

    area.Most of people use fire wood as an energy

    source. The peoplewho supply the firewood cut

    manytreeswithintheweek.Ontheotherhandthisbecameahugeproblemtoo.

    Under the SARI Energy program we constructed

    community biogas unit in that area. Now people

    dump the slaughterhousewaste to thisbiogasunit.

    Nowproblemsolvedandpeoplewhousethebiogas

    noneedtousetheLPGasorfirewood.Thebiggest

    thing is no slaughterhouse waste problem now.

    Through thisprogramwecouldable to solvehuge

    environment problembecause some of people leftthe homebecause of thiswaste problem. Through

    ourPHIofficersandcommunitymemberswegota

    request to construct abiogas unit in this area.We

    havedoneasurvey tomeasureaboutpossibility to

    constructthebiogasunit.

    Nowpeople arehappy about thisnew solutionbecause thisprogram is sustainable.

    Nowpeoplehaveaproperplacetodumpthewasteandtheydonthaveaproblemof

    energy.Nowpeople requestbiogasunitsasanalternativeenergysource.Theyhada

    hugeproblemofenergybutnowhaveanalternativesolution.Weexpecttohandoverthebiogasunittothepeople.Thelandalsodonatedbythepeopleofthearea.

    For thepeopleof theareawehaveconductedanawarenessprogramabout thevalue

    andbenefits of thebiogas. Through this they could able to increase the knowledge.

    Theyawareabouttheprogramandwegotmanyrequestsforconstructthebiogasunits

    inhouseholdlevel.

    Walauwaththa, is located near theGalle town.

    Under USAID SARI program HELPO had

    providedthedomesticbiogasunittothisvillage.

    Withourpreviousexperiencesofdomesticlevel

    HELPO involved to implement abiogas unit,

    that unit is fiberglass biogas unit with the

    capacityof6m3and50kgsofwastewithwater.

    Thebiogasunitprovidedunder loanbasis and

    they are getting benefits from the biogas unit

    nowtheyputthewastetobiogasunitandwaste

    is not a problem to them. The beneficiary is

    happyabout thisunitbecauseshedoesntneedmuch space to install thebiogas unit and she

    expects to start thecultivation from theorganic

    fertilizer ofbiogas. Not even that she already

    started to repay the loan installment and

    according to her statement now she can save

    muchmoney that sheexpended toLPGasand

    fire wood. The step we have taken is little

    differentbecause thisbiogasunit is totally loan

    basisafter install thisbiogasunitwecouldabletogotmany requests like thisbiogasunit.The

    organization expects to use that fund as a

    revolvingfundtoexpandtheprograminfuture.

    This villagehas very little space and it isvery

    populatedsothiskindofbiogasunitisperfectly

    matchedtothecommunityneed.Theotherthing

    ispeoplecanrecover thecostwithinveryshort

    periodandafter that they canhave theprofits.

    Under theSARIEnergyprogramwecouldableto implement very success program in many

    places of the district. And the program was

    much effective to reduce the waste from the

    generating place. The all programs are

    communitybasedand implemented the though

    thecommunitynetworkoftheHELPO.

    loanbase.Theownerexpectstosellthebiogasfor

    thepeopleand repay the loan.This isothergood

    model to study that how people contribute to

    others and for protects the environment with a

    thisareawasahugechallengewiththehighwater

    table. We had to follow very special and safe

    technical process in construction time.We made

    thebiogas unit above from the ground level and

    thenwehadtodiptheconstructeditemstoholewe

    dig.We could not able to construction inbelowfromgroundwith thehighwater level.Butfinally

    our effort success and could able to finish the

    biogas unit.With the heavy rains ourworks has

    beendelayedanditwasnoteasyworktoconstruct

    thebiogasunit.

    Now heprovides thebiogas for other houses and getsmoney from them and he is

    repayingthe loan.This isanotherconceptweexpecttopromote infuturebecausethe

    ownerhasgood income from thewastecontinue.Afterrepaying the loanhecangets

    thenetprofitfromthebiogasunit.Noteventhatgrassroot levelcommunityalsocangettheenergysourceverylowcostthanthemarketprice.Theorganizationexpectsto

    introducethistofarmersbecausecowdung isverygoodrowmaterialtogeneratethe

    ConstructionSahanaMagalleRestaurantBiogasUnitAfter construction many biogas units in

    community level within Galle city many

    people and private sector requested biogasunits for answer for many problems. Some

    requested this for energy problem and some

    requested this for waste problem. Sahana

    Magalle Restaurant is one of place that

    requested after seeing the communitybiogas

    unitofMagalle.Ontheotherhandtheyagreed

    togetthisbiogasundertheloanbasis.Evenwe

    have installed one fiberglass biogas unit in

    their restaurant.With the financial supportof

    theUSAIDSARIEnergyprogramweinstalled

    another fiberglass biogas unit in Magalle

    Restaurant.

    This is agood innovative action takenby the

    private sector for loan basis. Now they are

    usingrenewableenergysourcetomakefoods.

    Earlytimetheyhadtospendmuchmoneyfor

    the LP Gas. Even their waste was much

    disaster for the environment now they are

    gettingbenefits from thewastenowand they

    are earning from the throwing waste now.

    MonthlytheycouldabletoearnRs.6,500from

    thisbiogasunit.HELPO expects expand this

    programtootherhotelsandrestaurantsofthe

    cityandweexpecttoreducetheLPGasusage

    withintheGallecity.

    Restaurant appointed one unit for thebiogas

    unitand theyfeed tobiogasunitatspecific timeand theywellawareaboutmaintain

    and operation of the biogas. We provided the biogas unit under loan basis. The

    restaurant management has been understood about the economic value and

    economically viable. Now they are repaying the loanmonthlybasis even they are

    payingtheloanwiththesavingsbyreducingtheLPGasusage.

    ConstructionHareeshaHotelBiogasUnit

    The organization has been provided another

    biogas unit under loan basis to the Hotel

    Hareesha. The hotel had a hugewaste problem

    andtheyweresufferingfromtheenergyproblem.

    Webelievethis ismuchgreatopportunityfor the

    organizationandtopromotetherenewableenergy

    sources among the hotel sector because in our

    country they use much LP Gas for their daily

    works. Involvement of this hotel to biogas is a

    good signbecause through this we can expand

    this message and spread the message to many

    places.

    HareeshaHotel isoneofveryattractiveandbest

    hotels which nestled in the Galle district and

    surroundingwithaforestaddsmoreattractionto

    the hotel. People,who are engaging various life

    styles, come to this hotel for spending their

    leisure,vacation,holdingpartiesandetc.Among

    them not only local peoplebut also tourists are.

    Theywelcome their guests and guests arebeing

    treatedwellbytheirgreathospitality.Theysupplyfoodsandforcookingmealstheyhavetospendin

    hugescaleofmoneyontheirenergyneeds,asthe

    energypowertheyuseLPGas.Whilehavinggood

    solutionforwasteproblemtheyexpecttohavean

    alternative energy for their energy problem.

    Actually waste was a huge problem to them

    previous time so that they tried toget ridof thewasteproblemand they searcheda

    Minuwangoda area. The owner of the land has

    cows and animal husbandry is his main income.Early timeotherorganization constructed abiogas

    request through the Galle Bio Energy City

    committeebecauseheparticipatedone community

    other hand this is a huge environment issue. Under the USAID support we have

    renovated thebiogas unit.Now this functionwell and he can dump the all animalwastetothisbiogasunit.Thisisagooddemonstrationforourenergycityprogramand

    thebeneficiary isgettingbenefits from thebiogas.Environmentproblem issolvedby

    thebiogasunit.

    MakeGalleBioEnergyCityConceptMakeGalleGreenBioEnergyCityconcept isone

    ofmainmechanismwe implemented through the

    stakeholders.The chair of the committee isHon.GalleMayor. Wegot the involvement of the all

    major stakeholder of the city for the committee

    like, Prison, Police, Hospital, Chamber of

    commerce, Community, UDA, CEA, NGO,

    Schools,MunicipalCouncil,Religiousleadersand

    Navy.ThereasonwenamedGalleasEnergycity

    becausemanyoforganizationsandgovernmentinstitutionsimplementedmanybiogas

    programswithinthecityandmostofmajorplacesofthecityareusingtherenewable

    We believe that is a huge impact of our program

    because their policy has been changed and this

    committee is a good model to public private

    partnership. On the other hand this committee is a

    cleaning program through this committee. HELPO

    Mr.MoonamaleEnvironmentAnalyze soheexplainedabout thebadeffectsof the

    burningwasteandPOPGas.Thissubjecthewasbrieflyexplainedtothem.Thesecond

    theme was about how biogas uses international scale. Through this he aware the

    participants abouthow foreign countriesusebiogas for transportation, as a fuel, for

    They have asked about simple questions about

    energy.Oneisperweekhowmanytimestheyuse

    theElectric Iron,Howmany times theyopen the

    refrigerator.Evenhowmanybulbstheyusewithoutanyworksorpurposearefewof

    questionstheyaskedfromthepeoplerelatedtoenergyproblem.

    biogasbeneficiaries dont have a proper knowledge

    about the biogas technology and how to use it in

    construct the biogas unit we followed many

    since thatday it isworkingwithoutanyproblem.Hospitalstaffexplainedhowmuch

    theycangetbenefitsfromthebiogasandhowmuchtheycouldabletoreducetheusage

    ofLPGas.Evenhospitalstaffexplainedhowtheydumphugeamountofthewasteand

    whattheproperprocessisforthat.

    After that they went to see the biogas unit of Galle Municipal Council and they

    explained how they are gettingbenefits frombiogas unit. Under this program we

    organized tovisitcommunitybiogasunits, institutionalbiogasunitand through that

    they canget agood and clear ideaaboutbiogasandhow should theydevelop their

    biogasunit.

    One of women describe that how they are

    implementing this biogas unit and also she

    describes about thebenefits of thebiogas unit for

    individual person. Even she explained that she

    could able to get more benefits from the Bio

    fertilizer too and she briefly explained about the

    environment fund and its important for a

    sustainability of the program and howmuch they

    earnedfromtheenvironmentfund.

    Thebiogas unitswe have visited are not same and therewere various institutional

    biogasunitsandimplementingprocessistotallychangeanddifferentbiogastobiogas

    unit. This is a good time to study about the mechanism to participants. They

    participated in first time and learnt lot.Communitymembersmuch appreciated this

    opportunity.During theexchangeprogram they learntabout thepeoplesmovement

    mechanism and their system. New CBO members learnt how to organize and

    implementthiskindofprograminasustainway.

    Noteven that theywent to see some successcase studiesof thevillages.Thepeoplewho got the financial assistant to develop their business. Now they became very

    successfulpersonandtheirbusinessandincomehasbeenincrease.Finallythisprogram

    becameaveryeffectiveprogram for thegrass root levelpeople.With thebaseof the

    knowledgeoftheexchangeprogram,nowtheyhavestartedwhattheylearnt.

    MonitoringProcessofProgram

    HELPO followedmanystrategies tomonitor theprogrambecausewedeveloped the

    program to city level. The first step was energy city monitoring committee for

    monitoring theprogram.Thecommittee represents theeverymajor sectorof thecity

    and they personally and institutionally monitor about the program.Monthly they

    gather and discuss about the progress and the success of program. They personally

    involvetoprogram.PHIOfficersandEnvironmentOfficersarethekeypersonsofthe

    monitoringandtheymonitortheprogramcontinue.

    Technical monitoring done by the HELPO technical group they have enough

    experience for it.From thestarting timeof thebiogasunit theymonitor theprogram

    andtheyprovidethenecessaryguidelinestoo.

    The othermonitoring system is grass root level communitymonitoringbecauseweimplement thisprogram through theCBO.Whenwecouldnotable to findaCBO in

    thatareaweformedtheCBOandweimplementthroughthecommunitynetwork.The

    communityalsomonitor theprogramcontinue. .Theyare the firstandmainkey for

    monitortheprogramingroundlevel.Nowtheyagreetomonitortheprogrambecause

    thisbiogasunit isassert for theirvillageand from thestartingconstruction time they

    involvetomonitortheprograminproperway.

    ChallengesoftheProgram

    Ourfirst issue is toestablish thestrongmonitoringcommitteebeforereach to thatgoalweconductedameeting inGMCofficewithparticipationofallstakeholders

    andaware themwhat istheprogramanditsbenefitsforthecityaswellasforthe

    environment on that time decided to develop this concept and make a strong

    committeefor implement thisprogram insuccesswaybecause thatwedecided to

    implementthiswith involvementandcontributionofall importantstakeholdersof

    thecityanditishardthingtobringthemallforonegoal.

    Thesecond thing is togetattentionandattractionof thepeoplebecausewechosemanyindependentsmallgroupsofthecity.Weconsidergivingthischancetomany

    small groups of the city some of people didnt know aboutbiogas unit and its

    benefits.Wehadtoawarethemfrombeginninglevelandthatwasmuchhardwork

    forus.

    Another issue is heavy monsoon to down south during the construction time.Several timeswe had to stop theworksbecause of this reason.After finish the

    cementworkswehavetodumpthewarmcowdung togeneratethemethanegas.

    Due to theheavyrainwecouldnotable tofindwarmcowdung.Wehad towait

    severaldaystofinishtheheavyrain.

    After thatwehadcollectedwarmcowdung in smallscaleandwewent tomanyplaces to collect the necessity.Whenwe construct thebiogas unitswe use now

    temporarysheetasaroof.Underthatsheetweconstructthebiogasunit.

    WhenweinstallthebiogasunitinMagallewehaveplannedtoconnectthetoiletstothisbiogasunit.Sopeoplehadabadattitudeaboutthistheydidnt liketousethe

    biogaswithconnectedtoilets.ThenweconductedawarenessprogramaboutValue

    andBenefitsof thebiogas.Stepbystepwehaveexplainedabout thebenefitsand

    thereisnoharmusingtheseweragetogeneratethebiogas.Afterthatpeopleagreed

    toconnectedthetoiletsandusethebiogas.

    Oneof issue is lackof spaces inurban areas andpeople requestbiogasunit andthereisnocapabilityforconstructthebiogasunits.Wehavetofindaquicksolution

    for this andwe startednew experiment for solve this lack of spaceproblem.We

    tested somebiogasunitswith fiberand thatcanuseasaportablebiogasunit for

    domesticlevel.

    LessonlearntoftheProgram The first lesson is how to implement Make Galle Bio Energy City Concept insuccessful way with the involvement of the many stakeholders. Even main

    stakeholders are theGovernment institutions and private sector.We have to gettheirattentionandcooperationfortheprogram.

    Evenwe learntabout the importantofthe integratedapproachforsolve thewasteproblemandhowthateffectinacitylevelbecausethisisnotonlyourprogramand

    wedividedinacitylevelandallparticipantsoftheCommitteegottheresponsible

    toimplementandmonitortheprogram.

    We learnthow topromote renewableenergy sourceamongvarious sectorsof thecity and how to make a good mechanism through integrated approach. We

    implementedthisthroughthisprogramanditisverysuccess.

    Theother thingwecould learned is the teamworkand listen toothers ideasanddiscussionbecausewhenwe implementedallactivitieswedidnt try topushour

    ideatoaccepttoothers.Thenwesuggestedandallparticipantsarediscussaboutit

    andmakefinalizethen.

    Theotherlearntthingishowtodevelopourconstructiontechnologywhenweworkinhighwater table land.We had to followvery strong and specific construction

    methods to build one biogas unit and through that we developed our biogas

    technology.

    Theotherleantthingistheimportantofthesharingtheexperienceamongvariouscommunities of the city.When people are seeing thebenefits of thebiogas their

    views and attitudes has been changed. Even that is one of success key for

    implementingtheprogramwithcommunitybasisandinstitutionalleveltoo.

    Thebest leant thing iswecanapply tominimize thewaste throughbiogaswithincitylevelandforprovidethesustainablesolutiontoenergyproblemtoo.Noteven

    thatwe realize thatwe canmarket thisproduct invery successway andwe can

    implementthisconceptwithinmanyplacesinacitylevel.

    The other lesson ishow to change thepeoples attitudebecausewhenwe awarethemwecanusethehumanwasteforgeneratethemethanemostofthemdidntliketothatthenwebroughtthosepeopletobiogasunitthatconnecthumanwasteand

    showed them there isnobad smell ofgas andnobad smellof foods thatuse to

    preparethatgas.Throughthattheirviewhasbeenchanged.Andthatisoneofkey

    turningpointoftheprogram.

    Effectiveoftheprogram

    Theeffectiveissohugebecausenowpeopleattitudeschangedaboutthewastebecause

    previous thewastewasaproblembutnowwastebecamea resource for them.Now

    waste has a value now. On the other hand we could able to introduce good and

    sustainablerenewableenergysourceforthegrassrootlevelcommunity.Anothereffect

    of the program is HELPO got an opportunity to implement same program in

    Trincomalee citywith the successofUSAIDSARIENERGYProgram.Evenwehave

    decidedtoconstructfivebiogasunitswithinthisprogrambutwecouldabletofinish09

    biogasunitsinvariousplacesandinstitutions.

    Now people dont put thewaste in irregularway and people adapt to alternative

    energysourceandthatisenvironmentfriendly.Nowthroughthisunitwecanreduce

    themethanegasemission toair.This is reallyeffect toGlobalwarmingandClimate

    Changeandfortheenergyproblem.ThisisasmallstepthatwehavetakeninSriLanka

    levelbuttheeffect is largewhenweconsideraboutthis inGlobalLevel.Nowprivate

    sector andgovernment sector alsopromoting this renewable energy source for their

    beneficiaries.

    Othermajoreffectisotherlocalauthoritiesareinterestingaboutthecommunitybiogas

    conceptbecausetheycouldabletorealizetheeffectiveandbenefitsofthebiogasunit.

    NowGovernment policy hasbeen changedbecause they knowbiogas is profitable

    thinganditiscosteffective.Nowgovernmentdecidedtoexpandthebiogasconceptin

    NationalWidealready theyare takingnecessarysteps to introduce this technology to

    Prison,Hospitals,andGovernmentInstitutionswiththesupportofGovernment.

    HomeGardeningwithBioFertilizerOne of the best products of the biogas unit is

    Organic Compost Manure. This automatically

    comesfrom thebiogasunit.This ishighlyeffectivefor cultivation.At thismomentwehaveprinted a

    labeland ithasamarketvalue.Theoneoforganic

    compostbottle they sellRs.20.00and this isoneof

    good income for the village peoples company

    branch.Wehaveenough requests for thiscompost

    manure from the cultivators. The biogas

    beneficiariesalreadystarted thecultivationwithusing theBiofertilizer.Thisfertilizer

    canuseformanywaysone iswecanuse thisasamanureandsecondway is topest

    controlandthirdwayishormone.

    Fromourprogramsweawarethegrassrootlevelcommunityabouttheworthofthebio

    fertilizer.Even they canget environment friendly andhealthy foods for theirneeds.

    Manybeneficiariesalreadystartedthecultivation.Thepeopleusednewtechnologyto

    cultivation and they used waste plastic items. On the other hand this is another

    environment friendlyeffect invillage level.Through thisbiogaswecouldnotable to

    providethegasformanyfamiliesbutmostofpeopleareusingtheorganicfertilizerfor

    cultivation.NowHotelsandotherinstitutionsarelookingtostartthecultivationfrom

    the Bio Fertilizer. This system is another good income for the grass root level

    communitybecausetheycanreducetheexpensefor thevegetable.Amongthepeople

    thissystemisgettingmorepopularbecauseitiseasytouseandveryeffective.

    ThegovernmentorganizedHomegardeningcompetitionwithin theGalledistrictand

    one of ourbeneficiaries could able to get an award for her garden.Not even that

    throughthisprogramwecouldabletoariasthemutualunderstandingandteamwork

    amongthemembersbecausetheyhelptoeachotherstostartthehomegarden.

    NextPhaseofProgramThenextphaseoftheprogram is toexpand thisprogram toTrincomaleecitybecause

    that isoneofmaincitiesof theEastProvinceof theSriLankaandenrichwithmany

    naturalresources.Oneof themainproblemswediscovered iscuttingtreesforenergy

    sourceandwasteproblem incity.Thecity isquickdeveloping cityand theirenergy

    needsaremuchhigher thanother cities and introduce renewableenergy sourcesare

    veryless.Becauseofthereasonswehavedecidedtoimplementthiskindofprogramin

    TrincomaleecitywiththesupportofUNEP.

    Not even thatwehaveplanned to expand thebiogas technology to othermunicipal

    councilsofthecountrybecauseduringthelastfewmonthswecouldabletoimplement

    manybiogasunits inmanyplaces.Thisweexpect to implement in community level

    becausewehavearequesttoconstructthebiogasunits.Ontheotherhandweexpectto

    promote thebiogasunitsunder loanbasiswithinprivatesectorandcommunity level

    andwegettingrequestsfrommanyplacesnow.

    HELPO established a company for constructbiogasunits.This registeredunder the

    CompanyactofSriLankaandwillprovidethetechnicalandotherassistancethatneed.

    At this moment we dont have enough technical staff for implement this kind of

    programandexpecttoconductmoretechnicalprogramsinlargescale.Alsowehopeto

    increasetheknowledgeofthetechnicalstaff.ThenameofthecompanyisHELPOEco

    GreenCompany.
